• Aim: improve quality of learning– Make (learning) content more accessible, usable,

exploitable– Help teachers and learners use content more easily

• Evolution of objectives over 4 years– 2005: enrich metadata– 2006: use of content across borders– 2007: assess standards & specifications– 2008: use of cultural content for education

eContentplus results

• Annual spending of 8-12 million € in the area Educational Content

• 47 million € were / are invested in 20 educational projects

• eLearning projects are successful– Significant increase in quality and use of

educational content

– More intensive networking among stakeholders including Ministries of Education.

• There is need for further work:– We need to support the use of

educational resources in different educational contexts

– In fact, there is a gap:• learning resources are available

• but they are not used by teachers and learners on a wide scale.

What do we mean by „eLearning resources“?

• Images, textbooks, eLearning packages, AV (…)• Not just anything, but quality educational

content:– What is the educational purpose of the object?– Is there a specific learning objective associated with it? – Is this learning objective documented?– aligned with a specific learning culture? – In what subject in school can it be used to teach what? – age group? specific learning need?– Metadata available (LOM?)

• Allows for better quality in Learning and teaching

• makes learning more interesting• supports new forms of learning • Can drive modernisation of education

and training (digital literacy) • Personalised learning

eLearning - Current barriers

• Global, federated eLearning repositories exist but finding the right resources (learning outcome, age) is still difficult for non-expert users

• Teachers, pupils and parents with specific learning needs need help

• Pedagogical innovation is slow

• Implementation is difficult and costly

2.4 – What is our aim (1)

• Optimise the use of learning content by linking supply-side (content) with the demand-side (teachers, parents, pupils)

• Address both learning objects and associated pedagogy

2.4 – What is our aim (2)

• Aim: set up and roll out a socially-powered, multilingual portal as pilot platform for teachers, pupils and parents in order to

– accelerate the adoption of eLearning resources and make them widely used in national curricula

– test innovative eLearning solutions and exchange Best Practices

– monitor and assess impact of eLearning– generate a showcase of sufficient scale– Across borders, across languages, across different

educational systems

2.4 – Pilot B Funding model

• It is intended to support one or more pilot actions for up to 8 M€ of EU contribution

• Pilot type B• We want to see big proposals.• EU contribution: 50% of direct and

indirect eligible costs• Indirect cost = 30% of personnel costs,

effective funding of personnel costs: 65%

Pilot Platform challenges

• In order to successfully set up and run this pilot platform, several challenges emerge:– How to motivate teachers and learners to

use eLearning resources?

– How to remove linguistic and cultural barriers?

– How to measure its impact?

– How to improve usability of existing repositories?

2.4 – Some recommendations

• Build on existing Learning platform(s), do not start from scratch.

• Integrate with existing Learning Repositories

• Target specific curricula and learning cultures in those countries taking part in the project
