*The world has been in the

grip of profound and

massive changes that have

given rise to challenges and

contradictory trends in

international relations. At

the same time, new

opportunities have emerged

and a deepening sense of

interdependence has

prompted nations to devise

more equitable and

mutually beneficials

patterns of cooperation-

such as we are trying to

achieved through our

dialogue partnership.

We have always firmly

believed that there can be

no alternative to

constructive dialogue

based, not on

confrontation, but on

mutual interest and

benefit, shared

responsibilities and

genuine interdependence.

The global economy continues to

be blighted by the imbalances and

inequities in the economic

relations between developed and

developing countries. At the same

time, developed and developing

nations alike are confronted by

the reality of economic

globalization.

While globalization has spawned

problems to which developing

economies particularly vulnerable,

it is nevertheless a force that can

be harnessed in order to serve the

welfare of all nations.

For we cannot simply drift, allowing laissez-faire market forces to dictate the pace, nature and direction of economic growth and development. We must consolidate and take charge of our collective destinies by taking economic paths in accordance with our development needs and interests.

How could such dynamic economies with

decades of spectacular growth rates and

generally regarded sound macro-economic

fundamentals, suddenly plunge into crisis,

throwing vast numbers of their peoples into

unemployment and destitution?

Should the movement of money and capital be left entirely to market forces

or should governments individually and

collectively assume their responsibility ?

Should a new framework of surveillance and

supervision be established and, if so, can it be done

without hindering the liberalization of our

economies ?

For a large number of developing countries,

commodity export earnings continue to play

a vital role in their economic well-being. It

would be unthinkable , therefore, to try to

revitalize their economies and not to

address the problems of international

commodity trade, which continues to be

characterized by volatile markets and

secular declines in prices.

*We should strive to define our work this year and in the

years ahead in such a way as to cover the common interests

of all developing countries, whatever may be their levels of

development, and at the same time contribute to an overall

improvement of the global economy from which all countries,

developed and developing, will benefit.

Our advocacy to

developing world should

also provide a sound

basis for constructive

dialogue with our

negotiation partners in

the developed world.

We believe that such a

constructive dialogue would

prosper only within the processes

of a UN that has been reformed

and thus rendered more capable of

fulfilling its mandate in the social

and economic spheres. We are

therefore heartened that the UN

SG has initiated a UN Reform

Package designed to transform the

leadership and management

structure of the organization so

that it can address the challenges

of the new millennium with a

greater sense of purpose,

effectiveness and efficiency.
