B.E.E.R.C program is for new buildings (since 2006)

- (2006~) residential buildings

- (2010~) office buildings

- (2013~) all kinds of buildings

Voluntary, but mandatory to public buildings

Numbers of certificated buildings

- Certificated Buildings have been increasing

- The majority of public buildings have received 1st grade

- Buildings are recommend for facility improvements, if they receive 2nd to 4th grade

B.E.C.C is a mandatory program for existing buildings

- Owner of buildings has to attach EPC(Energy

Performance Certificate) when they sell or rent a building

Target : Apartment and Office buildings (2013~)

- Apartment (that have more than 500 households)

- Office building (whose gross area is more than 3,000m2)

Objective

- inducing people to choose energy efficient buildings

Penalty

- fine of violation : from $250 to $2,500

- the limit of floor area ratio ( = gross floor area ÷ area of land) (standard area ratio × [ 1 + relaxing ratio])

Energy Conservation fund (since 1980) - Long term & low interest rate loans for energy conservation & high-efficiency facility investments (in building & industry) (Supporting remodeling old building’s insulation, window and doors (Supporting LED, PV cell, ground source heat pump, etc)

Tax incentives - 10% tax deduction (income tax or corporation tax) for investments of energy conservation facilities

Operated and managed by KEMCO - scale of fund (2013) : 293 million USD - interest rate (2013) : 1.5% ~ 2.75% - repayment period : 8 ~ 10years

- public institutions have to get B.E.E.R.C when they build

new buildings

- Above 1st grade for office buildings (≥500m2)

- Above 2nd grade for apartments

- Objective : Energy savings in public buildings

Mandatory use of high efficiency energy appliance

- public institutions primarily have to use high-efficiency energy or 1st grade energy product

- government manages energy efficiency standards & labeling

(High efficiency energy appliance) : 39 items - motor, pump, chiller, fluorescent lamp, window, boiler, blower, transformer, industrial burner, LED etc

(Energy efficiency grade label product) : 35 items - refrigerator, freezer, air conditioner, dish washer, television, electric stove, household gas boiler, electric bed etc
