With this end in view, Mizoram Fire & Emergency Services was established in 1972 under the Mizoram Police Department with few staff as one Police Unit to provide an efficient and effective service to aid people in distress and to protect the gains accrued through our sustained efforts in the state of Mizoram. Some of the developmental measures taken by the Government for the unit, Fire & Emergency Services are :- 1. Establishment of eight (11) numbers of Fire stations in various Districts of the state with creation of more posts till today. 2. The Government strengthened the Fire service and placed into full unit under the control of the Superintendent of Police with other Senior Officers since 17.8.1992 and now it has been further strengthened with the creation of Director post from 20.3.2008. The Director has been declared as Head of Department in respect of financial transaction since 30.10.2008. The name of Mizoram Fire Service Organisation was also changed into Fire & Emergency Services in 2004, so that it encompasses not only fire fighting but also emergency services.

3. Non-plan fund only was allocated for F&ES Mizoram before the year, 2009.
For strengthening the Fire services in Mizoram, the State Govt. had made
allocation from State Plan fund since the year, 2009-2010 onwards.
4. Mizoram Fire service Act- was enacted by the state Legislative Assembly in
2013 Rules has been prepared and submitted (Superintendent and control of
the force and Fire Safety and prevention) for approval to the state
government.
The Fire & Emergency Services generally attends to emergency calls, which
are directly connected with fire, in order to help the people in distress as well as to
save life and property from fire and its consequences. Over the years, it has
attained a multi-dimensional role in saving and protecting life and property of the
people with its activities in fire prevention, fire suppression and training.
Mizoram Fire & Emergency Services has always handled challenges posed
to it with dexterity and in the process upholding its Motto ‘We serve to Save’ and
living up to its reputation as a dependable civil Emergency Force of the State.
II. VISION & MISSION STATEMENT OF FIRE & EMERGENCY
SERVICES:
VISION:
To increase and raise the level of preventive measures and preparedness so
as to minimize loss of life and property from Fire hazards as well as from other
emergencies and to inculcate fire safety awareness among the general public.
MISSION:
(a) Enhancing the capacity in terms of manpower and equipments to be able
to realize the Vision.
(b) Strengthening of Fire & Emergency Services as a Service Provider for
reaching help to the people in distress, for fire hazards and other emergency
purposes in shorter time period.
(c) Ensuring community and public safety and enriching the members of the
profession through education and training for prevention and mitigation of fire
hazards.
(d) To facilitate improvement of public safety through awareness campaigns
to the general public.
(e) To establish Fire stations in all civil sub-divisions and to reduce Fire
Response time to 5 – 15 minutes in the state.

III. OBJECTIVES OF THE FIRE & EMERGENCY SERVICES:
1. To prevent and minimize unwanted Fire outbreaks by rendering prompt and
efficient services so as to prevent loss of life and property as far as possible.
2. To conduct Fire safety awareness campaign through various means to the
general public so as to reduce fire hazards due to carelessness.
3. To provide standby protection at large gatherings and important public
functions so as to provide public safety and immunity if necessary.
4. To provide better and standard quality of Fire fighting equipments as well as
other Emergency equipments to Fire fighting personnel to achieve more
effective services.
5. To impart training in Fire prevention, fire fighting and fire protection for
Fire personnel as well as institutions, etc if and when necessary.
6. To check installation of Fire protection measures and carry out fire fighting
and responding to other emergencies due to natural and man-made disasters.
7. To implement Fire safety regulatory measures under Fire service Rules for
uses of places and trades for purpose involving risk from fires.
8. To minimize response time during fire incidents by improving skills and
equipments, locations of Fire stations, communications, etc.
9. To promote community based preventive and coping strategies for all kinds
of emergencies including fire.
10. To promote Fire & Emergencies services relations and co-operations with
other stakeholders, Departments, NGOs, Village level organizations,
citizens, etc so as to achieve better quality of services.
IV. GENERAL INFORMATION ABOUT MIZORAM FIRE SERVICE
Past & Present Status of Fire Services in Mizoram : Mizoram Fire Service
Organisation previously known as Fire Brigade was set up on 1.9.1972 with 17
staff at Aizawl, near Aizawl Police Station under the Mizoram Police Department.
As the need for setting up of more Fire Stations increases with the rapid increase of
population and economic growth, other Fire Stations & Sub-Stations were
established at Lunglei on 17.3.1975, Saiha on 24.1.1991, Kolasib on 14.9.1992,
Tlabung on 7.6.1995 and Serchhip on 17.4.1998 and Kulikawn Fire Station on
13.9.2013. Due to fire hazards in newly created District Hqrs. at Champhai and
Lawngtlai, two fire stations were again set up on 6.3.2008 and 25.5.1998
respectively without formal sanctions pulling staff from existing strength of other
Fire stations. The Govt. felt the need to strengthen the Fire Brigade and placed
into full unit under the control of the Superintendent of Police with other Senior
Officers since 17.8.1992 and now it has been further strengthened with the creation

of Director post from 20.3.2008. The Director has been declared as Head of
Department in respect of financial transaction since 30.10.2008. The name of
Mizoram Fire Service Organisation was also changed into Fire & Emergency
Services in 2004, so that it encompasses not only fire fighting but also emergency

The main equipments for fire fighting and other emergencies like Fire
engines, Fire extinguishers, various tools and equipments have been improved by
procuring from State Plan fund, Centrally Sponsored Schemes and under Finance
Commission, Govt. of India.
At present, Mizoram Fire & Emergency Service has 10 (ten) Fire Stations in
the District headquarters of Aizawl, Lunglei, Lawngtlai, Saiha, Serchhip,
Champhai, Kolasib, Mamit, Kulikawn and civil sub-division Hqrs. of Tlabung
with Director as its head at Headquarters Office, Hunthar veng, Aizawl. Each Fire
station is headed by one Officer-in-charge of the rank of Station Officer, Sub-
station Officer or Leading Fireman. Apart from this, two Mobile temporary
stations in Aizawl city are manned from Aizawl Fire Station, and 7 (seven)
Fireman are deputed to Lengpui Airport to assist Airport Fire staff. Due to
insufficiency of staff some constables (2/3 each) are attached to assist Fireman in
the stations from the State Armed Police Battalions and also where all Helicopter
service in the state is available F&ES personnel also performed standby duty. The
sanctioned strength of F&ES is 217 i.e 172 Fire Fighting personnel assisted by 41
Administrative staff.
Besides the 11 (eleven) nos. of existing Fire stations, 2 (two) new Fire
stations are proposed to be established soon at – where land and buildings is
available, (i) Aizawl East, ITI veng where Labour & Employment Deptt. donated
land for construction of Fire station building under 13th Finance Commission
award during 2012-13 and was completed on January, 2016 (ii) Aizawl North FS
proposed to construct building at suitable place in the northern side of Aizawl city.
Deputy Commissioner, Champhai District donated suitable site for
construction of Champhai FS under 13FC during 2012-13 at old DC complex,
Bethel veng Champhai. Besides, one Type-II Quarters 4-units is constructed and
completed on October, 2015 and inaugurated by Hon’ble Home Minister
Pu R.Lalzirliana on 2.9.2016. At Saitual Staff quarters type-II, 4 (four) units for
F&ES at Police complex under 13th FC within 2012-2013 was completed on
August, 2016.
Suitable arrangement for construction of Fire Station within PHQ complex,
khatla was made by the Police Department to be constructed under 13th FC during

2012-13 and was completed on 2016. Khatla Fire Station was Inaugurated on 31st
August, 2017by the Hon’ble Home Minister, Govt. of Mizoram.
Under 13th FC award construction of Fire Stations and staff quarters at
Serchhip, Mamit and Kolasib is going on, 98% of the ongoing construction of
Serchhip Fire Station and staff quarters is completed and also 98% have been
completed the construction of Mamit and Kolasib Fire Station and staff quarters.
Grants from NLCPR for strengthening of Fire Stations and staff quarters at
Khawzawl, Hnahthial and Vairengte is also under process.
Fire & Emergency Services in Mizoram functions under Home Department
in which Director, is the head of the unit who look after the whole department with
the help of other senior Officers (SP, Addl. SP & Dy.SP, etc).
V. STATEMENT OF SERVICES:
(Status of Fire stations, Equipments, Area cover, etc)
The Fire & Emergency Services, Mizoram provides any fire & emergency
services to each citizen with valuable properties. The efficiency of F&ES services
greatly depends on other stakeholders like Public Health Engineering (PHE)
Department, other Police units like Traffic unit, Police stations, Disaster
Management & Rehabilitations Department, NGOs, Village & Local councils in
the Fire station jurisdiction, etc.
The main source of water for Fire stations is PHE water tanks during
emergencies, sometimes water is purchased from private water source for stocking
water. Traffic Police personnel used to clear roads and traffic for Fire engines/
vehicles during emergencies while other Police staff used to help Fire fighters
controlling large gatherings, maintain security, etc. DM&R Deptt. used to help the
Fire personnel by providing equipments as well as management and rehabilitation
for people in distress during disasters. NGOs like YMA, etc., Village level fire
prevention committee, and VC/Local councils used to give helping hands for fire
fighting and other disasters in various ways.
The 11 (eleven) Fire stations in the District Headquarters, Mizoram are
provided with at least two Fire engines/Tenders with other fire fighting equipments
like Fire extinguishers, Mechanical foam, Combination tools, etc,. Headquarters
Office also functions as Aizawl West Mobile station provided with some Fire
tenders while one Fire tender each is provided for Aizawl North & South mobile
station. Therefore, one Fire station each was established in 8(eight) Districts
(Aizawl, Saiha, Serchhip, Kolasib, Mamit, Kulikawn, Champhai & Lawngtlai and

sub-division headquarter of Tlabung). At the same time, Champhai and
Lawngtlai FS were established without formal sanction of posts.
Officer Incharge of the rank, Station Officer/Sub-station Officer/Leading
Fireman and other staff of Fireman, Drivers & IVth Grade staff look after each Fire
station.
The Jurisdiction or area covered by each station is vast in area but could not
cover more than 10 Km radius in Urban area and 50 Km radius in Rural area in
practical. Average Response time (time period between Call received in the Fire
station and time of reaching place of incident/fire) in the State is 10 minutes
(maximum) in Urban area whereas 15 minutes (max.) in Rural areas at present due
to narrow and congested roads. Location of almost all the existing Fire stations in
the towns are not much desirable. Suitable location at central part of a town near a
main road is required for easy access to fire incident for minimum response time.
Due to insufficiency of man-power, Equipments and Fire stations only 10 (ten)
District Headquarters (Aizawl/ Lunglei/ Saiha/ Kolasib/ Serchhip/ Mamit/
Kulikawn/ Champhai/ Lawngtlai) and one Civil sub-division Headquarters
(Tlabung) area can be covered while most of the other towns and villages cannot
be covered by Fire & Emergency Services in Mizoram. One new Fire station was
established recently at Chakma Autonomous District Council Hqrs.,Chawngte by
CADC itself with one medium Fire tender provided from F&ES and one small Fire
engine and ten manpower provided by MADC. The recruit fireman were trained by
F&ES staff in 2011.
VI. MAJOR ACTIVITIES OF MIZORAM FIRE & EMERGENCY
SERVICES FOR THE LAST FEW YEARS :
1) Service to people for saving life and property from Fire and other emergencies
by keeping Equipments and manpower in Fire stations in readiness round the
clock.
2) Helping people in distress during emergencies by all available means & ways.
3) Prevention of domestic Fire outbreaks with all available equipments and
education to general public, School children, etc and by Keeping
equipments/Fire tenders in readiness at some vulnerable points/places/streets.
4) Minimizing rate of Fire incidents through various means and equipments in
each Fire stations and by making Mobile temporary stations.
5) Launching Fire safety awareness campaigns to general public by displaying
banners, posters, etc and distribution of Pamphlets, booklets, leaflets, etc.
6) Fire safety awareness campaigns through electronic & print media, Radio and
television talk show, public concerts, etc.

7) Conducting Fire & Evacuation drills in Schools & Colleges for the last two
years as one of Fire & Emergency safety Awareness campaigns.
8) Conducting Demonstrations with Fire engines, Fire extinguishers, etc to
public as part of Awareness campaigns.
9) Conducting training/Refresher courses for Fire personnel for better and
effective services.
10) Presenting papers, conduct of training/ demonstration/seminar to other Govt.
departments and NGOs on Fire safety Awareness.
11) Checking of Fire fighting equipments installed at Government and private
buildings, public places, etc.
12) Providing standby protection duty during National days, VIP visits, Govt. and
public functions and gatherings.
13) Strengthening Fire stations by providing Equipments, etc for better and
effective services as well as standardization and quality service to citizens.
14) Providing some basic fire fighting equipments and demonstration to the
trainees of National Cadet Corps (NCC) Annual Training Camp at Tanhril,
Aizawl.
15) Annual inspection of Fire Safety measures in High risk fire place like
Mualkhang Gas Bottling plant / ISPAT Steel Plants, Lengte.
VII. STATE FIRE SERVICE ACT & RULES:
The Mizoram Fire & Emergency Services Act, 2013have been passed by
Mizoram Legislative Assembly (Act No.7 of 2013) on dt.2.4.2013 and is effective
from dt.1.6.2013 vide Govt. of Mizoram Notification No.B/11015/1/2010/HMF
dt.24.5.2013. The Draft Mizoram Fire & Emergency Services Rules is being
submitted to the government for approval. Prior to the enactment of Mizoram Fire
Services Act, 2013. Mizoram Fire Services personal have no legal immunity from
accidental actions and unavoidable circumstances while performing their duties
during emergency situations. There is also no proper legal safety measures (Act &
Rules) for the general public in the state regarding Fire safety in public places, high
rise building etc. Which are compulsory needed by the public. Henceforth, with the
enactment of the above Act supported by relevant rules, Fire & Emergency
Services personnel will be given a legal safeguard in execution of their duties.
VIII. Improvement of Water Sources for Fire & Emergency Services:
The efficiency of Fire staff mainly depends on Sufficiency of Water during
emergencies (Fire fighting). For which better Reservoir is required in every
suitable place where Fire station exist. The present status of water sources for Fire
stations is not sufficient as most of the water sources are rivers and streams which
are too far from the Stations. During emergencies (when fire outbreaks occurs) re-
filling of water for Fire tenders is usually done from the PHE water tanks or
suitable streams/rivers which takes several minutes/hours. Since the PHE

Department also have no sufficient stock of water for public, enough water is
sometime unavailable for Fire staff. So, suitable sources of Water for filling & re-
filling for Water Tenders in every Fire Station especially during emergencies is
badly required considering the present status. Realising the need for making water
refilling facility 40 Nos. of Fire hydrants in Aizawl were constructed by the PHE
Deptt. which were recently handed over to this Department and inauguration
programme was also held on 31st January, 2017. Three (3) Nos. of Fire Hydrants
in Lunglei, 3 Nos. at Champhai and 1 No. at Siaha have also been completed.
Action is being taken making more Fire Hydrants in other districts.
(b)Water-Tanks for every Fire station : If water tanks/reservoirs are easily
available in the area/jurisdiction of a Fire station, the efficiency of Fire staff will be
greatly increased. Therefore, it is suggested to construct at least one or two RCC
Water Reservoir each for every Fire station in Mizoram near the Fire station
building or some other suitable location within the city or town where Fire station
existed. It may be better to construct Water reservoir at suitable location in town
for easier filling as well as re-filling of water during emergencies (fire out-breaks)
in the town. If suitable location is not available, almost all the existing Fire stations
and new place to be established have good place to construct such Reservoir. The
big water Reservoir can also be shared by public or staff of F&ES by making two
portions in the reservoir, if it is over-head tank. The upper portion/chamber can be
used by public or staff while the lower portion will be reserved for Fire tenders. It
will be much profitable for public during non-fire season or rainy season. The
Reservoir will be filled by harvesting rain water or manual filling to be done by
Water tender/Tanker if rain-water harvesting is unsuitable. Both underground
Reservoir or Overhead Tank may be constructed depending on suitability of
location.
IX. ESTABLISHMENT OF FIRE STATION AT NGAIZEL, KULIKAWN:
