CITY IMPROVEMENT DISTRICTS One of the factors contributing to the strong resurgence of the inner city has been the emergence of city improvement districts providing a concentrated focus on management, investment and re-development. City improvement Districts (CIDs) are geographic areas within which property owners pay a levy to a management company to fund services such as security, cleaning, maintenance and environmental upgrading which are supplementary and complementary to the City of Johannesburg’s services. CIDs are based on international place-making best practice that focuses on providing the foundation for a steady progression towards an exceptional experience in the public environment.The type and level of services required for each area is based on its own needs. The Central Johannesburg Partnership (CJP) was established as a section 21 company in August 1992 to assist in urban management, and the establishment and management of CIDs in the inner city. The following is a description of the legislated CIDs under the management of the CJP . The Braamfontein Management District map key The establishment of a city improvement district was identified as being the most viable intervention to reverse the downward spiral that was occurring in Braamfontein in 2002. Braamfontein is now South Africa's foremost receiving house of live entertainment, home to four South African-based multinationals, the City Council and South Africa's premier educational institution, the University of the Witwatersrand. The area has been given a new lease on life with the district's regeneration initiative headed by the Johannesburg Development Agency and property owners.Through the establishment of the Braamfontein Management District (referred to as the BID) and the launch of the Braamfontein brand, this precinct has been transformed into an appealing and safe corporate district, educational centre, and entertainment and arts hub. THE INNER CITY REGENERATION CHARTER The Inner City Summit, held on 5 May 2007, was an initiative of Executive Mayor Amos Masondo and brought together many stakeholders from business, community, state and municipal owned enterprises, and other spheres of government.The aim was to find ways to further inner city regeneration and forge partnerships for implementation. The Inner City Regeneration Charter was drawn up out of stakeholder working groups and the final charter was approved by the city council. For the next few years the charter will guide inner city regeneration and all projects undertaken in the area. The objectives as described in the charter are for an inner city that: • Will be developed in a balanced way in order to accommodate all people and interests. • Remains as the business heart of Johannesburg as a whole, but which balances future commercial, retail and light manufacturing development with a large increase in residential developments. • Works, as many other cities do elsewhere in the world, as a key residential node where a diverse range of people from different income groups and backgrounds can have their residential needs met. • Is the first entry into Johannesburg, but also a place where people want to stay because it offers a high quality urban living and working environment with available social and educational facilities, generous quality public open space, and ample entertainment opportunities. • Serves as both the key transportation transit point for the entire Gauteng Global City Region, and as a place where people want to walk in the streets. • Prioritises urban management, safety and security - the Johannesburg inner city will be well-managed, safe and clean. The South Western Improvement District map key The South-Western Improvement District (SWID) is characterised by financial institutions and corporate head offices. It was established as a voluntary city improvement district in September 1996, the second improvement district to be established in Johannesburg. It was legislated in January 2004. It covers 24 blocks in the south-western part of the city and incorporates the Standard Bank Superblock Complex and the head offices of various organisations including the Chamber of Mines, BHP Billiton, and Zurich Insurance. Other organisations within the district include the African National Congress in the Walter Sisulu House, the Rand Club, Samancor, Anglo Platinum, Anglo Operations, National Union of Mine Workers, National Government, Provincial Government, Engineer Industries Pension Fund, Standard Bank Campus and many others. The Retail Improvement District map key The Retail Improvement District (RID) was the third city improvement district to be established in Johannesburg.The RID has been in operation since 1 June 1997 and was finally legislated in 2005. It consists of five city blocks in the main retail area of the inner city. The RID was established to make this part of the city safe, clean, friendly and attractive, particularly for shoppers. The area boasts retail outlets such as Edgars, Woolworths, Game,Truworths, Foschini, Markhams, Green and Richards, Lewis Stores, Cuthberts and many more smaller retail outlets. The Central Improvement District map key The Central Improvement District (CID) was established as a voluntary improvement district in August 1992 and covers 25 city blocks (having expanded from its eight blocks at inception). It was legislated in January 2004.The area incorporates the landmark Carlton Centre, withTransnet head office as the main occupier of the 50 storey office tower with the South African Revenue Services.The area is also home to Smal Street Mall retail shops, the Kine Centre building, soon to host a private clinic, the Gandhi Square bus terminal, Provincial Education and Health in 111 Commissioner Street, two hotels and approximately 300 shops. RESIDENTIAL CIDs Residential CIDs are a relatively new phenomenon and two have recently been formed in Hillbrow and Berea. ekhaya Neighbourhood CID map key ekhaya Neighbourhoods Programme - Pietersen Street is a Hillbrow upgrade programme initiated by the social housing group, Johannesburg Housing Company.This initiative has been a success in its efforts to create a clean, safe and economically sustainable environment for its residents, workers and visitors. Legae La Rona Residential CID map key Legae La Rona is a CID in Berea that was spearheaded by the responsible property owners who wanted to create a safe, healthy and friendly neighbourhood for residents, visitors and potential investors. REGENERATION PROJECTS In line with the City's 2030 long term economic development strategy and the Inner City Charter - the following public sector regeneration projects have taken place or are taking place in the inner city currently and in the next 10 years. Braamfontein* map key Corporate property owners in Braamfontein approached the Central Johannesburg Partnership in 2003 to assist in coordinating funding for the upgrading of the public environment. Corporate funding of some R12 million was secured. Following negotiations with the Johannesburg Development Agency, the City Council agreed to provide an additional R28 million for further public environment upgrading. The Central Johannesburg Partnership established a CID in the upgraded area in 2004. Civic Precinct* map key The Civic Precinct within Braamfontein houses the offices of the City of Johannesburg Metropolitain Municipality as well as the Johannesburg Civic Theatre Complex and Braamfontein public park. Constitution Hill map key Constitution Hill, launched in 2002, is a 95 000m 2 publicly-owned site hosting important heritage buildings, such as the Old Fort. The precinct comprises the Constitutional Court; accommodation for the Constitutional Commissions; as well as commercial space (36 000m 2 ) for related commercial, retail and hospitality activities. In addition, the development has created 1 860 super-basement parking bays, bus and taxi holding and drop-off facilities. It has upgraded peripheral roads and internal streets and created a visitors' information and exhibition centre, new museums and related heritage and tourism activities, approximately 200 rental residential units, community facilities and public open spaces. Hillbrow Health Precinct* map key A medical research precinct that focuses on STDs, HIV/AIDS and TB, family planning and support services for children, primary care services, legal and social services. The hub is the Esselen Street Clinic. The State Mortuary has been relocated to the precinct. The project has been a partnership between the City of Johannesburg, Gauteng Health Department and the University of the Witwatersrand. Hillbrow/Berea/Yeoville Regeneration The plan for upgrading Hillbrow/Berea/Yeoville is being implemented by the Johannesburg Development Agency. Over 200 city blocks, several high streets, activity streets and residential streets will receive a facelift in terms of paving, lighting, bollards, pedestrian-crossings, public art and benches in order to rejuvenate this precinct. Fox Street Pedestrianisation* A private sector upgrade has created a pedestrian link between the Carlton Precinct and Gandhi Square. TRANSPORT DEVELOPMENTS Bus Rapid Transit System The BRT is a new public bus network for transporting commuters on special lanes on routes linking predominantly working class townships in the south to the City's northern suburbs and the inner city of Johannesburg. This is a R2-billion project intended to increase the frequency of busses travelling on specified routes in order to provide reliable, city wide public transport. Park Station Redevelopment including Gautrain map key The Park Station Precinct incorporates the Metro Mall taxi rank, long-distance taxi ranks along Noord Street, various formal and informal long-distance bus ranks and drop-off facilities, and the future Gautrain station. An urban design process is underway to create a mixed use multi-storey facility along with public spaces and upgraded pedestrian movement routes that link the precinct with the rest of the inner city. A multi-modal integrated transit hub will link to the Park Station precinct. It is intended to cater for the long distance international travellers who arrive and depart at Park Station including the taxi ranks, long distance bus terminals and train station. Gandhi Square* map key During 1998 the Central Johannesburg Partnership, at the instigation of a property owner, established the Van der Byl Square Consortium consisting of the majority of property owners bordering the Square. A lease agreement over the Square was negotiated with the Council which required the Consortium to upgrade the Square and maintain it at their cost.The City of Johannesburg renamed the Square 'Gandhi Square' in recognition of the significant role that Mahatma Gandhi played in Johannesburg. The project was completed in 1999 and the Central Johannesburg Partnership has an ongoing responsibility on behalf of the Consortium to maintain and manage the Square. The Fashion District map key The Fashion District is a vibrant garment-related precinct with a high concentration of informal sector activity. A major street upgrade was undertaken by the Johannesburg Development Agency. The construction of the Fashion Kapitol, also a JDA project, is currently underway and should be a catalyst for further development in the area. Jewel City* map key A high-tech security precinct houses numerous gem and diamond businesses as well as the diamond board, Harry Oppenheimer Training School and Diamond Associations. A major upgrade of the public environment by the Johannesburg Development Agency was completed in 2007. ABSA Campus Massive private sector investment into a corporate campus and head office, spanning four city blocks, complete with art gallery, restaurants and a new parking garage was completed in 1999. Currently under construction is the inclusion of three city blocks to the ABSA campus. Greater Ellis Park/New Doornfontein map key The Greater Ellis Park Precinct includes New Doornfontein and Bertrams and is an area housing the city's premier sports complexes. It is currently receiving a R200 million facelift by the Johannesburg Development Agency. To be completed by 2010 this will reverse inner city decline and attract investment to the area. Newtown Management District* map key Newtown's regeneration started with the redevelopment of Mary Fitzgerald Square in 2001 followed by the Nelson Mandela Bridge and M1 on-and off ramps, Metro Mall taxi rank and retail facility and the upgrading of the urban environment. Added to this was the conversion of disused railway sidings into parking space and, more recently, the completion of public toilets on Mary Fitzgerald Square. Main Street Mall* located in In 2003 the Main Street Mall upgrade entailed the complete re- design and re-construction of Main Street over six city blocks between McClaren and Rissik Streets. Seed capital was supplied by the City Council via the Johannesburg Development Agency and the major funding was raised from relevant property owners. The Central Johannesburg Partnership also manages the public space via a voluntary CID under the name of Main Street Mall. Hollard Street Upgrade* located in A successfully upgraded and pedestrianised square in Hollard Street including planting, lighting and mosaic art by BHP Billiton, Chamber of Mines and the Johannesburg Land Company.This was incorporated in the Main Street Mall. High Court Precinct* map key The upgrade of the High Court Precinct includes the general redesign of the landscape pavement area, as well as the inclusion of street furniture. The upgrading of the streetscape at the High Court is intended to connect the Fashion District with Smal Street Mall.
