• To study and analyse the performance of the MHCs. Suggested measures to assess performance will include utilization of MHCs, immunization coverage, ANC checkups and follow-ups, HIV counselling services and other national programmes etc.
• Estimate the cost effectiveness and calculate the per patient expenditure. • To study the monitoring and reporting procedures including monitoring mechanisms at the level of
the PHC, Taluk Health Officer, District Project Management Unit and State Project Management Unit.
• To identify institutional or organizational constraints and bottlenecks that impediment successful implementation of MHC programme.
• To assess adequacy of payment levels under various heads in the existing Terms of Reference and payment mechanisms that are currently employed.
Therefore, it was decided to have a third party evaluation and the consent of World Bank is also obtained. In the process Expression of Interest (EoI) was published as per regulations. A committee headed by Chief Administrative Officer was constituted for selection of the consultancy firm. 16 proposals are received and the said committee has selected IIHMR, Bangalore, as the eligible institution for the purpose.

PREAMBLE:- The Proposal of Board of Control for Cricket in India to establish a “Cricket Academy” Comprising Cricket Ground, Indoor facility, Club, Gymnasium and Conference Hall, with an investment of Rs. 303.93 crores, at Ramanagara District was approved in the 10th SHLCC meeting held on 28.08.2007. As per the recommendations of the Committee, KIADB allotted 32 acres of land in Bidadi Industrial Area, Ramanagara Taluk & District out of 183 acres 5 guntas of land surrendered by M/s. Himalaya Drug Company. Accordingly Govt. Order read at (1) above has been issued. BCCI has now requested alternate land near Bangalore International Airport for the proposed “Cricket Academy” as the Academy is frequently visited by the National and International Players and officials for training, fitness and rehabilitation. BCCI has identified 49 acres 39 gunts of land located on Nandi Hill Road in Kodugurki and Yemarahalli Villages of Devanahalli Taluk, Bangalore Rural Disrict and requested KIADB to acquire and allot the same for the project as SUC.
In the 22nd State High Level Clearance Committee (SHLCC) Meeting held on 24.05.2010 the committee approved the request of the company for the change of location for setting up of the academy at the newly identified land near Devanahalli. Hence the following Order:-
