敬愛的扶輪兄弟姊妹們:
2011 年11 月,我有機會到印度加爾各答的扶輪研習會中演講。此次研習會的焦點是
和平以及我們在扶輪能夠努力促進和平的方法。當我收到邀請時,開始思考要說些什麼,
因為我知道這個區域的扶輪社員做過這麼多事,我最大的挑戰會是如何在限制時間內講完!
可是就在我抵達加爾各答之前,我到臺拉維夫的水資源會議發表演說。那是一場很精
彩的活動,來自世界各地的扶輪社員與非扶輪社員齊聚一堂,一起討論以愈來愈少的資源
來供給不斷成長的人口所面臨的諸多挑戰。可是在我能夠開始談論扶輪的貢獻之前,必須
先解釋扶輪是什麼以及我們做些什麼事──因為即使聽眾都是受過良好教育的科學家、企
業家、和高階主管,還是有許多人就是不曾聽說過扶輪。
在那場活動結束後,我再度開始思考在加爾各答要說些什麼,因為扶輪促進和平的許
多作為都要仰賴大眾對我們的認識。我們根除小兒痲痹的工作為何一直這麼成功?因為扶
輪能夠深入各國政府和其他絕大多數非營利組織所不能到的地方──深入住家、深入學校
、深入社區,憑藉著我們所服務的人對我們的信賴和信心。
當我們在扶輪為和平而努力時,我們不是憑藉著協商條約或到街上遊行來達成和平。
相反地,我們藉由以身作則來促進和平──不分國籍與背景一起合作,把他人的需求置於
自己的需求之上。我們促進和平的方式是去處理那些防礙人們正常、和平生活的問題──
無論這些問題是缺乏飲用水、衛生設備、或是安全、平價的住宅;無論這些問題是源於缺
乏教育或衛生保健,或是必須建立社區之間有結果的、正面的聯繫。我們的每一件作為,
都要仰賴我們良好的名聲。
這就是為什麼我們每個人都有責任確使我們的良好聲譽廣為人知。我們必須不只是透
過扶輪來服務,還要宣傳扶輪──讓世界知道我們所做的事、我們帶來的改變、我們所樹
立的標竿。我們的扶輪工作說明了我們的信念──一個更美好、更和平的世界是可能的,
我們必須確認大家都能夠聽見我們的聲音。

MY DEAR BROTHERS AND SISTERS IN ROTARY,
This November, I had the opportunity to speak at the Rotary institute in Kolkata,India. The focus of this institute was on peace and the ways in which we in Rotarycould work to build peace. When I received the invitation, I began to think aboutwhat I might say, knowing that with all that Rotarians do in this area, my main challengewould be keeping within the time limit!But just before I arrived in Kolkata, I spoke at a water conference in Tel Aviv. It was awonderful event at which Rotarians and non-Rotarians from all over the world came togetherto discuss the many challenges of keeping an ever-growing population supplied withan increasingly scarce resource. Before I could begin to talk about Rotary’s contribution,however, I had to explain what Rotary is and what we do – because even in that veryeducated audience of scientists and entrepreneurs and executives, there were many peoplewho had simply never heard of Rotary.As I left that event, I began to think again about what to say in Kolkata, because so muchof what we do in Rotary to build peace depends on public awareness of who we are. Whyhave we been so successful in our work to eradicate polio? Because Rotary is able to gowhere no government and few other nongovernmental organizations can – into homes,into schools, and into communities, with the trust and confi dence of the people we serve.When we in Rotary work for peace, we don’t do it by negotiating treaties or demonstratingin the streets. Instead, we build peace by example – by working together, whatever ournationality or background, and putting others’ needs above our own. We build peace bydealing with the problems that disrupt people’s ability to live normal, peaceful lives – whetherthose problems are a lack of water, or sanitation, or safe, aff ordable housing; whether theystem from a shortage of education or health care, or a need to build productive and positiveconnections between communities. In everything we do, we rely on our good name.This is why all of us have a responsibility to be sure that our good name is indeed known.We need to not just work through Rotary, but talk about Rotary – letting the world knowabout the work we are doing, the diff erences we are making, and the benchmarks we aresetting. Our Rotary work speaks to our belief that a better, more peaceful world is possible,and we need to be sure that our voices are heard.

Dear Rotarians, Happy Chinese New Year!February is our Rotarian’s month of “World Understanding Month”.Originated by Paul Harris in Chicago on 1905 Feb 23rd, The first Rotary club was founded then with expansion and grew into an international outstanding NGO. This month we specially arrange our Interact to visit Japan and continue “Rotary Friendship Exchange “(RFE) to promote global understanding, enhance friendship to spread peace and love.Rotary clubs promote “Reach Within to Embrace Humanity”via the five avenues of service: Club service,Community service, International service. Vocational service and New Generation
service to encourage volunteer work, take care the weak and elderly, help families and countries to recover from nature disasters, lack of material support or diseases, improve education level, and promote world peace through understanding and goodwill. Rotary’s history is longer than one hundred years, till now it is still recognized worldwide as the most active and influencing organization. The sustaining key factor comes from Rotarian’s love and unselfishness, and “Rotary’s doing good” stories have been well compiled and reported widely. Today It is E-era, we should take advantage of the modern communication technology to make world understand Rotary and Rotary reach the world deeper and better.We realize the importance of goodwill and peace; that’s why we strongly promote “RFE (Rotary Friendship Exchange)”, RYE (Rotary Youth Exchange), MG (Matching Grant)” …etc.Since 2004, District 2600 Japan sent Interact to visit our district every July, and welcome us for returning visit. It’s particularly prepared our Interact to visit D2600 in this month to reach bilateral exchange and to enhance understanding and friendship. Korea District 3600 also sent Interact team visiting us. They were cordially welcomed to homestay two nights, built firm friendship mutually.From club calendar, It’s found each club can enhance its specialty to boost promoting the indicated programs of Rotary International; These include “Heath, Hunger and Humanitarian ”, “End Polio”, “Water ”, “Literacy ”, “Earth Environment ”, and Areas of Focus of “ Rotary Foundation”. I believe that with the dedicated support from our Rotary brothers and sisters, we can achieve the target of this year’s theme “Reach Within To Embrace Humanity” in a breaking record.Our district now has 107 clubs with 4323 members; According to RI Board decision, Our district shall consider Re-district. This is an important impact to our district in future, I have invited the most experienced PDG Joe to manage the “Re-district”. We undertake Re-district voting and will go further from the voted consequence.Each year Rotary International awards “Rotary Award for World Understanding and Peace” to the people or organization that has not joined Rotary, to recognize their accomplishment of achieving Rotary’s missions. This emphases and confirms the participation from all the Rotarians around the world to embrace the humanity to reach World Peace – the highest goal of our vision!To share with you : Bill Gates of Microsoft announced in this January, while Rotary Foundation has reached 200 million challenges, to donate 50 million US dollars to Rotary’s End Polio fund again.In this upcoming spring, let us review our past achievements and examine those plans and goals not completed yet, with our love to cultivate and grow Rotary together!

RI President-elect Sakuji Tanaka will ask Rotarians to build Peace Through Service in2012-13.

Tanaka unveiled the RI theme during the opening plenary session of the 2012 International Assembly, a training event for incoming Rotary district governors.

"Peace, in all of the ways that we can understand it, is a real goal and a realistic goal for Rotary," he said. "Peace is not something that can only be achieved through agreements, by governments, or through heroic struggles. It is something that we can find and that we can achieve, every day and in many simple ways."
田中表示,和平,對不同的人有不同的含義。 Peace has different meanings for different people, Tanaka said.
“沒有定義是正確的,並且也沒有定義是錯誤的,”他說。“不過,

"No definition is right, and no definition is wrong," he said. "However we use the word, this is what peace means for us.

Tanaka, a businessman from the greater Tokyo metropolitan area, shared how becoming a Rotarian broadened his understanding of the world. After joining the Rotary Club of Yashio, in 1975, he said, he began to realize that his life's purpose was not to make more money, but to be useful to other people.

"I realized that by helping others, even in the simplest of ways, I could help to build peace," Tanaka said.

He noted that the Japanese tradition of putting the needs of society above the needs of the individual helped his country rebuild after the tsunami and earthquake in March.

"This is a lesson that I think the whole world can learn from, in a positive way. When we see the needs of others as more important than our own needs -- when we focus our energies on a shared goal that is for the good of all -- this changes everything," he said. "It changes our priorities in a completely fundamental way. And it changes how we understand the idea of peace."

Tanaka will ask Rotarians to focus their energy on supporting the three priorities of the RI Strategic Plan , he said. He added that he will ask the incoming leaders to promote three Rotary peace forums, to be held in Hiroshima, Japan; Berlin; and Honolulu, Hawaii, USA.

Additional US$50 million grant for polio eradication This afternoon at the International Assembly, we had the pleasure of announcing that the Challenge has surpassed the US$200 million mark and has raised US$202.6 million as of 17 January 2011. In addition Jeff Raikes, Chief Executive Officer of The Bill & Melinda Gates Foundation was at the Assembly and announced that the Gates Foundation has awarded The Rotary Foundation an additional US$50 million grant for polio eradication. The new $50 million grant from the Gates Foundation is not a challenge grant; it results from Rotary’s early achievement of the $200 million milestone and of the need for continued funding support for the Global Polio Eradication Initiative. We are aware that there may be many questions concerning the additional grant from the Gates Foundation so to help answer many of these questions a Fact Sheet has been prepared. Please feel free to share theFact Sheet with your fellow Rotarians. We know that many districts and clubs supported The Challenge through fundraisers in their community; we would encourage you to share this press release with your local media. You may want to personalize the press release to include information on fundraisers and other polio related activities in your area.
We must remember, however, that this achievement is just one more milestone in our journey to eradicate polio. Most importantly, our ultimate goal is the certification of the eradication of polio. Rotarians are continuing to raise funds for the challenge, which officially concludes on 30 June 2012, and as Rotary leaders, we should encourage their continued involvement. We are confident that we will far exceed our $200 million goal, just as Rotarians have done in all previous campaigns. Thank you for all you have done and will continue to do to help us reach our ultimate goal, the certification of polio eradication. Together we will End Polio Now. Best Regards,
