Th e Boston State Hospital review board twice gave Dr. Cole a go ahead on experiments i n t h e institution without a quorum required to make it s vote effective, a n investigation by the Department o f M e n ta l Health showed Thursday . Eyewitnesses s a id Darling just kept com ing as if he never saw h e other car, operated by Mrs. Rita E. Smith, 50 , of 11 Donald D rive, Middletown. Police said Da rling received a cut forehead, bu t refused treat- ment. Mrs. Smith told policeshe would see her own physician. Police said both cars were wrecked a nd had to be towed. They said chain link fence was damaged in front o f abandoned Navy housing there. However, both times th e board failed t o have the required quorum of half its mem b e r s, h e said. She also said the board did not require approval o f advertising when it first gave t h e go-ahead .to the Surheme project, but it does now as a result of th e a t- torney general's action. Testimony also revealed tha t th e board and the superinten- dent of Boston Slate, D r . Edw ard Rom ano, had not com- municated since he took the job in September.
