The Project Life Cycle (Project Process) The project manager and project team have one shared goal: to carry out the work of the project for the purpose of meeting the project’s objectives. Every project has a beginning, a middle period during which activities move the project toward completion, and an ending (either successful or unsuccessful) Planning Phase

The next phase, the planning phase, is where the project solution is further developed in as much detail as possible and the steps necessary to meet the project’s objective are planned. In this step, the team identifies all of the work to be done. The project’s tasks and resource requirements are identified, along with the strategy for

producing them. This is also referred to as “scope management.” A project plan is created outlining the activities, tasks, dependencies, and timeframes. The project manager coordinates the preparation of a project budget by providing cost estimates for the labor, equipment, and materials costs. The budget is used to monitor and control cost expenditures during project implementation. Once the project team has identified the work, prepared the schedule, and estimated the costs, the three fundamental components of the planning process are complete.

Implementation (Execution) Phase

During the third phase, the implementation phase, the project plan is put into motion and the work of the project is performed. It is important to maintain control and communicate as needed during implementation. Progress is continuously monitored and appropriate adjustments are made and recorded as variances from the original plan. In any project, a project manager spends most of the time in this step. During project implementation, people are carrying out the tasks, and progress information is being reported through regular team meetings. The project manager uses this information to maintain control over the direction of the project by comparing the progress reports with the project plan to measure the performance of the project activities and take corrective action as needed.

Monitoring and Controlling Process Group

The Monitoring and Controlling Process Group consists of those processes required to track, review, and orchestrate the progress and performance of the project; identify any areas in which changes to the plan are required; and initiate the corresponding changes. The key benefit of this Process Group is that project performance is measured and analyzed at regular intervals, appropriate events, or exception conditions to identify variances from the project management plan. The Monitoring and Controlling Process Group also involves:

Controlling changes and recommending corrective or preventive action in anticipation of possible problems,

Monitoring the ongoing project activities against the project management plan and the project performance measurement baseline, and

Influencing the factors that could circumvent integrated change control or configuration management so only approved changes are implemented.

Closing Phase During the final closure, or completion phase, the emphasis is on releasing the final deliverables to the customer, handing over project documentation to the business, terminating supplier contracts, releasing project resources, and communicating the

closure of the project to all stakeholders. The last remaining step is to conduct lessons-learned studies to examine what went well and what didn’t. Through this type of analysis, the wisdom of experience is transferred back to the project organization, which will help future project teams. Knowledge Area

PMBOK is the fundamental knowledge you need for managing a project, categorized into 10 knowledge areas:

1. Managing integration: Projects have all types of activities

going on and there is a need to keep the “whole” thing moving collectively – integrating all of the dynamics that take place. Managing integration is about developing the project charter, scope statement, and plan to direct, manage, monitor, and control project change.

2. Managing scope: Projects need to have a defined parameter or scope, and this must be broken down and managed through a work breakdown structure or WBS. Managing scope is about planning, definition, WBS creation, verification, and control.

3. Managing time/schedule: Projects have a definite beginning and a definite ending date. Therefore, there is a need to manage the budgeted time according to a project schedule. Managing time/schedule is about definition, sequencing,

resource and duration estimating, schedule development, and schedule control.

4. Managing costs: Projects consume resources, and therefore,

there is a need to manage the investment with the realization of creating value (i.e., the benefits derived exceed the amount spent). Managing costs is about resource planning, cost estimating, budgeting, and control.

5. Managing quality: Projects involve specific deliverables or

work products. These deliverables need to meet project objectives and performance standards. Managing quality is about quality planning, quality assurance, and quality control.

6. Managing human resources: Projects consist of teams and

you need to manage project team(s) during the life cycle of the project. Finding the right people, managing their outputs, and keeping them on schedule is a big part of managing a project. Managing human resources is about human resources planning, hiring, and developing and managing a project team.

7. Managing communication: Projects invariably touch lots of

people, not just the end users (customers) who benefit directly from the project outcomes. This can include project participants, managers who oversee the project, and external stakeholders who have an interest in the success of the

project. Managing communication is about communications planning, information distribution, performance reporting, and stakeholder management.

8. Managing risk: Projects are a discovery-driven process, often

uncovering new customer needs and identifying critical issues not previously disclosed. Projects also encounter unexpected events, such as project team members resigning, budgeted resources suddenly changing, the organization becoming unstable, and newer technologies being introduced.

9. Managing procurement: Projects procure the services of outside vendors and contractors, including the purchase of equipment. There is a need to manage how vendors are selected and managed within the project life cycle. Managing procurement is about acquisition and contracting plans, sellers’ responses and selections, contract administration, and contract closure.

10. Managing stakeholders: Every project impacts people

and organizations and is impacted by people and organizations. Identifying these stakeholders early, and as they arise and change throughout the project, is a key success factor. Managing stakeholders is about identifying stakeholders, their interest level.

Introduction to Project Management (By Duncan Haughty, PMP) : Project management in the modern sense began in the early 1950s, although it has its roots further back in the latter years of the 19th century. The driver for project management was businesses realizing the benefits of organizing work around projects and the critical need to communicate and co-ordinate work across departments and professions. Many organisations don't employ full-time project managers and it is common to pull together a project team to meet a specific need. While many people may not have formal skills in a project methodology, taking a role in a project team is an excellent learning opportunity and can improve a person's career profile. Here is the main definition of what project management is: Project management is no small task. Project management has a definite beginning and end. It is not

a continuous process. Project management uses various tools to measure

accomplishments and track project tasks. These include Work Breakdown Structures, Gantt charts and PERT charts.

Projects frequently need resources on an ad-hoc basis as opposed to organisations that have only dedicated full-time positions.

Project management reduces risk and increases the chance of success.

Project management is often summarised in a triangle. 1. The three most important factors are time, cost and scope,

commonly called the triple constraint. These form the vertices with quality as a central theme.

Projects must be within cost. Projects must be delivered on time. Projects must be within scope. Projects must meet customer quality requirements.

More recently, this has given way to a project management diamond, with cost, time, scope and quality the four vertices and customer expectations as a central theme (see Figure 2). No two customer expectations are the same so you must ask what their expectations are.

A project goes through six phases during its life:

Project Definition: Defining the goals, objectives and critical success factors for the project.

Project Initiation: Everything that is needed to set-up the project before work can start.

Project Planning: Detailed plans of how the work will be carried out including time, cost and resource estimates.

Project Execution: Doing the work to deliver the product, service or desired outcome.

Project Monitoring & Control: Ensuring that a project stays on track and taking corrective action to ensure it does.

Project Closure: Formal acceptance of the deliverables and disbanding of all the elements that were required to run the project.

The role of the project manager is one of great responsibility. It is the project manager's job to direct, supervise and control the project from beginning to end. Project managers should not carry out project work, managing the project is enough. Here are some of the activities that must be undertaken: The project manager must define the project, reduce it to a set of manageable tasks, obtain appropriate resources and build a team to perform the work. The project manager must set the final goal for the project and motivate his or her team to complete the project on time. The project manager must inform all stakeholders of progress on a regular. The project manager must assess and monitor risks to the project and mitigate them. No project ever goes exactly as planned, so project managers must learn to adapt to and manage change. A project manager must have a range of skills including: Leadership: People management (customers, suppliers, functional

managers and project team) & Effective communication (verbal and written).

Project managers bear ultimate responsibility for making things happen. Traditionally, they have carried out this role as mere implementers. To do their jobs they needed to have basic administrative and technical competencies. Today they play a far broader role. In addition to the traditional skills, they need to have business skills, customer relations skills, and political skills. Psychologically, they must be results-oriented self-starters with a high tolerance for ambiguity, because little is clear-cut in today's tumultuous business environment. Shortcomings in any of these areas can lead to project failure." -J. Davidson Frame. Many things can go wrong in project management. These things are often called barriers. Here are some possible barriers:

Poor communication Disagreement Misunderstandings Poorly defined goals and objectives Bad weather Union strikes Personality conflicts Poor management and Poorly defined goals and

objectives.

A good project management discipline will not eliminate all risks, issues and surprises, but will provide standard processes and procedures to deal with them and help prevent the following: Projects finishing late, exceeding budget or not meeting customer expectations. Inconsistency between the processes and procedures used by projects managers, leading to some being favoured more than others. Successful projects, despite a lack of planning, achieved through high stress levels, goodwill and significant amounts of overtime. Project management seen as not adding value and as a waste of time and money. Unforeseen internal and/or external events impacting the project. Project management is about creating an environment and conditions in which a defined goal or objective can be achieved in a controlled manner by a team of people.

About project : Extending and Improving the Health Care Services for Cerebral Palsy Patients in Gaza that Prepared By A-Basma Society for Cerebral Palsy Patients Rehabilitation and Care.

Problem Statement: The severe lack of health care in the Gaza Strip has taken a gruesome twist to the worst after a tight 4-year economic blockade. In summary, the problems are: significant deterioration in health care provided for cerebral palsy (CP) patients; lack of public awareness of how to prevent cerebral palsy incidence; malnutrition and hygiene problem stemming from poverty; discontinued health care services that stop after the end of time-limited projects.

Project Summary The main purpose of our project is to treat and prevent cerebral palsy incidences, and to raising the community awareness through holding regular workshops. Our Intake will be based on a list of patients collected through field survey. All of our cases provided written medical statements and referrals from Al-Shefa, Gaza's main governmental Hospital, or other official hospitals confirming their cerebral palsy conditions. Treatment sessions will be provided through professional and specialized team.

Expected Results The number of the sessions provided for the patients are determined by their conditions. The number of the beneficiaries will be 130 patients from Gaza City areas. Cerebral palsy children from 6 to 20 years old will benefit from the project. The project aims at improving the health status of the cerebral palsy children and integrating them into the community through a continued and renewed set of physiotherapy and awareness raising programs.

Funding Request The grant request is $130,830. The requested amount will cover the whole project period (One year).

Problem Statement Gaza Strip measures 365 square kilometers and is inhabited by 1, 5 million people, which makes it the most densely populated spot on earth. The situation in this huge community has reached its nadir due to the nature of the complex Israeli-Palestinian conflict and its serious results. A four-year tight blockade has even worsening the life of the already impaired Palestinian community which now lacks all kinds of services.

Healthcare problems are at the heart of the enormous amount of the needs that are crucial for the Palestinian people in Gaza. Heart

diseases and brain strokes are the main cause of death among patients. It constitutes 26% of the death toll of adults who are above 50 years of age. In addition, physical disabilities form 25% of the other disabilities in the West Bank and the Gaza Strip. On the other hand, birth defect forms 14% of the congenital defects of children, while cerebral palsy is considered the most recurring disease among children. And this is a reflection of the little amount of healthcare that pregnant women can get over pregnancy and during delivery. The cerebral palsy patients in Gaza suffer from significant deterioration in their health status, malnutrition and hygiene problem stemming from poverty, and discontinued health care services that stop after the end of time-limited projects. Moreover, there is lack of public awareness of how to prevent cerebral palsy incidence.

Mission Statement: The mission this project is to rehabilitate Cerebral Palsy (CP) patients; raise public awareness of how to prevent CP incidence; solve malnutrition and hygiene problems; improve the health status of patients and provide them with continued treatment services until they are rehabilitated and integrated into the community; enhance their social activity which will ultimately pour into their social integration.

Project Description: The mission of the project is to improve the health status of the cerebral plays children in Gaza City's most underprivileged areas of Al-Tofah and Al-Daraj neighborhoods, and to rehabilitate them and make them integrate into the society.

Most of the activities of the project fall into three main areas: (1) health improvement, (2) raising social awareness, (3) support hygiene.

These three areas correspond respectively to Project Goals 2, 3 and 4.

We have written this proposal depending on the information and experience we gained through the execution of a health care project called "Improve the Health Status of the cerebral Palsy children" funded by Save the Children-UK, and through the monthly health improvement assessment reports and the needs assessment survey which was conducts before the start of the project.

A hundred and thirty (130) patients ranging from 6 to 20 years will benefit from the project we are proposing for (Extending and improving the health care services for Cerebral Palsy Patients in Gaza).

Through utilizing the services of the hired taxi drivers' cars, our teams will carry out 12 physiotherapy and occupational therapy visits a day. That is to say that every team will carry out 6 visits a day. The number of the therapy visits for each patient will depend on their medical condition. Through theses visits the patients will receive both physiotherapy and occupational therapy. Our two physiotherapists will provide physical therapy while our two community-based specialists will provide occupational therapy besides treating other problems like speech problems.

Each couple of months there a workshop will be held to raise the awareness of the patients' families and the local community regarding different serious social and health care issues. At the end of each workshop diapers packages will be distributed to the families of the patients, with aim of softening the problems of hygiene.

Management Plan: The project manager will report to the board of directors (BOD). The project manager will supervise all project operations including the project coordinator, admin assistant, accountant, physiotherapists, community based specialists, and the support staff. The BOD will provide additional support and guidance for the project management. Following is the project organizational chart.

Documentation Plan

Our association will keep a record of its financial expenses with receipts, invoices, and any other documents that account for its project expenses. It also will provide a managerial report that shows and explains all the activities the project carried on monthly basis, besides a timetable that shows how the beneficiaries benefit from our services, through showing the times of therapy visits for each patient. Progress in the health of our patients will be reported to the funder in a form of a follow-up health improvement report, and at the end of the project we will write success stories, accompanied with photographs, to show the effect of our project on the beneficiaries' lives.

Evaluation plan Every month we will hold a staff meeting to discuss the progress of the project and to make sure that every single object of the project has been achieved. Each of the staff members will hand in detailed reports about the progress of his/her work. These reports will be studied by the project manager who will finally write his recommendations and comments and send them to the staff.

The project manager, in turn, will write his managerial and financial report on a monthly basis and send it to the funder. His detailed monthly report aims to keep the funder posted on the project development, any identified problems, the amount of

services given for the patients as well as an explanation for the expenses.

Dissemination Plan Our association will be interested in articles covering its project activities and achievement, both on its website and local electronic pages as well as foreign ones. The project manager will disseminate our work through writing excellent success stories. We will also hold presentations about our work during the workshops and during any possible official meeting with organization working in our field, or in any meetings organized by the NGOs network.

Continuation plan Once the proposal is funded and implemented, we will have a solid foundation to continue our work even after the end of the project. We will keep the project staff structure to run the work, in addition to some volunteers. We have an active board of directors who work in collaboration with each other to provide our association with steady donations from local firms and other organizations which are committed to supporting our organization. These donations are enough to cover the running cost of our organization besides covering the salaries of the project staff.
