Chapter 1
At Girl Scout Council of the Nation’s Capital, thereare three GSUSA certified levels of council trainers:Apprentice Trainers, Experienced Trainers, andMasters Trainers.
• Apprentice TrainerA volunteer, who recently completed a Train-the-Trainer course and is in-training to become a full-fledged Experienced Trainer.
• Experienced TrainerA volunteer, who has completed theirapprenticeship and can now take the lead intraining any course they have previously co-trained.
• Master TrainerA volunteer, who has been an Experience Trainerfor at least two years, and meet additional GSUSAapplication requirements.
• Transfer TrainerA volunteer, who moves into our councilboundaries and was a Girl Scout trainer for anothercouncil (as an Apprentice, Experienced, or MasterTrainer).
In the next few pages, we will explain the follow-ing for all levels of trainers:

Throughout the manual, wewill use the term “leadTrainer”. A lead trainer isan Experienced or MasterTrainer who takes on theadministrative responsibili-ties for a particular class.

The Apprentice Trainer
RECOGNITION:After taking the Train-the-Trainer (TTT) class, the Apprentice Trainer is awardedan official GSUSA trainer pin with an “Apprentice” rocker.
APPOINTMENT PROCESS:An Apprentice Appointment Letter (see below) is issued after the TTT class.

The Experienced Trainer
RECOGNITION:At the end of the apprenticeship, after completing the Roundtable, the trainer isawarded the GSUSA “Experienced” rocker to go under the trainer pin.
APPOINTMENT PROCESS:At this time, an Appointment Letter (see below) is issued, indicating your termof service.

Frequently Asked QuestionsRegarding Council Trainer Requirements:
Q What counts as continuing education?A. An activity or class that increases awareness of human relations, improves training skills or
enhances personal growth and meets council needs. (First aide training does not meet thiscriteria.)
Q. What counts for my six hours of module training?A. 101 Basic Leadership, 100B Fundamentals for Resource Volunteers, Program Level,
Camping, Administrative, or Trainer Education classes count as module training.
Q. Do trainings for Cadette and Senor Girl Scouts count for training hours?A. Workshops aimed primarily at girls are considered programs and do not count toward the
minimum training hours necessary for re-appointment.
Q. What is a lead trainer?A. The trainer who takes on the administrative responsibilities for the training is considered the
“lead trainer”.
RE-APPOINTMENT PROCESS:√√√√√ After trainers’ appointment periods end, they are
requested to assess their position and decide between thefollowing three choices:
1) Resign If they cannot, or do not wish to, continue as a Council Trainer, a trainer should contact their Training Specialist to resign.
2) Take a leave of absence A trainer who does not wish to resign, but will be taking a specified leave of absence can do so by contacting their Training Specialist.
3) Apply for re-appointment A trainer interested in continuing as a Council Trainer, must apply for re-appointment.

The Master Trainer
RECOGNITION:After a volunteer has been an Experienced Trainer for two years, she/he maywork toward becoming a Master Trainer. This would include being recognizedwith a “Master” rocker to go under her/his trainer pin.

The Transfer Trainer
We welcome trainers who have re-located to our council from other areas. The process of transfer-ring into our council is as follows:
√√√√√ Complete a GSCNC Trainer Application(see below). This can be downloadedfrom the GSCNC website under “TrainerForms” or a hardcopy from a TrainingSpecialist.

√√√√√ A Training Specialist will contact you todiscuss your background, and interestsand to explain the processes ofGSCNC.
√√√√√ A Training Specialist will contact thetrainer’s Association Training Manager(ATM) and make recommendations forsteps to appointment.
√√√√√ The ATM contacts you to welcome youand informs you of the basic requirements of a Council Trainer.
√√√√√ After the proper steps have been followed, your name is then added to the Council Trainerlist at your earned GSUSA level.

All Transfer Trainers should take our 101 – Basic Leadership Training, available in classes andonline. If they are also interested in camping, they should take the 224 – Re-Qualification forCampout class.

Site Fees for Training:
We encourage the use of low, or no-cost sitesfor trainings.• Volunteers should not pay fees out-of-
pocket.• Request payment of site fees from the
Training Specialist before contracting with afacility.
The Training Specialist will either:Approve the request and• Process the payment through GSCNC• Authorize the lead trainer to submit a letter
for reimbursement, accompanied by re-ceipts.
Deny the request and• Assist the lead trainer or ATM in securing a
site that is more cost effective.
Setting-Up a Training
The Course Set-Up Form may be e-mailed, faxed, snail-mailed or droppedoff at the DC council office.
There are at least three ways that training needsare determined:
1. A particular service unit or associationneeds a certain course.
2. A trainer wants to train a particularcourse.
3. The council office sees a need for acertain course.
It is the trainer’s responsibility to find a locationfor her/his training. (ATMs might assist in arrang-ing a location for larger events, such as blitzes.)
At this point, the lead trainer can begin to fill outa Course Set-Up Form (see below).

Campsite Requests:
If training requires a campsite, the lead trainer should submit a GSCNC Trainer Campsite Applica-tion Form (see below), and verify availability with the Camping Administrative Assistant, before sub-mitting the Course Set-Up Form to her/his ATM.
Do not use the online camping registration system when scheduling an outdoor training, as this willresult in time restrictions and fees.
This form is available on page 19 and accessible on the website under “Just for Trainers”.
Specify the time Trainerswill arrive and depart,rather than when thetraining begins and ends.
Day sites are first-come-first-serve on theday of your training(Contact the CampingAdministrative Assistant,with questions.)
Minimum of twotrainers for the first 18volunteers, and anadditional trainer forevery 8-10 volunteers.
Include your 1st and2nd choices ofcamps as well asspecific campsiteswithin each camp.
All Outdoor Classes musthave at least two trainers.

The council office must publish all counciltrainings. Classes are publicized in two places:1. Electronic Calendar -All courses submitted to thecouncil office by an ATM, areadded to the online registrationcatalog. Classes must besubmitted at least 8-weeksprior to the date of the class.
2. Paper Calendar –A training calendar comes out in the publicationIn Addition, which is issued five times a year:• August• October• January• March• MayAny trainings published in In Addition, mustarrive in the council office (with ATM approval) bythe 1st day of the month two months prior topublication.
Materials for the maximum number of partici-pants will be mailed to the lead trainer twoweeks prior to the class, unless otherwiserequested. GSCNC will provide the following:• Nametags• Markers• Course Modules• Authorized Handouts• Evaluation and Reporting FormsAlso available upon request:• Newsprint*• Masking tape• Index cards• Glue sticks• GSUSA publications*• Resource books*• Easels*• TV/VCR*• Training Cards• Trainer Cards*Must be picked up from a council office andreturned with in three days of the class.
Laptops and LCDs:
There are two laptops and two liquid crystal display(LCD) projectors available for use during classes.Requests must be made via e-mail to
[email protected] a minimum of two weeks inadvance of a training class.
Equipment must be picked-up from one of theGSCNC offices. Trainers will be asked to sign astatement of responsibility and provide arefundable deposit of $50 per item. The equipmentmust be returned to a GSCNC office within twoworking days of a class. The deposit will berefunded upon the safe return of the equipment.
Requests will be granted on a first come first servebasis; however, a trainer who has never used theequipment will receive preferred access over atrainer who has used it more than three times in atwelve month period.
Reimbursements:
GSCNC will reimburse trainers for certainexpenses such as:• Refreshments for spring/fall trainers meet-
ings (up to $50 per ATM)• Rental of special, non-GSCNC equipment
required for training volunteers (e.g.Coleman stoves, kerosene lanterns, round-up tents, etc.)
Camping Equipment for Training:
Camping equipment may be rentedusing the Rental Equipment RequestForm (see Appendix A, page 20)Available online under “Trainer Forms”and then “Camp Related Forms”.
Requests should be submitted at least twoweeks before the equipment is required.Equipment must be picked up and returnedduring Equipment Center hours.
Supplementary Handouts:
Module courses must be consistent council-wide; therefore, individual trainers should notdistribute personal handouts to replace orsupplement course content.
Trainers who wish to give input on curriculumchanges should contact the Manager of AVD andthe appropriate groups will address the concern.
Copies of handouts for enrichment classesshould be given to a Training Specialist.

Online Registration and Trainer CentralBy using our online training registration system,you can see the most current registration foryour course, as well as complete the courseattendance after the class.
1. Create an account on the website (if youhaven’t already), go to http://register.gscnc.org and click on “Createan Account”.
2. Contact your Training Specialist to beadded to the Trainers Group.
3. Now you have access to Trainer Centralat http://register.gscnc.org/trainer
4. You should see a list of classes that youare designated as lead trainer. If you clickon one of the course numbers, you willsee contact information for each partici-pant.
Contact the Manager of Information Serviceswith concerns regarding the online registrationsystem.
Class Roster:
Before the day of a course, the lead trainershould go to Trainer Centralhttp://register.gscnc.org/trainer and print out themost up-to-date list of participants.
To see a roster, click “List All Classes” in theright menu bar. Select the date range for theclass you are looking for. Click on the appropri-ate class ID number to get aroster with contact information.
(You can get a printer-friendlyversion of the roster by clickingon the hyperlink at the top ofthe list.)
Cancellations:
GSCNC makes every effort not to cancelclasses. But, if enrollment in a class is lowerthat 6 participants, the training team can discussits cancellation with the ATM or Training Special-ist, keeping in mind these factors:• Is it scheduled in an underserved area?• Is it a training that is not offered very often?If the training is cancelled, participants can benotified by the trainer or by a staff member.Cancellation status due to bad weather, will beposted on our website, www.gscnc.org.
Walk-ins:
It is up to the discretion ofthe training team to allowwalk-ins. If you do invite aparticipant to stay, pleaselet your ATM or TrainingSpecialist know withintwenty-four hours.
Latecomers:
Trainers should be flexible whenever possible.Covering the course objectives with eachparticipant is our main goal – if covering thematerial on a break or after class helps a late-comer, we encourage you to do so.
If you do not sign a person’s card, please letyour ATM or Training Specialist know withintwenty-four hours.
Pre-Requisites:
Pre-requisites for any course are listed inVolunteer Basics and in the online registrationcatalog, but they are not monitored for partici-pant registration.

If you have an unqualified participant arrive at acourse that has a pre-requisite you may, at yourdiscretion allow the participant to stay, but:• Do not sign their training card at that time.• Offer to sign their training card after they
have gone back and taken the pre-requisitecourse(s).
• Notify your ATM or Training Specialist within24 hours.
POST-COURSE WORK
Scoring a Class:
After a class, the lead trainershould log onto Trainer Central athttp://register.gscnc.org/trainer toscore the class.
Participants can only be markedas having “Passed”, or as beinga “No Show”.
Please review list carefully on registrants on the“Waitlist” and “Cancelled” sections, do not markas no-shows.
A walk-in participant can create an account andregister by midnight the day of the class.
Class Roster:
If you scored the class online and have no walk-ins, you may discard the Class Roster.
If you have walk-ins, please submit the roster tothe AVD department. If you are unable to scorethe class online, please submit the Class Rostersoon after the class is completed.
Trainer Report Form:
This form can be downloaded or submittedonline on the “Just for Trainers” page under“Council Trainers” (Appendix A, page 21).
Trainers should do the following:• Check the Trainer Report for accuracy.• Fill in overall totals.• List all trainers and co-trainers and the
number of hours trained (This is crucial toget credit for training hours.)
• Mail one completed copy to the TrainingSpecialist within one week.
(Accurate training statistics depend on theseforms being submitted.)
Trainer Card:
A wallet-sized Trainer Card with blue ink isusually distributed at the Train-the-Trainer class,but can also be requested from a TrainingSpecialist at any time.
Use this to keep a record of the courses youhave trained.
Participant Evaluations:
The lead trainer sends the participant evalua-tions to the ATM.
ATMs may choose to forward the evaluations onto the council office if important information isreflected in the evaluations.

ASSOCIATION TRAINING MANAGERS(ATM’s)
PURPOSE:To manage the administrative aspects of trainingfor designated associations.
RESPONSIBILITIES WITHIN A SPECIFICASSOCIATION:
• Administering training functions• Recruiting, appointing, and managing
trainers• Securing trainers to meet the training
needs of the council• Coordinating local training blitzes• Submitting paperwork• Attending ATM meetings to help manage
training practices• Contacting Service Unit Managers and
Field Directors via cluster meetings,emails, or phone calls.
• Coordinating the spring/fall trainer meet-ings
• Organizing formal and informal recogni-tion for trainers
• Attending the Trainer Kick-Off
SELECTION PROCESS:ATM’s are selected byTraining Specialists and theManager of the Adult Volun-teer Development (AVD)Department. An ATM can bere-appointed annually, for amaximum of six years.
THE TRAINING PANEL
PURPOSE:To assist the AVD Department in managingaspects of training.
Chapter 3
RESPONSIBILITIES:• Recommending practices to meet the
GSCNC goals and annual operatingobjectives
• Monitoring theeffectiveness of allaspects of training
• Acting as a review-ing and decision-making group fortraining issuesrequiring input
SELECTION PROCESS:The GSCNC Manager of AVD appoints themembers of the Training Panel. It is comprisedof: representatives from each area, the ATMchair, the Trainer Mentor Chair, and the TrainerEducation Team chair.
TERM OF SERVICE:The AVD Manager selects members of theTraining Panel for a term of three years. Amember cannot serve consecutive terms butmay return after a one-year absence.
CURRICULUM TASK GROUPS
PURPOSE:To create, or alter training modules - includingtrainer guides or handouts
RESPONSIBILITIES:• Recommending changes to a particular
training module or series of trainingmodules.
• Overseeing the development of newcurriculum materials by a TrainingSpecialist.
SELECTION PROCESS:The AVD Manager or a Training Specialistappoints the members of the Curriculum TaskGroup, on an as-needed basis.

SELECTION PROCESS:Trainers interested in joining the Trainer Educa-tion Team should submit an application – avail-able online under “Just for Trainers”, and “Coun-cil Trainer Forms”, to begin the application andinterview process. Interviews will take place inthe fall of each year.
TRAINER MENTORS
PURPOSE:To support and encourageassigned Apprentice train-ers from the time they takethe Train-the-Trainer classuntil they have participatedin their Roundtable sessionand completed their appren-ticeship.
RESPONSIBILITIES:• Attend mentor training• Develop a mentoring plan with assigned
apprentice trainers• Attend winter and summer mentor meetings• Review or discuss paperwork after appren-
tices train courses• Share resources with apprentice trainers• Offer support, encouragement, problem-
solving, and give critical feedback to appren-tice trainers as necessary
• Support existing systems of training
SELECTION PROCESS:Applications for the mentor program are avail-able year-round on the website under “Just forTrainers” and “Council Trainer Forms”. AVDStaff will interview applicants in late summer/early fall, and approve them to register for thetwo-hour mentor training.
TERM OF SERVICE:After the initial one-year appointment, a mentormay request re-appointment for a three-yearterm. Staff may recommend supplementalmentor training in conjunction with re-appoint-ment.
SPECIAL TRAINING TEAMS
PURPOSE:In order to meet the needs of GSCNC, theManager of AVD may establish Special TrainingTeams to teach administrative courses, or topilot leadership or outdoorcourses.
RESPONSIBILITIES:• Provide the training
necessary to meetthe annual counciloperating objec-tives
• Consult with the Training Specialistresponsible for the team
• Meet as a team at least once a year• Recommend changes for the modules to
the Training Specialist
SELECTION PROCESS:The Manager of AVD appoints members of theSpecial Training Teams. Anyone interested injoining a Special Training Team should contactthe Manager of AVD.
TRAINER EDUCATION TEAM
PURPOSE:To provide training and support to adult volun-teers who are interested in training adults
RESPONSIBILITIES:• Assist the AVD Department in achieving
the corporate training goals• Ensure the Train-the-Trainer courses
take place• Assess and revise the Train-the-Trainer
course• Support the body of council trainers• Consult with Adult Volunteer Develop-
ment Staff as needed, on issues relatingto training, design, delivery, and evalua-tion
