The NSW Rotary Police Officer
of the Year has combined
the determination to take down
drug dealers in his local area with
the compassion to reach out and
engage with vulnerable members
of his community.
King Cross LAC’s Det Sgt James
Asimacopoulos was presented with
the award by Rotary Club of Sydney
President, Andrew Laurie and
Commissioner Andrew Scipione at a
black tie dinner at Dockside Pavilion
on 6 November. The awards provide
statewide community recognition
to sworn and unsworn officers for
excellence in police service.
Commissioner Scipione
congratulated all those recognised
at this year’s awards.
“Much of the excellent work
performed by both sworn and
unsworn officers goes unseen
and unheralded by the public,”
he said. “The contributions of those
recognised at these awards reflect
Rotary’s own motto, ‘service above
self’, and deserve to be recognised.”
This characteristic was
certainly evident in the actions
of Det Sgt Asimacopoulos on
the morning of 15 December 2014
when he bravely assisted during
a dangerous incident in a
neighbouring command.
Just before 10am, a report came
over the radio that an armed
man had been seen inside a
café. Det Sgt Asimacopoulos
responded immediately and was
among the first officers on scene.
He approached the window of
the Lindt Café in Martin Place
and was able to confirm that
a man with a shotgun was holding
several hostages.
Despite the significant danger,
Det Sgt Asimacopoulos remained
at the window and provided vital
information to other police and
the forward command post during
what was an extremely complex
and volatile incident. He remained
in the vicinity of the cafe until after
midnight when he was relieved.
His actions on that day were
typical of an officer who is fast
gaining a reputation for his decisive
leadership of Kings Cross LAC’s
Proactive Crime Team. He took
command of the team last year and
its results have been impressive.
In October 2014 he launched
Strike Force Fairbairn, an operation
that saw undercover police
purchasing prohibited drugs in the
Woolloomooloo housing estate.
It detected 72 offences and 37
offenders, including one man who
was charged with using a five-year-
old child to supply heroin to an
undercover operative.
More success followed this year,
when he commanded another
undercover operation, Strike
Force Fortis, targeting the supply
of steroids and other drugs in a
Kings Cross gym. An offender was
charged with supplying steroids and
with the commercial supply of GHB,
also known as fantasy.
In his most recent win against
drug supply in Kings Cross, an
alleged dealer known locally as
Mr Ice was arrested and charged
last month. It is alleged that the
man supplied methylamphetamine
on at least 146 occasions over a
21-day period.
Det Sgt Asimacopoulos has a
strong bond with the local area,
where he began his policing career
in 2002 and where he gained
his detectives designation. And
his tenacity in fighting local drug
crime has been matched by his
compassion for underprivileged
youth in Woolloomooloo.
After a stint in the Counter
Terrorism & Special Tactics
Command, Det Sgt Asimacopoulos
returned to Kings Cross in 2012
and the following year took
command of Woolloomooloo Police
Station. There he initiated a touch
football program that saw local
children interacting with police
every Wednesday.
He also arranged leadership
activities and camps for
underprivileged children from
the primary school.
This compassion and
determination to act to improve
the lives of the community
members he serves makes Det Sgt
Asimacopoulos not just a guardian
of the Cross, but a worthy recipient
of the 2015 NSW Rotary Police
Officer of the Year award.

FIELD OPERATIONS POLICE OFFICER OF THE YEAR
One of the first officers on the scene at
the Martin Place siege on 15 December
2014, Det Sgt James Asimacopoulos
went to the window of the Lindt Café
and saw the offender armed with a shot
gun and customers being held hostage.
Despite significant danger to himself, he
remained at the window and provided
vital information and intelligence to
other responding police.
It was a break from his usual role at
Kings Cross LAC, where his decisive
leadership of the Proactive Crime
Team has been matched by his
compassion for underprivileged youth
in Woolloomooloo.
In October 2014, Det Sgt
Asimacopoulos started Strike Force
Fairbairn, which saw undercover
police purchasing prohibited drugs
in the Woolloomooloo housing estate.
Seventy-two offences and 37 offenders
were detected with one offender
charged with using a five-year-old
child to supply heroin.
In 2015, he led Strike Force Fortis,
an undercover operation that targeted
the supply of steroids and other drugs in
a Kings Cross gymnasium. One person
was charged with supplying steroids and
commercial supply of GHB, which is also
known as fantasy.
Det Snr Cst TENEILLE HEARN – Middle Eastern Organised Crime Squad
As an acting sergeant, Middle
Eastern Organised Crime Squad’s
Det Snr Cst Teneille Hearn led
a team of 20 in Strike Force Rinis
to investigate the supply of
prohibited drugs and firearms
in south west Sydney.
In July 2014, Det Snr Cst Hearn
orchestrated the simultaneous
execution of 17 warrants across
Sydney and the Illawarra by 127
officers. It resulted in four arrests,
the location of an active drug
laboratory, and the seizure of
$290,000, 11.6kg of amphetamine,
3kg of cannabis, two motor vehicles
and a plane suspected of importing
150kg of MDMA two weeks earlier.
Subsequent investigation led
to 32kg of amphetamine being
seized at a property in Bigga in
the Southern Tablelands which
appeared to have been recently
used for manufacturing. SF Rinis
also identified a factory complex
in Riverstone where an elaborate
hydroponics crop was found,
resulting in the seizure of 723
mature cannabis plants and 4.5kg
of dried cannabis leaf.

Det Snr Cst MARK SPICE – Strike Force Raptor
In the six years since Det Snr Cst
Mark Spice transferred to Strike
Force Raptor, he has maintained
a massive workload and has been
personally responsible for the
arrest of 174 outlaw motorcycle
gang (OMCG) members.
In the past year alone, SF Raptor
has dismantled five gang-related
drug labs and Det Snr Cst Spice
has been instrumental in each
investigation, including one that
saw two sergeants-at-arms from
the Lone Wolf and Nomads OMCGs
charged with 72 drug manufacture,
supply and firearms offences.
In 2014, he arrested a Rebels
president, who was convicted
of the unlawful supply of four
handguns and ongoing drug supply.
In 2013, he was responsible for the
execution of a search warrant that
led to the seizure of 18 firearms.
This year, he has dismantled two
commercial drug supply syndicates
operated by the Rebels that
together saw 11 suspects charged
with 76 commercial drug supply,
firearms and other offences, and
23 firearms seized.

SPECIALIST OPERATIONS / CORPORATE SERVICES POLICE OFFICER OF THE YEAR
Sgt PHILIP ELLIOTT – Crime Scene Services Branch
After an explosion destroyed
a building in Rozelle and killed
three people in September 2014,
Sgt Philip Elliott led a team
of forensic investigators that
painstakingly examined the
hazardous crime scene.
Sgt Elliott provided expert advice
on the cause and path of the blaze,
and a suspect has since been
charged. Following a meticulous
search, he was also able to recover
pieces of jewellery and a wedding
ring belonging to the female victim
that could be returned to her
grieving husband.
The professionalism Sgt Elliott
demonstrated at Rozelle typifies
a 25-year career in which he
has examined hundreds of
crime scenes. He has received
recognition for his work at the
Broad Arrow Cafe following the
1996 Port Arthur massacre, in
Thailand following the 2004 Boxing
Day Tsunami, in Baghdad following
the 2006 shooting death of Private
Jacob Kovco, and on Strike Force
Green, following the 2010 murder
of Nomads bikie Neil Green.

Sgt ROSS MACRAILD – State Electronic Evidence Branch
For the past 12 years, Sgt Ross
MacRaild has dedicated himself
to the emerging forensic science
of electronic evidence. As a result,
we are the only law enforcement
agency in Australia with a
developed memory chip extraction
and analysis capability.
When Leeton teacher Stephanie
Scott was murdered in April this
year, the phone seized from the
suspect contained an operating
system that had not previously
been penetrated by traditional
digital forensics methodologies.
Sgt MacRaild meticulously reverse
engineered the microelectronics
and file structure and, after
hundreds of hours, recovered
horrific evidence that will strongly
support the prosecution case.
In another case, a badly melted
mobile phone was retrieved
from a fatal fire in Rozelle. After
a great deal of research and
destructive testing of identical
devices, Sgt MacRaild used a high
powered microscope to perform
micro-electronic surgery to acquire
highly relevant evidence.
As an investigator and manager of
some of the most significant terrorism
investigations in Australia and overseas
over the past 12 years, Det Insp Dr David
Gawel’s efforts have led to the disruption
and prevention of numerous attacks.
His knowledge, experience and skills
have been relied on by the NSW Police
Executive during investigations and
operations and in the development
of legislation and proactive strategies
aimed at decreasing the likelihood of
success of terrorist attacks in NSW.
Widely respected, Det Insp Gawel
sits on numerous working groups
and panels established to review and
reform counter terrorism legislation.
He has developed a significant number
of initiatives that have been adopted
as policy, directly increasing the
NSWPF’s capability to prevent and
respond to attacks.

Commander, Det Supt Darren Bennett
said, “Det Insp Gawel is always
going the extra mile to assist work
colleagues, witnesses, victims and
members of the public. On countless
occasions he has attended work
on rest days and during annual leave
to help with matters where he is
the subject expert.”

NSW ROTARY COMMUNITY AWARD
Seven years ago at the age of 50,
Snr Cst Michael Roberts left his career
as a structural mechanical engineer
to fulfil his lifelong dream of becoming
a police officer.
Now a field intelligence officer, he
recently led a surveillance team on
Strike Force Croci, which targeted
ice supply in the Shoalhaven area.
The operation involved a large-scale
deployment of undercover operatives
over more than 12 months and resulted
in 44 drug suppliers being charged and
$450,000 of illicit drugs seized.
Not content with this contribution,
over the past 18 months Snr Cst
Roberts has been working in his own
time alongside ACLOs and PCYC staff
with predominantly Aboriginal youth
identified as being at risk of committing
serious criminal offences.
The Boxing Crime Away program
sees Snr Cst Roberts, who doubles as
a NSWPF physical training instructor,
pick up the participants and lead them
through a range of exercises. They then
receive breakfast before being taken
to school.
In the 18 months, 45 youths have been
involved in the program and there have
been reports of clear improvements in
their behaviour and school attendance.
Snr Cst WENDY HUDSON – Mid North Coast LAC
A police officer for 25 years, Snr
Cst Wendy Hudson has been a
leader of her local community as a
member of the Kendall Tennis Club
for more than three decades.
Club president since 2008, she
has held many organiser roles and
volunteered for up to 25 hours a
week for the past 20 years.
The relationships she has forged
through the club, which has
nearly 300 members in a town of
1150, proved invaluable for police
following the disappearance of
local boy William Tyrell, contributing
to the immediate and significant
numbers of volunteers who
have joined the search for the
young child.
Snr Cst Hudson has been a youth
liaison officer at Mid North Coast
LAC since 2005 and piloted the
Your Choice program, which targets
underage drinking.
This year, she was named
Community Sport Administrator
of the Year by Sport NSW for her
continuing contribution to junior
tennis, and a Paul Harris Fellow by
the Rotary Foundation.

Det Snr Cst ANTHONY KING – Coffs/Clarence LAC
Det Snr Cst Anthony King has
been involved in rural policing for
more than 23 years and has been
instrumental in bringing together
agencies such as the Rural Fire
Service, National Parks & Wildlife
Service and Local Land Services
on a regular basis.
In January 2015, he led 25 staff
from various agencies on a two-day
operation targeting illegal camping
and fishing, while in September
2014 the multiagency operation
Perception resulted in a dramatic
decrease in illegally straying cattle.
He has coordinated Coffs/Clarence
LAC’s cannabis eradication
program for the past three years
and in March 2015, a record of
more than 2500 plants was seized.
The Treasurer of the Police
Association, Det Snr Cst King has
been devoted to helping fellow
officers in need for more than
16 years. Off duty, as a member
of the Clarence Valley Community
Union he has worked on numerous
community causes including
the campaign to keep Grafton
gaol open.

NSW ROTARY CUSTOMER SERVICE EXCELLENCE OFFICER OF THE YEAR
Det Sgt ANDREW BARNES – Fairfield LAC
In December 2009, Det Sgt Andrew
Barnes led an investigation into
an horrific multiple homicide
that occurred in Wetherill Park.
From the very beginning, he went
above and beyond to provide
immeasurable support, care and
respect for the victim’s family.
During the three-year
investigation and judicial process
into the crime, Det Sgt Barnes
remained in constant contact with
the grieving family, showing the
utmost determination, care, dignity,
decency and honesty.
The matter concluded in October
2014 but he remains in contact
with the victim’s family.
“As with many families who
experience such unspeakable
crime, we are still battered and
bruised nearly five years on,”
a family member wrote. “We do,
however, have some hope and
sense of belief that there is
good in the world. Sgt Barnes
has been a vital part of our
healing and we ask that the
respect and compassion he
offered be recognised.”

Insp RALPH DEANS – Professional Standards Command
As the manager of the Drug &
Alcohol Testing Unit since
2013, Insp Ralph Deans has
fostered a culture of positive
customer service within the
unit through leadership and a
process of continual assessment
and improvement.
The unit manages and
coordinates the implementation of
the NSWPF workplace drug
and alcohol testing policy
and procedures through the
detection and prevention of
the misuse of alcohol and
a prohibition on the use of
illicit drugs or the misuse of
prescription medication or
non-prescribed steroids.
Insp Deans has devoted time
and energy to mentoring and
training his staff and to instilling
a sense of pride and purpose in
the work they perform.
The enthusiasm and
professionalism shown by his
staff and their good reputation
is a direct reflection of Insp
Deans’ ongoing commitment
to customer service.
Since gaining her detective designation in 1999, Det Sgt Kristi Faber has
displayed excellent customer service as
part of her varied duties in the Hunter
Region, including the investigation of a
large number of cases relating to child
sexual assault offences.
Det Sgt Faber became the face of
customer service for Strike Force
Georgiana, a LAC-led investigation into
child sexual assault involving members
of the Catholic Church.
The investigation led to 11 offenders
facing more than 400 charges, relating
to 110 victims.
She maintained constant, caring,
professional and heart-felt contact
with the victims throughout the
entire process, receiving several
complimentary letters that attested to
the customer service she had provided.
“The hours and obvious emotions
she went through gave me support
and believing my story made it all
worthwhile,” wrote one victim of
a child sexual assault in the 1970s.
The determination and tenacity that
Det Sgt Faber brings to her work can
also be seen on the basketball court
– in 2013, she was inducted into the
Australasian Police Basketball Hall
of Fame.

NSW ROTARY VOLUNTEER OF THE YEAR
A Volunteer in Policing with 1200 hours
of service, Terry Healy’s dedication,
passion and commitment to the NSW
Police Force is exceptional.
Since starting at Redfern LAC in
May 2006, he’s been active on the
streets, liaising with shopkeepers,
working on the NRMA Crime Prevention
Van and participating in NAIDOC
community barbecues.
On transferring to Harbourside LAC
in 2008 and The Rocks LAC in 2012,
he continued his foot patrolling,
delivering leaflets about policing
strategies and liaising with local
businesses about the benefits of
technology such as CCTV installations
in assisting police.
In July 2014, Terry started at North
Shore LAC where he has been extremely
supportive of staff within the Crime
Management Unit. He also helped the
command prepare for its 100 Years of
Women in Policing event. He worked on
the Westfield’s display leading up to the
event, then spent the day interacting
with the community.
He has also supported the domestic
violence liaison officer, attending the
North Sydney and Hornsby Local Courts
every week and recording court results
while police attend to the victims.
ALF MARKS – Deniliquin LAC
Anyone who has ever worked at
Hay Police Station will invariably
ask, “Is Alfy still there?” The
82-year-old has been helping
out at the station for 43 years, but
only recently registered as
a Volunteer in Policing.
Alf Marks comes into the police
station every day and is a fount
of knowledge about the town
and its residents, acting as Hay’s
own Google.
His work includes filing tasking
sheets and changeover forms,
helping with exhibit room audits
and keeping the station tidy, but
he’s also quick to fire up the
barbeque whenever there’s a
training day or operation.
Nothing’s ever a problem for Alf.
Before a new sergeant started in
Hay recently, Alf went around to
the officer’s police residence and
watered his lawn to ensure it was
green for his arrival.
The ever-modest Alf often jokes
that he doesn’t want chairs by
the grave at his funeral because
people aren’t likely to be there long
enough to sit down.

KATHRYN HOOPER – Central Hunter LAC
A full-time advertising executive at
a major print media organisation,
over the past two decades Kathryn
Hooper has found the time to
clock up more than 7300 hours as
a Volunteer in Policing at Central
Hunter LAC.
Not even the severe floods
and storms that affected the
Hunter in April 2015 could stop
her from carrying out her duties.
In the past year, she has
continued her excellent work
registering local business in
BizKeys and on the Customer
Service Customer Survey program.
Kathryn builds a fantastic positive
rapport with the victims she
contacts, contributing to the
low levels of customer service
complaints that Central Hunter
LAC receives. She also regularly
forwards details of any victims she
surveys who require follow-up to
the customer service duty officer.
Kathryn continues to give her
time selflessly, accompanying
other VIPs to various community
engagements, including Tocal Field
Days and the St Phillips Spring Fair.

NSW ROTARY POLICE EMPLOYEE OF THE YEAR
JENNIFER BARROTT – Lachlan LAC
As project manager, Jennifer
Barrott oversaw the transformation
of Parkes Police Station from
a “rabble of fragmented and
demountable buildings” into a
$14 million state of the art station,
which opened last year.
The project stands as a highlight
of her 16 years’ work as local
area manager for Lachlan LAC
and 34 years with the NSWPF.
Born and raised in Parkes,
Jennifer has shown both
compassion and tenacity in
guiding and supporting numerous
commanders, balancing the needs
of the budget with those of the
command and staff.
“Jenny not only manages the
budgetary areas of the command,
but has also developed close
relationships with all staff, sworn
and unsworn and across all
ranks,” Lachlan Commander,
Supt Chris Taylor said. “If something
is needed, particularly where
staff welfare is concerned, she
arranges it.
“It has never been just a job for
Jenny, it’s a calling.”

WINNER
PETER MIFSUD – PoliceLink Command
The technical knowledge, project
management skills and strategic
vision of PoliceLink’s technical
manager has significantly improved
the customer service of the NSWPF.
Peter Mifsud and his team are
responsible for the identification,
implementation and maintenance
of enhanced technical systems
for PoliceLink, which each year
receives more than 1.5 million
requests for assistance from the
community, primarily through Triple
Zero (000), Crime Stoppers and
Police Assistance Line.
He has been instrumental in
the virtualisation of operating
systems within the Operational
Communications & Information
Command, bringing significant cost
reductions, and played an integral
role in developing the NSWPF
Community Portal, which will allow
the public to report minor crime
online when it launches in 2016.
“Peter’s technical expertise and
professional knowledge mean he
is at the forefront of innovative
solutions,” PoliceLink Director Chris
Beatson said.
Few would be able to match the
dedication and enthusiasm for the job
that Christine Strickland has shown in
her 29 years with the NSW Police Force.
“Chris is always ready lend a hand
wherever she is needed, giving all her
energy to each job without expectation
of praise or reward,” Monaro
Commander, Supt Rod Smith said.
“She regularly puts her personal life
on hold at a minute’s notice to meet
the needs of not only this command but
other commands as well.”
Christine’s versatility and flexible
approach has seen the general
administration support officer relieve
in a variety of roles in Monaro, as well
as in neighbouring LACs, Shoalhaven,
Far South Coast, Wagga Wagga,
Canobolas, The Hume and Albury.
Her work ethic was on display during
the alpine and Canberra fires of January
2003 and the Queanbeyan floods of
December 2010 when she worked
tirelessly without complaint through
exhausting days and nights with the
Emergency Operations Team.
Bright, happy and enthusiastic,
Christine’s exceptional people skills
were demonstrated when she scored
100% during the 2011/12 Mystery
Shopper Program.

Snr Cst SASCHA ORROCK North Shore LACSWORN WINNER
A proactive approach and her
boundless energy see Snr Cst
Sascha Orrock deliver consistent,
professional support to the
community through her role as
Crime Prevention Officer, according
to North Shore LAC Commander,
Det Supt Doreen Cruickshank.
“Snr Cst Orrock’s hard work
in support of the Housing First
initiative, which manages 10
long-term homeless people who
require emergency housing, has
North Shore LAC as the main
referring authority outside of
Health NSW,” she said. “She has
been instrumental in developing
the North Shore Outreach Day with
the council and other agencies to
provide support for the homeless.”
Snr Cst Orrock’s work sees her
deliver personal safety messages
to culturally and linguistically
diverse communities, international
students, parent groups and
vulnerable persons.
She also works closely with
internal and external stakeholders
to improve community confidence
in policing through consultations,
assessments and attendance
at interagency meetings and
community events.
Sgt JESSICA BRADBURYBrisbane Water LAC
FINALISTS
Passionate and tenacious in her desire to
heavily impact on domestic violence, Sgt
Jessica Bradbury has focused on intrusive
liaison with community groups to educate,
inform and bring about change.
She initiated an awareness day, with guest
speakers sharing their own experiences, to
provide victims a chance to access support
networks and feasible escape options, while
encouraging financial independence.
“Sgt Bradbury has sought best practice examples of delivering
assistance to DV victims and her experience in prosecutions provides
excellent support to investigators and in the prosecution of offenders,”
Brisbane Water Commander, Supt Danny Sullivan said.
Senior Policy Officer (Youth)
Rana Al-Hinti is a strong
community advocate for youth
issues and facilitates programs
and policies aimed at diverting
young people away from the
criminal justice system.
Her intimate knowledge of
multicultural communities has
provided valuable knowledge
to Operational Programs
Command while dealing with
racially motivated tensions and
emotionally charged events. Her
input contributed to legislation and
a review by the Ombudsman of
the Law Enforcement (Powers &
Responsibilities) Act 2002 relating
to face coverings.
Rana previously worked at
Flemington LAC, where she started
with the NSW Police Force as an
ethnic community liaison officer
in 2001. There she provided a link
between police, councils and about
135 culturally, linguistically and
religiously diverse groups.
Rana developed the Local
Multicultural Policies & Services
Program and helped other local
area commands to use it to
enhance their own community
engagement practices.
Sgt KAREN SWINDAILCrime Prevention Team
Formed in the mid-80s, Neighbourhood
Watch is one of our longest running
community engagement and crime
prevention programs. Working with many
of the groups, Neighbourhood Watch
Coordinator, Sgt Karen Swindail took the
opportunity to develop a 21st-century model
for the 35-year-old program.
After extensive research and meetings
with local coordinators, legal counsel and
senior police personnel, Sgt Swindail reviewed the program’s guidelines
and helped develop the newly-established Neighbourhood Watch Advisory
Group. Sgt Swindail ensured that members of this community-based
group were strongly involved in directing the growth of the program.
