McCarthy Announces High School Art Competition Congressman McCarthy announced today that he is inviting all high school students in the 22nd Congressional District to compete in the 2010 Annual “Artistic Discovery” Congressional Art Competition for high school students. High school students from portions of Kern, San Luis Obispo, and Los Angeles counties who reside in the 22nd Congressional District can submit artwork on a wide variety of subjects and mediums. The deadline for submission is Friday, April 23, 2010. Entries will be accepted at McCarthy’s Bakersfield or Atascadero offices. The winning entry from Congressman Kevin McCarthy’s 22nd Congressional District will be displayed in a corridor leading to the United States Capitol for one year. The artwork must be an original concept, two dimensional and no larger than 30” x 30” (the measurement should allow for framing). Paintings (oil, watercolor, acrylic, etc.), computer generated art, photography, drawings, collages and prints (lithographs, silk screens, monotypes, woodcuts and intaglio methods) are acceptable. The winner of the overall competition will receive roundtrip airline tickets to travel to the exhibit opening in Washington, D.C. on Thursday, June 17, 2010. In addition to the overall winner of the competition, awards will be given to those who place first, second and third in the following three categories: photography, computer generated art, and artwork of all other mediums. All artwork will be exhibited to the public at Metro Galleries from Monday, May 3rd through Friday, May 7th, concluding with the awards reception on Friday, May 7th at Metro Galleries, 1604 19th Street in Bakersfield from 6:00 PM-7:00 PM. All About Censure

Well, the City Council is finally getting around to doing what it should have done long ago - considering the censure of Councilman Cliff Thompson for all the grief he has brought to the City of Taft and those who work at City Hall. For your reading pleasure, here is the draft resolution in its entirety:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TAFT APPROVING A RESOLUTION CENSURING TAFT CITY COUNCILMEMBER CLIFF THOMPSON

WHEREAS, the citizens of Taft expect their elected representatives to act in a responsible and rational manner; andWHEREAS, Councilman Cliff Thompson was cited by the Kern County Grand Jury as having “violated the public trust” by failing to file an amended economic statement as required by law, and then doing so 2 years after the fact; andWHEREAS, Councilman Thompson by his various personal and unprofessional actions have brought shame and controversy to the City of Taft in the manner of a Grand Jury investigation; andWHEREAS, Councilman Cliff Thompson conducted a $200,000 personal business transaction with a city employee, the perception of which reflects badly on the City Council; he has since admitted in a public statement that it was unethical on his part to have done so; andWHEREAS, Councilman Cliff Thompson has pressured the City Manager to hire him as a city employee on more than one occasion; andWHEREAS, Councilman Cliff Thompson leaked privileged information to the press casting doubt on the credibility of the actions of the city council in closed session; andWHEREAS, Councilman Cliff Thompson left the dais during a city council meeting and approached and threatened a member of the media; andWHEREAS, Councilman Thompson sat in on closed session meetings of City

Manager evaluations when he knew he had a conflict of interest due to the financial transaction that he had entered into with the city manager; andWHEREAS, Councilman Cliff Thompson did not attend Kern COG and LAFCO meetings and did not inform the alternate of his absences so that the city council could be represented; he had the City incur costs and expenses by not canceling conference registrations and hotel reservations, and is untimely and slow in reimbursing the City for reservations for his guests for a dinner meeting; andWHEREAS, Councilman Cliff Thompson has left numerous closed session meetings in a huff when further action and discussions were still to be considered. WHEREAS, the citizens of Taft and the Taft City Council expect civility, respect, trust, and productivity at City Hall: NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Taft, California, that:

Section 1: The City Council of the City of Taft has lost all confidence in Councilman Cliff Thompson.Section 2: The City Council hereby officially censures Councilman Cliff Thompson for comments and actions that have brought disgrace and embarrassment to the City of Taft and its Council; this includes other reasons such as the harassing of the City Manager and staff, creating a hostile work environment with Council and City staff, and calling for an unfounded Grand Jury Investigation.Section 3: If Councilman Cliff Thompson cannot or will not take appropriate corrective actions to carry out the duties as a functional member of the Taft City Council, the majority of the Taft City Council asks that Councilman Thompson resign from the elected office as a Taft City Councilman effective immediately.Section 4: This Resolution is effective upon passage.

It’s gonna be an interesting meeting Tuesday evening.

Jeffferson School Get Visited From Taft College STEM Program

This week, Jefferson Elementary was visited by David Reynolds of Taft College with activities for two second grade classes related to the up and coming STEM program. Reynolds brought with him fossil replicas that the students were able to clean off and discover which kind they had. The STEM Mobile Science Center, a forty foot long trailer with various tools for scientific, hands on training, is still under construction but Reynolds said that the program is still going on. His visit with the second graders was a small glimpse of what the entire program will be capable of in the coming months.

Mettler Stops by Chamber Meetingby Jessica G. Miller

The Chamber of Commerce’s Sit and Sip this week was visited by a special guest, Republican, Assembly Candidate, Ken Mettler. Mettler is a stanch conservative activist out to protect the rights of Kern County and California citizens and plans to boost the fiscal health of California’s economy. The Independent will presnet a feature article on the 32nd Assembly District candidate in April prior to the election.

The Taft Chamber of Commerce will submit a request this Tuesday to the Taft City Council requesting funding to start up a low power AM informational radio station. According to Chamber Director Fred Schell, you will be able to tune your radio to station 1610 and be welcomed to the City of Taft by the Mayor; informed of the Rails to Trails project, progress on the Oilworker Monument all about the West Kern Oil Museum, the Historic Fort and even the splendor of Carrizo Plains. The station will also be an opportunity ti hear about the various points of interest, and be treated to a colorful narrative on the history of Taft. For tourists, information will be made available on such topics as where to spend the night and where they might be able to jump out of an airplane.

Taft Chamber of Commerce to Start Local Low Power AM Radio Station These are but a few of the options that will be offered to both residents and visitors alike. Shell says, “just think how beneficial this would be for Oildorado. Shell described the station like those that serve airports and National Parks. “We have all seen the signs suggesting we turn our radios to a low powered AM station along the freeways, at points of interest and even on Rodeo Drive in Beverly Hills. Most cities, airports, train stations and even parks all use the information broadcast system. The station is also useful in emergency situation. A disaster occurs; power is out, an emergency situation arises. The station will be an excellent way to reach citizens in life or death situation. A remote switch is activated and the information station transforms your radio into an emergency

communication devise where anyone with a radio can obtain timely and critical information. Shell says that in its capacity as District Chamber of Commerce and Visitor Bureau, the Chamber is the natural organization to sponsor the radio station. Shell says that the City of Taft would have to designate the Chamber to act on the behalf of the City of Taft to obtain a Federal Communication Commission license under 47 CFR 90.242 (FCC Rule 90.242) for the sole purpose of a “Travelers’ Information Station”. The Chamber wold apply for, install and operate the station on the AM Band in the frequency range of 530 kHz to 1700 kHz (specific frequency would be issued by the FCC) with a maximum transmitter output power not to exceed 10 watts and the installation of an antenna not exceeding 15 meters (49.2 feet).

War of Words at City Hall

There is a struggle going on in Taft City government, which is not unusual, except this one is not between city council members over approval of the city budget. This fight is between two veterans of public service - one elected, one appointed. And it is an unusual struggle because city manager’s, who are hired by the City Council, don’t usually hold press conferences to respond to council persons who are critical of their job performance, or to respond to accusations that they are liars. They are, after all, his bosses. On the one side of the fight is Taft City Councilman Cliff Thompson, a politically smart, combative and some say self-destructive city councilman who has never shied away from the media spotlight or controversy when he wants to get his way. On the other side, is Taft City Manager Robert T. Gorson, a professional city planner with over 33 years of executive and management experience, 17 years in local government, and the former Director of Planning with the City of Anaheim before coming to Taft to plan the city’s future growth and economic development. Both are men who like to get their way. Thompson, who was recalled from the Taft City Council back in 2001 but was since reelected to the council in 2003, has issues with Gorson over control of the future direction of the city, employee pay raises that Gorson has made since he was hired, which Thompson contends are illegal and Gorson’s contracting authority. Gorson has issues with Thompson interfering in city administrative affairs, the harassment of city employes and who should be running the day-to-day affairs of the city. “It’s unfortunate that we have a rogue City councilman,” Gorson said in reference to Thompson at a recent press conference held in the City Council chambers. Gorson was referring to Thompson’s interference in city affairs and his alleged harassment of Gorson and city staff. Gorson’s press conference was a response to a 30 minute presentation that Thomspon made at the February 16th Taft City Council meeting where Thompson said that Gorson had lied about pay raises he had made to city employees. Thompson contends that Gorson gave a 40% pay raise increase to city employees, a charge that Gorson refuted in his news conference. Gorson also said that he and employees at city hall felt threatened by Thompson. Gorson filed an official complaint with the Taft Police Department in late 2009 when he alleged that Thompson had driven his red pick-up truck in a threatening manner towards him and his wife. Thompson said that he was driving normally and even waived at the Gorson’s as he drove by. “I have felt threatened and I know others at city hall felt threatened,” Gorson said. When they hired Gorson nearly three years ago, the City Council had an ambitious plans to

expand the city limits to Interstate 5, look for new economic development, plan the city for a future of smart, sustainable growth, and expand the boundaries of the city’s redevelopment agency. So far, the city has significantly reduced it’s ambitious plans for city limit expansion, withdrawn a downtown building facade renovation program that would have helped pay for and spruce up the downtown, saw the demise of the Chamber of Commerce Downtown Committee which advocated for the clean-up of the downtown, and slow enforcement of the city building blight code enforcement program. On the other hand, Gorson has secured a

coveted Enterprise Zone designation for the city which promises to bring economic development opportunities to the city, and he may have even secured $2 million federal grant to fund a 27 acre city owned industrial park that would bring as many as 800 new jobs to the city. The city was also successful in it plans to buy the 46 acre rails-to-trail property from the railroad. Over the past two and a half years, since Gorson was hired by the Taft City Council, much has transpired between the two men who were once good friends (Gorson attended Thompson kick-off announcement for his County Supervisor campaign) which many

say is part of the reason the city has become so embroiled in controversy and examination by the Kern County Grand Jury. Shortly after being hired by the council, Gorson and his wife Myglo entered into a real estate investment transaction with Thompson. It was a hand shake agreement where the Gorson’s gave Thompson $200,000 to invest in Ford City real estate. However, both parties failed to report the transaction to the city clerk which is required by state law, until two years later. Just after Thompson filed bankruptcy in 2009, and following aggressive attempts by Thompson to get Gorson to hire him as assistant city manager, Gorson disclosed the investment to the other four city council members, who were stunned to hear about the deal. At about this time, Thompson began making accusations that Gorson had given city employees raises without council approval, and had hired city contract employees without council authorization. Some councilmen say it was Thompson’s way of getting back at Gorson for dislcosing the deal. To settle the argument, the council asked the City Attorney to give a legal opinion on whether the real estate deal between Gorson and Thompson was legal, and whether Gorson had the authority as city manager, as he contends, to give raises and hire contract employees without council approval. The city attorney in a memo to the council said that the real estate transaction was legal, but that Gorson did not have the authority to give raises or hire employees. The opinion was a win for Thompson. Not satisfied with the city attorney’s opinion, the council hired another firm, which Thompson vehemently opposed, to get a second opinion. Some councilmen believe that Thompson and the city attorney are close associates, and that the city attorney’s opinion was too favorable for Thomspon. So the council sought a second opinion on the two issues. Michael Jenkins, a League of California Cities attorney who had done previous work for the city was hired to give a second opinion and said in his memo that the real estate deal was not against the law, agreeing with the city attorney, but that Thompson had violated the law by sitting in on employee evaluations of Gorson because of the conflict of interest, something the city attorney did not mention in her opinion. But Jenkins differed with the city attorney on the raise issue and said that Gorson did have state and city authority to hire city employees and give raises without council approval. The second opinion was a loss for Thompson. According to one councilman, seeking the second opinion infuriated Thompson who then went to the Grand Jury and escalated the argument. The Grand Jury soon picked up on Thompson complaint and began secretly interviewing council members and staff. The resulting Grand Jury report concluded that the council was divided into two factions, that Thompson had violated public trust becuase of non-disclosure of the loan and participating in Gorson’s evaluations, that the city manager had failed to adhere to government codes and listen to the advice of the city attorney, and that the city council had failed in its financial responsibilities. The Grand Jury report was a win for Thompson. But since the release of the report, and the hiring of yet another law firm to investigate allegations of Thompson harassment of city employees, things have not cooled down. In fact, Councilmen Randy Miller and Paul Linder have placed a resolution to censure Thompson on the council agenda next Tuesday for his conduct as a councilman. With no chance that either Thompson or Gorson will relent, Things are only bound to get worse at city hall.

Jacob’s 24 Hour Burgers, Breakfast, Lunch and Dinner will be opening soon in Taft. The old donut shop located at 330 Kern Street is getting a makeover and will soon be known as Jacob’s 24 Hour Burgers, Breakfast, Lunch, and Dinner. A three generation family owned business, Hussan Quhshee with his son Mohammed Quhshee and Mohammed’s son, Jacob Quhshee have all been working on renovating the location. The Quhshee family is hoping to have everything ready to open by March 15th. “Taft doesn’t have anything like this,” said Mohammed, “We hope it catches on and that we will be able to stay open 24 hours.” The Quhshee’s plan is to start out with the late night restaurant being open 24 hours, but if the response and demand is not there they will cut back to regular business hours. “There is nothing open late in Taft and with the good location and busy street we are confident that this will work,” said Mohammed.

Greg Grey wants to get involved in Taft community affairs, so he has decided to create Citizens for the Betterment of Taft or CBT. “So often you hear a young Taftian say there is nothing in Taft for me, which is why I’m moving to Bakersfield, said Grey. “We expect 5 people to make the decisions for our city with very little and sometimes no input from the people who live here,” Grey said. Greg says that recently the Kern County Grand Jury conducted an investigation of Taft. One of the significant recommendations they made was, "The Citizens of Taft should become more involved in holding the City Council members accountable for their actions and/or inactions." Greg says that when read this in the Grand Jury’s report along with many other recommendations, he decided that it was time to get involved. “I always believed if you don’t like what is going on in the government get involved,” said Grey. “The beauty of our country is that we have that choice, we have a voice. To bring us together I have started the “Citizens for the Betterment of Taft” a community organization with the purpose of this group being to inform, coordinate and mobilize Taft citizens who want a say in Taft,” said Grey. Greg asks, “imagine what we can do if we come together as a community for the future of our city.” Currently, Grey is putting out information through the social networking outlet, Facebook, under the group heading Citizens for the Betterment of Taft. Grey says already 25 people have signed up in the 3 days. Greg plans to attend the Taft City Council meetings when he can and monitor what happens.

Senior Alberto Uribe, junior Zachary Fore, sophomore Kyle Fleming and freshman Ethan Harlan are the Taft Union High School students of the month for January. Fleming also earned the honor in February 2009 as a freshman. Students are nominated by staff and selected by Renaissance Committee students. The Renaissance program promotes academics. “Alberto has worked hard to be one of the top (20) students in the senior class. In addition, he has also become involved in many community service activities and is a leader in that area. He is reliable and can be counted on to help out when needed. I know Alberto will be successful in college and beyond. He is a winner!” exclaimed his counselor Tammy Sutherland, who nominated him. Teacher Debra Popejoy agreed, “Alberto Uribe has come a long way in four years. He is one of the most self-motivated students I have in the AVID program. This school year, he has taken the initiative to apply to more than 10 universities and has completed several local and national scholarship applications. He is determined to be a success!” AVID (Advancement Via Individual Determination) provides instruction such as note-taking skills, organization, collaboration and advanced reading and writing skills to give students a framework to succeed in college.Zach Fore was nominated by librarian Kathy McLaughlin, who has watched him emerge from his shy shell. “Several months ago Zach began voluntarily helping us out in the library,” she said. “After I taught him some basics on checking out books and helping students, he picked up on this rapidly and has been helping students ever since. He is here first thing every morning, during nutrition break, and during lunch to help check out books to students. The most amazing thing has been the transformation in Zach himself. Previously, Zach was always very shy and quiet; one could rarely get him to say anything, let alone smile. We have seen him really break out of his shell — interacting with both students and staff members in a positive way.” The junior also has made a positive impression on his teachers. “Zach comes to my class every day ready to get to work. He ends every day holding the door open for all the other students to exit the room. He is a pleasure to have in class,” added Mark Fitzsimmons, his graphic communications teacher. “Zach is an excellent student and a great person. He has a quick sense of humor that keeps our class interesting. I appreciate having him as a student and being able to watch him grow into a fine, young man,” added English teacher Machelle Arrington.“Kyle Fleming always has a good attitude. He is a scholar-athlete. He was one of the top runners on the cross-country team and is one of the top four tennis players. The other three are all seniors. He also has been very helpful recruiting other tennis players,” said tennis coach Jim Carnal, who nominated him. That was seconded by English teacher Nancy Dyer: “Kyle is a serious student who completes his work, competes in sports, is a member of the Taft Oil-Technology Academy and AVID, and is a good example for his fellow students.” “Kyle has really grown into a fine young man since coming to Taft High. He’s made a lot of new friends and found the sport he loves, tennis. Kyle joined our AVID family as a sophomore and has really excelled in his studies. His grades have improved dramatically because he uses the AVID strategies that I teach to his advantage. Kyle is always polite and respectful and I’m happy to be both his Spanish and AVID teacher and former tennis coach,” praised Mike Cowan.

Lincoln Students to Perform in Honor Groups Lincoln music students Bradley Odom, Taylor Owen, and Erica Shannon have been selected through a rigorous audition process to perform in the Kern County Honor Music Festival Thursday, February 25, 2010, at 7:00 p.m. in the Rabobank Auditorium in Bakersfield. Odom, and eighth grader, will be playing the baritone in the Honor Band while Owen, a seventh grader, and Shannon, an eighth grader, will be singing in the Honor Choir. The students will join approximately 400 other junior high/middle school musicians from throughout Kern County. These students also participate in other activities. Brad Odom is a member of the award winning Taft Drumline. Taylor Owen has appeared in local musicals and is now preparing for the local production of “Annie”. Erica Shannon participated in last year’s “Taft has Talent”. The Honor Band will be conducted by Mr. Scott Smith, director of bands at Garces High School, and the Honor Choir will be conducted by Ms. Heather Bishop from the Clovis Unified School District. Both are highly respected music educators in California and have conducted honor groups throughout the western United States. The Honor Music Festival is free of charge and open to the public.

With the pending retirement of current General Manager Jerry Pearson, the West Kern Water District has hired a new General Manager. Harry Starkey of Bakersfield has been hired as the water district new General Manager. He is currently General Manager of the Berenda Mesa Water Storage District, an agricultural district on the west side of Kern County, which also serves potable water. He has been General Manager there for 12 years. Starkey is a Registered Civil Engineer with extensive experience in California water issues in general, Kern County water issues more specifically. Before becoming the GM at Berenda Mesa, he was employed with the Kern County Water Agency, Bolthouse Farms and the engineering firm of Bookman-Edmunston. Starkey is actively involved in working with the Kern County Water Agency, Department of Water Resources and the State Water Contractors. Starkeywill begin work at the District on April 5,2010.

Taft City School District Kindergarten Registration Dates Announced Officials from Taft City School District have announced that registration will be held March 8 – 24 for children entering kindergarten for the 2010-2011 school year.Eligible students must be five years of age on or before December 2, 2010. At the time of registration, children will be required to present a birth certificate, immunization record (to include three Hepatitis B, MMR #2, and varicella or physician’s statement of having had chickenpox disease), record of a current physical exam (not to be given before February 16, 2010), proof of TB skin test within one year of current date, and proof of residency (current rent receipt, utility receipt, etc.). As of January 1, 2007, the pupil must have an oral health assessment by a licensed dentist or other licensed or registered dental health professional. The assessment must be performed no earlier than 12 months prior to initial enrollment of the pupil. Taft College’s Val Garcia Talks Math and Science at Taft Chamber Taft College’s Associate Dean of Instruction Val Garcia spoke at the Taft Chamber of Commerce breakfast meeting on Wednesday about the college’s new math and science programs. Garcia discussed how the college is working with local schools to get young people excited about math and the sciences. Garcia described the college’s new STEM program, Science, Technology, Engineering and Mathematics, which will introduce students into the world of science and math. “The STEM program is designed to introduce students to math and science in a nontraditional way,” said Garcia. Taft College expects to receive a new mobile technology lab in a few weeks. The vehicle will travel to local schools and expose students to the sciences while promoting Taft College programs.

“What is Love?”

February is the love month. Love is the center of conversation and that is a good thing except the definition of love can be confusing. Our world would have us believe that love is a feeling that magically

appears. I was watching the movie “Pearl Harbor” last night and Danny, one of the leading men, tells his best friend that he just fell in love and he could not help it. The only trouble was that Danny fell in love with his best friend’s girl. Now the movie portrays Danny as a great guy and his romance is theoretically sound due to several circumstances that occur. But since he could not help falling in love, it seems to me his love was probably more lust than love. Love is a conscious decision and the loving feelings come from performing acts of love. One of the greatest acts of love ever recorded was not an act performed to enhance romantic love but an act of a servant’s love. “Jesus…got up from the table, took off his robe, wrapped a towel around his waist, and poured water into a basin. Then he began to wash the disciples’ feet, drying them with the towel he had around him. When Jesus came to Simon Peter, Peter said to him, “Lord, are you going to wash my feet?” Jesus replied, “You don’t understand now what I am doing, but someday you will.” “No,” Peter protested, “you will never ever wash my feet!” ( John 13:3-11, NLT) In the culture at the time of Jesus, it was the lowest servant’s task to wash the feet of those present at a meal. A self respecting Jewish Rabbi would never wash the feet of others but that is exactly what Jesus Christ did for his disciples. No wonder Peter protested this act of feet washing which was beneath Jesus’ status. Later as the disciples understood that it was actually God who washed their feet, we can only imagine the love they must have felt for Jesus their God and Savior. Jesus loves us and asks us to reflect his love to others by performing acts of love. Through Jesus we actually make a decision to love others and to perform kind and loving acts. I pray that during the month of February we would all make an extra effort to perform loving acts for others and experience all that the love of Jesus has in store for us.
