As in the previous years, this year also, proposals for preparation of phased programme for the year 2010-2011 (Revised) and 2011-2012 were called for from all State Govts. However, only a few State Govts./ Directors of Medical Services have sent their proposals for inclusion in the phased programme. The phased programme has, therefore, been prepared based on the proposals received from the State Governments, and from the Regional Directors. I am enclosing a copy of the phased programme for implementation of the scheme in non-implemented areas for the year 2010-2011 (Revised) and 2011-2012 with the request that necessary steps may be taken on priority basis for implementing the scheme in the areas shown in the phased programme as per Annexure-I & H. Sir,The ESI Scheme is being implemented area-wise in a phased manner. As per
the provisions of the ESI Act, the administration of medical care rests with the
concerned State Governments. Accordingly, a phased programme for implementing
the scheme is formulated every year in consultation with the State Govts., Directors
of Medical Services and the Regional Directors of ESI Corporation. As in the
previous years, this year also, proposals for preparation of phased programme for
the year 2010-2011 (Revised) and 2011-2012 were called for from all State Govts.
However, only a few State Govts./ Directors of Medical Services have sent their
proposals for inclusion in the phased programme. The phased programme has,
therefore, been prepared based on the proposals received from the State
Governments, and from the Regional Directors.
I am enclosing a copy of the phased programme for implementation of the
scheme in non-implemented areas for the year 2010-2011 (Revised) and 2011-2012
with the request that necessary steps may be taken on priority basis for
implementing the scheme in the areas shown in the phased programme as per
Annexure-I & H.
Arrangements for delivery of medical care may be made by setting up of
separate dispensaries or through IMP Clinics. Areas having less than 1000
employees have not been included in the phased programme. However, in case the
scheme can be implemented in such areas located in the periphery of existing
implemented areas by attaching them with existing dispensary, the Corporation
would welcome proposals.
The need for accelerating the pace of implementation of the scheme in new
areas has been emphasized time and again in meetings of the Standing Committeej
ESICorporation.
In order to assist the State Governments, the Corporation bears the entire
expenditure on medical care for an initial period of 3 years in case of
implementation of the scheme to new areas, subject to the condition that a
separate account of expenditure is maintained and a certificate to that effect is
submitted to the Corporation. The ceiling of expenditure on medical care per
insured person family unit per annum has also been further enhanced from
Rs.1,000j- to Rs.1,200j- w.eJ. 01-04-2009.
It is hoped that keeping in view the concerns expressed in various fora for
speeding up the pace of implementation, the State Governments will take steps to
complete the necessary arrangements in the areas included in the phased
programme for delivery of medical care to the insured persons and their family
members before the target date so as to enable the Corporation to take further
action for issue of notification(s) well in time for implementing the scheme in time.

the matter with the State Government for speeding up implementation of scheme asper phased programme. The matter may be discussed with the concerned Secretary/Director CM) to get implementation proposals expedited to Hqrs. Office. RegionalDirector may please monitor personally submission of medical plan, estimates, revenuedemarcation etc. both by the State Government and from the Regional Office itself asper targets fixed and discuss at the highest level so that we could achieve the targets.He may also consider discussing the phased programme and achievement of thetargets in the Regional Board Meetings. It is expected that with vigorous persuasion atpersonal level by the Regional Directors, the scheme can be implemented in more areasduring the year 2010-2011 and 2011-2012.
3. All SSMCs/SMCs,ESI Corporation, for information andnecessary action. It is requested that implementation proposals may be persuade withthe respective State Govts. vigorously for implementation of the Scheme in new areasby the targets fixed.
