RWF MINUTES Minutes of Quarterly WTA meeting held with representatives of RWF on 7.7.2011 in Rail Bhawan, New Delhi for planning the requirement of WTA items for the 2nd Quarter (July-September, 2011).
General
• COSs of all Indian Railways and Production Units, CME and COS of RWF,
GM(SAIL/DSP) and other officials from Railway Board and Railways were welcomed to
the WTA meeting.
• RWF was complimented for the production & supply of over 18500 wheelsets. RWF was
requested to enhance its production capacity to meet additional requirement of wheelsets
/ wheels and axles.
• Against a targeted supply of 17000 wheels per quarter, M/s SAIL has supplied only
12000 wheels. On axle front also performance of SAIL is below the target. SAIL was
advised to ensure supply as per their commitment and also to makeup for shortfall (in
first quarter) in 2nd quarter of 2011-12.
BG Coaching Wheels
• CR, E.CoR, NER, SR, SCR, SWR and WR have projected the demands of BG coaching
wheels on higher side as compared to their EAC. They have demanded almost 50% of
their annual requirement during this quarter. These Railways were requested to review
and reassess their requirement of BG coaching wheels.
MG Coaching Wheels
• NE, NF & NWR have expressed urgency of MG coaching wheels as these wheels
though allotted were not dispatched by RWF in past . CME/RWF was requested to
manufacture urgent requirement of MG coaching wheels. On this CME/RWF stated that
RWF could manufacture only 36000 loose wheels during this quarter as wheel shop is
being shut down for annual maintenance from 16/08/2011. Due to this shut down RWF
will not be in a position to manufacture and supply more than 36000 loose wheels.
• AM/PU directed RWF to manufacture 1500 MG coaching wheels in one lot (considering
the need for optimizing production) during this quarter in addition to 18,000 wheelsets or
36000 loose wheels. 1500 MG coaching Wheels will be sufficient to meet the
requirement of Railways for next 2-3 years.

LHB Wheels
• EDRS(P) informed that 1800-2000 LHB wheels are being offered for inspection in 3rd
week of July and are expected to be available by Aug /Sept.2011. RCF, NR, ER and WR
were advised to note the same and ensure optimum utilization of LHB wheels and
wheelsets available with them. AM(PU) directed RCF and NR to give feedback on the
utilization of LHB wheels which became partly defective during wheelset pressing.
EDRS(P) requested M/s SAIL/DSP to explore the possibility of taking up manufacture of
LHB Wheel as requirement of LHB Wheels is increasing on the Railways. Necessary
details (specification, drawings etc.) will be furnished. M/s SAIL was advised to give a
feedback on this issue by next WTA meeting.
Address by AM(PU)
• AM/PU stated that Railways were advised to de-axle the released wheelsets from
condemned stock. No feed back in this regard has been received. He advised all the
Railways to ensure de-axling of the released wheelsets from condemned coaches and
wagons to meet their maintenance requirement for axles. No released Wheelsets should
be sent to RWF as scrap.
• RWF was also advised to process TTCI clearance etc for the development of LHB wheels
as requirement of these wheels will increase. He also desired that RDSO should urgently
give trial scheme of LHB Wheels. AM(PU) directed RCF and NR to give feedback on
the utilization of LHB wheels which became partly defective during wheelset pressing.
• In view of increased requirement of WTA items for Production and Maintenance of
wagons, coaches, the production of wheels and wheelsets for BLC wagons (not owned by
IR) will not be taken up in this quarter.
Address by Adv(RS)
• Adv/RS has stated that consumption of wheelsets during the last quarter has increased
due to increase in wagon production The inventory of wheelsets available with wagon
builders has come down and it is apprehended that short supply may affect wagon
production in near future. As the requirement is more than supply, capacity of RWF
should be utilized for maximizing production of WTA items required for BOX’N wagons

and BG Coaches and Loco axles. Other WTA items can be sourced from DSP or through
purchase.
• Adv/RS also stated that in the last quarter number of global tenders for axles & wheelsets
have been processed. Procurement in these cases needs to be finalized on priority basis
and it is to be ensured that technical scrutiny etc. is done on top priority. Status of these
cases will be put up to AM/PU for review. In order to supplement supply of BOX-N
Wheels sets, procurement of 10000 nos wheelsets & 5000 nos BOX-N Axles have been
processed. This is in addition to the procurement of following items :-
1. Axles for WDG 4 locos

• Adv/RS expressed expressed his displeasure regarding non-supply of axles ordered by
RWF on M/s Amstead & directed COS/RWF to take penal action for firm’s failure to
supply.
Address by GM(Mills)/SAIL/DSP
• GM(Mills)/SAIL/DSP has stated that during inspections of wheels rejection due to batch
criteria is very high. Batch criteria of rejection of wheels was introduced by RDSO long
ago when inspection facilities at DSP were not adequate. Now every wheel produced at
SAIL/DSP under goes Dimensional checking, Ultrasonic Testing and Magnetic Particle
test . Thus batch criteria of rejection at this stage is unnecessary. This criteria is
hampering production of wheelsets at SAIL/DSP & also reducing supply of wheels to IR.
They requested to advise RDSO to review the rejection criteria during inspection. It was
decided that RDSO will examine this issue in light of present inspection methods adopted
at SAIL/DSP.

SAIL/DSP under goes Dimensional checking, Ultrasonic Testing and Magnetic Particle
test . Thus batch criteria of rejection at this stage is unnecessary. This criteria is
hampering production of wheelsets at SAIL/DSP & also reducing supply of wheels to IR.
They requested to advise RDSO to review the rejection criteria during inspection. It was
decided that RDSO will examine this issue in light of present inspection methods adopted
at SAIL/DSP.
