敬愛的扶輪兄弟姊妹們:
在去年7 月我為這個扶輪雜誌寫的第一篇文告,我引用了甘地一句話,「你想要世界
變成怎樣,你就必須先變成那樣。」往後幾個月,我有難以置信的機會到扶輪世界各地旅
行,去看扶輪社員們如何實現那句話。
達成正面改變的意義,用最簡單的話說,就是使用我們的知識及資源去解決問題。但
是當我們談到如何真正解決人道問題並保持效果時,僅憑知識、想法及資源還不足以保證
能獲得成果。我們必須記得同樣重要的是:永續維持。可永續維持的解決方法就是即使提
議並協助解決的扶輪社員們離開之後仍繼續發生作用的方法。這表示,雖然計畫或許源自
扶輪,社區將承接該計畫。
當然,這表示當一部抽水機的零件壞了,將會有一套已經準備好的程序來修理它,使
那部抽水機維持運作,這要由社區來執行,且不須求助於扶輪。要做到可永續維持,第一
步必須瞭解是需求。例如,開發中世界普遍存在的烹飪燃料問題。在許多地域,太陽能爐
子是一個很棒的解決方法:這種爐子不貴;它所依賴的能源免費、無汙染、不虞匱乏;而
且容易使用及維護。
但是我們到社區去,嘗試用太陽能爐子去解決燃料問題之前,我們必須充分瞭解社區
狀況──更深入瞭解我們所看到的問題。或許當地的食物需要用比太陽能爐子能提供的溫
度還要高的溫度烹煮。或許那個地方風大,太陽能爐子會被吹走。或許那個地方傳統上都
在破曉之前就煮飯,這種情況當然太陽能爐子不管用。這些或許是你根本想都不會去想的
問題,但可能導致太陽能爐子被用來補屋頂或保持牲畜糧草乾燥,而不是用來烹飪。
如果我們想要促成改變,光說「我的方法比較好」是不夠的。我們必須傾聽和觀察,
不能只是說話。只有以開放的頭腦──與知識、承諾、及實現承諾的毅力──去伸出援手
,我們才能真正幫助到別人。

MY DEAR BROTHERS AND SISTERS IN ROTARY,
In the first message I wrote for this magazine, last July, I quoted Mohandas K. Gandhi,who said, “You must be the change you wish to see in the world.” And in the monthssince, I have had incredible opportunities to travel the Rotary world and see howRotarians everywhere are bringing those words to life.Creating positive change means, at its simplest, using our knowledge and resources tosolve a problem. But when we are talking about solving humanitarian problems in a realand lasting way, knowledge and ideas and resources are not enough to ensure results. We have to remember something else that is no less important: sustainability.A sustainable solution is one that will continue to work even after the Rotarians whoproposed and facilitated it are gone. This means that even though the project might havecome from Rotary originally, the community will take ownership of it. That, of course,means that when a part breaks on a water pump, there will be a process in place to repairit and to keep that pump functional – carried out by the community, and without furtherrecourse to Rotary.The fi rst step toward sustainability is understanding the need – for example, thecooking fuel problem common in much of the developing world. In many regions, solarovens are a wonderful solution: They are inexpensive; they rely on a source of energy thatis free, nonpolluting, and inexhaustible; and they are simple to use and maintain.But before we step into a community and attempt to solve its fuel problem with solarovens, we have to fully understand its situation – and look beyond the problem we see.Perhaps the local foods need to be cooked at a temperature higher than the solar oven canprovide. Perhaps the area is windy, and the solar ovens would blow away. Perhaps it’s traditionalin that area to begin cooking before dawn, which, of course, you cannot do with a solar oven. These are issues you simply might not have thought of, but that could soon lead to the solar ovens being used to patch roofs or keep animal feed dry instead of for cooking. If we are trying to bring about change, it’s not enough to say, “My way is the better way.”We have to be listening and watching, not just talking. We can only help others if we reachout with an open mind – and with the knowledge, the commitment, and the perseveranceto deliver on what we promise.
Dear Fellow Rotarians,Rotary International has set March as “Rotary Literacy Month” since 2007, encourage worldwide Rotarians to promote “Functional Literacy Plan” enabling reading, writing capabilities to basic communication levels. This mission tracks back to 2000 UN Millennium announcement with world leaders: by 2015 all children regardless girl or boy should complete basic education; “Literacy” is the key foundation of international cooperation, mankind development and world peace. Rotary International took the lead to respond by setting “Literacy” as part of continuity plan, along with the main works of “Against Hunger”, “Environmental Protection”, and “Water Resource Care”…etc.Low literacy countries’ developments are far behind others, almost one billion adults

across theworld are illiterate, about 130 million children cannot go to school, regardless children or adult as long as they cannot read and write, they are excluded from many critical information; thus Literacy is the urgent issue to be resolved. Education helps to resolve poverty, health and avoid war. Literacy and education are the key factors of modern cultural society. Increased level of education can break away from poverty. Rotary has been actively holding various education courses, such as foreign bride education, computer courses, and student consulting and reading activities. Rotarians are assisting literacy, education and reading capabilities to promote world peace.According to latest statistics, Taiwan’s literacy level has reached 99% close to 100%. However, in China there is more than 4% of illiterate which amounts to 60M of people don’t know words. Literacy level indicates the percentage of a country’s people age over 15 who can read and write. World literacy level has huge gap, out of 183 nations only “Georgia Republics” (population less than 5M) reached literacy 100%, other developed countries such as UK, US, Germany, France and Japan cannot claim reaching 100% literacy. On the other side, low literacy countries such as Samaria (26.2%), South Sudan (27%), Afghanistan (28%), Niger (28%), and Burkina Faso (28.7%), this shows Rotary International’s “Literacy” target is a significant and heavy contribution to the world.Literacy is the frontier of Rotary Educational work. Thousands of communities over world are progressed with various educational plans by Rotary. Most of the literacy plans are in underdeveloped countries, such as street children education in Egypt, teaching women in Turkey on reading, “Concentrated Language Encounter (CLE)” in Thailand on reading and writing; in South Africa East Cape, more than ten trial schools undertake training for capable teachers. To improveworld literacy, The Rotary Foundation has supported and sponsored massive Literacy plans around the world. Many a Rotary clubs also donate books to families with children but cannot afford books, and set up library in communities and schools.Rotary’s devotion is selfless! Every Rotarian in our district has well elaborated of the spirit of “Service above Self” and “Rotary Sharing” to serve the mankind and make the world a better placewith “Reach within to embrace humanity”! On February 23rd - the "Rotary Day", we invited Taipei Mayor Hau Lung-bin to our “End Polio” program in launching a light projection display [End Polio Now] on the exterior of city hall to show the determination to eradicate polio. During 23rd to 25th, for three consecutive days, the slogan “ End Polio Now” gleam in Taipei as well as Tokyo, Melbourne, and various cities across India and Pakistan.Upcoming April, we will be hosting Group Study Exchange (GSE) team from District 5490 Arizona USA. This team consists of a team leader and four team members. Cope with the Rotary foundation’s strategy and also requested by District 5490, we arrange the GSE itinerary mainly on vocational visits. We expect Rotarians cooperate and support as GSE will be replaced by Vocational Training Team (VTT) in Rotary Foundation’s Future Vision Plan.The 2012 RI Convention will take place on May 6th - 9th at "Impact Challenger" , Bangkok. We have promoted this Convention in many a district meetings and events encouraging our Rotarians and spouses to sign up. Thanks to those already registered with this convention and for those not yet, please register on line to participate this convention in Asia with Mandarin interpretation in all plenary sessions.The 2012 District Conference of our District will be held on April 20th-22nd at International Convention Center of NTUH and Taipei Grand Hotel. This Conference program is well prepared by the District Conference committee members. It includes bountiful four plenary sessions, key note speeches in joint lunch meeting, group discussion in achievement sharing, splendid shows in banquets, awarding and recognition, souvenirs, vocational promotion, Rotary models’ recognition, Rotary Golden Awards…etc. Our fellows Rotarians are kindly welcomed to joining this grandconference, enjoying the Rotary and having an unforgettable, beautiful memory in your life.

國際扶輪自1985年以來,透過全球各地扶輪社的努力,致力於「根除小兒麻痺」之宣
傳,小兒麻痺在全球的發病率,已經下降了99%。台灣也在公元2000年的時候,由WHO 宣
布小兒麻痺症正式從台灣根除。但一些發展中的國家,因為戰亂、貧窮、水資源缺乏等原
因,包括阿富汗、奈及利亞、巴基斯坦和印度部分地區,當地居民和兒童仍受到小兒麻痺
症的威脅,需要世人的關懷和幫助。為了配合世界衛生組織在全球提昇「根除小兒麻」的
認知,並加速達到根除之目標,國際扶輪已在過去數年於全球知名地標,例如倫敦國會大
廈、羅馬競技場、蘇格蘭知名城堡、雪梨歌劇院、埃及的金字塔等,皆以利用投影字樣的
方式宣導「根除小兒麻痺」。2012年國際扶輪提出台灣台北加入國際知名城市的宣傳地標。
國際扶輪3520地區為提高國人對小兒麻痺之認識,宣示小兒麻痺防治工作的決心,從
2012年2月23~25日,連續三天,北市府的外牆都會跟東京、墨爾本、印度、巴基斯坦等城
市,同步打亮「End Polio Now」的圖樣。藉由投影字樣的方式提高民眾對於小兒麻痺的
注意及認識,也同時間透過網路分享於全球各地。
這次活動得以順利完成,特別要感謝PDG Pauline提供有關資訊、東北社社長Master
楊實秋議員對市府單位的溝通與協調、和PP Audio提供投影設備與技術支援。雖然點燈儀
式當天下著細雨,仍要感謝各社社友踴躍出席參與。

健康萬步GOGOGO嘉年華會
國際扶輪3520地區扶輪家庭委員會主辦「健康萬步GOGOGO嘉年華會」已於3月10日(六)
圓滿閉幕,很感謝扶輪前輩出錢又出力,集思廣益提出許多建議及配套措施。
天祐扶輪,天公作美,很感恩活動當天沒下雨,也因為各位扶輪前輩及當天參與活動
的好友們的福氣,讓節目可以順利的進行,大家玩得不亦樂乎。大家都相當重視這次活動
,精心策劃許多節目,載歌載舞、薩克斯風、射箭和摸彩等,攤位們也有不錯的收入,我
們請靈糧堂邀低收入戶、二度就業的攤位,感謝大家都很捧場幫助他們,讓他們滿載而歸
,而我們也同時做了善事、愛護水資源,增加公益活動,提升公共形象。
很感謝臺北自來水事業處提供場地,讓我們可以表演、健走和騎自行車,加強新陳代
謝,身強體壯,祝福大家都健康如龍,平安喜樂。

創記錄的扶輪友誼交流(RFE)活動
2010年6月當我在日本北海道打高爾夫球時,突然接到了一通台灣打來的長途電話,那
是當時的3520地區2011-12年總監當選人DGE TOMMY。他說:「我知道你當過兩任的地區扶
輪友誼交換(RFE)主委,我希望你可以答應再接我這屆的RFE主委。」接電話時,我正好打
了一洞PAR,神清氣爽,不假思索的當場答應:「OK,我在2006年接過一團紐西蘭10個人,
2009年接過紐約團11個人,完全依國際扶輪RFE 規章辦理,並帶團回訪,這次再接辦,應
該是駕輕就熟,沒有問題。」
回國後,DGE TOMMY召開了第一次的RFE籌備會議,會中他說:「我計劃把2011-12年訂
為〝國際友誼年〞,希望能在這一年中邀請到1,000位國際友人來台灣參訪,並安排Home-
Stay的接待方式。這個計劃就請P.P.John來主導。」我聽了差點昏倒,因為,1,000位來訪
友人,正好是過去每年RFE來訪人數的100倍。不過,男子漢,一言即出,駟馬難追,已經
答應了,只好立刻進行規劃。
經過RFE委員會仔細推算的結果:我們認為比較可達成的來訪友人數目應在600-700人
之間,這包括RFE 300人,姐妹社200人,交換學生80人,GSE 5人,扶少團30人,文建會
20人。
RFE的部份由我來負責推動,於是我把RFE的目標人數300人分成兩部份:一部份為邀
請歐、美、澳、印等國家的扶輪社友來訪,由我本人負責聯絡,另一部份由國際服務委員
會中的台日、台星、台港、台韓及台菲等交流委員會負責邀請亞洲五國的扶輪社友來訪。
目標既定,在2010年的8月份,我去函RI,解釋D3520的這項邀請計劃,並索取全世界
各扶輪地區RFE主委的名單及通訊地址。RI RFE聯絡人立即回函,認為這是一項創舉,預
祝我們成功。他們提供了整套名單,大約含蓋了250個地區。我在一星期內發出了150封
Email給經過挑選的地區RFE主委。信中由DGE TOMMY具名正式邀請他們組團參與本地區
2011-12年的〝國際友誼年〞活動,並介紹了台灣的各主要景點及簡要的歷史。

在兩個月內,我收到了五十幾封Email的回函,大多數的RFE主委表示願意考慮組團參
與這項有意義的活動。經過來往的Email確定來訪時段及團員人數後,各地區RFE主委即傳
來團員名單及簡傳,就這樣,邀請來訪團的準備工作完成了。
確認來訪的地區共有20幾個。最後篩選到剩下19個團。原因是接待家庭數量不足,因
此我們必須拒絕6個團的來訪。RFE委員會原來計劃以每一分區接待一團為原則,但接洽到
後來,只有13個分區可以參與接待,其中15.16.17.18分區還合接一團。最後只得找D3460
及D3490各接一團。
在14個歐、美、澳團中,值得一提的是,來自7個國家的地區總監團及其眷屬,共14人。
這一團是由當時的行政院副院長陳沖,也是DGE TOMMY的同學,所推動的一項國際友誼活
動。由本地區與外交部合作邀請七個無邦交國的扶輪地區總監及眷屬來台訪問,參加建國
百年的雙十國慶,並由PDG們提供Home-Stay,他們的來回機票皆由外交部的〝非政府組織
委員會〞支付。這七個國家包括班加拉、巴基斯坦、塞爾維亞、克羅艾西亞、斯洛維尼亞
、肯亞以及保加利亞等。其中已有幾個國家的總監,在他們回國後,開始與外交部商議互
設辦事處。這樣透過扶輪社的網絡,我們辦了一次成功的國民外交。
這次的活動比較困難的部份,就是找到願意參與的RFE聯絡人以及足夠的接待家庭。
為了要讓RFE聯絡人了解這項活動的細節以及如何與來訪團繼續聯絡,RFE委員會委任了百
齡社的Vincent做為主要的執行者(CEO),因為大部份的RFE聯絡人都沒有參與RFE的經驗。
Vincent的RFE經驗豐富,事先做了一套完整的RFE團行程表,交給各RFE聯絡人參考,並安
排課程,解釋如何順利的接待外國客人。
除了Vincent以外,大多數參與的各分區副助理總監及他們選出來的RFE聯絡人,都沒
有實際的接待RFE 來訪團的經驗,開始的時後有些躑躅不前,擔心無法達成任務,但接手
後,大家都能順利的進行安排行程以及接待家庭。在參加他們的晚宴中,我看得出主客之
間的互動極為融洽,可以說是賓主盡歡,大家一年多來的努力是值得的。
這次的活動,我們總共接待了19個RFE團,
從18個國家,25個扶輪地區來的240人。感謝
D3520各分區助理總監及副助理總監,RFE聯絡
人及各接待家庭的熱心參與。經過這次活動的
洗禮,D3520已經成為辦理RFE活動最有經驗的
扶輪地區。在短短的10個月中,我們創記錄的
接待了最多的RFE團體,我們的任務完成了!
