Useful Databases - File Descriptions and Limitations

I. SUMMARY

In 1994, the New York State Department of Transportation instituted a Geographic InformationSystem roll-out for the entire Agency. The Statewide roll out included GIS hardware, software, training and data. As part of the Department’s GIS initiative, the Environmental Analysis Bureau(EAB) began collecting and maintaining environmental datasets for use during the environmentalprocess review of capital program projects.

To date, EAB has obtained and created nearly 20 datasets for use in GIS. The vast majority of thedatasets have been collected from obliging State and Federal regulatory agencies including theNew York State Department of Environmental Conservation, the Office of Parks, Recreation andHistoric Preservation, the New York Natural Heritage Program, the Department of Health andthe U.S. Fish and Wildlife Service. A listing of available datasets and their update cycle isincluded as Attachment 6.1. PLEASE NOTE: THESE FILES ARE NOT TO BE GIVENTO, OR USED BY ANY NYSDOT CONSULTANTS. Consultants, or other interested parties,must contact the specific Agency that created the data.

This chapter has been designed to provide specific information on the environmental datasets available for use to NYSDOT staff and the various limitations of each dataset. GIS users willfind data dictionaries, file descriptions and accuracy levels in the attachments to this chapter. Inaddition, the chapter provides an example of how to analyze and apply these files usingArcView. It is highly recommended that all potential GIS users receive formal training. Trainingis available for Regional and Main Office staff. In the Region, contact your Regional TrainingCoordinator and/or your Regional GIS Coordinator. For Main Office staff, contact the MAGISBureau and/or the GIS Coordinator assigned to your program area.

II. DEFINITIONSAccuracy - Freedom from error, lack of bias, close to true values. Note that accuracy is distinctfrom precision.

Arc - A line of data defined by an ordered set of X and Y coordinates representing a linearfeature or a polygon boundary, e.g., contour lines, roadways, park boundaries. An arc has nodimension, but has an associated direction.

ArcInfo - The high-end ESRI GIS software that runs only in a UNIX environment on SUNWorkstations. This software is command line driven and is used by GIS Coordinators andMAGIS staff only. ArcView - The ESRI GIS software that runs in a Windows environment on desktop computers.

This is the software used by nearly all GIS users at NYSDOT. See page 6.1-5 for usefulArcView definitions.

Attributes - The tabular, descriptive data associated with a particular map feature in a GIS file. For example, a point representing an inactive hazardous waste site has descriptive data such asthe contact person, property owner and hazardous material listed as well. Attribute data istypically stored in a file separately from the spatial data. Note: all components of a GIS file mustbe in the same directory location for the file to function.

Coverage - A file containing all the data for a single “layer” or map sheet of data, e.g., contourlines. ArcInfo’s basic storage unit for data. A coverage consists of topologically linkedgeographic features; arcs, nodes, points and polygons. Associated descriptive data (attribute data)is stored independently in feature attribute tables. Examples include a route system, wetlands,drill hole locations.

Digitizing - A method for capturing GIS data that provides a high level of detail, resulting in a vector type data structure. Digitizing involves using a digitizer (similar to a computer mouse) anda digitizing table to trace every feature on a particular map sheet. Digitizing converts the featureson a map into a series of X and Y coordinates that are stored in a computer. Digitizing isincredibly labor intensive, as opposed to scanning an image, but allows for the creation ofattribute data that will provide the basis for later analyses. All roadway files available fromMAGIS have been painstakingly digitized.

Geographic Information Systems (GIS) - An information system designed to work with datareferenced by spatial or geographic coordinates. A GIS is a type of database system that handlesspatially referenced data and contains a set of operations, or tools, for dealing with data, e.g.,creating data, performing analyses, developing charts, and preparing maps.

Node - the beginning and endpoint of an arc or the point where two or more arcs connect orchange direction, e.g., the location of an intersection, corners of municipal boundaries.

NYSDOT - New York State Department of Transportation

Point - Defined by an X and Y coordinate, a point represents a single feature and has nodimension or direction, e.g., an inactive hazardous waste site, a National Register listed historicproperty, or a high accident location.

Polygon - An area defined by the arcs that make up its boundaries, e.g., wetland boundaries,breeding bird habitats, National Register Listed Historic districts. Once digitized, polygons areassigned a specific ID number that is attached to a label point.

Precision - The degrees of exactness with which a quantity is stated; this is directly related to thenumber of significant figures used in a description. A measurement that divides a feature into 10intervals has less precision than one that divides the same feature into 100 intervals.

Projection - A systematic construction of features on a plane surface to represent correspondingfeatures on a spherical surface. These features may include observable phenomena, e.g.,highways, coastlines, as well as constructs, e.g., county boundaries. The transformation of thespherical, three-dimensional surface of the earth to a plane, or flat map sheet, typically involves amathematic conversion.

Raster data - A simple data structure based on a grid cell organization containing spatial data.Each cell contains the value representing the presence or absence of the particular spatial feature. The precision of the data captured is dependent on the size of the “cell” containing that data. Raster data structures do not allow for the storage of attribute data for individual features andtherefore analysis cannot be performed. Raster data is most useful if a layer of data will only beused for a “backdrop” for which to overlay other data. The precision of raster data is typicallymuch less than a vector data structure. All of the MAGIS planimetric maps and contour maps are“raster” files.

Scanning - A method for capturing GIS data, resulting in a raster type data structure. Scanningmerely produces an “image” for the individual to work with. Features in the image are notindependent of other features and therefore, there is no attribute data associated with the featuresin the image. For example, the planimetric and contour maps available on GIS for NYSDOT staffhave been “scanned” by MAGIS and therefore have no associated attribute data. They are usefulonly as backdrops for which to overlay other data. They cannot be used for any analyses.

Shapefiles - An ArcView file format, similar to an ArcInfo coverage. Shapefiles consist ofspatial and attribute data which can be created in ArcView or converted from an ArcInfocoverage. Shapefiles can also be edited and analyzed using ArcView tools. It is advantageous toconvert any coverages you are using in ArcView to shapefiles because you can edit shapefiles,create new data and themes (shapefiles) display more quickly. If viewed outside of ArcView, ashapefile actually consists of three separate files with the extensions .dbf, .shp, .shx and, if thetables have been indexed. a .idx file. For example a wetlands shapefile would consist of thewetland.dbf, wetland.shp and wetland.shx. If any of the three components of the shapefile aremissing, the file will be unusable.

SUN Workstation - High end computers that run ArcInfo software. One GIS Sun Workstationis located in every Region and four Main Office Program areas.

Topology - The spatial relationship between connecting or adjacent coverage features, e.g., arcs,nodes, points and polygons. The topology of an arc would include its ‘from’ and ‘to’ nodes andits left and right polygons. Topological relationships are built from simple elements intocomplex elements, points are the simplest, arcs are sets of connected points and polygons are setsof connected areas.

Universal Transverse Mercator (UTM) - A common system for locations on the Earth’ssurface, based upon ground distances. A series of north-south zones are established, andlocations are designated in terms of distance in meters east of the western edge of the zone andnorth (or south) of the equator. Most of the data created by MAGIS is based on the UTMcoordinates.

Vector data - A data structure that is based on elemental points whose locations are known to anarbitrary precision, in contrast to raster data. Each point is represented as an x, y coordinate andeach linear feature is represented by a listing of x, y coordinates. An element may be located inany location without the positional constraints of a raster structure. Vector data structures allowindividual spatial features to be captured, as well as their associated attributes. All datasetsmaintained by EAB are based on vector structure of data. Most of the MAGIS data, excluding theplanimetric and contour maps, are also based on vector data.

Useful ArcView Terms and Definitions:

Project File - Project information is stored in a file called a project file. The file is in ASCIIformat and always has a .apr extension (e.g., dot.apr)

Project Window - The project window displays the icons of all project documents, e.g., views,tables, layouts, etc. and acts as the access point for each document. At any given time during anArcView session, there is only one active/current project and one project window. The followingare different types of “Documents” you may find in an ArcView project:

Active Document or Window - The active window (or document, e.g., view, table, projectwindow) is the particular project document you are working in. (Notice, that the window baracross the top of the active document is a different color from all the others.) In ArcView, eachdocument, or window, has an associated tool and button bar called a GUI (see below).

Graphical User Interface or GUI. A GUI is a graphical method for users to interact with thesoftware program. Users perform desired tasks by choosing from a selection of pictorial buttons(icons) and lists (menus). It is important to have the proper document active in order to performthe associated functions, e.g., zooming to the extent of an active theme or promoting selectedrecords in a table.

Views - A document within a project, a view displays the different themes or layers of spatialinformation such as highways, county boundaries, wetlands and inactive hazardous waste sites inthe project. There could be multiple views in a particular project.

Table of Contents - The left portion of the view window that displays the names of themesavailable in that view.

Themes - A layer of data that you add to a view. Each theme is a single file, e.g., the wetlandstheme, the county boundary theme, the State route theme.

Active Themes - A theme is active when clicked within the Table of Contents View window.

Tables - A document within a specific project, tables display tabular, or attribute data that isassociated with every theme or file, e.g., the wetland number, the county name or the state routenumber. There could be multiple tables in a particular project.

Layouts - Layouts merge project documents and other map components into a final map forprinting or plotting. There could be multiple layouts in a particular project.

III. APPLICABILITY

Attachment 6.1 of this chapter contains the data table that lists all datasets collected andmaintained by EAB. The succeeding attachments address the specific limitations to each file.Please review these attachments before using any of the files. These files have been madeavailable to Regional and Main Office Department staff, unless otherwise noted. Regionalpersonnel should contact their regional GIS coordinators for information on the location of thedata. Main Office staff may contact the GIS Coordinator for their program area or contact theGIS Coordinator of EAB, Elizabeth Novak via E-Mail or at 518/485-5313.

IV. PROCEDURES

Step 1: Creating a New Project in ArcView

1) Start ArcView GIS Double-click on the ArcView GIS icon

2) Open a View (SEE GRAPHIC ON NEXT PAGE)From the project window select View - New. A View window will appear on the screen, itsdefault name is View 1.

3) Name and Save your project Select File/Save from the menu. You will be prompted to name your project and select thedirectory for storage. ArcView’s default directory is c:/windows/temp/. The project will besaved there unless a different directory is selected.

4) From the tool bar select the button to add a theme.

A dialog box will appear to prompt you to select the file name. Retrieve a file by navigating tothe location of a directory or folder to retrieve a file:

< In the “Drives” box toward the bottom of the ‘Add theme’ window, scroll to thedrive where the wetlands files are located and click the drive letter. (For yourpersonal PC, the letter is generally c: or d:. If the data resides on the SUNworkstation in your Region or office, the assigned drive letter varies.)

< The available “directories” will now appear above, on the right. Scroll thru the

“directory” list and double-click (or click and press O.K.) the directory or folderyou like.

< The names of the available files will appear on the left. A small folder on the leftindicates that you have accessed an ArcInfo coverage. Click once on the folder toview the list of available files in the coverage. Now, point and double-click (orclick once on the file name and select the OK button) on the desired file name.

< Selecting the “Data Type” Notice the box in the bottom left-hand corner titled “Data Source Type.”Feature Source Data is the default selection and should be used whenworking with “vector data” (see Definition above). Most files used byNYSDOT staff are vector data files. The exceptions are “raster data” fileswhich are scanned images including the topographic and planimetricquadrangle maps. If you are using “raster” files make certain that the“Image Data Source” is selected in this box.

< Add the following themes to create a view containing the wetlands, roadways, routenumbers and municipalities:The particular County wetland theme you are interested in, The region#/r#route/arc - this contains principal arterials and higher class roadways The region#/name/annotation.name - this contains all the text found on the MAGIS1:250,000 scale maps.

Note: you can get more detail using the county road files and names, e.g.,/road/countyroad/arc and /road/countyroad/annotation.name. However, ifyou choose these files, be prepared to spend some time. These files aremuch larger and take more time to display and query.

5) Save the files to Shapefiles and Turn the Themes ON< Make your wetlands theme active by clicking once on the theme name in the table of contents.

An active theme appears raised.< Select Theme, Convert to Shapefile, from the menu. < A dialog box will appear to prompt you to rename the file and select the directory for storage.

Note: ArcView’s default directory is c:\temp.< Once you have renamed the file, click OK. Another dialog box will appear to prompt you to

add the theme to the view, click Yes.< Notice the New theme has been added to your View with a .shp extension. Turn the new

theme on by clicking the check box to the left of a theme name. Now the theme will displayin the View window.

< Repeat these steps until all the themes have been converted to shapefiles.< You can remove the original themes by making the particular theme active and selecting

Edit/Cut theme from the menu.

6) Manipulate the Table of Contents in the View window to Edit the Legend (SEE GRAPHICON THE NEXT PAGE)In the Table of Contents, double click on the particular theme name.

< A window called the legend editor will appear. Double click on the symbol box in the legendeditor.

< The legend palette will appear. Click the paintbrush icon and next, click a color that makessense for printing, dark grey for the roads and blue for the wetlands. Select the ‘pencil’ iconand choose the size of the line.

< You must click the apply button in the legend editor after each selection is made in the palette.

Step 2: Creating a Layout and Printing a Wetland Map in ArcView

1) Set the Map Units < Select View, Properties from the menu. < Select meters for the ‘map units’ and miles for the ‘distance units’. This allows ArcView to

set a scale when you create the layout.

2) Create a layout < From the project window, select View, ‘Layout’ from the menu.< Select either landscape or portrait, one will work better for your layout.

A layout will appear.

3) Change the Layout elementsTo change an element on the layout, double click on that particular element and your optionswill appear. For example, double click on the title. An empty box will appear, type in themap title, e.g., NYS Freshwater Wetlands in Albany County.

To change the scale size, double click on the scale and change the number of units, you mayneed to do this a few times until you are satisfied with the scale.

4) Resize a Layout elementClick on the element once. Handlebars (small, black boxes) will appear around the element.Click and drag on one to resize the element.

5) Move a Layout ElementClick once on the element. Handlebars will appear. Click and hold on the middle of it, anddrag it to wherever you like.

6) Delete Layout ElementsTo delete the legend, click on the legend once, handlebars will appear. Hit the delete key. Thelegend will be removed. To delete elements of the legend, from the menu select Graphics,‘Simplify’. Notice each element of the legend is selected. Now, you may select and deleteindividual elements of the legend.

7) Add Text to the Layout< Select the Text tool, from the tool menu. (It’s the large “T” icon)< Double click on the part of the layout where you want to add the text. A box will appear

where you can type in the text. You may want to place a small line under the map title:

(Wetlands are labeled with ID numbers) Add the following notes to the bottom of your layout:

“Basemaps copyright NYSDOT 1998”“Wetland information courtesy of NYSDEC”

Place your group name and date somewhere on the map for future reference.

8) Print the Layout < Select File, Print Setup. < Make certain that the particular printer, paper size and orientation are correct.

Now that your project is complete, you can use it as a template. You will probably only need tochange the themes in the view and the Map title. You won’t have to create an entire layoutagain.

(Note: If you can’t find certain files, or have any network or printing problems, contact yourRegional GIS Coordinator.)

These instructions are just guidelines. Feel free to add whatever you like to your map. Try usingdifferent themes. If you do this, remember, the wetland files are vector files. You will havedifficulty printing vector files if you use any raster files(i.e., the quad maps). If you need to plot amap with both raster and vector data contact your Regional GIS Coordinator and ask for a copyof ArcPress, which compresses the size of the raster data, allowing it to print much faster.

Step 3: Adding Labels

1) Add the Wetland ID# labels.

< Make your wetlands theme active by clicking once on the theme name in the table of contents. An active theme appears raised.

< Select Theme, Properties from the menu.

< Select Text Labels. In the “Label Field” box, select “wetid” and click OK.

< Next, the zoom tool from the menu, click, hold and drag around a wetland and zoom in so thatthe wetland takes up most of the view.

< From the menu, select Theme, Auto-Label. Make sure the Scale Labels box is selected. Thiswill now label all of the wetlands with their specific ID number.

< If you would like to label only one wetland, use the label tool and click on the particular wetland in your view window.

Step 4: Perform a Simple Query (SEE GRAPHIC ON THE NEXT PAGE)

1) Make the theme you would like to query Active by clicking on it once.2) From the button bar select the query builder button. 3) A dialog box will appear. Make sure the Update Values box is selected and choose the field

you want to query by scrolling through the selections. Click on “Class.” Once selected “Class” will appear in the query dialog box.

4) You will notice that the Values boxes are now “updated” with the particular values associatedwith the “Class” field. (Values will not be displayed for tables with more than 30,000records.)

5) Now select an operator, e.g., “=” by clicking on it once. It should appear in the query dialogbox next to “Class”.

6) Double click on a Value, e.g., “1". It should appear in the query dialog box next to [“Class”= 7) Select New Set and you should see what is on the following page.

Notice that the table associated with the Wetlands theme appears and that the selected recordsare highlighted.

8) Click the promote button to promote all of the selected records to the top of the table.

Step 5: Identify Selected features in your view (SEE GRAPHIC ON NEXT PAGE)

1) Make your view document “Active” and make your wetland theme the “active” theme in thetable of contents.

2) Click in the “Identify” tool and then click on the particular wetland in your view that youwould like more information on. A small window will appear to list the wetland you identifiedand its attribute. Click on another wetland in your view and this will appear in the Identifywindow, also. When you are through, make certain to close the Identify window by clickingon the button in the far, top left corner.

NOTE: The identify tool may not work if you have zoomed into the view. Try zooming out onceor twice if you are having problems.

3) You may also use the “Select Features” tool select objects in the view and obtain theirattributes. Click on the select features tool and then select a feature in your view by clicking,holding and dragging a box around the feature with your mouse. The selected feature in yourView should become highlighted. (NOTE: the theme for the feature must be “Active”)

4) Click on the table button on the button bar. The table for the active theme will appear. Clickthe promote button and the selected, highlighted feature will be promoted to the top of thetable. In addition, the feature is highlighted in the View window.
