Sustainable national development must always follow the various
dynamics that occur in society
The implementation of ICT has a strategic meaning in the effort tostrengthen national unity, the intellectual life of the nation, facilitate
community activities, supporting the creation of equitable distribution of
development objectives and its results, and improve relations among
nations The influence of ICT development in the era of convergence result in
fundamental changes in the organization and the perspective of
information and communication technology that has directly affected the
birth of the forms of new legal acts
Globalization has put Indonesia as part of the world information societythat requires the establishment of arrangements concerning the
convergence of ICT at the national level so that the development of ICT
can be done effectively, efficiently, thoroughly, and spread to the whole
society to the creation of public welfare
