During the month of July, the COVID-19 pandemic problem continued to impact Department of Public Safety operations. We continued to work on the Biological Threat Plan and the Emergency Operation Plan revision draft. Many problems we had not encountered before in normal operations strategies and deployments continued to create the need to develop new strategies and protocols. EMS continued to assist with the procurement of N-95 and surgical masks and coordination of supplies to all public safety. During the month of July, Public Safety Planner Justin Strawser continued to work on the Township’s updated Emergency Operations Plan with Justin as the primary architect. He and I met frequently to discuss and make adaptations and edits to the Plan. On July 24th we conducted a Zoom meeting with Township EMA staff to review the draft and solicit their feedback and recommendations for improvements. Following the meeting, a two-week comment submission period was implemented. The goal is to present the final draft toe the Board in August for review. The hope is to have the Plan adopted by the Board in early September. Overall call volume continued to increase throughout the month and return to pre-COVID levels. Much of the meeting schedule for public safety continued to be online through Zoom or Web-ex meetings. Most of my time, as Director and Emergency Management Coordinator, continued to focus on monitoring the public safety preparedness and response to the potential virus impact on the employees and the Lower Allen Community. I also monitored the PEMA, FEMA, and county EMA releases daily. The highlights of July included: July 16th – Met with the Manager and Director Grove to review the JR Henry EMS billing analysis report. July 17th participated in the Pension Meeting hosted by the Manager and Director Grove with the pension companies and attorney. July 28th – Meeting with DJ Delozier attended by Capt. Wirth, Bill Yeagley, and me to brief him on the community quality of life inspection program and the process we use in receiving complaints and working to remedy problems through voluntary compliance. Attended numerous staff meetings, the public safety coordination meeting the Captains meeting, and the Directors meeting on July 31st. Respectfully Submitted,

DEPARTMENT HEAD: Covid-19 and Civil unrest continue to occupy the minds of everyone, including our police department. In addition to dealing with ever-changing guidance and recommendations, the department is experiencing a return to normal in terms of call volume and activity levels. Captain Crone was off on leave for a portion of the month. During time not on leave, He attended Board of Commissioners Meetings, Department Head Meetings, Police Department Command Staff Meetings, meetings to address recent changes in law regarding police activity, and an Emergency Operations Plan meeting. Captain Crone also attended a PLEAC Standards Committee meeting. During this meeting, the membership addressed several current police reform topics. It is expected that these discussions will result in revised or new standards added to the program at the August PLEAC Commission meeting. Captain Crone closed out the month by participating in a Virtual Youth Town Hall, organized by students at Cedar Cliff High School. This even brought together panelists from the Harrisburg NAACP, the Harrisburg Young Professionals of Color, the PA Democratic Party State Committee, our local State Representative, and the Captain to respond to questions regarding relationships between communities and local law enforcement. As expected, the forum opened the door to excellent discussions on a variety of current issues. This was student-led and, to their credit, a positive experience. Patrol Officer of the Month is Officer Thomas Gelnett. After 25 years of service and entry into the DROP program, Ofc Gelnett continues, day after day, to set the bar for self-initiated activity and solid casework. This month, Ofc Gelnett handled 8 UCR complaints, all of which were closed by arrest. This includes counterfeit inspections, disorderly conduct, retail theft, DUI crash, curfew, domestic assault, drugs and a theft. Three arrests were from self-initiated activity. Additionally, Ofc Gelnett wrote 31 traffic citations, 14 warnings and 9 parking tickets. Two tag lifts were also completed. Ofc Gelnett continues to be a solid resource for our squad and is always quick to assist when needed. NALOXONE There was one Naloxone administration by police personnel in Lower Allen Township this month.

The following chart shows March through July numbers for incident and UCR crime reports, as written up by officers in our records management system, from this year and last year to demonstrate the COVID-19 impact on call volume. “Routine” calls for service continue to trail last year’s, but the gap continues to close. Criminal incidents, meanwhile, increased by 11.5%. In a later graphic, the “Selected Officer Figures”, you may note a 183% increase in that activity over the same month last year, reflecting an increase in overall activity.

The Lower Allen Twp. Police Dept. (LATPD) had 1,319 dispatched calls for service from Cumberland County Communications in June 2020. Of those calls, 101 were UCR related. During the month of June 2020, LATPD made arrests or filed criminal charges on 39 individuals, issued 9 non-traffic citations, 104 traffic citations, 140 warnings, and 5 parking tickets. There were 35 crashes reported to LATPD in June 2020. Of those 35 crashes, 6 were reportable crashes and 29 were non-reportable crashes. During the month due to possible COVID-19 exposure, we had to have three patrol officers quarantined for two weeks each.

In July EMS began moving forward with projects delayed by COVID-19 while simultaneously responding to and meeting the demands of the COVID-19 pandemic response. The EMS staff continues to meet challenges while providing clinically excellent patient care with compassion to the citizens of Lower Allen Township. EMS continued to provide support to Bethany and the Woods assisting both facilities with controlling and preventing the spread of COVID-19. Bethany and the Woods completed testing on all residents in July. Both facilities found no cases of COVID-19 during the testing. The main-focus related to COVID-19 activities in July was centered on closing identified gaps in personnel protective equipment. The most difficult item to obtain remains N-95 mask but the availability has been improving sporadically. LATEMS was able to achieve a stable supply for public safety during the month of July. Maintaining a stable supply of N-95 mask will require future purchases on a frequent basis. EMS continues to treat and transport COVID-19 patients on a weekly basis. The number of patients with COVID-19 symptoms remains consistent and has substantially decreased. On July 26, 2020 Cumberland County requested assistance with N-95 fit testing. Captain Deaven and Director Holl approved EMT Amy Nye to assist with supporting the mission which will occur in early August. Lower Allen Township EMS continues to work with and support its partners to ensure the safety of Lower Allen Township residents. In July activities not related to COVID-19 included completing the education, skill competencies and implementation of the following BLS optional skills, Continuous Positive Airway Pressure (CPAP), obtaining blood glucose readings, administering Narcan and Epinephrine auto injectors. The implementation of these skills increases the ability of the Lower Allen Township EMS to provide basic life support services to the residents of Lower Allen Township. On July 9, 2020, the new ambulance (1-74) was inspected by the Emergency Health Services Federation and passed with no deficiencies. The unit was placed in service on July 10, 2020. Paramedic Josh Schware and EMT Jackie Dougherty were key in the successful licensure of ambulance 1-74. New BLS bags were placed in service on July 9, 2020 coinciding with the implementation of the BLS optional skills and the new ambulance being placed in-service. The equipment was budgeted and purchased prior to the start of the COVID-19 pandemic. The new Stryker stretchers approved in April were received and installed the week of July 19, 2020. All stretchers were in-service by July 22, 2020. Fleet services was a vital part of the process by ensuring the removal of the Ferno stretchers in a limited time frame. The staff is very appreciative the new stretchers. The implementation of peer review clinical performance improvement led by Paramedic Jodi Etter is progressing positively with a high degree of staff involvement and feedback. An effective performance improvement program is required to ensure the continual growth and development of the EMS system.

On July 30, 2020 and July 31, 2020 EMT Amy Nye and Captain Deaven attend South Central Task Force Infectious Disease Officer course virtually taught by Katherine West who is the leading EMS infectious disease expert in the nation. The course provided the latest and most up-to-date information on how to manage staff exposures and mitigate risk. Captain Deaven continues to actively participate in EHSF, PA Bureau of EMS, Pennsylvania Emergency Health Services Council, Ambulance Association of Pennsylvania and Pennsylvania Fire and Emergency Services Institute. In July the call volume was back to the expected volume in Lower Allen Township and across the commonwealth. EMS is continuing to treat sicker patients because of people delaying health care. These delays in seeking health care magnify the importance LATEMS to the residents of Lower Allen Township. LATEMS has continued to deliver high quality, effective, efficient, and safe patient care directly to their side in every location. In July, LATEMS touched the lives of 256 people.

· On 7/29/2020 Lt. Eric Tamosaitis conducted a class on Saw Operations during ventilation at Fire Station #1.

Events/Activities:

The Lower Allen Township Department of Public Safety has resumed all car seat inspections/installs, smoke alarm installs, fire extinguisher training, and fire prevention presentations while following proper COVID-19 pandemic precautions.

The Lower Allen Township Department of Public Safety is continuing 24/7 PSO Coverage to ensure consistent Fire Apparatus Driver/Operator coverage during the COVID-19 pandemic.

The focus of the Lower Allen Township Department of Public Safety has been to accomplish as much driver/operator training for the new Part-Time PSOs as possible and to have as many of them available for shift coverage by August/September timeframe. Three of the Part-Time PSOs are on track to meet this timeframe.

On 7/9/2020 and 7/17/2020 Fire Captain Frank Wirth worked with Jeff Fitzgerald of JeffInHiDef on developing a web-based platform to market the Lower Allen Fire Company Live-In program.

On 7/10/2020, 7/17/2020 and 7/31/2020 meetings were conducted on the Alpine RedNMX Software Implementation Project for Lower Allen Fire Company, Lisburn Fire Company, Lower Allen Public Safety, and Lower Allen Fire Codes with the following in attendance: Public Safety Director Dave Holl, LAFC Fire Chief Dave Murdoch, LCFC Fire Chief Frank Williamson, LAFC Assistant Chief Chris Trace, Fire Captain Frank Wirth, Fire Inspector Bill Yeagley, and PSO Bryce Landis. At this time many of the items have been addressed and it has been decided that the meeting schedule will be changed from weekly to biweekly meetings on Friday mornings. Currently projects are the development of a Daily Activity Report and a Vehicle Inspection Report which will result in a work order.

On 7/15/2020 – 7/17/2020 Hose Testing was conducted for Lower Allen Fire Company and Lisburn Community Fire Company. A couple of sections did fail during inspection and were replaced with hose from hose storage. Replacement fire hose will be budgeted for 2021.

On 7/16/2020 a Firefighter and Fire Prevention presentation was conducted at the Goddard School in the Rossmoyne Business Center.

On 7/20/2020 a meeting was held with all the Full-Time PSOs to discuss transitioning out of Law Enforcement and becoming more fire centric in their duties and responsibilities. Other topics discussed were the Fire Inspection Program, Daily Event Journal, and Building Pre-Plan Program

On 7/28/2020 Public Safety Director Dave Holl, Fire Captain Frank Wirth, and Fire Inspector Bill Yeagley met with Magisterial District Justice Chris Delozier to discuss the Property Maintenance and Fire Inspection Program for Lower Allen Township so that the District Justice is familiar with the process and what has been accomplished prior to the issuing of citations. Also, Lower Allen Dept. of Public Safety will be scheduling the PSOs to be sworn-in as Code Enforcement Officers at a date to be determined. Part-Time PSOs Chris Martin, Jeremy Saul, and Tom Rigling completed their training on Squad 12 in July and have started training on Truck 12.

On 7/19/2020 Part-Time PSO Jacob Laughman submitted his resignation.

Incidents:

On 7/5/2020 in the early morning Lisburn Community Fire Company responded with Engine 24 to a Barn Fire at 367 Main Street in Wellsville Borough. Engine 24 personnel assisted with firefighting operations. The barn was a total loss.

On 7/14/2020 in the morning Lower Allen Fire Company responded with Truck 12 to a House Fire at 248 Hummel Street in the City of Harrisburg for a house fire. Truck 12 personnel assisted with manpower and exposure protection of 250 Hummel Street. The house was heavily damaged.

On 7/22/2020 in the afternoon Lower Allen Fire Company responded to 915 State Street for a Dumpster Fire Impinging on a Structure. Squad 12 arrived on scene and attacked the fire and assisted with overhaul. Very minor damage to the building.

On 7/26/2020 in the evening Lower Allen Fire Company with mutual aid fire departments responded to 34 Courtland Drive for a House Fire in the Township. Company 12 units arrived on scene with heavy fire from the house and fire extending to the neighboring property. A quick-fire attack knockdown the main body of fire and the fire was under control shortly thereafter. The house sustained heavy damage. A neighbor’s shed, fence, and house sustained some fire damage.

Live-In Firefighter Activities:

· Firefighter Bob Yeagley responded to 11 (21%) Incidents during the month.

· Firefighter Brian Petkash responded to 42 (79%) Incidents during the month.

· Firefighter Bob Yeagley will be having his contract renewed in the month of August and Firefighter Brian Petkash will be requesting to be a College-Tuition Reimbursement Live-In during the August Meeting of Lower Allen Fire Company No. 1.
