KEY RESPONSIBILITIES
Manage the County Health Department (CHD) office team and ensure that all staffs are cross-trained to undertake all field level activities (Curatives, Nursing, Pharmaceutical, Laboratory, Surveillance, EPI, M&E etc.) Provide training and mentoring to program and operations staff as required.
Plan and oversee implementation of all program activities, whether supported by MOH or by program funding are implemented according to plan to deliver Health program targets and to be within schedule and budget;
Ensure timely and effective communications on program planning, implementation and reporting with technical team leaders based in Bor;
Ensure that field trips by the teams are planned and executed to optimize the use of staff resources, avoid duplication of effort, and extend the life time of program assets and materials, vehicles, thurayas, fuel etc.
Ensure that Ministry of health security protocols, includingcommunications, vehicle use and health and safety, are observed by all field office staff and by all other health staff/visitors travelling at county level;
Supervise the health team and health facilities allocated tothe county. Ensure that ministry standards of drugs and health equipment management and control are followed by all health staff.
Undertake or supervise the mandatory stock checking and enduse of drugs at warehouse, distribution point and ensure that all necessary reporting on drugs storage and utilization are made to health Program & Operations Coordination Unit in the state;
Contribute to the quarterly program planning and review meetings held by the Technical Team Leader for the health programme in Bor. Draft, finalize, implement and report on the quarterly program plans for the county;
Ensure that program performance reports (M&E data analysis) are submitted to time lines and that monthly and quarterly performance review meetings are held at county level with all team members and county level MOH and stakeholders.
Oversee the finances for the county level field programming and operations and supervise the accounts staff in the forecasting, receipt, issuing and record keeping for cash;

Key Responsibilities:1. Program Planning and Assessments
Lead in organizing and undertaking surveys to provide primarydata (baseline, End Use Monitoring, Post Distribution Monitoringand KAP surveys) when required and as part of ongoing assessmentof the impact of the sector program and ongoing sector needs.
In consultation with the Field Area Coordinator and technical teams, lead/support the development of monitoring and evaluation tools.
Facilitate assessments and operational research for contextual understanding, identifying opportunities, vulnerabilities, capacities and resources, deciding feasibility and setting DME priorities at the county level

to ensure quality programming and adherence to minimum standards including International M&E standards, values and principles, SPHERE, HAP and other sector standards and protocols as well as the mainstreaming of cross-cutting themes.

Job PurposeProvide leadership at the POCU level (Northern Jonglei) in the monitoring and evaluation of the Jonglei Food Security Program (JFSP). Work to position Catholic Relief Services (CRS) as a leader in innovative monitoring, evaluation, accountability and Learning (MEAL) and capacity building by supporting the program design, technical support, and training to ensure a high level of quality programme implementation. Support the JFSP MEAL Manager in the development of high quality practices, field learning, data collection and information dissemination and other MEAL requirements. Enhance the quality of JFSP implementation through;a) Strengthened capacity of JFSP staff in all aspects of MEAL;b) Research and evaluation;c) Strategic engagement with CRS colleagues and external stakeholders on MEAL issues;d) Provision of quality MEAL support to the other county locations.
