systems including multiple technologies (heavy rail, light rail, bus rapid transit, bus transit, streetcar, and personal rapid transit). Manage large-scale planning projects including stakeholder/public outreach, technology assessment, ridership forecasting, route evaluation, cost assessment, alternatives analysis, financing/funding, and FTA grant applications. Manage planning projects for station access, rail and bus transit intermodal centers, bike and pedestrian connections, wayfinding systems, station parking and parking replacement analysis, standards and guidelines, transportation demand and parking management plans, and land use planning for transit-oriented and joint development.

Complete Street Design and Best Practices Manuals (see page 2 sidebar for listing of manuals)

Led a national movement in changing the conventional engineering practice of urban thoroughfare design. Beginning with authoring Portland Metro’s “Creating Livable Streets” and its companion manual “Green Streets – Innovations in Storm Water Management”, two of the nation’s first context-sensitive design manuals that advocate compatibility with, and enhancement of, adjacent context. Followed with authoring design manuals based on the principles of context sensitive solutions (CSS) including Santa Clara VTA’s “Community Design &Transportation”, SANDAG’s “Designing for Smart Growth”, and recently, Principal Author of the Institute of Transportation Engineers’ national Recommended Practice on “Designing Walkable Urban Thoroughfares – A Context Sensitive Approach”.

Work at the regional, state, federal, and institutional levels to advocate change within the transportation design profession to consider multi-modal needs in project development. Rather than adopt an “anti-automobile” mindset, work with FHWA and DOT’s, transit providers, AASHTO, emergency service providers, and a multitude of stakeholders to recognize the need for balancing competing interests in urban thoroughfare design.

State Highway Planning Project Manager for the planning of numerous highway and interchange projects from Project Initiation Documents (PID) to project approval. Familiar with Caltrans’ approval processes including their traditional ways (PSR, PR, Combined PSR/PR’s, and PA/ED) and newer and streamlined processes such as the PSR/Project Development Support (PSR/PDS), and PEER Familiar with the design exception process and works with the State geometricians in developing required fact sheets. Role in planning for the state highway system includes developing concepts for corridor and interchange designs, evaluating designs using modeling/simulation, and supporting the preparation of PS&E documents for freeway/interchange projects. Recently, focused on supporting Caltrans’ project delivery as Project Manager for Transportation Management Planning (TMP) in the San Francisco Bay Area.

Develop parking plans for urban development, large-scale activity centers, shopping centers, institutions, transit stations, and downtowns.
