Final New Burdens payment 2015/16 for the Real Time Information Bulk Data Matching Initiative, reduction in Housing Benefit backdating and removal of Family Premium

Introduction

1. This circular is to inform you of funding that will be allocated to local authorities (LAs) in support of the cost of implementing welfare reform changes in 2015/16; as well as providing initial payments for initiatives in 2016/17.

2. The funding is intended to meet New Burdens incurred by LAs as a result of the on-going implementation of the following areas:

• Real Time Information (RTI) Bulk Data Matching (BDM) Initiative

- Final payments for 2015/16 RTI BDM - Initial payments for 2016/17 RTI BDM

• Removal of the Family Premium and limitation of Housing Benefit (HB) backdating to one month

Funding details

3. A breakdown of the total funding is given below: Area of activity

Funding distribution based on Funding (to nearest £0.1m)

Final payment of RTI BDM referrals

Distribution is based on the actual files received for 15/16 minus the interim payment made June 2015

£2.74m

Initial payment of the funding before the outset of the 2016/17 delivery timetable (based on the ‘netted/capped’ allocation cost model)

Distribution based on the predicted level of files received for each LA area

£1.5m

Removal of the Family Premium and the reduction of HB backdating

Distribution based on the current affected caseload in each LA area

£1.25m

4. Each element of the funding has been distributed amongst LAs on a basis that reflects the likely distribution of costs, as indicated in the table above. The allocations are included in the attached Annexes A to C.

Payment arrangements

5. Each LA will receive three separate payments on or around 29 March 2016, totalling the allocations shown in Annexes A to C.

RTI BDM 2016/17 uprating 6. For the initial RTI BDM payment, an uprating of 1% on last year’s amount to deal

with the RTI referrals has been approved. This will increase the payment per file to £10.38; the payment for debt recovery action remaining unchanged at £5.00. The total payable per case will be £15.38.

HB backdating and removal of Family Premium new arrangements

7. As detailed in circular HB A3/2016, new arrangements, which come into force from 1 April 2016, reduce the maximum period for which HB claims may be backdated for working age claimants to one month.

8. The Family Premium will not be included in the HB applicable amount for new entitlements to HB beginning on or after 1 May 2016.

9. Funding has been approved for training, guidance and changing electronic claim forms. Payments, for changes to LA IT systems have been paid separately and are not included in this circular.
