Decision as to when the next Schema and Non Schema releases will take place are pending the

WG action 145 (CER/UR to respond to ESBN/NIEs with a position on how to progress the
Schema Market Release, specifically whether ROI/NI is supported in progressing planning
activity for the 2018 Schema Release as detailed in the Co-ordinated Market Retail Delivery
Plan.)

The core driver from CER for this DR is that for sites which do not elect a supplier
within 5 days of energisation, should not automatically be assigned to Electric Ireland..
The difference to the current process is that for sites < 30 kVA the customer will in
future have to contact a Supplier of choice who will submit a registration to ESBN with
the customer name, and receipt of the registration by MRSO becomes a requirement
before the site is energised.
This DR was brought to last Forum and Market Participants generally support the
principle of a mandatory selection of a Supplier before energisation. However a
number of questions have arisen with regards to how New Registrations are cancelled.
This DR is now therefore on Hold until the Cooling off DR has been finalised, as the
design of this will affect how New Registration cancellations are handled.

of DR 1184 (Cooling Off period)

CER’s Retail Market team asked ESB Networks in January 2015 to assess the impact of
the ISEM on the Retail Market in Ireland..
Whilst the SEM is to undergo a radical transformation arising from changes to European
legislation designed to create a single wholesale electricity market across Europe, the
intention of the RA’s I-SEM team is that there would be minimum impact for the Retail
Market and for Meter Data Providers arising from the I-SEM.
ESB Networks is one of the four Meter Data Providers represented at the I-SEM Metering
Working Group and have been considering the impacts of the I-SEM.
The proposed changes are fully detailed in MCR1182 and include changes to the Data
Processing and the Data Aggregation Retail Market business process between ESB
Networks and Market Participants.

The customers’ right to the cooling off period is detailed in Directive 2011/83/EU
on consumer rights, which was transposed into Irish legislations through the
Statutory Instrument S.I. No. 484 of 2013
Under this directive , customers have a right to a cooling off period of 14 days.
This includes situations when switching their gas and / or electricity accounts.
The cooling off period allows the customer to cancel the switch within a certain
time without incurring penalty.
The CER have completed a review on whether or not the a cancellation process
should be incorporated into the market design to allow for change of mind.
Options were presented to industry for comment, this resulted in selection of an
option which the majority of Suppliers supported.

The Competition & Consumer Protection Commission’s website states that
the cooling off period is 14 calendar days.
The scenarios outlined in the DR were created based on 14 calendar days.
Once the customer contacts the Supplier, they have up to 4 days to send the
010 and the customer has 14 cooling off calendar days to exercise their
cooling off rights.(18 days total).

DR1185 – Small Supplier Categorisation(1/2)
Currently the structure of the Small Supplier category does not facilitate
the business model of a Supplier having a small number of sites but
energy usage greater than 10MW power at peak demand.
The proposal is to change the current categorisation and assurance
approach within the Small Supplier category
the threshold of < 200 sites registered will continue to be part of the
criteria in qualifying and operating as a Small Supplier in the Retail
Market at all times
the threshold of 10MW power supplied at peak demand will not
apply as criteria where a Supplier indicates that their model is one
which is a small number of customers but where there will be greater
than 10MW power at peak demand.

The assurance body will determine the assurance assessment required for
each Small Supplier entering the Retail Market based on the segment(s)
the Supplier is entering and their Business model.
The Scope of Change to Design Documentation relates to amendments to

Extranet Screenshot issue - RMDS has been alerted by ESBN that a Supplier sent a
screenshot of the Extranet to one of it’s prospective customers. This is a breach of Data
Protection. Under no circumstances should Suppliers send Extranet screenshots to
Customers.
Working Practice 19 – Hardship PAYG. Some suppliers may have incorrectly been
advised to follow COS practises not agreed and contained in WP19. Please can all MPs
continue to follow the processes outlined in WP19 for hardship PAYG.
