Univers ities to have high-speed Internet access soon

All tho public and pnvate un•verSIIIes and research •nslitutions of the country will soon havo hlgh·speed internet connectivity under H1gher Educat•on Quality Enhancement PrOJeCt (HEQEP) UGC signed an agreement with the Power Grid Company of Bangladesh for us1ng Its two Clark f1bers to establish the Bangladesh Research and Educallon Network (BoREN)

BdREN w1ll enable h1gh per1ormance connectivity among academ•cs, scientists and researchers 1n higher education to communicate with their peers Within the country and eventually with tho global academ1c and research communrty.

W1th the NetwOrk OperatiOn Centre (NOC) set up at UGC, the hrst phase of BdREN Implementation has already begun Po1nt.s of Prosenoe (POP) have boon created •n four universities in Dhaka wh•ch will gradually be extended all over the country.

Monitoring and Evatuat•on Unit (MEU) ol HEOEP has. so lar, earned out four types of surveys on lho status of higher education in the country and lmplemontalion progress ol HEOEP. These aro ( t) Six-monthly SPM report supplemented by 20°o held verification by M&E team (2) Satrslaction Survey ol 10 Departments ol tO Universit•es to supplement Pilot Satrslact•on Survey whrch Will be used as the Baseline. (3) Field VISit monitoring by using standardiZed Chock·llst and (4) P1lot Satisfaction Survey The survey resulls of 20% field vonficatlon ol AIF sub· projects •ndicaled that about 24~. ol expected Milestones and I 8°~ of Per1ormance IndiCators have been achieved w1thin sox months' span of time. Consrdenng the fact that some SPMs could not achieve targeted level due to procurement delay. lack of skilled staffs and delay in reoe,pt ol lund, most ol tho sub-protects have atta•ned satisfactory progress. Field VIsit Monltonng lnd1cated that lhe Sub-projects are doing woll in ( t ) Setting up ol office. and (2) Conducting coorchnaiiOn meetmg The held survey showed that ( t ) Report•ng Status ol sub-project, (2) Regrster Maintenance. (3) RecrUitment ol staff and (4) AcceleratiOn ol fund utlhzatron are the key areas whiCh needs further improvement. The SPMs were advised accordingly.

Out of total RDPP allocal ion of Tk. 6810.4 Million. Tk 1103 459 M1llion was disbursed for 4 components up to December tS. 2011 I.e about 16.2°o disbursement was made The AIF allocatron for 1st round Sub-proJects 1S

An International workshop on "Use. Abuse and Applications of Statistics' was organ1zed on December 24. 2011 on the occasion ol Golden Jubilee celebration of the Department ol Statistics at AU. Proftessor in Emeritus Dr Mir Masum Ali and Dr A.H.M Rahmatullah lmon, both from Ball State University, USA and many researchers ol department and organizations presented the1r articles 1n the workshop. More than 250 students. professionals and statisticians around the country participated in the workshop.

Remarkable progress has been made under the sub-project t1tled "Development of the Central Research Laboratory of the Faculty of Biological Sciences and Ennchment of the Teaching Capacity and Quality Research".

Training on scientifiC Instruments (Microscopy, Sterilizer, Incubator) and instrumenta tion (Double beam Spectrophotometer, Atom1c Absorption Spectrophotometer, Real time PCR, Inverted and Dark Reid, Microscope and HPLC) and two seminar on "Biotechnology-A Global Status and Bangladesh Perspective" and "Sustainable Waste Management" were organized in Chittagong University.

Refurbishment of conference room and procuring the furniture and sophisticated Instruments for Molecular Biology Laborato.y has also been completed.

WB mission for MTR due In January

The World Bank mission Is coming to HEOEP in Janua.y 2012 for the Mid Term Review (MTR) of the project. The objective of the MTR IS (i) to assess the overall implementallon progress towards achieving the project development objectives; (ii) to critically review component wise achievements and identify challenges faced by the project; and (iii) to provide practical recommendations tor the remainder period of the project and beyond based on the lessons learnt.

Dr. S.M. Zabed Ahmed joined HEOEP on December 11 , 2011 as Digital Library Specialist. He is on leave from the University of Dhaka where he IS a Professor in the Department of Information Science and Library Management.

His pnmary role in HEOEP will be to establish a consortium lor subscriptions to online resources. Dr. Ahmed is a prolific researcher and has contributed numerous research papers to 1n1ernational journals.
