Residency determinations are to be based upon the following:

i. For mental health clients, the statutory provisions contained in ORC 5122.01(S), which read as follows:

“Residence” means a person’s physical presence in a county

with intent to remain there, except that if a person (1) is

receiving a mental health service at a facility that includes

nighttime sleeping accommodations, residence means that

county in which a person maintained his primary place of

residence at the time he entered the facility, or (2) is

committed pursuant to section 2945.38. 2945.39, 2945.40,

2945.401 [2945.40.1] or 2945.402 [2945.40.2] of the Revised

code, residence means the county where the criminal charges were filed.

ii. For alcohol/drug clients, the definition of residency established by OhioMHAS, which reads as follows:

“Residence means a person’s physical presence in a county

receiving alcohol or other drug addiction services from a

program that includes nighttime sleeping accommodations,

residence means that county in which the person maintained

his/her primary place of residence at the time he/she

entered the program.”

How do ADAMH/ADAS/MH Boards work with behavioral health agencies?

• County Boards – Ohio Revised Code Chapter 340

– “…Serve as the community addiction and mental health services planning agency for the county or counties under its jurisdiction” (ORC 340.03).

• Evaluate service need

• Establish continuum of care

• Prioritize services delivered

• Conduct program audits

• Investigate client complaints

How do ADAMH/ADAS/MH Boards work with behavioral health agencies?

• Boards can choose to contract with agencies that provide behavioral health services in their community. Not all agencies within a community are necessarily Board-contracted agencies.

– Call your local Board or look on their website to find more information about contract agencies. Look for information on the “System of Care,” “Continuum of Care,” or “Provider Network.”

What questions can I ask an ADAMH/ADAS/MH Board?

• Which agencies are available in your community to provide [service]?

– Crisis Services; Ongoing Case Management; Inpatient and Outpatient Substance Use Treatment; Respite; Housing; Medication Management*

• What is the best way to refer a potential client to services?

– Central Intake, Agency Specific, etc.

– Boards will most likely guide you towards the specific agency about which you are inquiring.

What questions can I ask an ADAMH/ADAS/MH Board?

• Does the Board provide ongoing training to local service providers on available resources?

– Mental Health First Aid, CIT Training (law enforcement), Motivational Interviewing, etc.

• Who at the Board should I contact if I have a question about clients’ rights?

– In most cases, someone on staff will be the designated Clients Rights Officer – many CMHCs have a CRO as well.

– Crisis Hotline, Response Team, Crisis Intervention Team (CIT) Training for law enforcement

• Case Management

– Comprehensive assessment, care coordination, planning, and advocacy

– CPST: Community Psychiatric Supportive Treatment (home- and community-based services)

– ACT: Assertive Community Treatment (team-based, multidisciplinary support)

– Most commonly available for youth – uses environment, education, and BH services to reach treatment goals. Discharge is the goal!

• Employment/Occupational Services

– Assist with development of job skills or connection to supported employment

– Multidisciplinary approach following a first episode – connection to longer-term treatment options

• Outpatient Step-Down Units

– Provide support and transition from inpatient psychiatric treatment (hospitalization) prior to full community integration

• Peer Recovery Support – Empathic presence that provides system navigation. Peer Recovery

Supporters have lived experience within behavioral health conditions.

• Medication Management – Involves a psychiatrist or APN; may be accessed at home in the form of

med boxes, blister packets, or home health

• Forensic Monitoring– Forensic monitors follow treatment compliance and progress of people

found not guilty by reason of insanity (NGRI) and defendants found to be incompetent to stand trial-unrestorable-criminal court jurisdiction (IST-U-CJ) who are on conditional release commitment

• Who is the correct Board contact for housing questions?

– This person is most likely involved with development of local capital plans, participation on housing-related groups or collaboratives, or has experience with grant writing or other efforts to increase housing options

• Does the ADAMH Board provide any local housing subsidy?

– If so, who would qualify for Board assistance and what is the application process?

• Do one or more of the Board’s contract agencies administer housing programs, or serve as the Board-designated contact for local housing options?

– Who serves as the primary contact for specific housing programs at that agency (and who would we contact if something goes wrong)?

What questions can I ask a community behavioral health agency?

• What is your intake/referral process?

– Centralized? Program-specific? When can a referral be made?

• Do you currently have waiting lists for any services? If so, how long is the waitlist?

• Are you able to assess an individual prior to his or her discharge from a nursing facility? If not, how soon prior to expected discharge should we plan to schedule the first appointment?

• Do you administer any housing programs that may be available for active clients?

How can an individual be connected to peer recovery services?

• ADAMH Board

• Local NAMI Chapter

What do peer recovery services look like?

Peer recovery services are delivered by persons with lived experience and can be a collaborative relationship. A peer is a supportive, empathetic presence whom assists as an individual adjusts to community living. Individuals may attend a consumer-operated center for peer recovery services, but could be connected through a local agency or the county board.

Some items that you may want to address as part of the discharge planning process for individuals with behavioral health diagnoses include:

• Prior to connection to a BH service provider and confirmed county of residence

– Which agency?

– Was it a positive or negative experience?

– Who did the individual work with?

– Would they return to this agency, or wish to seek services elsewhere?

• Local referral protocol

– Can a referral/initial appointment be made prior to discharge?

– How is a referral for services initiated, and who can make the referral?
