Councilman Rob Reawanted to approve theleasing of four new Chev-rolet Tahoes for the policedepartment at $58,704per year, but other coun-cil members said theywanted to wait until afterthey conduct comprehen-sive budget workshops to

“We need to take a pro-active stance right this sec-ond and get our policedepartment back ontrack,” Rea said “This isan emergency measure inmy mind.”

KEMP–Coleby Payneof Kemp is competing inthe 23rd annual Interna-tional Finals Youth Rodeo(IFYR) Friday-Wednes-day, July 5-10 at the Heartof Oklahoma ExpositionCenter, in Shawnee, Okla.
Payne is participating inthe world’s richest youthrodeo, hoping to win hisshare of more than$200,000 in prize moneyand championship saddlesand buckles.
Payne will join morethan 1,000 of the top highschool rodeo athletes fromacross the United Statesfor the 2015 IFYR. Con-testants will compete in 10events running simulta-neously in three arenasthroughout the week.
Events include barrelracing, pole bending,

MABANK–MabankISD trustees met June 22to present the junior highschool eighth gradebronze and silver medalwinners for their aca-demic success in the As-pire reading, science,math, English language,arts and writing catego-ries.
Bronze winners in-cluded Jake Carter,Konner Kemp, Savan-nah Parkhurst, JulietPridgen, Sierra Rudman,Haile Stephens, LayneeTanksley, MeganTarbutton and AshleyTupper.

Trustees also dis-cussed the 2015-16 bud-get based on no studentgrowth, no lower sala-ries for teacher replace-ment, no Erate reim-bursement and no addi-tional SHARS funds.The budget includesspending $400,000 forfour buses, $20,000 fortwo trucks and twoSUVs, a police car for$6,500, maintenancevan for $7,500 and twomowers for $25,000.Total expenses were es-timated at $26,901,275and total revenue wasestimated at$27,376,500.
The board approvedspending $90,000 on 20used Dell computers forthe labs and to upgrade
teacher computersthroughout the year.
The new salary sched-ules, approved of atprior meetings, will helpwith hiring with minimalimpact on the budget.
“Everyone in steps 1-6 will get a raise. Thiswill affect all staff begin-ning school Aug. 24. Ithink $130,000 -$150,000 a year shouldcover it,” MISD Super-intendent Dr. RussellMarshall said.
MISD Assistant Su-perintendent ScottAdams reviewed theyear-end financials. “Wehave a 93.1 percent taxcollection rate and willreceive more state fund-ing because we have 30more students than lastyear. Each student isequal to about another$5,000 so we shouldhave $300,000 more inthe budget.”

GUN BARREL CITY –Several residents in recentweeks went to the CityPark Pavilion on Saturdaymorning hoping to shopfor fresh fruit and veg-etables.
They went away disap-pointed after finding thepavilion empty. The open-ing of Gun Barrel City’sFarmers Market, whichwas scheduled for May30, never took place.
Gun Barrel City Man-ager Gerry Boren said cityofficials had to delay the
Farmer’s market opening halted after rain delaysopening because of theheavy, above-averagerains in May and June pre-venting the growing andharvesting of crops by lo-cal farmers and gardeners.
“We haven’t been ableto get anyone to sign up,”Boren said. “They askedto hold up the opening be-cause they lost their cropsto the rain.”
The city planned to of-fer free space to local farm-ers and gardeners at thepavilion Saturday morningsfrom 7 a.m. until noon topromote the project.
City officials planned toallow only the sale of
home-grown vegetables,fruits, botanicals, herbsand bedding plants to pre-vent people from bringingin older produce grown inother areas.
No date is set for theopening of the market atthis time, Boren said. Ifand when the opening getsrescheduled, city officialswill announce it, he said.
“It will be as soon asthere are crops to offer,”Boren said.
Until recently, the mar-quee in front of City Hallflashed the message of atwo-week delay in theopening of the farmer’s
market. That message isnow gone. The farmer’smarket, had it opened,was scheduled to beclosed over the July 4weekend when city parkwill be occupied by theJuly Fest Celebration.
Gun Barrel City Eco-nomic Development Corp.Director Sean Overeyndersaid if the farmer’s marketnever takes off, his agencywill seek to launch it onceagain. The EDC attemptedto start a farmer’s marketat the site of the old CityHall on Main Street, whichis owned by the agency, butcity council members at the
time shot down the plan.Proponents of the plan to
open the farmers market onMain Street noted that pastattempts to get local grow-ers to sell produce at thecity park pavilion failed be-cause shoppers failed toshow up. They said shop-pers would be more likelyto patronize a farmer’smarket on Main Street,they said.
Overeynder said shop-ping at farmer’s marketsdepends on “impulse buy-ing” because shoppersstop when they happenupon the scene. “It needsto be somewhere people
can see it,” he said.Overeynder said the
EDC will approach thecity council in the fall if thecurrent project fails totake off this summer.
“We will work withthem,” Overeynder said.“Regardless of who takesit over, we want to see itbe a success.”
Overeynder said if theEDC takes it over in thefall that it will beoutsourced to an experi-enced manager. The city-sponsored project nowon hold is under the direc-tion of councilman RonWyrick.

KAUFMAN – TheKaufman County Com-missioners Court rejectedthe adoption of a new pub-lic nuisance abatementmeasure June 22.
The policy presented tothe court by Kaufman As-sistant Fire Chief RandyRichards mirrored a statelaw, but Precinct 1 Com-missioner Jimmy Vrzaliksaid he objected to the lan-guage. Richards said theDistrict Attorney’s officeadvised him the policycould not be written in anyother manner than whatstate law dictates.

In May, several resi-dents from unincorporatedareas of the county arguedagainst the adoption of anew public nuisance abate-ment policy because theyfeared environmentalsafety officers would altertheir relaxed way of life.They said they live in thecountry rather than insidecity limits to avoid stricter
standards.Richards told the court
at the time the county offi-cials could not expand en-forcement the way resi-dents feared even if theywanted to due to a lack ofresources.
The court tabled the is-sue in May and scheduleda workshop to discuss it.
County officials said theyproposed the new policy toupdate one in force by thecounty since 2004, whichcontains the same languagethat bothered Vrzalik. Thefocus would be on aban-doned homes, swimmingpools and overgrown areasthat pose public health dan-gers, they said.
Wood said county offi-cials would continue to en-force state laws eventhough the court passed onadopting the measure.

MABANK–Mabankgraduate Stephen Smith’shigh school coaching suc-cess recently landed hima job as an assistant at aDivision I university.
Smith interviewed withThe University of Tennes-see in Knoxville in lateMay and was hired inJune as their new defen-sive back qualifing controlcoach. Smith will be as-sisting the defensive backcoach at the same schoolthat NFL legends PaytonManning and ReggieWhite put on the Orangeand White as Volunteers.
Assisting the defensiveback coach may notsound like a big job, butthe role Smith was hiredto fill was extremely com-petitive. According toSmith, more than 1,000people applied for thejob.
“More than one-thou-
sand people applied forthe job, so getting it isawesome opportunity.This is my chance tobreak into college foot-ball.”
Smith was the co-of-fensive coordinator atCedar Hill High School,where he spent more thansix years helping the 6Atalent-laden juggernaut toback-to-back statechampionships in 2013and 2014. Smith says hehas learned much at Ce-dar Hill under HeadCoach Joey McGuire.
“With the talent level atCedar Hill, you will al-ways have a chance to wina championship,” Smithsaid. The team fielded tenDivision 1football playerslast year. The program isgreat and it will keep go-ing when coaches like my-self leave. CoachMcGuire was awesometo work for and he lets hiscoaches coach anddoesn’t micromanage.”
Smith’s time in DallasCounty taught him thatcoaching football is alsoabout being a good rolemodel.
“Seventy percent of theathletes at Cedar Hillcome from a one-parentfamily,” he said. “CoachMcGuire and the entirestaff had the opportunityto show them how hardreal men work and treattheir family.”
Before moving to Ce-dar Hill, Smith alsolearned from his coachesat Mabank High School,where he graduated in2001.
“The biggest thing Ilearned at Mabank wasthe no-nonsense ap-proach,” Smith said. “Ilearned to be physicallyand mentally tough and towork hard and not messaround in class. If Imessed up, I would hearit from the coaches. At thetime I thought they didn’tlike me, or where out to
get me. Now, after beinga coach I know they ac-tually loved me so muchto correct and critiqueme.”
With that chapter in hislife behind him, Smithmoves to Knoxville to pur-sue his dreams and be apart of the SEC.

ATHENS–Insects anddiseases can cause prob-lems in peaches, plums,nectarines and pecans.
Homeowners who growthese fruit trees can moreeasily identify the problemsand select the proper con-trol methods if they are fa-miliar with insect pests anddiseases, their life cyclesand the damage theycause.
Plant diseases are mostsevere in periods of fre-quent rain or dew and mildtemperatures (75 to 85degrees F). Early-maturingpeach varieties are morelikely to be affected bybrown rot than the late ma-turing varieties; late variet-ies are often damagedmore by peach scab.
Insect infestations arenot as dependent onweather as are diseases.Most insect pests aremonitored by visually in-specting trees for insects ortheir damage.
Traps baited withpheromones can be usedto monitor activity of thepecan nut casebearer andthe lesser peach tree borer.
Healthy plants can sur-vive some insect and dis-ease damage better thanstressed plants. Treesgrow best if you selectadapted disease-resistantvarieties, plant them in asuitable site, follow a well-balanced fertility program,and irrigate and prune asneeded.
It’s important to cleanup and dispose of plantresidue to reduce the dam-age from peach scab, plumcurculio, hickoryshuckworm and brown rot
of peach. Diseased mate-rial that is properlycomposted can be re-cycled as mulch or organicmaterial.
Homeowners face anumber of problems inbuying chemical productsto control diseases and in-sects. Some products havehad their uses canceled orare not as available tohomeowners as they oncewere, and the most effec-tive ones are not alwayspackaged in small quanti-ties and may only be avail-able in commercial-sizepackages.
If you buy commercial-size packages, the cost ishigh, the unused portionmust be stored for a longtime, and the label lists therates in amounts per acre,which is difficult to convertwhen mixing a few gallonsof spray material.
Another problem is thatmany products have limitson the number of timesthey can be applied perseason. These limitationsmay require that you buymore than one chemical toachieve season-long con-trol of diseases or insects.
In some cases, a com-mercial-size package isyour only option. To get abigger selection, fruit hob-byists with more than a fewtrees should considercommercial-size pack-ages.
For homeowners withjust a few trees, the bestoption may be the combi-nation (insecticide plus fun-gicide) products availableat nursery and garden cen-ters.
