MEETING OF THE BOARD OF YZZICAL EXAYiINERS OF NORTH CAROLINA Mayview Manor, Blowing Rock, North Carolina July 21-22, 1966 The Board of Medical Examiners of the State of North Carolina met at the Mayview Manor, Blowing Rock, North Carolina, July 21-22nd, 1966, for the purpose of convassing and certifying the grades of the annual written examination for medical license, to interview applicants for license by endorsement of credentials, for special limited license, and for other business. Thursday, July 21st 6:00 P M The Board convened for dinner. Drs. Clark Rodman, President~ Joseph J. Combs, Secretary-Treasurer, James E. Davis, Frank Zdmondson, H. Lee Large, Jr. W. Boyd Owen, and Mrs. Louise J. McNeill, Assistant, -Secretary-Treasurer, were present. This constituted the membership of the Board as a vacancy was created by the death of Dr. Ralph G. Templeton on July 4th, 1966. 1970 RE: Election of Member to fill unexpired term of Dr. Templeton to October 31st, Dr. Frank Edmondson nominated Dr. Vernon Williams Taylor, Jr. of Elkin~ the same was duly seconded. Dr. James E. Davis nominated Dr. F. M. Simmons Patterson of New Bern~ the same was duly seconded. Dr. W. Boyd Owen moved that the nomination be closed, the same was duly second- ed by Dr. Joseph J. Combs and passed unanimously. The vote for Dr. Vernon Williams Taylor, Jr. was three. Th vote for Dr. F. M. Simmons Patterson was three. The matter of electing a new member of the Board was tabled for a later time during this meeting. (See page 51 . ) The president appointed Dry James E. Davis to write an eulogy on Dr. Ralph G. Templeton. Credentials for license by endorsement of credentials and special limited license were reviewed by the members of the Board. RE: Conversion of limited 5 full license: Dr. Robert Qardiner Bradb was granted limited license by endorsement of cre- dentials to Duke University School of Medicine July 26th, 1963, to cover him as a re- sident at Duke University School of Medicine. He has completed his training and joined the staff there in the Department of Radiology and has petitioned that his limited license be converted to full license. He has met all requirements. VERDICT: Dr. H. Lee Large, Jr. moved that the limited license of Dr. Robert Gard- iner Bradbury be converted to full license. This motion was duly seconded by Dr. James E. Davis and passed unanimously. RE: Dr. Geor e Daniel Miller was granted limited license by endorsement of cre- dentials to Duke University School of Medicine October 15th, 1966, to cover him as a resident in Dermatology there. He has applied for conversion to full licm se in order that he do some work in the Emergency Rooms. at Watts and Lincoln Hospitals while

The Board of Medical Examiners of the State of North Carolina met at theMayview Manor, Blowing Rock, North Carolina, July 21-22nd, 1966, for the purposeof convassing and certifying the grades of the annual written examination formedical license, to interview applicants for license by endorsement of credentials,for special limited license, and for other business.

Thursday, July 21st6:00 P M

The Board convened for dinner. Drs. Clark Rodman, President~ Joseph J. Combs,Secretary-Treasurer, James E. Davis, Frank Zdmondson, H. Lee Large, Jr. W. BoydOwen, and Mrs. Louise J. McNeill, Assistant, -Secretary-Treasurer, were present. Thisconstituted the membership of the Board as a vacancy was created by the death ofDr. Ralph G. Templeton on July 4th, 1966.

1970RE: Election of Member to fill unexpired term of Dr. Templeton to October 31st,

Dr. Frank Edmondson nominated Dr. Vernon Williams Taylor, Jr. of Elkin~ thesame was duly seconded.

Dr. James E. Davis nominated Dr. F. M. Simmons Patterson of New Bern~ the samewas duly seconded.

Dr. W. Boyd Owen moved that the nomination be closed, the same was duly second-ed by Dr. Joseph J. Combs and passed unanimously.

The vote for Dr. Vernon Williams Taylor, Jr. was three.Th vote for Dr. F. M. Simmons Patterson was three.

The matter of electing a new member of the Board was tabled for a later timeduring this meeting. (See page 51 .)

The president appointed Dry James E. Davis to write an eulogy on Dr. Ralph G.Templeton.

Credentials for license by endorsement of credentials and special limited licensewere reviewed by the members of the Board.

RE: Conversion of limited 5 full license:

Dr. Robert Qardiner Bradb was granted limited license by endorsement of cre-dentials to Duke University School of Medicine July 26th, 1963, to cover him as a re-sident at Duke University School of Medicine. He has completed his training andjoined the staff there in the Department of Radiology and has petitioned that hislimited license be converted to full license. He has met all requirements.

VERDICT: Dr. H. Lee Large, Jr. moved that the limited license of Dr. Robert Gard-iner Bradbury be converted to full license. This motion was duly seconded by Dr. JamesE. Davis and passed unanimously.

RE: Dr. Geor e Daniel Miller was granted limited license by endorsement of cre-dentials to Duke University School of Medicine October 15th, 1966, to cover him as aresident in Dermatology there. He has applied for conversion to full licm se in orderthat he do some work in the Emergency Rooms. at Watts and Lincoln Hospitals while

VERDICT: Dr. H. Lee Large, Jr. moved that the limited licence of Dr. GeorgeDaniel Miller be converted to full license. This motion was duly seconded by Dr.James E. Davis .and passed unanimously .

RE: Dr. Doris Yvonne Sanders was granted license by endorsement of credentials,limited to Bowman Gray School of Medicine July 26th, 1963, to cover her as a residentin Pediatrics there. She has joined the faculty full-time at Bowman Gray School ofMedicine and has petitioned for conversion of limited to full license. She has metrequirements for full license.

VERDICT: Dr. H. Lee Large, Jr. moved that the limited license of Dr. DorisYvonne Sanders be converted to full license. This motion was duly seconded by Dr.James E. Davis and passed unanimously.

RE: Dr. Frances Kin Vidmann was granted limited license by endorsement of cre-dentials to the University of North Carolina School of Medicine July 28th, 1961, tocover her as a resident in Pathology. She has now joined the staff at the Universityof North Carolina School of Medicine as an instructor in Pathology and has petitionedfor conversion of limited to full license. She has met reauirements for full license.

VERDICT: Dr. H. Lee Large, Jr. moved that the limited license of Dr. FrancesKing Midmann be converted to full licese. This motion was duly seconded by Dr. JamesE. Davis and passed unanimously.

RE: Dr . Donald Eric Midmann was granted limited license by endorsement of cre-dentials to thd University of North Carolina School of Medicine Ju ly 28th, 1961, tocover him as a resident in Psychiatry there. He has joined the staff of the Universi'tyof North Carolina School of Medicine, Department of Psychiatry, md has petitionedfor conversion of limited to full licese. He has met requirements for full license.

VERDICT: Dr. H. Lee Large, Jr. moved that the limited license of Dr. Donald EricMidmann be converted to full license. This motion was duly seconded by Dr. James E.Davis and passed unanimously.

RE: Dr. Charlotte Martha Richer was granted license June 21st, 1962 limited untilcitizenship obtained and she has now yresented proof of naturalization.

VERDICT: Dr. H. Lee Large, Jr. moved that the limited license of Dr . CharlotteMartha Richer be converted to full liood' se. This motion was duly seconded by Dr. JamesE. Davis and passed unanimously.

RE: Dr. Nakhleh PE Zarzar, who holds limited license to John Umstead Hospitaluntil citizenship is obtained, applied for extension of the same to Nake County. , NorthCarolina, in order that he might serve as acting superintendent at Dorothea Dix Hos-pital. The secretary that he granted this extension as of June 20th, 1966.

VERDICT: The Board of Medical Examiners approved the action of the secretary inextending the limitation of Dr. Nakhleh P. Zarzar's license to Make County, NorthCarolina.

RE: Dr. Mareclino Ama . , who holds limited license to Granville County, NorthCarolina, to cover his duties there, applied for extension of the same to Durham Countywhere he is also assuming part of his duties. The secretary reported that he grantedthis extension as of July 2nd, 1966.

VERDICT: The Board of Medical Examiners approved the action of the secretary inextending the limitation of Dr. Marcelino Amaya's license to Durham County, North Caro-lina ~

6State Medical Society would be held the latter part of May, 1967.

VERDICT: Dr. H ~ Lee Large moved that a meeting be held April 7-9th, 1967 at theVelvet Cloak, Raleigh, North Carolina. This motion was duly seconded and passed unan-imously.

RE: Dr . Allen H. Lee —At the June, 1966 meeting Dr. Lee was requested by theBoard to surrender his narcotic tax stamp, order forms and supplies to the FederalNarcotic Agent because of personal addiction and addiction of his wife. The narcoticagent reported on July 12th that Dr. Lee surrendered his narcotic tax stamp June 23rd,1966.
