Introduction
The common man in Delhi has suffered at the misrule of Congress for quite a long time. Fifteen
years is a long enough time for any government to bring fundamental changes in a city. Delhi,
being, the Capital of the country should have been the best city by now but unfortunately Delhi
has fallen from the grace under Congress misrule. It is appalling to see that today the Capital of
the country has almost two third of the population living in slums, JJ clusters, unauthorized
colonies and other unplanned habitats. Hardly any woman or girl feels safe in this city. As
compared to last year, the number of rape cases have increased by 240%, molestation by cases
by 495% and eve teasing cases by 700%. And we have a Chief Minister who instead of tackling
this challenge advises girls and women not to leave their homes in the evening!! What has
Congress done to this city? Fifty per cent of people do not get regular water supply, power
tariffs have increased by 300% during last 15 years, basic commodities prices have increased by
250% during last two years and onions get sold at Rs 80/Kg.
We need to change the face, fate and future of Delhi. At this juncture, with Sh. Narendra Modi’s
anointment as the Prime Ministerial candidate, the whole atmosphere is abuzz with great
positivity, excitement and sense of anticipation. Sh. Modi’s huge popularity amongst all
sections of the society and especially the youth is going to give a great boost to all our party
cadres too
BJP’s biggest strength is its committed party cadres. And the biggest strength of party cadres is
their connectivity with people around them-the common people of Delhi. We must remember
that common people are in a mood to teach Congress a lesson for the breach of trust it has
committed by insulting the mandate given to them.
The Congress, however, has been trying to hoodwink common people by running false
advertising campaigns at the cost of taxpayer’s money! They have done it before prior to the
2008 assembly polls and the Chief Minister Sheila Dikshit herself has been indicted by the
Lokayukta for this colossal misuse of taxpayers’ money.
We all must go to the people and share with them the facts and apprise them of how
Congress has systemically destroyed and ruined Delhi, how it has looted public money
and how its failure to govern is costing the common household so dearly!
While doing this, we must also apprise people of BJP’s positive agenda of development
which includes:
Getting full statehood for Delhi with BJP being in power in Delhi as well as at the Centre
Reduction in power tariff by 30%
Houses to all JJ households
Filling up of all vacancies in government schools and ensuring complete implementation
of RTE.
Providing regular water supply to whole of Delhi
Providing basic amenities to all slums and JJ clusters
Time bound development work in unauthorized colonies
Special development plans for Delhi villages with roads, transports, power, water,
education and sewage
Relaxation of 5% in marks in admission to DU colleges for all students (from any state)
passing out their class XII exams from Delhi
Better policing to ensure check on crime especially crime against women and children
Integrated public transport system
Cleaning of Yamuna in time bound manner
Making Delhi environment friendly
Making all public places friendly for people with special abilities
Special efforts to make this city safe and friendly for children
Strengthening RWAs and providing them with greater powers and autonomy
Promoting hi-tech and pollution free industries
Doing away with license Raj, simplifying VAT and other tax procedures, minimum
intervention of government in regulating private business and trade activities
Bringing greater transparency and accountability in governance through “Right to
Service” and e-governance
Ensuring planned development with focus on vertical growth of the city
Improving infrastructural facilities
Development works to be completed in all unauthorized colonies
Providing atleast one lakh houses every year to check further growth of unauthorized
colonies
However as we talk about this positive agenda, we must also make it clear to the common
people that the need for this agenda has arisen as Congress failed miserable to carry out even
the basic duties during the last 15 years. How? That is explained in the next few pages..
As the Delhi BJP has announced a number of initiatives which it intends to take once it comes to
power. Here are some of the details about the future roadmap on some of the key issues.
As you are aware, we have promised to reduce power tariff in Delhi by 30% when we are
elected to power. This is how we will do it…
(i) Power purchase agreements to be made public for introducing transparency – Review
existing PPAs
(ii) Introduction of Competition: Currently the DISCOMS have cartelized and have
monopolized the distribution of electricity. The BJP government would introduce
competition among the companies which would eliminate monopoly of DISCOMS
and help in reducing the increased tariff rates.
(iii) End monopoly and introduce open access system: Consumer may purchase power from
any company that provides cheaper and stable power as is happening in Mumbai.
(iv) Curtailing unnecessary Purchase of Power: The DISCOMS are currently buying the
electricity more than the requirement of Delhi and eventually consumers are
bearing the cost of this extra electricity. All consumers are paying and will continue
to pay Rs. 2/- per unit extra for this extra electricity bought by DISCOMS. We will
reduce this unnecessary purchase of power which will reduce the extra burden on
consumers. After adding the carrying cost the effective increase per unit would be
Rs. 3.50.
(v) Providing Separate Neutral to each Consumer: The current electric meters have the
common neutral because of which the consumers are paying for the electricity
which they are not using. It has come to light that the residents are paying 25% to
40% higher bills without actually consuming the power. BJP will provide the
separate neutral to each consumer which will reduce the inflated bills.
(vi) Introduce Transparency in the Working of DISCOMS: DISCOMS lack the transparency in
their working. Today, on the one hand, the DERC is recommending huge loss for the
year 2013-14 in the Statutory Advice and in the tariff order there is a surplus.
Therefore, the consumers are being hoodwinked by the Regulator, the DISCOMS and
the Delhi Government. This raises serious doubts on credibility of the DERC and the
Delhi Government. So, BJP will bring in the transparency in the working of DISCOMS
by CAG audit.
(vii) Invite Competitive International Bids for DISCOMS. This will ensure the efficient
energy distribution.
(viii) Control the Power Theft: The losses on account of electricity theft are routinely
passed on to the customers in the form of higher energy charges. So by controlling
the electricity theft we will reduce the electricity bills.
(ix) Bringing DISCOMS under RTI: DISCOMS do not come under RTI act. BJP government will
bring them under RTI act which will make them answerable to the common people
and also increase transparency in their working.
(x) Accountable DERC: The DERC (Delhi Electricity Regulatory Commission) over a period of
time seems to have lost its independence, autonomy and credibility. We will focus
on strengthening the DERC by appointing the competent people as heads which will
establish the control over DISCOMS.
(xi) Conduct Energy Audit: The purchase, supply and use of electricity by all the
stakeholders are not transparent leaving immense scope for the DISCOMS to get
away with power fraud. Conducting energy audit will clear this mess and
differentiate between a common power consumer and an electricity guzzler.
1. Education
The students passing out of Delhi schools face lots of problems in getting admission into the
colleges of Delhi University as there has been no relaxation for them. More than 1.3 lakh
students pass Class XII exam every year from schools in Delhi, but only a few get admission into
the colleges of Delhi University denying them the opportunity to get quality education. We will
give a relaxation of 5% in the cut off marks for the students passing out of Delhi schools in all
the colleges funded by the Delhi Government and will try to impress upon the Union Human
Resource Development Ministry and the University Grant Commission for a similar relaxation
for the Delhi students in other colleges as well.
The Delhi BJP when it comes to power will have a special focus on improving quality of
education in the government schools. New schools will be opened near JJ clusters and
unauthorized colonies. Meritorious students from economically weaker sections will be
provided with adequate number of scholarships
2. Better Policing
Modernization of Delhi Police will be pushed by induction of all the modern equipment,
latest vehicles and security gadgets for the use of the police personnel.
Number of women personnel will be increased so that the concerns over the safety of
women in Delhi could be addressed adequately and also to ensure that the existing
working women police officials are not overworked.
We will ensure posting of sufficient number of women cops in every police station of
Delhi.
3. Statehood for Delhi
The BJP-led NDA government had introduced a bill in 2004 in Parliament to give Delhi its full
statehood. The Delhi Statehood Bill, 2003 was drafted to grant full statehood to the National
Capital Territory of Delhi. But the Congress opposed this bill then and has not done anything in
this regard since. We will grant full statehood to Delhi if we come to power both in Delhi and at
the Centre after the polls because we consider that the status of full statehood is essential for
the all round development of Delhi.
4. VAT Regime
The present VAT regime is so complicated that traders are left at the mercy of tax officials
leading to harassment of the traders. The VAT Department of Delhi Government issues several
circulars the compliance of which is almost impossible. The BJP will simplify and rationalize VAT
structure for traders when it comes to power in Delhi so that the traders do not fear in filing
their taxes.
5. Housing
The Delhi BJP when it comes to power will support vertical growth of the city. It will liberalize
the housing norms. The PPP model will be adopted to build sufficient number of houses for
middle and lower income groups.
Every Jhuggi-Jhopri household will be provided a house at where they are. This will be done
through PPP model in a time bound manner.

2. Inflation

Double digit inflation over the last four years has hit all classes
Due to the steep rise in the price of fruits and vegetables recently, over 58 per cent of
middle and low income group families in Delhi have switched to pre-cooked and ready-to-eat
food items to keep the kitchen budget intact, a survey by the Associated Chambers of
Commerce and Industry of India (ASSOCHAM) has revealed.
The survey, which said that while the salary of the average common man had gone up by 10 per
cent to 15 per cent in the last three years, the prices of vegetables had risen a whopping 250
per cent to 300 per cent.
ASSOCHAM observed that due to this sharp hike, over 88 per cent of middle income group
(MIG) and lower income group (LIG) families were finding it difficult to manage their household
budgets.
3. Power
Delhi has the highest percentage increase in tariff among all the states in India.

4. Water
Water supply of DJB not available to half of Delhi
More than 1000 per cent increase in water tariff over the last 15 years
Non-availability of water has led to emergence of tanker mafia in the Capital.
The current water tariff rate in Delhi is 9 times more than that of Mumbai
As per the CAG report 2013 there is massive wastage of water by DJB. The
government auditor found that government suffered a loss of Rs.3,950 crore in
three years as less than 40 % of water supplied was billed.
The DJB’s increased water tariff includes a provision for an automatic 10 %
increase in water bills every year with effect from January 2010. Keeping
elections in mind the government did not increase the tariffs this year but this
rule has not been dismantled.
More than Rs.478 crores has been spent so far to build Munak canal but not
even a drop of water for Delhi from this canal!
The water treatment plants in Delhi are completely mismanaged and working to
the extent of only 40-50 % of their designed capacity.
More than 80 per cent of the water samples of Delhi Jal Board failed test in 2012
The DJB added only 1 MGD of STP (Sewage Treatment Plants) and laid 900 kms
of sewer line between 2007-12 at the cost of Rs.1634.8 crore and could not
utilise grant in aid under JNNURM 2010-12 (100 percent) and 2011-12 (51 per
cent)
Two dams were proposed on river Yamuna to augment raw water in 1994 but
could not be completed even after 18 years and expenditure of over 214 crores.
In large parts of Delhi, average per capita supply was 3.84 litres against the
prescribed norm of 172 litres.
5. Health
According to the information provided through an RTI application, just 28.9% of
Rs. 31,069.13 lakh allocated to the Delhi State Health Mission (DSHM) in 2012-13 was
utilized.
The following data exposes the Congress’s claim of having improved health in Delhi
completely as it shows that the government could not spend the money allotted for
health sector:

Congress government claims to have bettered health facilities in Delhi but the fact is
that Delhi has a dismal rate of availability of hospital beds and doctors. Delhi has only
2.5 beds per 1000 while the WHO standards say there should be 5 beds per
1000persons.
Only 3578 BPL families have been covered under the Delhi government’s Health
Insurance Scheme. A meager Rs 4.39 lakh have been spent on it.
The fact is, according to the Delhi Human Development Report, the per capita
availability of public health facilities in Delhi is dismally low, with less than 2 clinics per
10,000 people.
On the other hand, the CAG has castigated the government over several health
indicators in its annual reports year after year.
The CAG report, 2013 says the health department's ambulances are misused or unused,
and are not even equipped with basic facilities.
In a scary note, the auditor says that the ambulances are not equipped with basic life
support system such as oxygen cylinders, suction pumps, stethoscopes and first aid
boxes.
The auditor's report also said that many essential drugs are not available at several
hospitals in the city.
Almost all Delhi Government hospitals lack facility of purified, clean drinking water.
No construction work has started at the land sites for 10 hospitals, ranging in capacity
between 60-700, that were allocated between 1997 and 2008.
In a glaring shortcoming, it was found that five hospitals did not have blood banks while
the license for blood bank was not renewed in GTB hospital.
Delhi government had announced building 12 new hospitals with total bed strength of
2,900 but none of them are completed.
The construction of hospitals in Dwarka (750 beds), Vikaspuri (200 beds), Madipur (200
beds), Jawlapuri (200 beds), Ambedkar Nagar (200 beds) is already much delayed.
In March 2013, 11 government hospitals did not have NOC from fire department.
Despite Delhi having to battle dengue, malaria and chikungunya each year, not a single
rupee was spent in the implementation of the National Vector-Borne Disease Control
Programme (NVBDCP) for which as much as Rs. 6.2 crore had been allotted.
The government spent the least on flagship programmes meant to improve maternal
health (10.03% of the funds), including the Janani Suraksha Yojana, and child health
(5.75% of the funds).
6. Education

A BJP survey as well as report by “Pratham”, a leading NGO says that quality of learning
is extremely poor in Delhi govt schools.
Working conditions of teachers are dismal, lack of proper implementation of sixth pay
commission, 30 per cent of the teachers used for clerical duties and other non-teaching
work round the year.
A. Ladli Scheme
The Congress government claims that the Ladli Scheme has benefitted 5.8 lakh girls.
But, the CAG busted this claim. According to the latest CAG report almost 42% enrolled
girls withdrew from the scheme.
The report says that out of 125,808 cases due for renewal during 2010-12, only 73,108
cases (that is, only 58.11 per cent) could be renewed.
The CAG has concluded that the scheme was launched without having essential data
of target beneficiaries.
B. Education for Economically Weaker Sections(EWS)
The Congress government claims that students under the EWS are getting quality
education through private schools.
But, the fact that even after adjusting the boastful claim of the Delhi government,
15,000 seats remain vacant every year and no action has been taken in this regard.
C. Higher Education
No new college has been added to the Delhi University in last 15 years by Delhi
government.
Most of the Delhi students fail to get admission in DU colleges due to paucity of
colleges. The Congress government facilities and environment in Delhi.
But, the fact is, the Delhi Human Development Report states that SCs and Muslims have
lower representation in higher education.
7. PWD/Roads
Delhi government has taken over all (673 roads) 60 feet wide roads from MCD claiming
poor maintenance but fails to make any difference.
CM has announced (on Feb 2013) strengthening of these roads at the cost of Rs.1800
crores but water logging in this monsoon season continues.
The work of road at Jalebi Chowk announced to be done at the cost of Rs12.33 crore is
in nascent stage.
Delay in construction of Signature Bridge in Wazirabad leads to escalation of its cost by
several hundred crores.
As per CAG report regards to financial year 2011-12, the incorrect estimate of justified
cost by the PWD department resulted in irregular award of work amounting to Rs. 234
crore. Till January 2012, Rs 167.10 crore has been paid, which resulted in excess
expenditure of Rs 11.59 crore. As per the report, unlawful rescission of contract by the
department resulted in extra expenditure of Rs 2.21 crore as the balance work was
executed at a higher rate under a new contract.
8. Law and Order The National Crime Records Bureau (NCRB) report for 2012 has confirmed the notion that Delhi is also the rape capital of the country.
Every fifth rape in 53 major cities of India took place in the National Capital.
Of 3,025 rapes in 53 major cities of India in 2012, about 19.34 % took place in Delhi. A
year earlier, Delhi’s contribution to total rapes in these cities was 17.6%.
408 murders took place in Delhi last year-highest among 88 cities-while there were only
215 murders in Mumbai, 180 in Chennai and 85 in Kolkata.
Certain crimes in Delhi are at least 10 times more than the other cities. Take kidnapping
and abduction cases. While Delhi has registered 3274 registered cases, the next city to
even come near this figure is Bangalore with 532 cases.
An interesting figure highlighted in the NCRB data is that a total of 20, 99,170
complaints were received in Delhi in writing and on phone, including helplines (100).
Yet, only a fraction, 60,397, was converted into cases. The corresponding figure for
Maharashtra is 94, 3994 and about 3, 33,680 were turned into complaints.
9. Lack of affordable Housing
CM has announced building 60,000 low cost flats under Rajiv Ratan Awas but only about
14, 000 could be built (are in various stages of construction). No houses allotted under
this scheme so far
DSIIDC announced building 7000 units for industrial labourers in 2007, but only about
1500 units built in Bawana and Narela areas till date.
More than 40 lakh population of Delhi does not have its own house.

11. Food and Civil Supplies
More than 15.85 lakh APL (Above Poverty Line - Unstamped) card holders in the city
does not get subsidized food items.

holder is eligible for 25 kg wheat and 10 kg rice per month)
Only 1.01 lakh Antodaya Ann Yojana (AAY) families were identified against the
targeted number of 1.57 lakh AAY families, resulting in depriving 0.56 lakh
families of the benefits of the scheme. Funds available for beneficiaries
remained unused as well.

12. Unauthorized Colonies
The Congress government says that it has brought all round development in
unauthorized colonies.
The facts tell a different story altogether.
Just ahead of the last assembly election, the Congress government of Delhi had got
distributed the provisional certificates for regularization of hundreds of unauthorized
colonies to the RWAs’ representatives. These certificates were distributed by Congress
President Sonia Gandhi.
Now the CAG, on the basis of the same documents, has put a big question mark over the
entire process of regularization of the unauthorized colonies.
The CAG has listed massive irregularities in awarding provisional certificates.
The CAG found massive irregularities in identifying the area of the colonies. Just in order
to regularize a colony its population figures were inflated in some instances while in
others, even the empty plots were included in the map of the colonies.
In all this process the Congress government caused a scam of Rs 2800 crore but brought
no benefit on the ground to the people living in these unauthorized colonies.
13. JJ Clusters
The Congress government claims to have built 14,844 flats for the poor, however, it
does not tell the people of JJ clusters that it had promised to build 60,000 flats.
On ground, no flats have been handed over to targeted beneficiaries.
The Delhi Human Development Report(DHDR) 2013 says that more than half of the
population living in JJ Clusters don’t have latrine/toilet facilities on their premises and
are forced to defecate in the open. This increases vulnerability of women and children
to crime and diseases.
During the BJP rule from 93-98 each JJ Cluster had a Basti Vikas Kendra where education
and professional skills and training was imparted to enhance employability. These
centres were also used as community centers available for wedding and other
community functions and festivals.
According to the Perception Survey of the DHDR, erratic power supply, inflated
electricity bills and high power tariff are the common problems for the residents of JJ
Clusters and similar poor settlements.
14. Transport
The Congress government claims that it has improved the transport facility in Delhi.
But, the reality is that half of the DTC fleet remains parked in the depots due to break
down and poor maintenance. This has caused huge loss to DTC. CAG report says that
Delhi Transport Corporation suffered a loss of Rs. 2335.13 crore during 2011-12
The Congress government talks of Mono Rail, but it admits that the work cannot begin
earlier than 2017. The government has done no ground work and everything is only
papers.
The Congress government takes the credit for introducing CNG transport in Delhi
whereas the fact is that the Supreme Court ordered use of CNG in public vehicles in
Delhi.
The Congress government not only misruled the transport department but also affected
a Transport Scam in which senior ministers of the government were involved.
Roads maintained by the PWD are in very poor condition and the CAG severely
criticizing the PWD.
The Congress government claimed to add 1700 buses to the existing fleet of the DTC
buses, but till now no addition has been done.
According to the Perception Survey of the DHDR, 2013, two-third of Delhi people
termed roads in their locality as bad.
Condition of roads is the poorest in the JJ Clusters and unauthorized colonies, where
inner roads are not paved and street lights do not function.
15. Food Security
The Congress government claims to have brought food security in 15 years of rule.
But, the fact and the latest hurry in implementation of the national food security
ordinance in Delhi paint a different picture.
According to the government, the food security ordinance will provide for 73.5 lakh
people in Delhi of its total population of 1.67 crore. This means till now almost half of
the population of Delhi did not have any security of food during the Congress’s rule of
15 years.
RTI has exposed the Congress government’s double-speak on the matter
unambiguously.
According a reply (in May, 2013) sought through an RTI application, only 7,220 people
were benefitted from its much hyped Annashree Yojana. Incidentally, the government
had identified 5, 74, 428 targeted beneficiaries under the scheme.
There are only around 2500 PDS outlets for a population of around 2 Crore in Delhi.
16. Environment
The Congress government claims that the city’s environment has improved.
But, Delhi continues to be the most polluted city in the country.
According to the DHDR, the forest cover has dwindled in Delhi.
A study funded by the Ministry of Science & Technology has identified Delhi as a "high
health risk" zone, stating there is an alarming rise in the level of outdoor particulate
matters (PM) in the city.
The pollution in Delhi has increased by 21 per cent in the last 10 years and is persistent.

failed to make Yamuna clean.

17. Social Welfare
The Congress government claims to have benefitted Delhi has nearly 14 lakh senior
citizens while the government provides pension to only 4 lakh elderly people.
The Congress government claims to provide ‘healthy food’ at Rs 15 through its Jan Aahar
centres. The truth is food is not healthy and since the scheme was launched (in 2010)
the quantity of food per plate has reduced considerably. Thousands of people especially
the daily wage workers have complained that even the quantity of meal per plate is not
enough.
An estimated 50,000 homeless people continue to live on the streets of Delhi.
The Perception Survey of the DHDR, 2013 says that 70% of the respondents in the
unauthorized colonies and nearly half in the JJ Clusters said that water availability in
their areas is below average.
18. Dirty Yamuna
The river is dead. It just has not been officially cremated.
Despite 15 years and spending around Rs 3000 crore rupees, Dikshit government failed
to clean Yamuna
Delhi and Agra together count for 90 % of pollution in the river.
Over Rs 2,000 crore (Rs 20 billion) has flown into the sewage canal the river
Yamuna has become since the government began its efforts to clean it up in
1985.
Around 40-50 per cent of Delhi lives in areas without sewerage so their sewage
goes directly to the Yamuna.
There is no accurate estimate of just how much sewage Delhi creates. The Delhi
Jal Board estimates this at 2,900 million litres a day, primarily based on the
amount of water it supplies. The Central Pollution Control Board, which
measures the outflows at Delhi’s drains, put this at 3,684 million litres a day.
19. Minority Welfare
Muslims face fairly high levels of poverty. According to NSSO data, 31% Muslims under
poverty line.
The literacy rate among Muslims in 2001 was 59.1%, well below the national average
64.8%
Only 23.7 % Muslims in Government Jobs and 6.5 % in private Jobs.
Urdu the second official language of Delhi but still ,no State Government Department
has an Urdu translator. Urdu medium schools in Delhi have a total of 90 vacancies out of
which only 32 are filled. The rest, 52, are lying vacant .Not a single Urdu medium school
has been established since 1998.
One big area of concern is the encroachment of Wakf Properties. Out of 685
encroached Wakf properties, 158 are encroached by ASI , 373 have been encroached by
the public while 114 by the Delhi Development Authority (DDA). Then, 26 properties are
held by different government agencies.
If Wakf Board managed well it can generate sufficient funds to fulfill development needs
of the community.
According to the 1970 gazette notification, 488 Muslim graveyards exist in Delhi.
However, as of now there are only 25-30 graveyards that are actually operational. There
is scarcity of burial ground
Muslims are grossly underrepresented in the elite Indian Institutes of Management
(IIMs) and the Indian Institutes of Technology (IITs). Enrolment data for the years 2004-5
and 2005-6 show Muslims were only 1.3% of the total number of students in all the IIM
courses. In case of the IITs, out of 27,161 students enrolled in all the courses, only 894
(3.3%) were Muslims.
Unemployment rates among Muslim graduates is the highest among SRCs.

21. Economy
Growth rate - Delhi government claims that it is on the second position in GDP growth
over past five years. But, the facts tell a different story: in 2005-06- Delhi was on the 18th
position; in 2006-7 on 9th position; in 2007-8 9th position; in 2008-9- 12th position; in
2009-10 17th position; in 2010-11 18th position; and in 2011-12- 15th position.
Among governments having comparable territories under its control- Delhi is placed
consistently at the bottom through these years. Chandigarh, Goa, Sikkim and Andaman
& Nicobar Islands have registered far better growth rate during this period. Delhi is
placed below in growth statistics in comparison to much bigger states like Gujarat and
Himachal Pradesh.
In terms of GDP per capita growth rate Delhi has fared no better. In terms of GDP per
capita growth rate in 2005/6 over 2004/5 Delhi was placed at 11th position, even lower
than the national growth rate; in 2006/7 over 2005/6 Delhi’s position was 17th in the
country, much lower than the national average; in 2007/8 over 2006/7, Delhi was at 14th
position, again lower than the national; in 2008/9 over 2007/8 Delhi was at 13th position
and only marginally above the national growth rate, in 2009/10 over 2008/9, Delhi was
at 10th position and above national growth rate; in 2010/11 over 2009/10, Delhi was at
9th position the figures of states like Maharshtra have been excluded and Delhi’s growth
rate per capita was almost 2 percentage point below the national. How any government
can claims to have been boosting the economy if its performance record is so dismal on
national scale?
Delhi’s GDP on Purchasing Power Parity is behind Mumbai’s. Mumbai’s global rank is
29th, Delhi’s 37th, while Mumbai does not have its own government.
22. Unemployment
The Delhi government has claimed that it has reduced the number of unemployed
persons in Delhi. But, by its own figures it has managed to bring down the figures by
only two lakhs in 15 years and it includes employment in the form of hawkers, street
vendors, rickshaw puller and the like.
What the government has deliberately hidden is the fact that the unemployment rate
has in fact increased since the Congress came in power 15 years ago. In 1999-2000, the
unemployment rate was 3.6 while it is 4.0% now. So, there has been considerable rise in
unemployment in Delhi.
During the last 10 years on 11242 persons registered in Unemployment Exchanges in
Delhi were provided jobs. During this period 1016328 unemployed people were
registered in these exchanges.
The number of posts which got vacant in Delhi government were 91585 during last 10
years. Of these 62020 posts still remain vacant.
23. Fiscal discipline/Budget
Congress government says it has improved the fiscal discipline in Delhi
The fact is that the CAG has punctured government’s claim.
According to the CAG, poor planning and inadequate tax collection by the Delhi
government has led to the loss of Rs 2700 crore. (Revenue Loss)
Irregular claims of exemption and other shortcomings in tax collection system of the
Delhi government have caused short payment of tax to the tune of Rs 2310 crore,
including interest of Rs 404 crore.
