ORGANIZATION
The Postal Service Board, the apex management body of the Department, comprises the Chairman and six Members. The six members of the Board hold portfolios of Personnel, Operations, Technology, Postal Life Insurance, Human Resources Development, Planning respectively. The Joint Secretary and Financial Advisor to the Department is a permanent invitee to the Board. The Board is assisted by a senior staff officer of the Directorate as Secretary to the Board . Deputy Directors General , Directors and Assistant Directors General provide the necessary functional support for the Board at the Headquarters.
For providing postal services, the whole country has been divided into twenty two postal circles. Each Circle is co-terminous with a State except for Gujarat Circle ( which also administers the Union Territories of Daman & Diu and Dadra & Nagar Haveli), Kerala Circle (which includes the Union Territory of Lakshdweep) , Maharashtra Circle (which has within its jurisdiction the State of Goa), North East Circle (which comprises six North Eastern States- Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland & Tripura), Punjab Circle (which has within its administrative jurisdiction , the Union Territory of Chandigarh ), and Tamilnadu Circle (which also administers the Union Territory of Pondicherry ).Each of these Circles is headed by a Pr. Chief Postmaster General or Chief Postmaster General. Each Circle is further divided into Regions comprising field units , called Divisions (Postal / RMS Divisions). Each Region is headed by a Postmaster General .In the Circles and Regions there are other functional units like Circle Stamp Depots, Postal Stores Depots and Mail Motor Service etc.
Besides these twenty two Circles , there is another Circle, called Base Circle, to cater to the postal communication needs of the Armed Forces. The Base Circle is headed by an Additional Director General ,Army Postal Service in the rank of a Major General. The officer cadre of the Army Postal Service comprises officers on deputation from the Civil Posts. Seventy five percent of the other ranks of the Army Postal Service are also drawn from the Department of Posts and the remaining personnel are recruited by the Army.
NATIONAL POSTAL POLICY
Introduction
An efficient and reliable communication network is the lifeline of the nation and plays a crucial role in socio-economic development and the integration of the country. For nearly a century and half the Postal System has been the main component of the communication infrastructure for the country.
The Indian economy has moved on to a high economic growth trajectory involving an average annual growth rate of about 6% over the last 16 years with further acceleration in recent years. India Post requires a new policy framework because of the emergence of several significant trends such as: liberalisation and globalisation; demographic shift towards urbanisation leading to increasing internal and external migration requiring to be serviced; monetisation of the economy especially the agricultural sector giving rise to a corresponding demand for financial services by all sections of the population; and government policy to increase funding for weaker section programs. Given the need for a strong communication and financial infrastructure, India Post will meet both challenges and avail of the opportunities presented by current market conditions.
A Policy for India Post
This policy has a two-pronged approach.
• Develop services that assist, facilitate, enhance and quicken the process of development aimed at inclusive growth.• Reposition India Post to become a self-sufficient, credible, efficient, quick and cost–effective provider of these services.
Functions
India Post’s mandate, traditionally, has covered the following services:
• Delivery of letter and other mail• Savings Bank operations• Money transfer• Provision of Life Insurance
Transmission and delivery of mail can be defined as India Post’s core business so far. Post Office Savings Bank is the oldest and largest banking institution in the country. Transmission of funds by postal order/money order has been the traditional way of money transfer. Since 1884 onwards Postal Life Insurance (PLI) has been providing life insurance coverage, initially to employees of P&T Department and subsequently to all Government employees. Since 1995 PLI has been extended to the rural population of the country under a new scheme Rural Postal Life Insurance.
India Post is expected to ensure provision of quality and basic postal services on regular basis to all the users at all points in the country at affordable prices as part of its Universal Service Obligation. The cost of providing these services has to be assessed systematically and fully funded. The source of funding needs to be determined and set in ways that ensure the financial self-sufficiency of India Post and allow it to make decisions relating to growth and development. A sustainable tariff policy for providing the basic postal services also has to be determined. In view of the increasing participation in mail services by private players there is a need to address the issue in a holistic manner.
To effectively face the challenges of competition India Post also needs to be able to respond to market forces quickly and efficiently – both in pricing and product decisions. In order to do so, India Post will require a certain degree of financial autonomy and commercial flexibility while remaining accountable to its customers and to Parliament.
Governance Structure
The Department of Posts is part of the Ministry of Communications and Information Technology, Government of India. The Secretary, Department of Posts, as the Chief Executive of the Department, is also the Chairperson of the Postal Services Board and Director General, India Post. There is a need to revisit India Post’s governance structure to provide an effective line of command so that India Post is able to meet the challenges of current market conditions vis-à-vis other players in the postal sector. India Post recognises the presence of private competitors in the market, but there is also a need for regulating the sector to ensure disciplined functioning and growth.
India Post expects in the near term to achieve self-sufficiency given realistic prices for its core functions and other services. However, for the purpose of operational efficiency and expansion of its activities, funding of its capital requirement may require external resources. It also expects to receive revenues from its financial services and other fee based services. It will examine closely and rationalise its product mix with emphasis on e-commerce, logistics and parcel services, etc., bearing in mind the need to maintain highest level of performance in letter mail services, financial services and governance functions.
Private Sector Participation
India Post welcomes the opportunity to work with the private sector in providing value added services and extending its product range beyond the current core functions. Private sector’s participation in providing support services is expected to enable India Post to serve its customers better.
Physical Infrastructure
It will be the policy of India Post to bring its facilities within reach of every citizen in the country. Since Independence, India Post increased the number of post offices from 23,344 to 1,55,204. It is the largest postal network in the world, with one post office serving 7160 people and covering an area of approximately 21.2 sq. kms. Despite this only 1,37,508 out of 5,95,113 inhabited villages have post offices. Even if only Gram Panchayat villages are considered, only 1,15,881 of them out of a total of 2,34,755 have post offices.
With the 73rd Constitutional Amendment transferring funds, function and functionaries in many development sectors to Panchayati Raj Institutions (PRIs), there is a real need to increase connectivity and provide communication and financial services to these bodies to enable them to discharge their Constitutional roles. There is a need therefore, to expand, strengthen and rationalise the rural branch network to ensure full coverage. This can be done with funding assistance from the Government for infrastructure support.
India Post not only needs to invest in physical structures and remedial maintenance, but also in good housekeeping, computerisation, transport facilities etc. This will result in increased efficiency, lower costs, customer satisfaction and enhanced service delivery.
Financial Services
The Post Office Savings Bank Scheme is an agency function performed by India Post on behalf of the Ministry of Finance, Government of India. The Ministry of Finance remunerates India Post for this agency work at a rate fixed from time-to-time.
Nearly 16 crore* people use India Post to save Rs. 3,23,781 crore as on March 31, 2007. Out of this, deposits in savings bank account alone is Rs.16,789 crore. There is, therefore, a need for India Post to computerize and connect all its savings bank accounts so as to widen and deepen the level of financial transactions and offer banking services to the rural population. India Post sees a great opportunity for increasing the number of accounts and volume of savings.
India Post will provide banking and financial transaction services to cater to the needs of the rural population and help realise the policy of financial inclusion for the “un-banked” rural masses. For deepening and broadening its financial services, suitable agreements with public/private sector banks will be forged, so that India Post can offer its unique “last mile” connectivity to the customers. This will permit it to receive fees for the service rendered to the banks and other financial entities. Before this, however, adequate infrastructure and connectivity coupled with application of appropriate software needs to be in place.
India Post will also be the predominant agency for payments under all social security schemes of Government such as Old Age Pension scheme, Rural Health Insurance, National Rural Employment Guarantee Scheme etc. Such a service will reduce delay and inefficiencies in making payments of legitimate entitlements to the poor, illiterate and uneducated masses who are more likely to have confidence in the Post Office, than any other agency.
The urbanization of the country to levels of over 50% of population in older urban agglomerations, new growth sectors and new agglomerations, creation of special economic zones etc., has created additional demand for postal and financial facilities. These urban postal and financial services are essential in order to maintain the flow of funds between urban and rural residents and it is necessary to ensure
safe and quick transmission of monies. Since the competitors for such urban services are aggressive and efficient private players, India Post will enhance and improve its delivery of urban services in order to offer comparative standards of performance.
India Post will increase its market share in rural insurance. Postal Life Insurance and Rural Postal Life Insurance are the instruments, which will allow India Post to increase its market and business potential, as also fulfilling the social obligation of insuring people. It will transform the century old Postal Life Insurance into a commercial business entity making its own investment decisions and

competing on level playing field with other insurance entities, while conforming to requirements of IRDA norms.
Facilitating Governance Functions
India Post is an essential part of the governance of the country. It has performed sovereign functions since its inception and is instrumental in unifying the country and ensuring connectivity between far-flung regions and between dispersed citizens, both within and outside the country.
Its presence and operations have ensured that as a Government organisation it enjoys high credibility and trust, and citizens have no hesitation in approaching its personnel or visiting its offices. This degree of confidence is precious and it can be leveraged to bring more accuracy, efficiency and credibility to other governance functions that depend crucially on identification of individual citizens.
It is therefore, possible, given government approval and legislative support, for India Post to carry out maintenance of electoral rolls, census operations and ensure passport verification etc. This will be based on a National Address Database Management System (with
street and GPS addresses), which will be established. It will also solve the “identification problem” that besets most Governmental programs and policies. Investment in this facility will enable the Union and state governments to allow citizens to avail of their rights as well as enable the Government to identify and locate citizens more accurately.
Connectivity
While expanding the Postal network, the policy of India Post is not only to provide physical access to the people, but also to bridge the digital divide. As a step in this direction, India Post has a Technology Induction Plan, which would connect the entire population to the electronic network. India Post will induct technology aimed at providing new and better services, and more efficient management by computerizing and networking all post offices using Central Server based system. Induction of other state of the art processing systems including mail-processing systems - so as to provide service on par with global industry standards - will facilitate financial transactions such as inward domestic and foreign remittances to and from India Post’s customers.
Human Resource Development
The basis of any policy of sustainability and growth, especially of labour intensive activities, is the productivity, capacity and morale of its personnel. A greater focus on human resource development will be given with the objective of enhancing and transforming the human resource of India Post into a customer-friendly, techno-savvy and efficient workforce led by managers attuned to their tasks and aware of the competitive and accountable environment. Efforts will also be made to increase productivity of human resources through direct recruitment of technically qualified persons, training of incumbents and various incentive schemes.
Increased productivity and higher performance will receive appropriate incentives and the interests of the workforce will be safeguarded. India Post will equip its workforce to achieve the standards of excellence expected by its customers.
Conclusion
India Post is committed to meeting the challenges of the economy and the need to ensure connectivity, communication and financial services to every citizen. It also emphasises the need to expand and strengthen its coverage of rural areas where 60% of the people reside and maintain their livelihoods.
India Post believes that the new economy and modern markets require it to become more financially autonomous and commercially flexible in order to deliver its core functions and other services efficiently and to high standards. It believes that a new legislative framework for regulating the sector is an essential part of modernizing the sector and ensuring its orderly and disciplined functioning and growth.

Privately manufactured post cards shall not be thinner or more flexible than an embossed post card, and will have the same size and thickness of embossed post card. There are other varieties of Post cards also such as
a) Printed Post CardPost cards containing communication recorded by printing, cyclostyling or by any othermechanical process are classified as ‘Printed Post Cards’. Printed matter includes printedpictures also.b) Meghdoot Post CardThe portion next to the address is available for advertisement in four colours.

Specifications are same as for book packetsConditions:The contents shall be periodicals registered with the ‘Registrar of Newspapers in India’.The first or last page of the periodical shall have the superscription “Registered with theRegistrar of Newspapers in India under serial No………” printed on it.
7. Registered News paper:
A News paper is a publication consisting wholly or in great part of political or other news, with or without advertisement.It is published in large numbers at intervals of not more than 31 days.It should have a bonafide list of subscribers.If such news paper is registered in the office of the Superintendent or Senior Superintendent of Post offices of the area where News paper is to be published, it will be treated as ‘Registered News paper’ for concessional rates of postage.There is no fee for registration.The registration number allotted to the paper should be printed on the top of the front page of the News paper preceded by the word ‘Registered”.
8. Blind Literature Packet:
India Post allows free transmission of blind literature packets up to 7 kilograms. Papers of any kind, periodicals and books impressed in “Braille” or other special type for the use of blind are allowed to be transmitted by post as Blind literature packets.
Size and packing is same as for book packets.Conditions:It must be sent by or to a blind person. No written or printed communication should be enclosed except: i) the title and table of contents ii) the key or instructions iii) a label for return of the packet.
9. Pattern and Sample Packet:
It may contain bona fide trade patterns or samples of merchandise not having any saleable value together with or without any matter which may be sent as a book packet.Specifications same as in the case of book packets. Maximum weight 2 kilograms.
10. Parcel:
Anything can be sent in a parcel excepting articles whose transmission is prohibited. It can contain single communication to the addressee of the parcel. If the parcel is suspected to contain other than the permitted communication, it will be opened in the presence of the addressee or his authorized agent, and each written communication will be charged on delivery with double the letter postage. If the addressee refuses to pay the charges, the parcel will be returned to the sender from whom the charge will not be recovered.

11. Registration:
The postal article that is registered is given identification and is recorded at every stage of handling. Letters, letter cards, Book and Pattern Packets, Parcels, News papers prepaid with postage may be registered at any post office for transmission at any post office. The registered postal article is delivered specifically to the addressee.
12. Value Payable Letters and Parcels:
The VPL or VPP is paid for at the time of receipt.Registered parcels, letters, book packets and news papers may be sent as VPL/VPP. An article which has no intrinsic value can also be sent as value payable article.
13. Insurance:
Insurance covers all risks during the course of transmission by post. The following types of articles can be insured:

Limits
Branch offices are allowed to book up to the value of Rs600 Other offices can book up to the value of Rs100000 Insured value should not exceed the value of the articles insured. When articles having intrinsic value such as gold and currency notes are sent they should be insured for
the actual value of the contents.
The article to be enclosed in a strong cover sealed by means of identical seals, so that it cannot be tampered without breaking the seals or in a special water tear resistant and tamper evident special cover.
Value Payable Post
The value payable system is designed to meet the requirements of persons who wish to pay for articles sent to them at the time of receipt of the articles or of the bills or railway receipts relating to them, and also to meet the requirements of traders and others who wish to recover, through the agency of the Post Office the value of article supplied by them.
Value payable articles:
Registered Parcels, registered letters, registered book packets and newspapers prepaid with postage of newspaper rates of postage and with registration fee may be transmitted by the inland post as value payable postal articles, provided that the amount specified for remittance to the sender in the case of any such postal article does not exceed Rs.5,000/- and provided that such parcels, letters and packets do not contain coupons, tickets, certificates of introduction designed for the sale of goods on what is known as the “Snowball System”.
Declaration:
No such postal article as aforesaid will be accepted at any post office for transmission by post as a value payable postal article unless the sender declares that it is sent in execution of a bona fide order received by him. At any post office notified from time to time in this behalf by the Director General, the sender will in addition be required to declare that the article is one the transmission of which by post as a value payable postal article is permitted. No postal article as aforesaid will be accepted at these offices without such further declaration.
EXPLANATION: An article may be sent by the value payable post even though it possesses no intrinsic value. Thus legal documents, bonds, policies of insurance, promissory note railway goods and parcel receipts, bills of leading or ordinary bills for collection may be sent as value payable postal articles. In the case of a railway receipt of bill of leading sent as a value payable postal article, it will be sufficient for the purposes of this rule if the article to which railway receipt of bill of leading relates has been sent in execution of a bona fide order. In the case of the other documents specified the documents must be sent in execution of a bona fide order to send the document itself.
Post Office from and to which V.P. article may be sent:
Value payable postal articles can be posted at any post office that is a money order office (with a few exceptions) for transmission to any other post office that is a money order office.
Manner of Posting
(1) Every postal article intended to be transmitted by post as a value payable postal article must be presented at the post office with the prescribed printed form in which the sender must specify the sum to be remitted to himself full in the required entries (in ink) and sign the declaration required by clause 188. The sender must also write clearly on the face of the article itself:(a) in the upper left hand corner the letters “VP” followed by an entry in figures and words of the amount for remittance to himself and
(b) in the lower left hand corner – his own name and full address
NOTE: The sender’s name and address may be indicated by clear impression of a stamp on the value payable
articles.
(2) Value payable articles will not be accepted unless the town of payment shown in the value payable money order form is the one where the article has been booked.
(3) A receipt will be given to the person who presents the article.
Booking of value-payable articles in Bulk:
A procedure similar to that indicated in clause 167 for registered articles is available for the convenience of firms and other institutions posting at least ten uninsured value payable articles daily. No extra charge will be levied for this facility. Enquiries in this regard should be addressed to the local Superintendent of Post Offices.
Conditions:
(1) No article will be accepted at any post office for transmission by post as value payable postal article if it is so small or so covered with writing or sealing wax on the address side or otherwise made up in such a manner as to render it impracticable to affix to the article the prescribed official labels of the Post Office.EXPLANATION: This rule does not apply to an article which has an address labeled to it, provided that the label is not so small or covered with writing on the address side as to render it impracticable to affix to that side the prescribed official labels of the Post office.
(2) No article on which the amount specified for recovery from the addressee exceeds Rs.100/- will be accepted at any post office for transmission by post as value payable postal article unless it is insured for at least the sum specified for remittance by the sender.EXPLANATION: This rule does not apply to value payable letters containing Railway receipts, bills, invoices, documents, etc. of no intrinsic value and to value payable packet containing printed papers, books, etc., sent under book packet rates.Payment to Sender: When the amount due is recovered from the addressee, the sum for payment, to the sender will be remitted to him by means of money order.
Detention in office of delivery and levy of demurrage:
If the addressee of a value payable postal article omits to take delivery of it within 7 days following the date of its first presentation or the date of delivery to him or to his accredited agent of an intimation of its arrival, the article will be returned to the sender on the 8th day:Provided that if in the meantime the addressee has applied in writing to the post office for detention of the article for a further period not exceeding seven days beginning with the said 8th day and pays the prescribed fee the article shall not be returned to the sender until the expiration of the further period covered by the application. Any fee so paid shall in no circumstances be refunded.
(2)When a value payable Postal article is returned to the sender under sub clause (1) the sender will be required to pay any charges that may be due on it and to acknowledge receipt of the article by signing the form presented by the postman. In no circumstances will any fee or fees prepaid by the sender be refunded.Insurance of VP articles: The value declared for insurance need not correspond with the amount specified by the sender for remittance to himself. Thus in the case of a watch returned after repairs by value-payable post to its owner, the amount to be remitted to the sender of the watch would be only the cost of repairs while the sum insured would represent the value of the watch itself.
Complaints regarding value payable articles:
(1) Wherever the sender article addressee of a value payable postal article makes a complaint regarding the delivery of or payment for, the value payable postal article, he will be entitled to have an enquiry made by the post office on paying the prescribed fee. The fee will be paid by means of a postage stamps or stamps affixed to the letter of complaint. This fee will be refunded in cases where the complaint was found to be well grounded.
(2) The complaint will be required to furnish full particulars regarding each value payable article to which the complaint refers and to pay the prescribed fee in respect of each article. No complaint will be attended to unless made within six months of the date of posting of the value payable article. The result of the enquiry will be communicated by letter.
(3) When a complaint is made regarding payment for a V.P. article the V.P. money order will not be produced unless and allegation of fraud or receipt practiced on the sender is put forward, and the V.P. money order will only be available for inspection at the post office at which the Department finds it convenient to permit examination.
(4) If a complaint is made by the addressee immediately after the receipt of a value payable postal article, that it was sent dishonestly or fraudulently the Head of the Circle may if he is satisfied that there are prima facie grounds for believing that the value payable postal article was sent with the intention of defrauding the addressee, withhold the payment to the sender of the money recovered from the addressee. If after making such enquiries as may be necessary, he is fully satisfied that the value payable postal article was sent with this intention he may order the return of the article to the sender and refund to the addressee the sum of money recovered from him on delivery of the value-payable postal article.EXPLANATION: Impression of a stamping machine made b a competent authority shall be tantamount to affixing stamps of corresponding value.
Responsibility of the Post Office:
The Central Government shall not incur any liability in respect of the sum specified for remittance to the sender in respect of a value payable postal article unless and until that sum has been received from for remittance to the sender in respect of a value payable within six months from the date of posting of the article.
Services Associated With Traditional Postal Communication
1. Certificate of Posting: A certificate of posting is given as an assurance that letters and other articles entrusted to servants or messengers for posting have actually been posted. India Post charges a nominal fee of Rs 3 for three articles or less, for this service.
2. Recall of Articles: During the course of transmission a sender could request the recall of postal article or ask to deliver it to another addressee, provided the following conditions are met.(a) It has not been delivered to the addressee.(b) It has not been confiscated or destroyed by the competent authorities of the countryin which the article may be for the time being.(c) It has not been seized by virtue of any law of the country of destination.
3. Poste Restante: It is intended to cater to postal communication needs of travelers. All articles superscribedC/O POSTMASTER or in any other similar way are called poste restante articles. A posterestante article has to be collected by the addressee from the Post Office.
4. Post Box: Customers may get their mail at the post office through Post Boxes which are rented out by the post office. Only fully prepaid articles except parcels are delivered through post boxes. The customer has to pay prescribed rent and a deposit. The customer will be supplied with a Delivery Ticket which should be produced by the customer/his agent when demanded.
5. Post Bag: This system is available in all delivery post offices. In this system a bag with a lock and keys in duplicate are to be supplied by the customer. All fully prepaid unregistered articles addressed to the customer will be placed inside the bag and handed over to the customer during the business hours prescribed for window delivery.
6. Identification Cards: Post office issues Identity cards for the benefit of travelers, tourists and other customers.The card contains photograph of the holder, his signature and full description. The validityperiod is three years.

Bill Mail Service
Communications in the nature of financial statements, bills, monthly account bills or any such other
items of similar nature may be posted by a service provider to customers atleast once in 90 days under
this service.
The Bill Mail Service does not include communication in the nature of letter mail or having
personal communication or exclusive commercial publicity material. Inclusions (those permitted under
Direct Post) are permitted at Rs 0.25 per insertion.
The minimum quantity of articles to be posted at a time is 5000. Rate of
postage will be Rs 3.00 for a weight not exceeding 50 grams and Rs 2.00 for
additional 50 grams or a fraction thereof. The mails will be received at identified
location provided. Bill Mail shall be fully sorted pincode wise and bundled delivery
post office wise. There is no credit facility.
Electronic Intimation of Delivery (e-IOD)
Introduction
e-Intimation of Delivery (e-IOD) is a value added service, which provides electronic information about delivery of articles through e-mail, Department’s web site or electronic web based access to the senders. Delivery information of e-IOD articles would be uploaded by delivery post offices on to the central server, and an e-mail would be generated to the mail box of the sender at the e-mail address provided by the senders at the time of registration. The senders could also be provided a limited access to e-IOD server to download the delivery information in respect of articles sent by them.
If the customers need a paper-based proof of delivery, they can continue to use the Acknowledgement Due (for registered articles) or PoD (for Speed Post and EPP) till other paper based proof of delivery services are devised.
The e-IOD service would be offered initially with Bill Mail Service, and gradually with other services offered by the Department of Posts. Conditions for offering the e-IOD service (e.g. the minimum no. of articles to be tendered, manner and place of tendering them etc.) may differ for different products/services, and would be laid down from time to time.
Conditions governing e-IOD facility
E-Intimation of Delivery (e-IOD) shall be offered only to bulk customers (as defined by the Department from time to time in respect of different products/services).
In the case of Bill Mail Service, the service is extended to all the customers who satisfy the conditions for sending Bill Mail Service. They have, however, to register themselves for the service.
You can avail the e-IoD service by tendering the articles at the office indicated in the registration certificate.
For availing e-IOD service, you are required to print a bar code on the address side of the articles or envelopes containing articles. In case, a window envelope is used and the bar code is printed on the article and not the envelope, the bar code should be fully and clearly visible through the address window in a scannable manner. It would, however, be preferred that bar code is printed on the envelope itself. Alternatively, the bar code can be printed on both the envelope and the enclosure In such cases, the bar code shall be affixed in the right bottom corner of the envelope, leaving at least 5 mm space from the both edges of the envelope
Though printing of bar code would be preferred, there may be no objection if pre printed bar codes are affixed, instead.
The specifications and other technical details of Bar Codes to be printed on articles availing e-IOD service are annexed.
You would be allotted a bar code range, from which you would print the bar codes serially on articles tendered for availing e-IOD service. When you reach the end of the range, you can start from the beginning, again. However, if you
reach the end of range within 6 months, do not proceed further, and ask for allotment of additional range.
An amount of Re. 0.50 (50 paise) per article shall be charged for e-IOD service. The charge would be paid in the form of postage/frank etc. For example, for a Bill Mail Service article requiring a postage of Rs. 3 for weight up to 50 grams, and Re. 0.50 for eIoD facility, the postage affixed/franked should be Rs. 3.50
For availing e-IOD service, the articles presented at the Office of Acceptance/Booking must be duly sorted delivery post office wise and bundled PIN code wise. You are also required to bring along with articles, a statement showing range of bar code on the mail pieces at the time of posting. The format for the information to be furnished is given below.
If the articles are received in more than one bundle (e.g. for different PIN
codes), the check slip tied to the bundles should also contain information on bar code range affixed / printed on the articles therein.
A receipt would be generated by the computer after acceptance of articles. This would be supplied to the customer by office of posting. In case there is a problem with this, the office may sign a copy of the format mentioned in (h) above and return it to you.
Over 5,000 post offices have already been computerized, and more offices are being computerized rapidly. Therefore, the Department of Posts would be able to provide e-IOD for most of the articles. However, it would not be possible to provide e-IOD for articles to be delivered from non-computerised offices, and it will also not be possible to check at the time of acceptance as to whether any articles were destined for non-computerised offices. Therefore, the Department would not be held liable for non provision of e-IOD in such cases, nor would it be liable to return the e-IOD charges.
While the Department will try its best to provide the e-IOD, there could be cases where the information is not provided on account of unavoidable technical, administrative or any other reasons. The Department would not be liable to return e-IOD charges or to give any other compensation in such cases.
The delivery information would start coming to you by email after one day of posting, and will continue coming for next few days. However, no intimation would be issued in respect of articles booked more than 10 days before. In case you do not receive an intimation within 10 days, but would still like the Department to check, you must take up in writing with the office where you posted the articles. However, no such request would be entertained after 15 days of posting the articles.
On request, the customers could also be provided access to India Post e-IOD server to download delivery information related to articles submitted by them. However, the system would be able to provide the information only in respect of articles booked till 15 days before the inquiry.
e-IOD system gives information only with reference to the bar codes, and does not keep any information regarding the addressee or his address. It would not be possible, therefore, to give any information on that or any other connected account.
Requirement of Despatch Slip and Franking Machine Dockets etc. prescribed for machine-franked articles under existing rules and procedure would also continue.
Specifications for Bar-Code for e-IOD service The bar code would contain 13 characters (only numeric). First two characters (digits) of the
barcode would denote the numeric code of the concerned postal region in the Circle. The next eleven characters would be in a serial order. The range of numeric codes given to the circles as wells as numeric code given to postal regions are given in the end.
Bar Code Dimensions: The print quality will have to be assessed according to standard ANSI X3.182-1990, which
specifies a reader light beam diameter of 0.127 mm and a light beam wavelength of 630 or 660 nanometers.
The minimum level of print quality shall correspond to letter “B” according to the notation of this standard. Digits of bar code must also be printed in the usual manner, above or below the bar code symbol.
The bar code symbology code 39, with 13 digits (without any check digit) is the basis for the bar-code for the e-IOD articles
Circles should assign specific range of bar code, within the parameters laid down in this regard, to customers mailing large quantity of articles. However, it should be ensured that range allotted is large enough so that no bar code number is re-used within a period of 6 calendar months.
In case of window envelope, the bar code printed on the content of article should be visible, and scannable through a handheld/ cordless bar code scanner, through the window envelope. Alternatively, a pre-printed bar code can be affixed on the address side of the envelope.
If the bar codes used by the customer do not conform to any of the conditions given herein, e-IOD cannot be ensured in such cases.

However, this reproduction is only illustrative. Bar codes produced by the customers must conform to the specifications mentioned above.
National Bill Mail Service
National Bill Mail Service (NBMS) is meant for destinations other than local ones which are served by the Bill Mail Service

ePayment
With its tremendous reach and expertise India Post specializes in acceptance of payments across the counter and their consolidation. e-Payment is a ‘Many to One’ service through which bills (telephone, electricity etc) paid by customers in post offices are electronically consolidated. The key features of the service are as follows: Post Office collects bill payment across the counter from customers for Service Providers or
billers like BSNL, Airtel, RTOs, etc. Post Office issues a receipt to the customer and accounts for the transaction. The collection data is updated into a Central Server and is accessible to the Biller through a
web interface. The accounts are consolidated electronically and amount paid to the Biller at one point
convenient to the Biller. Biller can also upload details of bills which facilitates the customer to pay bill amount at post
office even if bills are not received. Billers can download the collection details in formats required by them.
Any organization that wishes to become ePayment biller may contact the Postmaster, Senior Superintendent of Post Offices, Director of Postal Services or Postmaster General concerned. Who can be the biller? The service provider category includes almost the whole gamut of the service industry-
education, finance telecommunication, electricity, water supply, government (land revenue, property tax, income tax, police, etc)
The frequency of payment could be fortnightly to annual. Biller should provide following information:
Biller Name: Name of the biller (maximum 15 characters) as to be printed in customer receipts.
Biller Description: Full Description of biller. Biller Address, city and Pincode. E-mail id of biller. Details of bills: bill is for what purpose. Billing periodicity: monthly, bimonthly, quarterly etc Whether customer receipt numbers to be in specific format? If yes receipt
number width, prefix and suffix characters if any. Description field names with maximum field width, specific field formats if
any, date formats, whether field to be printed in customer receipt. Amount fields with amount receiver name, office through which payment is
desired to get, amount maximum and minimum limits if any. If bills can be accepted by scanning barcodes then from character and to
character of each fields with field name and other details as above should be provided.
Upload file format: either plain text or XML. In case of text file format field separator (delimiter) character and field
positions in text file. In case of XML format XML tags for each fields in file should be provided.
