DR1184 – Cooling Off for CoS (Status Update)
Suppliers have raised a number of queries in relation to this DR.
The latest version of this DR details scenarios relating to CoS with CoLE.
Also included in this version of the DR are details of an alternative Objection
Reason Code which could be used instead of Objection Reason Code SE.
Objection Reason Code ME was used for Debt Flagging in the past.
However, this is no longer required and is infrequently used. As ME is now
available it may be a better option. Suppliers feedback on this is welcome.
Suppliers are asked to review and submit any queries to RMDS.
This DR shall be available for Approval at the next Forum.

MCR1185 –Small Supplier Categorisation(1/2)
Currently the structure of the Small Supplier category does not facilitate
the business model of a Supplier having a small number of sites but
energy usage greater than 10MW power at peak demand.
The proposal is to change the current categorisation and assurance
approach within the Small Supplier category
the threshold of < 200 sites registered will continue to be part of the
criteria in qualifying and operating as a Small Supplier in the Retail
Market at all times
the threshold of 10MW power supplied at peak demand will not
apply as criteria where a Supplier indicates that their model is one
which is a small number of customers but where there will be greater
than 10MW power at peak demand.

MCR1185 – Small Supplier Categorisation(2/2)
The assurance body will determine the assurance assessment required for
each Small Supplier entering the Retail Market based on the segment(s)
the Supplier is entering and their Business model.
The Scope of Change to Design Documentation relates to amendments to
the Market Assurance and Market Entry Documentation.

• There were 13 applications for Market Entry across the different
categories, an increase of 28% on the existing number of Market
Participants at the end of 2015
• The breakdown of the 13 New Entrants were : 1 Large, 1 Small ,
7 Self Supplier & 4 Export Only Supplier.
• At the end of 2016 of the 13 applications received, 7 of the Market
Participants had become effective in the market and 6 were in
process

New Entrants/Requalification’s 2014 – 2016 - 3 year trend
• The New Entrant is categorised as belonging to a particular year
based on the receipt of their Assurance Application letter. Their
actual entry to market may take place in subsequent years
• 2016 saw an increase of 116% on Entry applications compared
with 2015 this included a significant increase in Self Supplier &
Export Only Supplier categories
• Following the introduction in Q4 2015 of Supplier type “Export
Only” Supplier there were 4 entry applications in 2016 in this
category
• Requalification's are categorised as belonging to a particular year
based on the receipt of their Application for requalification letter. The
actual requalification may take place in the subsequent year
• 2016 was similar number of requalification's as in 2015 however we
saw the first requalification from Export Only Supplier to Small Supplier

Average Assurance Completion & Effective in the Market Time Frame
• The graph shows the average time taken by New Entrants during
2014 -2016 in each category to complete their assurance and
become effective in the market .
• There was an increase in time frame for both assurance and
becoming effective in the market for the Large Supplier category
during 2015/2016 as a result of the TIBCO Upgrade programme
taking place during this time
• The large difference in time from the assurance completion to the
effective date for Self Suppliers, and DSU is a result of the time
duration for the completion of the Wholesale aspect of the market
entry and the Network infrastructure build/connection.
