Indonesia is one of the most disaster prone countries in the world. It sits on three active plate margins and is exposed to hatural hazards such as : volcanic eruptions, earthquakes, tsunamis, landslides, floods, strong winds and drought.   There are more than 237 million people living on 17,000 islands.   InaSAFE meets the needs of disaster managers through its ability to combine hazard science and local knowledge to estimate the impact of natural disasters.

InaSAFE was originally developed in Indonesia through a partnership between BNPB, Australian Government & World Bank GFDRR as a tool for disaster managers and communities to support contingency planning.   InaSAFE combines one set of hazard data with one set of exposure data; runs an impact assessment and produces an impact map, an impact report and a list of actions.

According to the 2014 happiness index – users are happy with InaSAFE but they would like: better access to data software that is more relevant to their needs software that can be used throughout the DM cycle, and not just for contingency planning   For developers – the challenge is how to deliver new functionality fast enough to keep everyone happy.

This is an example from the early SD4CP work: In Bengawan Solo, the disaster management community developed annual flood plans based on local knowledge and community consultation.   InaSAFE was introduced as a new technology and they were able to test scenarios, visualise impacts, share information and justify the strategies put in place.

Responding to community demand, last year we took InaSAFE for a risk assessment test drive in South Sulawesi and NTT. With the new risk maps they were able to: use InaSAFE to estimate the potential impact of each hazard; understand the relative risk associated with different hazards; and identify which communities were vulnerable to multiple hazards.   In this example we show how better access to data and a generic IF helped the community comply with government regulations for the development of Risk Assessments.

To give you a taste of the future, this example is being played out right now. What started as a request for a training activity has grown significantly:   BNPB is using InaSAFE in the lead up to this year’s DM TT exercise for a tsunami in Maluku   This includes technical training, targeted exposure mapping, a new tsunami hazard map and the development of 20 CP   This could be a significant step towards the Institutionalisation of InaSAFE in Indonesia: where we are aiming for a culture of InaSAFE use, implementation, training and maintenance within government.

In summary; this is how InaSAFE software currently supports the different DM phases. InaSAFE as a QGIS plugin supports desktop analyses for disaster preparedness; risk assessment and contingency planning. InaSAFE real-time provides situational awareness for disaster response and recovery Other products such as JakSAFE support post disaster damage and loss assessment. What does this say about the role of InaSAFE in disaster management?   We have examples of InaSAFE’s use in Indonesia through all stages of DM.   The InaSAFE QGIS plugin has evolved from its original role supporting CP However; InaSAFE is not able to support risk assessment directly.   InaSAFE Realtime is able to support those hazards for which near real time event data can be generated. Tsunami is one example where this is not possible.
