CUMULATIVE GEF-5 APPROVALS VERSUS PROGRAMMING TARGETS AS OF JUNE 30, 2014

1. This bi-annual report summarizes the progress made in programming GEF-5 resources as

of June 30, 2014. It provides a cumulative summary of GEF-5 utilizations against the

programming targets that were established by the Council during the GEF-5 replenishment

(GEF-5 Programming Document GEF/R.5/31/CRP.1). In addition, it details project approvals

and endorsements as well as project cancellations during the six-month period from January 1 to

June 30, 2014.

* Corporate Budget: This is the total of actual corporate budget expenditures for FY12 ($26,424,649), FY13 ($29,888,369), and

FY14 ($29,424,000) and the approved FY 15 corporate budget of $28,580,000.

2. Total GEF grants and associated Agency fees and corporate budget approved by Council

or the CEO amounted to $3,881.55 million, representing 91 percent of programmed resources.

The distribution of the approved amounts as compared to the corresponding programming targets

is shown in Table 1 by focal areas, themes, programs and corporate budget.

3. During the six-month period that ended June 30, 2014, the GEF approved a total of

$597.82 million for financing projects, consisting of $546.91 million in project grants, and

$50.91 million in associated fees to Agencies. Co-financing associated with total approval during

this period was $2,498.30 million (each GEF grant dollar was thus matched by approximately

$4.57 dollars in co-financing). Table 2 provides a summary illustration of the distribution

according to project types.

CEO ENDORSEMENT OF PROJECTS FOR THE PERIOD FROM JANUARY 1 TO JUNE 30, 2014

5. Between January 1 and June 30, 2014, the CEO endorsed a total of 61 projects

accounting for $373.82 million in GEF grants and $36.38 million in associated Agency fees, as

detailed in Annex F.

PROJECT CANCELLATIONS FOR THE PERIOD FROM JANUARY 1 TO JUNE 30, 2014

6. During the six-month ended June 30, 2014, the GEF cancelled 6 projects (including one

PPG) for a total value of $22.39 million in GEF grants and $2.15 million in associated Agency

fees as detailed in Annex G.

INTRODUCTION

1. Since the introduction of a Resource Allocation Framework in 2005, the GEF Secretariat

has reported to the GEF Council at every Council meeting on its implementation. The final

progress report on the System for Transparent Allocation of Resources (STAR) for the allocation

of GEF-5 resources was submitted to the Council in May 2014. This is the first progress report of

the STAR for the allocation of GEF-6 Resources.

2. The GEF Secretariat has prepared a Work Program with CEO-recommended PIFs for

Council approval in October 2014. The Work Program (GEF/C.47/11) highlights the project

information and proposed amounts for GEF funding and Agency fees, as well as total Work

Program funds. This current report discusses the Potential Utilizations under STAR that were

recommended by the CEO for inclusion into the work program, pending approval by the Council

at its forthcoming meeting in October 2014. All data is discussed in aggregate numbers, as well

as by regional classifications1. The GEF regions are listed in Annex 1.

UTILIZATIONS

3. Table 1 summarizes the cumulative utilizations (including the current work program

submitted for Council approval) for GEF-6 for the three focal areas to which STAR is applied.

Detailed country utilizations can be found in Annex 2. Utilization figures are country-specific

and do not include global and regional projects, which are funded from the exclusion resources.

5. As in GEF-5, the STAR progress reports of GEF-6 will continue to keep track of the

utilizations of both LDCs and SIDS. Table 3 summarizes the allocations and utilizations for

programming (calculated as the initial allocation less the cumulative utilization)3. All data is

presented by country and by focal area.
