Governments 500m scheme
Big interest in help for first-timersFIRST-time buyers are being
advised to act fast if they want to have much hope of benefiting
from the latest Government scheme designed to get many of them onto
the housing ladder. Launched by housing minister Grant Shapps,
FirstBuy was announced in the March Budget, with 500 million
Government backing. It will enable people to buy homes on
developments nominated for the scheme with deposits of only five
per cent. Another 20 per cent is provided by the Government and
selected builders, while the rest of the money is a 75 per cent
mortgage. The plan isnt entirely altruistic. FirstBuy is part of
the Governments wider economic strategy to boost growth by
simultaneously stimulating housing demand, tackling supplyside
barriers and supporting local priorities for housing supply. It is
seen as an important way to preserve construction jobs until
recovery lifts off. The Governments 500m is being shared between
100 builders which will offer the scheme across the country,
meaning about 10,500 first-time buyers will take advantage of the
scheme in the next couple of years. Interest in the scheme has been
intense. Barratt Developments, allocated 25m of FirstBuy funds,
already has 12,000 applicants pre-registered for the scheme. Other
builders involved include Persimmon, Bovis and Linden Homes, while
Barclays, Halifax, Nationwide and Melton Mowbray Building Society
are among lenders providing mortgages. Applicants for FirstBuy can
earn up to 60,000 a year. Ian Baker, group managing director at
Linden Government (through its Homes and Communities Agency) take
an equal second charge over the property to secure their interests.
These equity loans count as second charges on the property, and
have equal footing in contract law. The use of a standardised
charge will simplify the conveyancing process, and is intended to
make the product more attractive to lenders and help with marketing
the schemes to buyers. Each equity loan term is for a maximum 25
years, with repayment required on any resale. The first FirstBuy
contracts are expected to be signed in July, with the first homes
available from September. The equity loan is offered interest-free
for five years. Interest is charged at 1.75 per cent in year six
and at inflation plus one per cent thereafter. The buyer will repay
the loans when the home is sold. It is intended that the Government
and the developer, through their respective equity loans, will
share the equity depreciation as well as benefiting from any
appreciation in the value of the property during the period of
ownership. However, some experts warn that FirstBuy will leave
vulnerable first-time buyers in trouble if prices fall
significantly. Some forecasters think prices will drop in 2011 and
2012, especially if the Bank of England has to raise interest rates
from current historic low levels. According to property website
SmartNewHomes.com, the average price of a new home in May reached
229,041 the highest level since October 2008. Applicants for
FirstBuy should initially register their interest on builders' own
websites, such as lindenhomes.co.uk. Some developers have yet to
announce which of their developments have been nominated to operate
the scheme.
Homes, says: The Government has listened to the housebuilding
industry by introducing this initiative for first-time buyers and
we welcome it. "he scheme has allowed flexibility over the
allocation of funding, which is arranged on a regional basis, and
this will ensure funding is based on purchaser demand. Starter
homes comprise eight per cent of the total homes Linden Homes
anticipates to build by 2012, so our allocation is in proportion to
our output. The funding will sustain housing supply, create jobs in
construction and, crucially, help a pool of first-time buyers. We
have seen substantial levels of interest in FirstBuy across all our
regions, with a number of people registering on our website for
information. Lenders remain overly cautious and until lending
criteria are relaxed, so the onus is on builders to make up the
shortfall. In most cases, the maximum price payable for a FirstBuy
home is 280,000, although the Department for Communities and Local
Government has indicated that 300,000 may be allowed in more
expensive areas. The buyers mortgage loan will be secured as a
first charge on the property in the usual way and ranks ahead of
the equity
loan charge. The buyer will repay the loan when they sell the
home and the loan providers take a share of any rise or fall in the
homes value. Both the developer and

Agency takes two titles
Awards at the double for lettings innovationLETTINGS specialist
Belvoir is celebrating once again after scooping major honours in
both the 2011 Lettings Agency of the Year Awards and the annual
awards scheme run by the British Franchise Association (BFA).
Belvoir, which has an office in Broad Street, Hereford, run by
Steve Slawson, was presented with silver at the Lettings Agency of
the Year Awards. It is the second consecutive win for the company
in this major competition, judged by top industry experts,
including The Property Ombudsman. In the BFA Awards, Belvoir was
also named brand builder of the year, in recognition of the hard
work which Steve, along with other franchisees in the Belvoir
Group, have put into refreshing the companys image in the local
market place over the past year. At the 2011 Lettings Agency of the
Year awards Olympic gold medalist Dame Kelly Holmes handed over the
trophy to Belvoir managing director, Dorian Gonsalves. He said:
Winning such an award for two consecutive years in the best
lettings agency franchise category is testament to the pride,
passion and dedication shown by all our franchise owners in
delivering consistent and outstanding customer service to their
local landlord and tenant clients. It is a fantastic tribute to the
entire network. The judges citation stated: Belvoirs franchise
offering continues to impress and the judges are pleased to
recognise the maintaining of the high standards shown previously.
This lettings-only agency has established an exceptional brand,
demonstrating professionalism and high standards at every level.
Belvoirs team has established itself as experts and not only have
profits increased, but a strong and steady growth of franchise
applicants reinforces the high regard in which this franchise
business is held by local owners themselves. At a separate
ceremony, Belvoir was also named brand builder of the year, by BFA
director general Brian Smart. Recognising the major efforts which
Belvoir and its local franchisees have put into promoting its name
and reputation including the re-design of the new distinctive Buy
to Let Boards, which are appearing throughout the Hereford area,
and the introduction of a Belvoir iPhone app the BFAs judges said:
Belvoir Lettings demonstrated that brand building has a fundamental
role to play in a franchisors growth strategy and it can be
delivered simply and effectively. Brian Smart added: Our panel was
presented with some of the best examples of innovation, brand
development and franchise support from across the whole franchising
spectrum. It is a privilege to recognise Belvoir as a truly
outstanding example of how it should be done. Dorian Gonsalves,
said: I pay tribute to Steve and all the other 140 plus franchisees
in our network for the hard work and commitment they have put into
transforming our brand over the past year. Despite a difficult
economic climate, we took an early decision to invest further in
our brand, and this award is confirmation that it was the right
thing to do.

director Dorian Gonsalves and Anthony Gaskell, regional manager of

category.

New buyers are still in market reckons surveyA RECENT Home Sale
Network survey has found that first time buyers continue to enter
the UK property market. When asked whether there was an increase in
first time buyers in 2011 compared to the end of 2010, over a third
(35 per cent) of respondents indicated that they had seen an
increase. A specially selected, national network of independent
estate agents across England, Scotland and Wales, Home Sale Network
is able to provide a good indication of the number of first time
buyers around the country that are currently entering the UK
property market. Sixty-two per cent of survey respondents named a
lack of mortgage deposit as the biggest influence in preventing
more first time buyers from entering the market. A further third of
Network members reported that it was a lack of mortgage
availability that was preventing some first time buyers from
purchasing a home. Mark Baddeley from Andrew Grant, said, Our
survey suggests that although the mortgage market continues to be a
challenge to firsttime buyers, many are finding new ways to be able
to afford their first home, whether its buying a property with a
friend or a family member and so now is a good time to get on the
property ladder. If you are a first time buyer then contact Andrew
Grant today. We are local experts and can help you find the right

House near city centre
Mews-style home
Rent arrears upWITH rents in the private sector rising strongly,
the number of tenants in severe financial difficulty has climbed
rapidly in the last quarter, according to new research by chartered
surveyors Templeton LPA. In the second quarter of 2011, it says,
the number of private sector tenancies in England and Wales which
are more than two months in arrears jumped by 8,700. Some 74,500
tenants in England and Wales were in severe arrears a 13 per cent
increase compared to the same period in 2010. However, tenancies in
severe arrears represent just 2.1 per cent of all properties in the
private rental sector in England and Wales, which probably explains
why many investors are still looking to buy more properties. The
growth in tenant arrears has been mirrored by a nine per cent rise
in a year in the number of tenants being evicted through court
orders.

MARCHES Local Enterprise Partnership (MLEP) is now open for
business after being officially launched at the House of Commons.
The organisation, which will seek to grow business in
Herefordshire, Shropshire and Telford and Wrekin, has been declared
open by Ludlow businessman Dr Geoffrey Davies. Dr Davies, managing
director of Ludlow company McConnel, made a plea for the area to be
given Enterprise Zone status at the launch. He also stressed the
importance of access to finance for small and medium-sized
businesses, superfast broadband, improved mobile phone coverage and
the need for a fast and frequent direct rail link to London. We
need to make land and property fit for business startups, business
expansions and for new business arrivals, said Dr Davies.

Enterprising plea from newest LEPA HEREFORDSHIRE jewellery maker
is sweetening up her business by making designs out of favourite
confectioneries. Josie Fears candy jewellery range includes
liquorice allsorts, love hearts and dolly mixtures and are
available to purchase at Tudor Sweets in Ross-on-Wye. I grew up on
a diet of Haribo and dolly mixtures because my late father owned
the then general store, Gwalia, in Ross, said Josie. I am making
jewellery all the time and have just made love heart cufflinks for
men. The 19-year-old, who is from Upton Bishop, has always been
passionate about fashion and used to sell jewellery to her friends
when she was at Haberdashers Monmouth School for Girls. She now
runs her Fiction Jewellery busi-

its business driven and not government-suppressed. More than 60
people attended the launch at the Commons, including MPs,
representatives from trade and industry, councillors and officers

on television. I tweeted TV presenter Jameela Jamil on Twitter to
tell her about my jewellery and from that one tweet she bought a
liquorice allsorts necklace and wore it live on TV, said Josie. She
is hoping to expand to the London market as she is due to start a
fashion management course at the London College of Fashion.

Tourism trade benefits from networkingTourism Network Forum.
This event, held at Burton Court in Eardisland, had arisen from
informal discussions about the marketing of the area's tourist
industry and the impact it has on business and community as a
whole. It provided the chance for neighbouring businesses to make
introductions and network. The response was outstanding with more
than 100 businesses represented at Burton Court. Another network
meeting has already been organised. For more details, contact Gill

Grange Court, which started life in 1633 as a market house in the
centre of the town, will be handed over to Leominster
Area Regeneration Company (LARC) for use by community groups.
Dick Ellinson, who has recently moved to Herefordshire, has been
appointed manager and will oversee the
building once work is complete. He will initially be responsible
for marketing the new office space which can be rented as part of
the community hub. Funding for the
