Last Tuesday the Acting Deputy Judge Za- mani Ntlangulela struck off the roll a court application brought by Madikizela-Mandela against Mandla Mandela in the Mthatha High Court to proceed with the meeting. Madikizela Mandela filed the court appli- cation wanting to prevent a family meeting from taking place at the Qu- nu homestead, stating fear of vi- olence and van- dalism of proper- ty if the meeting took place. Last Friday, the meet- ing was conclud- ed without any violence or van- dalism. Madikiz- ela-Mandela had filed a claim to Madiba’s execu- tors that the Qu- nu home should belong to her, her children and her grandchil- dren. Madikizela- Mandela was ex- cluded from tata Mandela’s will. After the Judge struck the application off the roll, Madikizela-Mandela’s legal repre- sentative, Advocate Mvuzo Notyesi, filed an- other application, but this too was denied. The media was not allowed to enter the homestead while the meeting was under way. After a five-hour wait, Inkosi Daludumo Mtirara, spokesperson of the royal family, led the media into the room where the meet- ing had been held. There were fewer than 30 people (mostly men) attending the meeting, including some of the traditional leaders of AbaThembu and the young brother of King Buyelekhaya Dal- indyebo. The king himself was not present, nor was Graca Machel. Addressing the media after the meeting, Nkosi Ngangomhlaba Matanzima was cagey about divulging the agenda. “The matter is between the Mandelas and we cannot divulge what had been discussed because it is a fami- ly matter and concerns the family members only. There is no need for the world to know about it.” He said they cannot change the decisions of the late tata Mandela, but he refused to ex- plain further. “We have discussed the matter with the people who were present. “There was nothing new in Dalibhunga’s decision and we don’t want to take a different route from his own decisions. We are happy we discussed the matter; we are finished now and there was no violence,” concluded Mat- anzima. The royal houses that were represented were those of Mtirara, Mnqanqeni and Joyi. IN an effort to reduce long queues attheButterworth Police Station of peo-ple who want to open cases or certifytheir documents, police officials hadcome up with a plan of taking theirservices to the people.
Mobile satellite police stations in acaravan will visit various locationsin Butterworth to bring services tothe places where people live. Thatwill also help communities to savetransport costs as they will not haveto travel to town when they need po-lice services.Police spokesperson Captain Jack-
son Manatha said the caravan willvisit areas such as Ndabakazi andTholeni.“The caravan arrived in November
last year. People must, however, beaware that we will not be photo copy-ing documents. We will only be certi-fying documents when people bringthe original copies,” said Manatha. These services are provided free.Capt. Manatha reminded young
people that they needed to be accom-panied by their parents for affidavits.“We will not be able to assist
learners who need affidavits if theyare not accompanied by their parentsto sign for them. We don’t want themto forge their parents’ signatures,”said Manatha.ATholeni communitymember, No-

SUDENTS atWalter Sisulu University (WSU)will benefit from an announcement last weekthat the Transport Education and TrainingAuthority (TETA) will be investing R18,9 mil-lion into WSU during this financial year.
The bulk of the fundingwill go towards bur-saries and scholarships for deserving stu-dents in the field of civil engineering and oth-er fields related to transport economics.WSU spokesperson Angela Church wel-
comed this positive development at the startof the new academic year.“It is most encouraging with registration
commencing on January 19, that we can nowoffer many new bursaries to our students inthese important fields. Our developing econo-my is so short of skills in science and engi-neering and WSU is well-placed to addressthis shortage with our appropriate mix of de-grees and diplomas. Now that we have TETAon board as a funding partner we can makesignificant strides towards building the skillsrequired,” she said.Apart from the funding allocated to bursa-
ries, other projects that will be funded in thefirst tranche include transportation forphysi-cally challenged students, extension of thestudent driver training project, a mathemat-ics and science project targeting high schoolsin the WSU catchment area and managementtraining for staff.Collaborative research will underpin all
these projects thereby making this partner-ship of academic value as well.“A Memorandum of Understanding was
signed recently between WSU and TETA andwe applaud the quick action and tangiblecommitment of TETA. More partnerships ofthis nature between WSU and other SETAscould provide a real solution for skills en-hancement,” said Church.Second-year civil engineering students doing what they do best. TWENTY learners from the Eastern Capewere recently awarded bursaries amountingto R3 million by the Department of Rural De-velopment and Agrarian Reform (DRDAR) inMthatha.
These fortunate learners were awardedtheir bursaries by the DRDAR MEC MliboQoboshiyane after they had applied for themin November last year.“We are here to plant a seed of hope for
these students who had no hope of pursuingtheir studies owing to disadvantaged back-grounds,” said Qoboshiyane. He added that even though some are first
year students, others were already in theirsecond year of studies, but were on the vergeof dropping out due to financial constraints.“As the government, we had to find ways
to ease the burden of paying fees, in particu-lar for those parentswho are notworking andsingle parents,” said MEC.One of the recipients, Nompumelelo Nge-
jane (20), fromPayne inMthathawill be doingher second year in Soil Science studies.“I am so grateful to the Department and the
entire province for providing these bursa-

ries. We will now study stress-free, withouthaving to worry about fees, meals and thepossibility of not getting one’s results,” shesaid.Ngejane added that if she had not received
the bursary, she would have been forced todrop out this year, because her course is veryexpensive. As a child who lost both her par-ents, “life has not been easy,” she said.“My stepmother was trying everything in
her power to ensure that I get a good educa-tion, but I doubt she would have coped thisyear; this is why I am so overwhelmed withgetting this assistance,” said Ngejane.Parents of the learners also came to express
their gratitude to the Department. NofundileSivuka from Nyanisweni in Bizana’s daugh-ter has received a bursary to study Veteri-nary Services at a university of her choice.“She is the eldest of four children and I was
very excited when she passed matric, but Iworried about getting money to send her touniversity,” said Sivuka. She said she is a single mother who earns
a living from doing laundry and gardeningfor local households.“I am so happy. God works miracles and I

THE South African Department of HigherEducation andTraining (DHET) iswarningGrade 12 pupils and prospective tertiarystudents of prevalent bogus colleges whichcontinue to defraud students.
The DHET describes the colleges as theillegitimate institutions of learning whichoperate illegally without the certificate ofaccreditation from the DHET, thus issuingunaccredited qualifications to students.Grade 12 pupils across the country wrote
their final examinations with each hopingto secure a place of study at an institutionof their choice. The hard pill to swallow isthat not all of them will manage due to dif-ferent circumstan-ces, being lack offunds, poor matricresults and late appli-cations. As a resultsomewill fall victimsof these so called op-portunists, bogus col-leges.Dr Mandlenkosi
Buthelezi who is the Director of PrivateTechnical andVocational Education Train-ing colleges (TVET) in the DHET has urgedprospective students to be sceptical and actresponsible when choosing an institutionwhich they aspire to further their studieson.“Not everything advertised in the media
is legitimate; therefore one needs to besceptical and question these things. Thefact that an institution was advertised onthe international media doesn’t guaranteeits legitimacy. Grade 12 pupils please dothorough research about your institutionof choice,” said Dr Buthelezi.Adding to his warnings, Buthelezi said
that everyone has the right to question aninstitution of learning of its registrationcertificate with the DHET before makingan application or paying any fees as theyare often said to be non-refundable.The fly-by-night colleges are said to be us-
ing flashy flyers claiming to be offering in-
ternational qualifications that are notrecognised in South Africa as they arenot registered on theNationalQualifica-tions Framework (NQF).A victim of the scam, Noluyanda Ngo-
boza from Mt Frere, who didn’t want tomention the institution that scammedher fearing for her safety, said that afterlearning that the private college shewasenrolled in was not recognised by theDHET, she went to report the matter tothe police station but the police officerssaid they were unable to help her.“I was registered for a National Certif-
icate in Information Technology. On theseventh month of my academic yearcoming from the June-July winter holi-days in Cape Town, my cousins told me
of such colleges whichthey said to be preva-lent in the WesternCape. Thematter both-ered me and I decidedto question my Zimb-abwean lecturer aboutthe legitimacy of thecollege. He freaked outat me and that’s whenI realised there was
something fishy.”“I continued digging for answers and
finally the secretary at the college toldme that the college was not legitimate. She told me that they never open a per-manent campus, they operate for a yearin one area and the following year theymigrate to somewhere else far. I went toopen a case of fraud at the police stationbut the police officers said they don’tdeal with such cases,” said Noluyanda.Shedding light on matters of such na-
ture, Dr Buthelezi said that there is aspecial task team employed to helpclamp down on such colleges which iscalled the National Bogus Colleges TaskTeam and the National Prosecuting Au-thority (NPA) forms part of it.In his last words Buthelezi added that
they work hand in glove with the SAPSand other law enforcement agencies intheir operation of cracking down the col-leges.
