River Road is oriented in an east-west direction for approximately ¼ mile. It is an extension of East 2nd Street that links Main Street to 3rd Avenue. Running parallel to the train tracks, a paved right of way already exists for a majority of this distance. However, there is no sense of a street, or indication of an identity for the properties that front this right-of-way. The new road - envisioned without curbs in the manner of a European plaza – provides an “address” that will help to increase the visibility of and access to the Jasper Cabinet complex. The hardscape will also strengthen the relationship of the south side of the train tracks to the investments that were made on the north side: the Jasper Train Depot, the Spirit of Jasper train and the German American Boulevard.

Perpendicular to the proposed River Road is the Mill Street extension. Mill Street is the primary address for the Hoosier Desk complex. A southern extension of the right-of-way of Mill Street will connect this former industrial building to the river and the Jasper Cabinet building. Sidewalk improvements to the space adjacent to the Hoosier Desk building will allow the building to be handicapped accessible and will also align street lights and street trees into a uniform pattern.
Mill Street extension is a pedestrian-only open space that changes character along its length from north to south. A consistent palette of paving materials is drawn from the red bricks and gray concrete surfaces in front the Train Depot and German American Boulevard. The design integrates these existing spaces together and orients pedestrians towards the river. The dimension of the pavers changes scale depending on the degree of intimacy of the space. Rows of shade trees, lighting, signage, seating areas and water features enliven the space along the axis. Mill Street extension terminates at the North Riverwalk and the Patoka Overlook.

A new plaza connects the Jasper Cabinet Kiln Building to the existing pedestrian bridge. The plaza helps to support the truss and creates a new overlook terrace with bike racks. A concrete retaining wall clad with wood decking stabilizes the bank and links an existing pathway along the shoreline to the Patoka Steps. The contours of the site are re-graded.
The Patoka Steps integrate the Jasper Riverwalk with the River. The steps link the top of the bank with the shoreline of the river in a continuous terrace and provide places for viewing the river. The concrete slabs are clad with wood decking. The contours of the site are re-graded.
A key design component for the Jasper Master Plan is to create a southern terminus for Main Street. A second pedestrian bridge at the end of Main Street allows the Riverwalk to span the river and finally connect the north and south sides of the Patoka. The iconic cable-stay bridge creates an appropriately-scaled terminus to the Jasper Courthouse.
The North Riverwalk is a compliment to the South Riverwalk. The 12 foot wide path establishes a trajectory for the walking/biking path on the Southside of the Jasper Cabinet building. Sonotube concrete foundations support the walkway along its length. A poured in place concrete wall provides a buffer to the plaza/parking area of the Jasper Cabinet building. The contours of the site are re-graded.
The Mill Street extension terminates at a promontory that extends out over the river. The concrete structure is lined with wood decking integrated with LED lighting. A natural wood handrail fabricated locally caps glass panels that provide security for the walkway while maximizing transparency and views. The underside of the overlook is clad in natural wood textured panels. The contours of the site are re-graded.

The rehabilitation of the Astra Theater for an entertainment venue will bring added vitality to the Square. The building is strategically located at the corner and has high visibility in the community.
1- ASTRA THEATER RENOVATION
The Facade Improvement Program will encourage and enable building owners to reinvest in their properties. Many of the building elevations around the Square are have remarkable detailing that should be highlighted by removing non-historic elements.
2 - FACADE IMPROVEMENTS
The Jasper Master Plan specifies a series of physical improvements to the environment of the Square with the goal of enhancing its pedestrian attractiveness, providing additional amenities, and encouraging more people to come to - and remain in - the Square, thus enhancing economic and business opportunities. The major elements include a green buffer strip, restriping of parking, corner conversation nooks, an interactive public art component and additional programming. Specific design components such as the benches and seating areas will be works of art in their own right and capitalize on the city’s wood heritage and technical expertise.
3 - STREETSCAPE IMPROVEMENTS
The Master Plan recommends a multi-block streetscape program for the public right of way between Third and Sixth Streets. The recommended priority is Main Street from the Square to the River. Rather than designing the entire streetscape program, this specific design for Main Street specifies the elements that can be utilized and replicated in subsequent phases of the program. Design elements include bike lanes, a center, planted median, expanded and enhanced sidewalks, and art within the public realm.

Main Street is Jasper’s front door, and the city deserves an address that is impressionable, efficient and beautiful. From Courthouse Square to the River, Main Street should be redesigned to include a center median. Regrading the street will have a number of immediate effects. First, it will diminish the amount of impervious pavement in the right-of-way. Second, the median will take advantage of the street’s slope and help to filter stormwater from adjoining properties, the street and sidewalks, reducing the burden on the city’s stormwater infrastructure. Space for the center median is acquired by removing the angled parking that is currently there and replacing it with parallel parking spaces. While the overall number of spaces are therefore reduced, the redesigned street offers a more pleasant walking experience. People who frequent Main Street stores are more apt to park and walk under this configuration.
As Jasper residents rediscover their riverfront and seek greater opportunities for active recreation, the number of bikeways should also be increased. A network of bicycle connections has already emerged helping to tie the north and south parts of the city together. With a bike lane incorporated into Main Street, the city sends a signal that new roads need to accommodate more than just cars.
Complete streets enable safe access for people of all ages and abilities. They make it easier to cross the street, walk around downtowns and ride a bike by balancing safety with convenience. Improving Main Street will ultimately make Jasper a better community in which to live, and its redesign will set the standard for future public infrastructure investments.

This study assesses the rehabilitation potential of the Jasper Cabinet complex in Jasper, Indiana. The property occupies a strategic location along the north bank of the Patoka River. The complex is adjacent to a series of recent investments that has focused attention on the revitalization of Jasper’s Riverfront. Among these are the Jasper Train Depot, the Spirit of Jasper and the German American Boulevard. Future public investments in a new River Road immediately north of the complex, a new Riverwalk adjacent to its south, and a pedestrian promenade which extends Mill Street leading to the proposed Patoka Steps at the river itself, will greatly enhance its visibility, marketability, and access.
Former industrial buildings with the configuration of Jasper Cabinet are ideal candidates for rehabilitation and adaptation to certain new uses. The main portion of the complex appears on visual inspection to be in relatively good structural condition, and a significant portion would likely qualify for Federal Historic Tax Credits. Open floor plans, column spacing and other building characteristics suggest appropriate adaption for residential and/or hotel room development on its upper floors. Other non-habitable uses – both civic and commercial – could also work well in various locations within the first floor of the complex. Adaptive reuse of the building with some of these uses will provide an authentic connection to Jasper’s past.

Initial market assessment has identified that there is a strong interest in living in the former industrial buildings in downtown Jasper. Market demand also appears to support the development of a small to moderate-sized boutique hotel. The development strategy therefore repositions the vacant Jasper Cabinet complex as a mixed-use project with a mid-sized specialty boutique hotel or market-rate residential as the primary use. Urban loft style residential units are particularly in demand as there is a lack of this type of housing option in Dubois County. Older industrial buildings also lay out well for hotel conversions and can provide flexibility and creative design in room layout and circulation. Residential and hotel redevelopment projects are excellent activity generators that bring people into downtown after work and on weekends and enliven the streetscape at all times of the day.
It is important to note that some of these proposed uses are also being evaluated as part of the revitalization and redevelopment of the nearby Hoosier Desk complex, another ideal candidate for transformation and reuse. The redevelopment of these two major complexes can provide enormous energy to Jasper’s Downtown and Riverfront Strategy, and can provide mutual synergy and enhanced markets to each other. It is thus critical that these projects be considered and pursued as complementary, rather than competitive, development initiatives.
This study is conceptual in nature for discussion purposes only. The exact configuration, size and location of uses for the redevelopment plan have yet to be determined, nor has a full structural analysis been conducted. In addition, flood elevation restrictions may limit the use of the lower level of the building which needs to be studied in greater detail. The pages that follow show two potential configurations of how a number a mix of appropriate uses could be distributed around the site. In some cases, minor demolition of a portion of the complex is recommended, such as the structure at the intersection of Jackson Street and the new River Road (on the northwest corner) and older portions of the building in the inner courtyard.

The development strategy repositions the mostly vacant complex for a variety of Arts and Culture related programs. Reinvestment in this former industrial building, like others in the downtown, will generate a significant economic impact that extends well beyond the historic building itself.
The reuse of the Hoosier Desk capitalizes on Jasper’s industrial heritage and will help to activate the downtown and riverfront at all times of the day. The series of buildings which comprise the complex were built in various stages and contain approximately 130,000sf of useable space.
Dubbed the “Jasper Arts + Culture Center”, this concept plan has the potential to bring together a number of major attractions that are currently dispersed around the city. An Art Center, Library Annex, components of the Dubois County Museum (highlighting Jasper’s wood heritage) and a Visitor Center can share space together in the complex and compliment small-scale retail and eating establishments.

This study looks at the rehabilitation of the Hoosier Desk complex in Jasper, Indiana. The development strategy repositions the mostly vacant complex for a variety of Arts and Culture related programs. Reinvestment in this former industrial building, like others in the downtown, will generate a significant economic impact that extends well beyond the historic building itself.
The reuse of the Hoosier Desk capitalizes on Jasper’s industrial heritage and will help to activate the downtown and riverfront at all times of the day. The series of buildings which comprise the complex were built in various stages and contain approximately 130,000sf of useable space.
Dubbed the “Jasper Arts + Culture Center”, this concept plan has the potential to bring together a number of major attractions that are currently dispersed around the city. An Art Center, Library Annex, components of the Dubois County Museum (highlighting Jasper’s wood heritage) and a Visitor Center can share space together in the complex and compliment small-scale retail and eating establishments.
This study is conceptual in nature for discussion purposes only. The exact configuration and location of different uses for the redevelopment plan has yet to be determined. The pages that follow show four potential configurations of how the primary anchor uses could be distributed around the complex. In some cases, minor demolition of a portion of the building is recommended for place-making opportunities and to bring daylight into thecomplex.
