The Integrated Mobility Division has some important information to share with you and thank you for your continued efforts to provide safe reliable transportation services for the residents in North Carolina despite the challenges you face. CARES Act 2nd Disbursement

• A total of $27.5 Million will be requested from FTA, including $1.25 Million in Appalachian funding

• Funding is for 5311-eligible community transit systems• Amounts for each system are generally based on the

total of other federal and state funding commitments for operations

• Totals for each system are the sum of:– ROAP funds for counties each system covers

(assuming typical year appropriation of $18.6 Million)– FY20 SMAP amounts– FY21 application totals for 5310 and 5311 operating,

Reminder that totals will be included in FTA application as what each system is eligible to apply for. Systems may apply for less if need is less. FY21 application totals were included for 5310 and 5311 because FY20 was generally a lower amount than typical. All amounts included for the calculation were inclusive of federal, state and local share. Note that CARES Act funding can only be used for 5311-eligible expenses which may exclude some 5310 and ROAP trips. We encourage systems to work with their counties and other local partners to find innovative ways to cover 5310 and ROAP trips as general public trips eligible under 5311.

CARES Act Funding Reminders

• CARES Act can only be used for 5311-eligible activities.

• Only public transportation open to the general public is typically eligible under 5311.

• 5310 and ROAP trips which are not open to the general public are not eligible.

• 3rd disbursement will likely be based on need• Systems may be required to submit OpStats data for

FY21 first quarter (July through September)• Other survey requests related to revenue, expenses,

and need may be needed to supplement the OpStatsdata

We expect the 2nd disbursement, combined with the first disbursement already available, to provide sufficient funding for much of the year for most systems. However, understanding that each system relies on different sources of funding to operate and each system has been impacted in different ways, some systems may have a far greater need beyond the amounts provided in the first 2 disbursements. That is why our 3rd disbursement will be based entirely on demonstrated need.
