On March 16, 2020, in accordance with section 418.016 of the Texas GovernmentCode, Governor Abbott has suspended various provisions of the Texas Open Meetings Act thatrequire government officials and members of the public to be physically present at a specifiedmeeting location (the “Proclamation”). In accordance with the Proclamation, the District hasimplemented procedures to allow members of the public to participate and address the Board ofDirectors during the telephone conference meeting. The Board of Directors (“Board”) of Harris County Municipal Utility DistrictNo. 202 (“District”) met by telephone conference call on July 13, 2020, in accordance with theduly posted notice of said meeting and with the March 16, 2020 Order of Governor Abbott., witha quorum of Directors present, as follows:
Also present were Mr. Terry Holland, Mr. Andres Juarez, Mr. Josh Maas, Ms.Angela Cunningham, Deputy Cantu, Mr. Aaron Alford, Ms. Pat Hall, and Mr. Wm. Scott Smith.
The meeting was called to order and declared open for such business as mightregularly come before it.
1. The Board opened the floor for public comment. No public comment waspresented.
2. The Board unanimously approved the minutes of June 8, 2020.
3. Deputy Cantu presented the law enforcement report and noted that therewere very few calls during the prior month.
4. Ms. Hall presented the tax assessor-collector’s report indicating that 2019taxes are 99.5% collected. Upon motion duly made, seconded and unanimously carried, theBoard approved the tax assessor-collector’s report and the checks drawn on the tax fund.
5. Mr. Holland presented the bookkeeper’s report. Upon motion duly made,seconded and unanimously carried, the Board approved the bookkeeper’s report and the checkslisted thereon.
6. Director Peaks entered the meeting.
7. Mr. Maas presented the operator’s report indicating that there were 926connections within the District, and water accountability was 110.9% for the month due to aRegional Water Authority meter problem. There were 7.03 million gallons of water purchasedand produced. The Board unanimously approved continuing the suspension of disconnections

for nonpayment but requested that the operator personally visit the owners of the accounts thatare greater than 90 days in arrears.
8. Mr. Alford presented the developer’s report and noted that ChampionsOak water sewer and drainage and detention contracts have been awarded. The developer iswaiting on final plan approvals from the reviewing agencies.
9. Mr. Juarez presented the engineer’s report and stated that the storm waterquality permits are all up to date. The engineer is waiting on the Harris County Flood ControlDistrict to issue the acceptance letter for the Champions Crossing phase 2 detention pond. TheChampions Crossing detention pond videos of the storm sewer outfalls show corrosion in thearea. The engineer estimates the cost to repair at $55,000. The Board unanimously approvedsoliciting bids to complete this work. The Board reviewed the bids for the water sewer drainageand detention for Champions Oak Section 1. The low bidder was Fellers & Clark, LLC with abid of $1,967,500. The Board unanimously approved the award of the contract by the developersubject to final plan approvals.
