1.0 INTRODUCTION
Langan Engineering and Environmental Services, Inc. (Langan) has prepared this Groundwater
Sampling Report on behalf of the Harris County Pollution Control Services (HCPCS) for the
Phase II Residential Drinking Water Well Sampling at residences located in Highlands and
Channelview, Texas (the “sites”). An Overall Area Location Map is provided as Figure 1.
This report documents well sampling activities at 45 residential drinking water wells and one
background well to sample for the potential presence of dioxins and furans.
1.1 Site Background and Project Area
Area residents living in close proximity to the San Jacinto River have expressed concerns that
their residential drinking water wells may have been impacted by dioxins from the San Jacinto
River Pits Superfund Site. Previous investigations completed by others included the sampling of
101 residential drinking water wells in Highlands and Baytown. Water samples were analyzed
for volatile organic compounds; synthetic organic compounds including PCBs, pesticides, and
semi-volatile organic compounds; metals; coliforms; and dioxins and furans.
In general, chemicals of concern (COCs) were detected at concentrations below their
respective United States Environmental Protection Agency (USEPA) Maximum Contaminant
Levels (MCLs). For the dioxins and furans, a 2,3,7,8-Tetrachlorodibenzo-p-dioxin (2,3,7,8-TCDD)
Toxicity Equivalent (TEQ) for was calculated for the above 101 water samples. The TEQ ranged
from 0.56 pg/L to 29.77 pg/L, which is below the MCL of 30 pg/L used for 2,3,7,8-TCDD.
This current project consisted of the sampling of 46 domestic water wells situated in
Channelview and Highlands, Texas, located along the east and west banks of the San Jacinto
River. Water wells were proposed for sampling in the two project areas, referred to as Project
Area No. 1 and Project Area No. 2, and are described below (Figure 1):
Project Area No. 1 is located along the west bank of the San Jacinto River in
Channelview, Texas. This area includes residential parcels beginning at the river bank
and extends west to approximately Bear Bayou. Figure 2 shows Project Area 1 in detail.
Project Area No. 2 is located in Highlands, Texas. This area is generally located west of
the Harris County WCID#1 District border in the vicinity of Clear Lake Drive and extends
west to the San Jacinto River. Also included in this project area were 12 individual
residences scattered north of the district within a five mile radius of the river. Figure 3
shows Project Area 2 and the surrounding area in detail.

To assess background groundwater conditions, HCPCS selected a groundwater well at the
Sheldon Sports Complex for sampling. The Sheldon Sports Complex is located upstream of the
areas indicated for this project.
2.0 PHYSICAL SETTING
2.1 Geology
According to the Geology of Texas Map (Bureau of Economic Geology, The University of Texas
at Austin, 1992), soils underlying the sites are mapped as part of the Beaumont Formation.
These soils are characterized as mostly clay, silt and sands; includes mostly stream channel,
point bar, natural levee, back swamps, and to a lesser extent coastal marsh and mud-flat
deposits.
The formation is part of a fluvial and marine coastal complex that is the result of multiple glacial
cycles dating back to Pleistocene/Holocene periods. The clays of the Beaumont formation are
generally over consolidated due to the desiccation from the changing sea/water table during the
above periods. The clays typically possess fissures and slickensides from the above wetting
and drying periods, and are highly plastic with a high volume change potential.
2.2 Hydrogeology
According to the Texas Water Development Board (TWDB), the sites are situated within the
Chicot Aquifer, and are generally located in the Buffalo Bayou-San Jacinto River Watershed
within the greater San Jacinto River Basin. Groundwater flow direction in the shallow aquifer is
presumed to follow topography and flow west (from Highlands) or east (from Channelview)
towards the San Jacinto River. Based on information available from well completion reports
maintained by both the TWDB and the Texas Commission on Environmental Quality (TCEQ),
drinking water wells on the sites are generally installed to depths ranging 200- to 300-feet
below grade, with water in the shallowest well being identified at approximately 150-feet below
grade.
3.0 SAMPLING AND ANALYSIS
Langan conducted groundwater sampling of 46 drinking water wells throughout the project
areas between June 12 and June 16, 2017. Prior to mobilizing to the sites, Langan pre-arranged
scheduled sampling times with each resident via telephone and confirmed whether someone
would be available to provide access to the well. In select cases, the residents informed
Langan that they would not be available during the scheduled time, but provided verbal
authorization to access the property. The following sampling and analysis procedures were

conducted at each residence in accordance with Langan’s HCPCS approved June 2, 2017
Quality Assurance Project Plan (QAPP).
Upon arrival at each residence, Langan personnel introduced themselves and provided
Harris County identification. Additional Langan identification was provided upon request.
Langan personnel spoke to each homeowner regarding the location of the well, nearest
sampling tap, and any treatment systems in place between the well and the sampling
tap. Langan personnel also asked each resident if they were aware of the completion
depth of the well. This information was noted on the field data sheet, if provided.
Prior to sampling, a field data sheet was completed at each location. Langan personnel
noted the GPS coordinates of the well and sampling tap (if they were in different
locations), well casing condition (if visible), and weather conditions. Information provided
by the residents was incorporated into each field data sheet. Langan personnel included
a sketch of the property noting the location of the well and sampling tap on each field
data sheet, and took photos of each location. Copies of the field data sheets and
photograph logs are presented in Appendix A.
In general, a majority of the residents had taps available at either the well head or the
holding tanks located adjacent to the wells. In the absence of a sampling tap at either
the well head or holding tank, an exterior faucet that was located before any water
treatment was selected for sampling. The following exceptions were noted:
o Well-22: The exterior faucet available for Langan to sample at was located after a
water softener.
Each water sample was purged through a dedicated ¾-inch plastic barbed fitting and ½-
inch silicone tubing that was connected to a Horiba U-52 flow-through cell. In
accordance with Langan’s QAPP, the plastic fittings were pre-cleaned with Alcanox and
then rinsed twice with distilled water before being allowed to air dry. Water quality
parameters including pH, conductivity, temperature, turbidity, oxygen reduction
potential (ORP), dissolved oxygen (DO), and flow rate were noted on the field data
sheets at 3 minute intervals.
The flow-through cells were received pre-calibrated from Pine Environmental, Inc. Each
morning following the first day of use, the flow-through cell was calibrated in
accordance with the Horiba U-50 series calibration standard. An equipment calibration
log is presented in Appendix A.
A minimum of three water quality readings were taken at each sampling location. After
parameters stabilized or after 15 minutes of purging, the Horiba was disconnected. In

general, samples were collected directly from the sampling tap. However, in some
instances, based on the tap location, it was necessary to collect the sample through the
dedicated barbed fitting and tubing. Langan then filled two 1-Liter amber glass bottles
for each sample. Locations where matrix spike/matrix spike duplicates (MS/MSDs) were
collected required filing six 1-L amber glass bottles. Each bottle was pre-cleaned and
provided directly from the laboratory. Bottles were filled to the top of the rim and
checked for air bubbles to confirm that a full liter of water was provided in each one.
Each sample collected was assigned a unique identification number (Well-#), where the
well identification number correlated to the list provided by HCPCS. Each sample
container had a sample label affixed to the outside with the project name, date, and
time of sample collection.
During sampling activities, in accordance with Langan’s QAPP and HCPCS guidance,
five blind duplicates and five MS/MSDs were collected. The blind duplicates were given
sample identifications of DUP-1 through DUP-5. In order to keep the duplicate sample
separate from the parent sample, no collection times were listed on either the sample
label or the COC. The blind duplicate and parent samples are listed below:
o DUP-1 : Well-39
o DUP-2 : Well-12
o DUP-3 : Well-33
o DUP-4 : Well-27
o DUP-5 : Well-38
Five MS/MSD samples were collected by sampling a specified location in triplicate, and
labeling for all bottleware for that well with the same well identification. As all sampling
was conducted through pre-cleaned, disposable fittings, no equipment blanks were
required during this sampling event.
As requested by HCPCS, a background sample was collected from the drinking water
well at the Sheldon Sports Complex in northeast Houston. Well sampling procedures at
this location were similar to those conducted at the residential properties listed above.
Immediately after collection, the samples were labeled and placed on ice in laboratory
provided insulated coolers to chill the samples. At the end of every day, the coolers
were secured and shipped overnight via Fed-Ex under laboratory provided chain-of-
custody (COC) forms to Eurofins Lancaster Laboratories Environmental, LLC, a state of
Texas certified laboratory, located at 2425 New Holland Pike in Lancaster, Pennsylvania.
Langan included a completed COC in each cooler that was shipped to the laboratory.

In general, samples were received intact and within the appropriate temperature range.
One of the two coolers shipped on June 12 arrived at the lab on June 13, 2017 at an
elevated temperature of 6.1°F and contained samples from Well-45, Well-40, and Well-
24. Additionally, one of the bottles from sample Well-45 arrived broken. However, as
there was still one remaining sample bottle from this well, the sample was considered
acceptable for analysis.
4.0 LABORATORY ANALYTICAL RESULTS
Drinking water sampling results are summarized on Table 1. All laboratory analytical reports
were prepared by Eurofins and included a signed statement certifying that the laboratory was
NELAP (National Environmental Laboratory Accreditation Program) accredited under the Texas
Laboratory Accreditation Program for all methods, analytes, and matrices reported in the data
package. Data packages met the criteria for USEPA Level 4 Reporting. A copy of the analytical
reports and chain-of-custody forms are provided in Appendix B.
4.1 Sampling Results
The water samples were analyzed for the 17 congeners of dioxins and furans identified by
HCPCS. To determine toxic equivalencies (TEQs) of the well water samples, a toxic equivalency
factor (TEF) was applied to each congener. TEFs were applied as outlined in the December
2010 USEPA Guidance Document “Recommended Toxicity Equivalence Factors (TEFs) for
Human Health Rick Assessments of 2,3,7,8-Tetrachlorodibenzo-p-dioxin and Dioxin-like
Compounds”. TEFs listed in this document ranged from 0.0003 to 1, with most of the
equivalency factors being less than one. The TEFs were multiplied by the detected
concentration of the congener within each sample. In the case where a congener was not
detected above the laboratory detection limit (DL), the DL was used in calculating the TEQ.
The TEQs for the samples ranged from 0.280 pg/L to 1.951 pg/L, which is below the standard
MCL of 30 pg/L used for 2,3,7,8-TCDD.
Additionally, a background sample was collected at the Sheldon Sports Complex in northeast
Houston, to compare results of drinking water samples in the project areas to background
concentrations of dioxins and furans in well water outside the project area. The TEQ of the
background sample was 0.285 pg/L. which averaged slightly lower than most samples and
slightly higher than others.
4.2 Data Verification and Usability
A Level 4 Data Validation Report was completed for the water samples collected during the
project. The results of the report indicate that the data are considered valid and usable, as

qualified. No major deficiencies were identified. The results of the data validation are
summarized in the memorandum provided in Appendix C.
5.0 CONCLUSIONS
The following is a summary of the major findings of this investigation:
Upon application of the TEFs, the TEQs ranged from 0.280 pg/L to 1.951 pg/L, which is
below the MCL of 30 pg/L used for 2,3,7,8-TCDD.
The TEQ for the background sample collected at the Sheldon Sports Complex was
0.285 pg/L.
A Level 4 Data Validation Report was completed to determine the validity and usability
of the data collected during this sampling event. It was determined that all data are valid
and useable, as qualified.
