THE DEPARTMENT Development Services manages the development, utilization, and preservation of Jackson County’s natural resources in order to promote and protect the health, safety, and well-being of all citizens. We are organized into three distinct programs: Building administers the State of Oregon’s structural, mechanical, plumbing, electrical and manufactured dwelling specialty codes. This includes permits and inspections for new construction, modifications to existing structures, and mobile homes. Code Enforcement assures compliance with the County’s land use, environmental, and construction codes. Code enforcement officers respond to complaints about unauthorized land use or construction. Planning promotes responsible use of land-based resources. The Planning Division coordinates long-range planning through adherence to the County's Comprehensive Plan and applies the Land Development Ordinance in the review of specific land-use proposals. Review by the Planning Division is the first step in any land development or construction project.

THE COUNTY Jackson County has approximately 212,000 residents and is one of the most desirable places to live, work, and play in the Pacific Northwest. THE JOB The Development Services Director is responsible for Building, Code Enforcement, Comprehensive Planning, and Current Planning sections. This position reports directly to the County Administrator and oversees a budget of $4,407,611 and two management staff. The Director leads an engaged, professional workforce of about 34 employees. In addition to being a part of senior management for the County, this position will be participating in various economic development activities involving Jackson County. This position plans, organizes, and directs development services functions for the County. The Director should be ready to prepare and implement the County comprehensive plan, land development ordinances and other ordinances and regulations as required by law. The enforcement of the Jackson County Code as it relates to zoning, solid waste, wild land fire prevention, and land regulations will be a part of this position’s responsibilities, as well as enforcement of state law and state codes related to uniform building codes. The Director responds to all legal challenges directed toward development decisions and will represent the County’s interests in all hearings and land use challenges. THE IDEAL CANDIDATE Jackson County’s next Development Services Director will have superior skills in relationship management. The successful candidate must be able to remain calm and focused while under sometimes derogative public scrutiny. In particular, the Director should be an active listener who allows customers the opportunity to share their views, a creative thinker who can adhere to State and County laws while actively looking for the best solution for customers, and a politically astute manager. While granted a large degree of autonomy by the County Administrator to run the department, the successful candidate is expected to be an active collaborator who can work with all County Departments, other governmental agencies, community associations and the public. A global, rather than departmental, perspective on County matters is expected. Experience in Oregon land use laws is a strong plus. Ideal candidates will be able to successfully demonstrate ability in:

• Communicating in a compelling and inspiring manner to lead multiple programs within a department through a unified vision

• Achieving key performance indicators in Planning, Building and Code

EMPLOYMENT STANDARDS Master’s degree in planning, public administration or related field, and seven years of executive, professional level experience in development services OR any clearly demonstrated combination of education and experience which provides the applicant with the desired skills, knowledge, and ability required to perform the job.

A valid Oregon Driver’s License, or ability to obtain, with acceptable DMV record upon hire is required.

Annual Salary: $99,299.20 - $126,734.40
