In the 21st State High Level Clearance Committee (SHLCC) meeting held on 29-03-2010 the proposal of the Company has been approved.
Government has examined the recommendations made by the State High Level Clearance Committee in the 21st meeting held on 29-03-2010 in all aspects.
Hence the following order. Government Order No. CI 140 SPI 2010, Bangalore, dated : 27-04-2010
Government is pleased to accord in principle approval to the project proposal of M/s. Surya Vijayanagar Steel & Power Ltd., to establish a “Steel ERW Black & G I Pipe-2 LTPA” unit at Shimoga District, with an investment of Rs. 150 crores, generating employment to about 1000 persons and extend the following infrastructure facilities, incentives and concessions. Infrastructure Facilities :
1. Land : 100 acres of land – KIADB to acquire and allot at a suitable location identified by the company in Shimoga District.
2. Power : 6000 KVA to be serviced by MESCOM 3. Water : 600 KLD to from nearest water source subject to approval of Water Resources
Department or by KIADB. 4. Incentives and Concessions : As applicable under Industrial Policy of the State. GENERAL TERMS AND CONDITIONS :
1. MOU : The project proponents will have to sign a MOU with the Government of Karnataka during the Global Investors Meet in June 2010.
2. Environment : The promoters to obtain CFE and CFO from KSPCB and environmental clearance from MOEF, GOI.
3. Employment : The Company shall prepare a plan for development of Human Resources required for the project, train local people and provide employment to these trained local youth and comply with the provisions of Industrial Policy of Govt. of Karnataka. A copy of Human Resources Development plan shall be sent to the Commissioner for I.D. & Director of Industries and Commerce for monitoring.
4. Vendor Development : Wherever there is scope for vendor development for the project, the company shall prepare a vendor development plan, develop local vendors and procure the required inputs, components and sub assemblies from these local vendor units. A copy of the vendor development plan shall be sent to the Commissioner for I.D. & Director of Industries and Commerce for monitoring.
5. Social Infrastructure Development : The Company is advised to take up social infrastructure development projects in the vicinity of the proposed location of the unit. A copy of such projects shall be sent to the Commissioner for I.D. & Director of Industries and Commerce for monitoring.
6. Others : a) The project proponents shall provide employment to at least one member of the
family of each land looser if the land is acquired through KIADB. b) The project proponents shall adopt rain water harvesting, waste water recycling and
water conservation techniques. Zero discharge facility should be adopted wherever applicable.
c) The promoters shall take all statutory and other necessary clearances from the competent authorities including GOI and shall submit milestones/progress in implementation of the project regularly, which will be monitored by the Department.
This approval is valid for a period of two years from the date of issue.

4. Incentives and Concessions : As applicable under Energy Policy of the State.
GENERAL TERMS AND CONDITIONS :
1. MOU : The project proponents will have to sign a MOU with the Government of Karnataka during the Global Investors Meet in June 2010.
2. Power Purchase : The project proponents should make arrangements with KPTCL to supply atleast 15% of generated power to the State Grid through PPA with respective HESCOMs and approach KERC for price fixation.
3. Environment : The promoters to obtain CFE and CFO from KSPCB and environmental clearance from MOEF, GOI.
4. Employment : The Company shall prepare a plan for development of Human Resources required for the project, train local people and provide employment to these trained local youth and comply with the provisions of Industrial Policy of Govt. of Karnataka. Preamble: The Government of Karnataka had banned the manufacture & sale of arrack with effect from 1-7-
2009 in the State. The people who became unemployed due to the ban, being from backward classes, have requested for financial assistance to take up self employment activities for their rehabilitation. In this regard, in the meetings held under the Chairmanship of Hon’ble Minister for Social Welfare and in the presence of Hon’ble Minister for Food & Civil Supplies, it was suggested that D. Devaraj Urs Backward Classes Development Corporation may extend loans to those person with the assistance from National Backward Classes Finance & Development Corporation New Delhi and the State Government may provide the necessary Government Guarantee in favour of NBCFDC for raising the loan. The NBCFDC is insisting for Government Guarantee to give the loan.
The Managing Director, DBCDC has requested the Government to extend Government Guarantee of Rs. 20.00 crore in favour of NBCFDC to assist persons affected by the ban on manufacture and sale of arrack. The loan assistance is to be extended to the persons identified by the Excise Department. The loans are to be given for dairy, small business activities, auto rickshaws and women SHGs etc. As per information of Excise Department, there are about 19766 persons who were affected. The Finance Department has agreed to sanction Government guarantee of Rs. 10.00 crore in favour of NBCFDC and the Cabinet in the meeting held on 29-3-2010 has given its approval for the proposal. Hence the Order.
Government Order No. SWD 279 BMS 2009, Bangalore, dated : 15-04-2010 After due examination of the proposal of the Managing Director, D. Devaraj Urs Backward Classes Development Corporation, Govt. are pleased to extend Government Guarantee to the extent of Rs. 10.00 crore (Rupees Ten crore only) in favour of National Backward Classes Finance Development Corporation, New Delhi so as to enable D. Devaraj Urs Backward Classes Development Corporation to secure loan for implementing Term loan schemes for self-employment to the persons affected by ban on manufacture & sale of arrack, subject to the following conditions :
1. The Corporation should pay the Guarantee Commission as per the norms (1%) to the Govt. 2. Further guarantee may be considered in 2010-11 on progress of the scheme. This Order is issued in concurrence with the proceedings of the Cabinet Meeting held on 29-03-
2010 and of the Finance Department vide its Note No. FD 39 Exp 3/10 dated 23-02-2010.

Preamble: 1. As Karnataka is facing acute and chronic power shortage, the State Government has been
intensively reviewing the power situation on a regular basis to ensure that power available to the consumers in the coming months especially having regard to the fact that there are examinations scheduled as well as the harvesting season in the month of April 2010.
2. The shortage of power faced in the State has resulted in serious disruptive consequences with members of public indulging in “rasta roko”, attacking of offices of KPTCL and ESCOMs, thereby creating law and order problem in many parts of the State. Farmers have complained the frequent interruptions of power and short provisioning have badly damaged crop prospects and heightened their economic security.
3. Considering the huge demand supply gap, the State has been forced to buy power from various sources and the endeavour of the State is that every possible source of power should be tapped in the coming months.
4. Considering the above and various aspects in G.O. read at (2) above, the following directions have been issued in the interest of public in exercise of powers conferred under section 11 of the Electricity Act 2003. a. All generators existing and operating in Karnataka State shall operate and maintain the
Generating Stations to their maximum exportable capacity and Plant Load Factor (PLF). b. All generators shall supply all exportable electricity generated to the State Grid until
further orders in view of the extraordinary circumstances. c. The rates to be paid by the Distribution Companies, for the power supplied to them under
the Section-11 directive, by the private producers will be notified separately. 5. In the letter read to (1) above, the Managing Director, KPTCL, on behalf of ESCOMs has
stated that M/s. JSWPTCL has been granted open access for 325 MW of power on 26-02-2010 and Letter of Intent (LOI) has also been issued for 300 MW against the bid Notification for the months of April and May 2010. M/s. JSW Power Trading Co., Limited is to
be paid through Letter of Intent at the rate of Rs. 6.50 per Unit for the months April and May 2010 against the bid notification for supply of 300 MW of power. But the Hon’ble Karnataka Electricity Regulatory Commission has fixed a cap of Rs. 6.00 per unit for the procurement of Short-Term power up to September 2010. In the light of the orders of the Hon’ble Commission and in pursuance of the directions issued vide G.O. read at (2) above, Government has examined to fix a maximum rate per unit for the power supplied by M/s. JSWPTCL for the procurement of short-term power in April to June 2010 and issued the following orders : Government Order No. EN 30 PPC 2010, Bangalore, dated : 19th April 2010
In the circumstances explained in the preamble and in exercise of the powers conferred under section 11 of the Electricity Act 2003, Government are pleased to issue directions to M/s. JSW PTCL to supply energy from their power plant to the State Grid at the rate of Rs. 6.00 per unit for the period from 3rd April to 30th June 2010 or until further orders, whichever is earlier.

Employment : The Company shall prepare a plan for development of Human Resources required for the project, train local people and provide employment to these trained local youth and comply with the provisions of Industrial Policy of Govt. of Karnataka. A copy of Human Resources Development plan shall be sent to the Commissioner for I.D. & Director of Industries and Commerce for monitoring.
5. Vendor Development : Wherever there is scope for vendor development for the project, the company shall prepare a vendor development plan, develop local vendors and procure the required inputs, components and sub assemblies from these local vendor units. A copy of the vendor development plan shall be sent to the Commissioner for I.D. & Director of Industries and Commerce for monitoring.
6. Social Infrastructure Development : The Company is advised to take up social infrastructure development projects in the vicinity of the proposed location of the unit. A copy of such projects shall be sent to the Commissioner for I.D. & Director of Industries and Commerce for monitoring.
7. Others : a) The project proponents hall provide employment to at least one member of the family
of each land looser as the land is being acquired through KIADB. b) The project proponents shall adopt rain water harvesting, waste water recycling and
water conservation techniques. Zero discharge facility should be adopted wherever applicable.
e) The promoters shall take all statutory and other necessary clearances from the competent authorities including GOI and shall submit milestones/progress in implementation of the project regularly, which will be monitored by the Department.
This approval is valid for a period of two years from the date of issue.

Preamble: M/s. Shree Renuka Infraprojects Ltd., proposes to establish a “1100 MW Thermal Power Plant”
at Vantamuri Village, Hukkeri Taluk, Belgaum District, with an investment of Rs. 3,500 crores, generating employment to about 3500 persons.
In the 21st State High Level Clearance Committee (SHLCC) Meeting held on 29-03-2010, the proposal of the Company has been approved.
Government has examined the recommendations made by the State High Level Clearance Committee in the 21st meeting held on 29-03-2010 in all aspects.
Hence the following Order. Government Order No. CI 106 SPI 2010, Bangalore, dated : 29-04-2010
Government is pleased to accord in principle approval to the project proposal of M/s. Shree Renuka Infraprojects Ltd., to establish a “1100 MW Thermal Power Plant” at Vantamuri Village, Hukkeri Taluk, Belgaum District with an investment of Rs. 5,500 crores, generating employment to about 3500 persons and extend the following infrastructure facilities, incentives and concessions.
1. Land : 1350 acres of Land – KIADB to acquire and allot Vantamuri Village, Hukkeri Taluk, Belgaum District.
2. Power : Required power till commencement of Captive Power Generation to be serviced by HESCOM
3. Water : 80 MLD of water from nearest water source subject to approval of Water Resources Department.
4. Incentives and Concessions : As applicable under Energy Policy of the State.
GENERAL TERMS AND CONDITIONS :
1. MOU : The project proponents will have to sign a MOU with the Government of Karnataka during the Global Investors Meet in June 2010.
2. Power Purchase : The project proponent should make arrangements with KPTCL to supply at least 15% of generated power to the State Grid through PPA with respective HESCOMs and approach KERC for price fixation.
3. Environment : The promoters to obtain CFE and CFO from KSPCB and environmental clearance from MOEF, GOI.
