Note : 5% rebate of the price shall be given to the applicants under physically handicapped quota. This rebate shall be
available only to those physically handicapped applicants who apply under this category and shall be restricted
to 3% quota of physically handicapped persons. However, the earnest money will be the same as indicated above
for applicants of physically handicapped quota.
Eligibility :
For being eligible to be considered for allotment the applicant should be:-
1. A citizen of India.
2. Must have attained the age of 18 years as on date of submission of application.
3. The application either in his/her name or in the name of his/her spouse or in any of his/her dependent children
must not own any other House/Flat or residential plot (except ancestral property) in Ludhiana allotted by any
Government Agency.
Reservation:
The eligibility criteria for the reserved categories will be as under in addition to (1 to 3) Para-I above:
i) Schedule Caste/Schedule Tribes :
A valid certificate issued by the competent authority as prescribed by the Govt. of Punjab.
ii) Physically handicapped/blind :
Should be 40% or above disabled or 100% blind to be certified by concerned authority (Civil Surgeon) of the
District.
iii) Freedom fighter :
Should be recipient of Freedom Fighter award pension or Tamra Patra issued by Punjab Govt./Govt. of India. A
valid certificate issued by the Deputy Commissioner of the District is required. He/She or his family members
should not have been allotted any house or plot earlier by the department of Urban Estate. Punjab Housing
Development Board. PUDA or any improvement Trust.
iv) a) Defence/Paramilitary forces/Legal Heirs of Army/Paramilitary forces. Punjab Police, Personnel killed in
action (war or on law and order duty).
b) 100% Disabled Soldiers of Punjab Domicile
In case of war widows, serving defence personnel and ex-servicemen/paramilitary forces, a valid certificate
issued by the Deputy Director Distt. Sainik Board is required. In case of Punjab Police Personnel, a valid
certificate issued by the DGP, Punjab/D.C. as the case may be, is required.
v) Gallantry Award Winners :
a) The Gallantry award winners from the defence services, paramilitary forces who have distinguished
themselves by acts of bravery and in the defence of our Country, both in war and peace time and Punjab
Police Personnel awarded with President Police Medals for Gallantry and Police Medals for Gallantry. They
should not already have received any such discretionary quota plot/house from any other Scheme in any
other part of the country and also should not possess any plot/house in Urban Estate, Ludhiana.
b) In case of posthumous award, the next of kin shall be eligible to avail of this quota. The next of kin shall be

construed as widow, if there is one, and in a case the awardee was unmarried, the mother or father in that
order.
c) The following order of Precedence will be adopted:
i) Param Vir Chakra
ii) Maha Vir Chakra
iii) Vir Chakra
iv) Ashoka Chakra
v) Kirti Chakra
vi) shaurya Chakra
vii) President Police Medals for Gallanty
viii)Police Medals for Gallantry
ix) Sena Meda/Nau Sena Meda/Vayu Sena Medal
The higher category awardee shall get precedence over the lower category awardee.
vi) Sports Persons:
Should be Medal winners of Olympics, Common Wealth or Asian Games, Mountaineers scaled Mount Everest
and possess the requisite certificate awarded by the Indian Mountaineers Foundations duly countersigned by the
Ministry of Youth Affairs and Sports, Govt. of India. A valid certificates issued by District Sports
Officer/Director Sports is required.
Vii) Riot Affected and Terrorist Affected Families :
Riot affected means, a person who migrated to the State of Punjab from any other part of the Country who has
been issued a red card by any Deputy Commissioner of a District of the State of Punjab and who has not been
allotted a house under the riot affected persons category at Delhi or any other place in the country and Terrorist
affected means a person belong to the State of Punjab holding valid certificate issued by any Deputy
Commissioner of the State of Punjab and has not availed the benefit for allotment of house/plot under this
category.
Notes :
1. Applicant seeking allotment of House against reservation will not be entitled to apply in the general category.
2. All houses declared surplus in any of the reserved categories or where sufficient applications are not received
against the reserved category, the houses shall stand transferred to the general category at the time of allotment.
3. The beneficiary will not be entitled for allotment of house under the scheme once he has already availed the
benefit for allotment under the reserved category in any other scheme/station from any Govt.Agency.
4. Applicant under ALL reserved category must have a domicile certificate of Punjab.
Please note that if at any stage the information submitted by the applicant is found to be false or incorrect his/her
allotment shall be liable to be cancelled and earnest money shall be forfeited besides taking criminal action
against the applicant.

HOW TO APPLY :
The application form attached with this brochure alongwith attested passport size photograph should be
submitted to branches of authorized banks as mentioned in advertisement either in person or by the post or
before the closing date alongwith earnest money in the shape of crossed bank draft in favour of Estate Officer,
GLADA, Ludhiana payable at the place of respective branches. Application found incomplete or defective in
any respect or which are not duly signed by the applicant are liable to be rejected.
Note :
Since all the applications are being received in the designated Bank Branches, no application should be sent by
post or otherwise to GLADA's office. Such application will not be included in the draw.
MODE OF ALLOTMENT :
a) In case number of applications received is less than the number of houses available in a category, all the
applicants will be issued allotment letter subject to their being eligible otherwise. However, house number shall
be allotted through a draw of lots. In case number of applications received is more than the number of houses
available under a particular category than a draw of lots will be held.
b) For the purpose of draw, all applications received under the scheme shall be put in the draw of lots, category wise
without scrutiny of applications. The successful applicants after scrutiny of documents submitted by them as per
eligibility criteria, will be issued allotment letters. If the successful candidates are not found eligible, their
applications shall be rejected straightway.
c) Where the applications are more than the number of houses then a waiting list in order of seniority will be drawn
to the extend of 5% of the number of houses available under each category. The houses so made available under
this scheme will be offered to applicants in the waiting list in order of their merit. The applicants in the waiting
list shall be made allotment only after completing the process of allotment of eligible applicants. However the
applicants kept on waiting list will be given allotment in the event of surrender of house under scheme only.
d) The waiting list shall be valid for one year from the date of draw.
e) The applications of successful applications shall be scrutinized on the basis of information given in the
application form and declaration made therein. However, allotment letter shall be issued only after completion
of requisite formalities furnishing of required documents and affidavit on non judicial stamp paper worth
Rs.25/- in the format as indicated in the brochure within 15 days from the date of demand by the Estate Officer,
GLADA, Ludhiana.
Note :
All the applications received will be put in the draw and the successful applicants will have to accept the
allotment of house allotted to him through draw of lots and there will be no choice of selecting the house. +
Payment Schedule :
I. 10% of cost of the flat as earnest money at the time of making application.
II. Cost of the flat-(minus) earnest money will be taken from successful candidates within a period of 120 days in
:4:
two installment from the date of issue of letter of intent/allocation. First installment will have to be paid within
60 days of allotment & next after another 60 days.
Delay in payment of installments shall render the flat liable to resumption. However, on request establishing
genuine grounds may be condoned by the Estate Officer by charging 18% interest for the further period of 60
days. No further extension shall be granted.
Although for the benefit of successful candidates authorized banks may be willing to give housing loan subject
to fulfilling their terms/conditions, yet the GLADA is not responsible for facilitating getting housing loan
sanctioned for the successful candidates.
Possession :
Possession of houses of the successful applicants will be given within Six month from the date of allotment.
REFUND FOR THE EARNEST MONEY :
i) In case applicant asks for refund before draw, refund shall be allowed after deducting the processing fee of Rs.
500/-.
ii) Unsuccessful applicants shall be refunded their earnest money after 90 days from the date of draw. However, [email protected]% per annum shall be allowed for the period beyond 181 day. Refund is made after 180 days from
the date of closing of the scheme.
Disputes :
Subject to the provisions of the Punjab regional & Town Planning & Development Act, 1995 all the disputes
and/or differences which may arise in any manner touching or concerning this allotment shall be referred to the
Sole Arbitrator, Chief Administrator, Greater Ludhiana Area Development Authority (GLADA) or any person
appointed/nominated by him in this behalf. The award of such Arbitrator shall be final and binding on the
parties. Arbitration shall be governed by the Arbitration and Conciliation Act.1996 as amended from time to
time.
Acceptance or Refusal of Allotment :
In case of refusal to accept the allotment offer then such a refusal in writing through registered post should be
received within 30 days from the date of issue of allotment letter and then 10% of earnest money deposited shall be
forfeited. However, in case such a refusal is received after a period of 30 days from the issue of allotment letter, then
entire earnest money deposited shall be forfeited.
Other Condition:
1. Successful list of applicants shall be immediately displayed at GLADA's notice board.
2. Allottee will have to use the allotted house only for residential purposes for himself and his defined family and
not for purposes other than residence.
3. The allottee will not make any addition or alteration in the approved structural construction of tenement.
4. The allottee wil be liable to pay govt. taxes including house tax, municipal tax, service tax etc. sewage charges,

electicity consumption bill etc. in the addition to montly maintenance decided by the co-operative society.
5. All conditions/rules laid by GLADA and additions, modifications made in it in future will be binding to the
allottee.
6. The allotment letters will be issued to the selected allottees in the joint name of wife and husband with first name
of female member. The letter of allotment will contain all financial aspects such as total unit cost, mode of
payments and the administrative conditions/bindings to the allottee.
General terms and conditions of allotment :
1. The allotment shall be governed by the provisions of the Punjab Regional and Town Planning and Development
Act.1995, rules & regulations framed there under and as amended from time to time.
2. While corresponding with the Authority, applicant is required to quote his/her application form number,
location, scheme deposit receipt number etc. as may be relevant.
3. Details of drawing and specifications or any other information concerning the scheme can be obtained from the
Estate Officer, GLADA, Ludhiana.
4. After the draw is held, allotment letter containing detailed terms and conditions, number of house and mode of
payment shall be issued by Estate Officer, GLADA, Ludhiana.
5. Submission of application is no guarantee of allotment.
6. Conditional applications will not be considered.
7. The Authority reserves the right to increase or decrease the number of houses/flats prior to holding a draw of lots
depending upon the feasibility at site. The Authority further reserves the right to change the facilities,
specifications, locations etc. and also right to withdraw the scheme as at any time without giving any notice.
8. All correspondence from the allottee should be sent by registered post or by hand against proper signatures of
the receipt clerk to avoid any complication.
9. The allottee shall abide the terms and conditions of allotment as contained in the brochure, allotment letter and
any other terms and conditions revised/amended by the Authority from time to time.
10. The price of the house is tentative and is likely to increase at the time of allotment. In case of enhancement of
price, allottee will be liable to pay additional cost, as determined and communicated by Estate Officer, GLADA,
Ludhiana.
11. Payment of watch and ward charges, other charges will have to be made as decided by the Authority from time to
time.
12. The house shall be used for residential purpose only.
13. The allottee shall not transfer by way of sale, mortgage, gift or otherwise the house or any right, title or interest
therein without the permission of the Estate Officer, GLADA, Ludhiana. While according such permission on
the application of allottee, the Estate Officer may impose fee/charges as may be determined by the Authority
from time to time.
14. The ownership of the house shall continue to vest with the Greater Ludhiana Area Development Authority until
full payment is made of all outstanding dues in respect of said house.
15. After receiving the entire consideration money, the allottee shall be required to execute Deed of Conveyance in
prescribed form and prescribed manner. The expenses for registration and execution of conveyance deed shall

be borne by the allottee.
16. The house can be mortgaged in favour of the Govt. of Punjab, Govt. of India, Life Insurance Corporation or any
Scheduled Bank or corporate body in order to raise loan for the payment of the price to the Authority, provided
that the Authority shall have the first charge till the entire consideration money is paid.
17. The Authority may, through its officers/officials after twenty four hours notice in writing at reasonable times
and in manner, enter into any part of the premises for the purpose of ascertaining that the allottee has duly
observed the conditions of allotment.
18. In case of breach of any condition of allotment letter or regulation or non-payment of any amount due together
with the penal interest as may be determined by the Authority, the house shall be liable to be resumed and in that
case an amount not exceeding 10% of the total consideration money, interest and other dues payable shall be
forfeited.
Misrepresentation or Suppression of facts :
If it is found at any time that the applicant has given false information or suppressed any material facts, the
application will be rejected and the allotment of house will be cancelled, without making any reference to the applicant
and he will be debarred from further participation in any scheme of GLADA. In case of such cancellation the allottee will
be liable to pay penalty as prescribed for surrender/cancellation.
Note :
i) Only one application can be given by one family i.e. one or the spouse or dependent children for house.
ii) Allotment shall be made through draw of lots in order of preference. However, the waiting list applicants shall
be allotted house on the basis of available houses. The applicants, in waiting list, if not interested in the offered
house will be refunded their earnest money after deducting 10% amount, provided the refusal is received within
30 days from the date of offer.
