GENERAL 1.1 Specification of materials and workmanship to be incorporated in these works shall be as described in the MES Schedule-2009(Part-I) including errata and amendments thereto except where specifically mentioned otherwise here-in-after in these particulars specifications. General rules, preambles to various sections/rates, Special Conditions, method of measurement etc given in the MES Schedule 2010 (Part-II) including errata and amendments thereto shall also apply to this contract unless mentioned otherwise in theses tender documents. 1.2 Particular specifications given here-in-after are in brief and are meant only to particular amend or emphasize the specifications given MES Schedule which are not repeated. 1.3 Term ‘General Specifications’ referred in IAFW-2249 (General Condition of contracts) including errata and amendments thereto shall mean the specifications contained in the MES Schedule Part-I. 1.4 Particular specification given here-in-after shall be read in conjunction with the provisions in the MES Schedule Part-I and relevant Indian standards referred to therein. In case of any discrepancy, the provisions of these particular specifications shall take precedence. 1.5 Indian standards given in MES Schedule as well as mentioned in tender documents here-in- after shall be deemed to be changed/modified as per latest amendments issued to Indian Standards upto the date of receipt of this tender. 1.6 The make/brand of various materials to be incorporated in the work shall be as per clause mentioned here-in-after. Make/brand of any item not mentioned in list shall be as approved by GE. 2. MATERIALS TO BE SUPPLIED BY THE CONTRACTOR. 2.1 Refer Condition 10 of IAFW-2249 (General Conditions of Contract). 2.2 Irrespective of what-so-ever is indicated elsewhere, materials and articles listed in Appendix ‘A’ attached to these tender documents shall bear ISI marking. In exceptional cases where situation so warrants, materials without ISI marking may be incorporated after written approval of the Accepting Officer of the Contract Agreement subject to the following :- (a) The materials/articles must conform to IS/BIS requirement. 2.1 The change shall be subject to price adjustment i.e. minus 10% (Ten percent) of the cost of the IS/BIS marked material and in the absence of the availability of rate of the rate of the IS/BIS marked materials/articles, the rate of the adjustment shall be at minus 11% (Eleven percent) of the cost of the material actually incorporated, the element of sales tax etc and 15% (Fifteen percent) for overheads and profit as per condition 62 of IAFW-2249 shall be in addition to price adjustment stated above. 2.2 The other materials unless otherwise mentioned in the tender documents shall conform to the IS/BIS and shall be procured from any of the manufacturer’s listed here-in-after. 2.3 The tenderer is advised to inspect samples of ISI marked and other than ISI marked materials, before submitting his tender. The tenderer shall be deemed to have inspected the samples and satisfied himself as to be nature and quality of materials, he is required to incorporate of the work irrespective of whether he has actually inspected them or not. 2.4 The contractor shall not procure bulk materials unless the sample of each article is got approved in writing from GE. 1. GENERAL

1.1 Specification of materials and workmanship to be incorporated in these works shall be asdescribed in the MES Schedule-2009(Part-I) including errata and amendments theretoexcept where specifically mentioned otherwise here-in-after in these particulars specifications.General rules, preambles to various sections/rates, Special Conditions, method ofmeasurement etc given in the MES Schedule 2010 (Part-II) including errata and amendmentsthereto shall also apply to this contract unless mentioned otherwise in theses tenderdocuments.

1.2 Particular specifications given here-in-after are in brief and are meant only to particular amendor emphasize the specifications given MES Schedule which are not repeated.

1.3 Term ‘General Specifications’ referred in IAFW-2249 (General Condition of contracts)including errata and amendments thereto shall mean the specifications contained in the MESSchedule Part-I.

1.4 Particular specification given here-in-after shall be read in conjunction with the provisions inthe MES Schedule Part-I and relevant Indian standards referred to therein. In case of anydiscrepancy, the provisions of these particular specifications shall take precedence.

1.5 Indian standards given in MES Schedule as well as mentioned in tender documents here-in-after shall be deemed to be changed/modified as per latest amendments issued to IndianStandards upto the date of receipt of this tender.

1.6 The make/brand of various materials to be incorporated in the work shall be as per clausementioned here-in-after. Make/brand of any item not mentioned in list shall be as approved byGE.

2. MATERIALS TO BE SUPPLIED BY THE CONTRACTOR.2.1 Refer Condition 10 of IAFW-2249 (General Conditions of Contract).

2.2 Irrespective of what-so-ever is indicated elsewhere, materials and articles listed in Appendix‘A’ attached to these tender documents shall bear ISI marking. In exceptional cases where situationso warrants, materials without ISI marking may be incorporated after written approval of theAccepting Officer of the Contract Agreement subject to the following :-(a) The materials/articles must conform to IS/BIS requirement.

2.1 The change shall be subject to price adjustment i.e. minus 10% (Ten percent) of the cost of theIS/BIS marked material and in the absence of the availability of rate of the rate of the IS/BIS markedmaterials/articles, the rate of the adjustment shall be at minus 11% (Eleven percent) of the cost of thematerial actually incorporated, the element of sales tax etc and 15% (Fifteen percent) for overheadsand profit as per condition 62 of IAFW-2249 shall be in addition to price adjustment stated above.

2.2 The other materials unless otherwise mentioned in the tender documents shall conform to the IS/BISand shall be procured from any of the manufacturer’s listed here-in-after.

2.3 The tenderer is advised to inspect samples of ISI marked and other than ISI marked materials, beforesubmitting his tender. The tenderer shall be deemed to have inspected the samples and satisfiedhimself as to be nature and quality of materials, he is required to incorporate of the work irrespectiveof whether he has actually inspected them or not.

2.4 The contractor shall not procure bulk materials unless the sample of each article is got approved inwriting from GE.

2.5 The relevant Indian Standards (IS) shall be of the year of publication (Edition) as specified in the MESSSR Part-I. The contractor, may however, at his discretion provide and incorporate in the work, suchmaterials complying with the requirements or any corresponding subsequently amended or revisededition of the IS without any price adjustment in the lump-sum.

3. MATERIALS

3.1 Materials such as cement, steel sections water proofing compound, paint, chemicals for antetermitetreatment, cement etc steel for reinforcement the quantity of which cannot be checked afterincorporation in the work, shall when collected as site, be recorded in the Measurement Book andsigned by both the MES representative and the contractor as a check to ensure that the requiredquantity has been brought to site for incorporation in the work. Reference to purchase voucher No,Name of the manufacturer/dealer from whom materials have been purchased shall be recorded in theMeasurement Book(s).

3.2 The Contractor shall obtain/procure materials from manufactures authorised dealers/stockists wheresuch authorised stockists have been appointed. The contractor shall produce original receiptedvoucher of supplier to the GI to ensure that the contractor has actually brought the all requiredquantity and the quality of the materials from the authorised dealers/manufacturers and also to findout the rates thereon. These vouchers shall be endorsed, dated and initialed by the Engineer-in-Charge and the contractor shall be kept on records with the Engineer-in-Charge who shall forwardthese to the GE soon after completion of the works.

3.3 Materials brought at site shall be stores as directed by the Engineer-in-Charge and those alreadyrecorded in Measurement Book shall be suitably marked for identification.

3.4 The contractors shall ensure that the materials are brought to the site in original sealed container orpacking, bearing manufacturer’s markings.

3.5 A register showing the daily consumption of the chemical for antitermite treatment shall maintainedwhich will be signed by the Engineer-in-Charge & the contractor in token of correctness of the entriestherein. The register shall also indicate the following.(a) Name and address of the manufacturer and supplier.(b) Requirement of chemical in the work as per specifications.(c) The quantity actually used in the work.(d) Batch number of chemical received and its date of expiry.

4. PRODUCTION OF PURCHASE VOUCHER FOR MATERIALS PROCURED .4.1 The contractor shall produce purchase voucher from the manufacturer and/or their authorised agentsfor the full quantity of materials as applicable as a prerequisite before submitting claiming RAR as materiallying at site for payment of advances on account of materials collected in accordance with condition 64 ofGeneral Conditions of Contracts IAFW-2249.

4.2 Materials to be approved.(a) All materials to be provided by the contractor shall be new and brand as mentioned in Sch `A’ and inaccordance with the specifications, where specification not given the materials shall conform to the quality ofsamples maintained in the office of GE for the purpose or as otherwise directed or approved by the GE.Samples of materials fittings etc shall be submitted by the contractor for the approval of GE before bulksupplies are brought at site of works.(b) The contractor shall satisfy the EIC that the materials provide by him in conforming to the requirementof the specifications and are as per the samples approved by the GE where materials are specified to complywith requirements of an IS specifications the contractor shall, if required furnish the manufactures certificatethat the materials satisfy the requirements of the IS.(c) All electrification work shall be executed as per Sch‘A’, IE Rule and all as specified in MES SSR section 19 Part I (2009) & Part II (2010) and as specified at siteby Engineer-in-Charge

4. EXCAVATION AND EARTH WORK

4.1 Excavation and earth work involved in the work shall be as described in Work Order. Hard rockobtained, if any, from excavation shall be sorted out and deposited by the contractor to MESstores.

4.2 EARTH FILLING: Expansive or other unsuitable soil shall not be used in filling trenches. Earthobtained from excavation, if approved by the Engineer-in-Charge, may be used for filling etc. Anyadditional earth (Other than the approved earth obtained from excavation) required for fillingwill be obtained by contractor from places approved by the Engineer-in- Charge.

5. CEMENT5.1 The cement used shall be 43 grade Ordinary Portland cement conforming to IS-8112: 1989 or

Portland Pozzolana cement, conforming to IS-1489-Part-I: 1991-Specification for PortlandPozzolana cement, Part-I Flyash based. Cement bag shall bear ISI certification mark and dateof manufacture.

5.2 Procurement of cement: Cement shall be procured from the main producers/manufacturers of the cement as specified in appendix ‘B’ to these particularspecifications. However where estimated requirements of cement is less than 1200 bags,contractor can procure cement from the authorized distributors/ dealers of the approved firmsbut contractor will have to submit test certificate of the batch issued by the main producers.

5.3 The Particulars of the manufacturer of cement along with the date of manufacture shall be produced by thecontractor for every lot of cement separately. The cement so brought shall be fresh and in no case older than 60days from the date of manufacturing.The documents in support of the purchases of cement such as purchasevoucher shall be verified by the site staff and GE. Before placing the order for supply of cement by the contractor, heshall obtain written approval from the GE regarding name of manufacturer, quantity of cement etc. Cement shall beprocured for minimum requirement of one month and not exceeding the requirement of the same for more thantwo monthsat a time. The cement shall be consumed in the work within three months after receipt. Cement shallconform to the requirements of Indian Standard Specification and each bag of cement shall bear relevant ISImark. The weight of each consignment shall be verified by the GE and recorded.

5.4 The cement shall be procured by the contractor preferably in paper polythelene bags. The Average weight ofeach bag cement shall not be less than 50 Kg. The average weight shall be tested by taking the weight of 50 Kg bagsselected at random by GE per lot. In case the weight is less than 50 Kg whole lot shall be rejected. In case weight ismore than 50 Kg it shall be deemed to contain 50 Kg only and nothing extra shall be admissible tocontractor on account of extra cement used in the work.

5.5 Purchase vouchers as mentioned here-in-before shall bear machine number from themanufactures. Use of Portland Pozzolana Cement (PPC). While using PPC, the followingrequirement shall be met with:-

(a) PPC shall meet the strength criteria of 43 grade Ordinary Portland Cement (OPC) as laid downin IS-8112-1989.

(b) Minimum period before striking the form work given in clause 11.3.1 of IS 456:2000 and MESSchedule Part-I (SSR Part-I) vide clause 4.11.6.3 shall be 14 days.

(c) Extra curing shall be carried out as required.

(d) Mixing of OPC and PPC shall not be allowed in a building. However with the approval of GE,different buildings can be have different type of cement and separate record shall be maintainedshowing location and types of cement used.

(e) While procuring PPC, the following requirements are to be ensured and certificate to thateffect shall be obtained by Contractor for each batch from the manufacturer:-(i) The quality of fly ash is strictly as per IS 1489 Part-I 2002.(ii) Fly ash is inter-ground with clinker and mixed with clinker.(iii) Dry fly ash is transported in closed containers and stored in cilos. Only pneumatic pumpingshall be used.(iv) The fly ash shall be procured from thermal plants using high temperature combustion above1000 degree C.(v) The fly ash content in PPC shall not exceed 25% to ensure consistency.(vi) The compressive strength of cement at 03 days, 07 days & 28 days shall not be less than23 Mpa 33 Mpa & 43 Mpa respectively. Each lot of cement brought at the site shall betested for compliance by the GE before acceptance.(vii) PPC shall not be permitted for use in pavement quality concrete (PQC) such ashanger floor, runway, link taxi etc. and water retaining structures.

5.6 TESTING5.6.1 The contractor shall submit the manufacturer’s test certificate in original alongwith the Test

Sheet giving the result of each physical test as applicable and the chemical composition of thecement or authenticated copy thereof, duly signed by the manufacturer with each consignmentclearly bringing out above details. Engineer-in-Charge shall record these details in the cementacceptance register after due verification. GE shall also organise independent testing of randomsamples of cement drawn from various lots from the National Test House, SEMT Wing (CME Pune)Regional Research Laboratories, Government approved laboratories, as per IS:3535 (method ofsampling Hydraulic Cement), IS: 4031 (method of physical test for Hydraulic Cement) and IS: 4032(method of Chemical analysis of Hydraulic Cement).

5.6.2 The average net mass of cement packed in bags at the plant in a sample shall be equal to or morethan 50 Kgs. The number of bags in a sample shall be as given below: -

The bags in a sample shall be selected at random.5.6.3 The cement shall conform to chemical requirements and physical requirements as specified in

respective clauses of IS: 269. Each bag shall bear IS certification mark. The tests, carried out asper provisions of IS codes specified hereinbefore, shall be the criteria for acceptance of cementby Engineer-in-Charge. If samples from a lot/lots are not within the acceptable limits of IndianStandard, the lot/lots shall be rejected without any claims or compensation to the contractor for thelot/lots purchased. The contractor shall replace the lot/lots with the fresh one which shall betested again for acceptance.

5.6.4 The cost of all tests carried out on cement before acceptance for incorporation in the work shall beborne by the contractor whether the results are acceptable or not.

5.7 STORAGE

Cement shall be stored over dry platform at least 20cm high in such a manner as to preventdeterioration due to moisture or intrusion of foreign matter. In case of storerooms, the stockshould be at least 20cm above floors and away from walls. Inspection shall be carried out once aday by the Engineer-in-Charge. It shall be ensured by the Engineer-in-Charge that testedand untested cement are segregated and stored separately with distinct identification. The cementgodowns shall be provided with two locks on each door. The key of one lock, at each door,shall remain with the Engineer-in- Charge or his representative and that of the other lock with thecontractor’s authorised representative at site of works so that cement is removed from thegodown only according to daily requirement with the knowledge of both the parties.

5.8. DOCUMENTATION

5.8.1. The contractor shall submit original vouchers, test certificates and test sheets from themanufacturer/producers for the total quantity of cement supplied under each consignment to beincorporated in the work. All consignments received at the work site shall be inspected by the GEalongwith the relevant documents before sample is taken for the testing. The original vouchersand est certificate (Original/authenticated) shall be defaced by the Engineer- in-Charge and kepton record on the office of the GE duly authenticated with cross reference to the controlnumber recorded in the cement acceptance/rejection register shall be signed by JE (Civil),Engineer-in-Charge, GE and the Contractor. The Accepting Officer may order a Board ofOfficers for verification of connected documents produced by the Contractor. The entire quantity ofcement shall also be recorded in the measurement book (not to be abstracted) for record purposebefore incorporation in the work and shall be signed by the Engineer-in-Charge and theContractor.

5.8.2. REQUIREMENT OF CEMENT

5.8.2.1.Requirement of cement to be incorporated in the works under this Contract (except for designmixes) shall be calculated on the basis of the cement constants as circulated by Engineer-in-Chief’s Br. Army HQ New Delhi, which can be seen in CWE’s Office and GE’s Office. Thequantity of cement required shall be checked jointly by the Engineer-in-Charge and the rep ofthe contractor at different stages of work and recorded in the cement register, which shall bechecked at the time of payment of RAR.

6. CONCRETE WORK.

6.1 All cement required for completion of this contract shall be specified here in before.6.2 (a) Fine aggregate (sand) for concrete work shall be coarse sand conforming to materials,

specifications and grading within the limits of grading Zone-I to III as specified in clause 4.4.1 to 4.4.6and 4.4.7(2) of MES Schedule Part-I and shall conform to approved sample kept in the office of GE.

(b) The sand shall be stored at site in bins or in dumps. The contractor shall take necessaryprecautions to avoid contamination or risk of shoveling up earth or other impurities by keeping sandover firm level ground as stipulated in IS – 4082.

6.3 (a) Coarse aggregate (stone aggregate) for all cement concrete work i.e. RCC/PCC shall be outof granite/basalt/trap stone of approved quality all as specified in clause 4.4.1 to 4.4.7(1) of MESSchedule Part-I. Mixture of two types of stone shall not be permitted.

(b) Coarse aggregate (stone aggregate) 20mm and below shall be machine crushed and above 20mmmay be hand broken.

(c) Grading of coarse aggregate (stone aggregate), unless specified otherwise in the specifications here-in-after, in various location/work i.e. PCC/RCC shall be as specified in MES Schedule Part-I.

(d) Aggregate for lime concrete work shall be of broken bricks all as specified in clause 4.5 of MESSchedule Part-I

6.4 The proportion and type of cement concrete and its grading shall be as described in Schedule ‘A’

6.5 WATERWater to be used in this work shall be all as specified in IS : 456 of 2000 and in clause 4.9 of MESSchedule Part-I

6.6 WORKABILITY OF CONCRETE: Refer to clause 4.11.4 of MES Schedule Part-I.

6.7 Important requirement of reinforced cement concrete/plain cement concrete shall be as under: -(a) All the materials, workmanship, inspection and testing for cement concrete to be used for concrete

work shall be as per requirements in Section II of IS 456 of 2000.

(b) Testing of concrete cubes shall be got done by contractor either at site laboratory or from Govt.Engineering College/National test house/Regional research laboratory/ISI approved laboratory. Thecost of all these tests including material and labour consumed, to be carried out periodically shall beborne by Contractor. In case tests are carried out in MES laboratory the Contractor shall pay for thecost of these tests at the rates as applicable for testing as per Appendix ‘A’ to special conditions.

(c) Seven test specimen (concrete cubes) shall be made from each sample, out of which 3 cubes shallbe tested for 7 days strength, 3 cubes shall be tested for 28 days strength and 1 cube shall be keptreserved and handed over to Engineer-in-Charge at the time of completion of work. Engineer-in-Charge will keep the same till completion of defect liability period. Suitable records shall also bemaintained for all cubes.

(d) Samples from fresh concrete shall be taken as per IS:1199 and cubes shall be made, cured andtested at 28 days in accordance with IS:516. Frequency of sampling concrete shall be as specified inclause 15 of IS : 456 of 2000.

(e) The test strength of the samples shall be average of the strength of three specimens. The individualvariation should not be more than ± 15% of the average.

(f) ACCEPTANCE CRITERIA FOR COMPRESSIVE STRENGTH.

The acceptance criteria for the test results of concrete shall be in accordance with clause 16.1 to 16.6of IS : 456-2000, including the requirements of Table 11 of the IS : 456-2000.

(g) All cement concrete, both plain and reinforced shall be mixed in mechanical mixer of approved type.However in case of small quantity (i.e., the quantity of concrete required being less than one batch ofmix), the contractor may, after obtaining written permission of the Engineer-in-Charge which shall beexception adopt hand mix for small quantities of work such as bed blocks and cills, lintels subject ofaddition of 10% extra cement without any price adjustment. Where mixing is permitted, it shall becarried out on a water tight platform and care shall be taken to ensure that mixing is continued untilthe concrete is colour and consistency.

(h) All concrete for RCC work shall be consolidated/compacted by mechanical vibrators of approvedtype. Precast/cast-in-situ, plain cement concrete shall, however, be rammed and consolidated bytamping and roding as specified in para 4.11.11 on page 66 of MES Schedule Part-I.

(j) In the event of breakdown of mechanical mixer and vibrator, the contractor must make arrangementfor standby mechanical mixer and vibrators.

Wherever nominal mix concrete is specified, shall be designed as per IS-456-2000. The periodicity ofmix design and other tests on materials/mix shall be as decided by the GE.

6.9 MIXING, PLACING & COMPACTION.Refer clause 4.11.5 of MES Schedule Part-I. All cement concrete both plain and reinforced shall bemixed in mechanical mixer of approved type, placed and compacted all as specified in clause 4.11.10and 4.11.11 of MES Schedule Part-I. However, in exceptional cases involving small quantity (i.e. thequantity of concrete required being less than one batch of mix), the Contractor may after prior writtenpermission of the GE adopt hand mix without any price adjustment.

6.10. TANSPORTING OF CONCRETE: Refer to clause 4.11.9 of MES Schedule Part-I and Clause 13.1of IS 456-2000.

6.11. PLACING OF CONCRETE: Refer to clause No 4.11.10 to 4.11.10.3 of MES Schedule Part-I& clause 13.2 of IS 456-2000.

6.12. COMPACTION OF CONCRETE: Refer Clause 13.3 of IS -456-2000. Concrete shall becompacted using mechanical vibrators complying with IS 2505, IS 2506, IS 2514. Over vibration andunder vibration of concrete is harmful and shall be avoided.

6.13. CURING OF CONCRETE: Refer to clause 4.11.13 of MES Schedule Part-I & clause 13.5 of IS 456– 2000. Moist curing shall be done at least for 10 days for all PCC/RCC members.

6.14. FORM WORK.Form work shall be of timber or steel or plywood of adequate strength at the option of the Contractor.Also refer to clause 4.11.6.1 to 4.11.6.5 and 7.15 of MES Schedule Part-I However, deformed steelsheets shall not be permitted for use as form work. Surfaces of concrete which are required to beplastered shall be roughened with wire brush and hacked out closely after removal of form work.

6.15. PRECAST CONCRETE ARTICLES SUCH AS RCC IN LINTEL PCC BED BLOCKS ETC.Reinforced cement concrete lintels with or without integrally cast chajjas upto 1500mm span, RCCshelves, PCC bed block, RCC cover slabs, fins and jallies and the like may either be precast or castin situ at the option of the Contractor. If precast, these articles shall be set in cement mortar asindicated in Schedule ‘A’ or in its absence in cement mortar 1:3. Care shall be taken to see that top ofall precast RCC articles are marked as such. The contractor may cast the precast articles on smoothcemented platform in lieu of mould as specified in MES Schedule.

6.16. SOURCE OF MATERIALSSources of material such as concrete, masonry, plaster, pointing and road work shall be Locallyavailable best quality.

7. BRICK WORK.

7.1 BRICK.Brick (modular or old size) shall be sub class ‘B’ well burnt locally available best quality of minimumcompressive strength 50 kg/Sqcm with maximum water absorption 20% and NIL efflorescenceconforming to the samples kept in GE office. In case of bricks of aforementioned strength are notavailable locally, the contractor shall procure the same from other stations without any extra cost toGovt. Lumpsum price quoted by the contractor shall be deemed to included this aspectActual size of bricks shall be as under:-

7.2 SAND. Sand for mortar for brick work, stone masonry work and all such other works as applicable torelevant items of Schedule ‘A’ shall be as specified in clause 5.4 of MES Schedule Part-I and shall beprocured from the specified sources only. Sand shall be washed if deleterious materials are beyondthe limits as specified in the I.S.

8. WOOD WORK AND JOINERY.

8.1. TIMBER.8.1.1 Timber for all wood work and joinery shall be as per specifications given in clause 7.3 of MES

Schedule Part-I and shall be within permissible limits of defects defined in clause 7.4 and 7.5 of MESSchedule Part-I.

8.1.2 Timber shall be well-seasoned air or kiln dried at the Contractor’s option but without any priceadjustment. The moisture content of the timber shall not exceed the limits laid down in clause 7.7 ofMES Schedule Part-I.

8.1.3 SPECIES OF TIMBER Species of timber shall be as described in respective items of Schedule‘A’. Unless mentioned otherwise in Schedule ‘A’. Second class hard wood shall be ‘Indian sal’,Bijasal, Hollock or Benteak and first class hard wood shall be shisham ,Teakwood as per theapproved samples kept in GE’s Office.

8.1.4 Preservative antitermite treatment shall be carried out to all wood works and joinery, Contractor’squoted rates shall be deemed to cater for this provision. Factory made ply wood, particleboards &factory made shutters ASCU-Vacuum pressure treated are not to be further treated with any chemicalagainst termites.

8.1.5 Chemical used for antitermite treatment to wood work and joinery other than factory made plywood,particle board and factory made shutters as described above shall be copper Napthanate or any otherchemical specified in IS-401 of 1982 applied in any one of the manners specified in ibid IS.

8.2 PLY WOOD AND PARTICLE BOARD.8.2.1 Veneered particle board where indicated shall be three layers flat pressed with commercial or teak

veneer (one side or both sides) as indicated in schedule ‘A’ and shall be BWP grade bonded withphenol formaldehyde synthetic resin adhesive ISI marked (IS-3097) Grade-I, Type-1 for commercialveneer and Type-2 for decorative veneer all as specified in clause 12.14 of MES Schedule Part-I.

8.2.2 Plywood where indicated shall be BWP grade bonded with phenol formaldehyde synthetic resinadhesive ISI marked, IS-303 for general purpose plywood and IS-1328 for decorative face plywood.Facing shall be of teak veneer or commercial veneer as indicated in Schedule ‘A’.

8.3 SHUTTERS.8.3.1 GENERAL. Only one type of species of timber shall be used in stiles and rails. Shutters with

mixed species will not be accepted.

8.3.2 FACTORY MADE SHUTTERS.Factory made shutters shall be as under : -(a) Stiles and rails shall be of thickness as described in schedule ‘A’ ASCU vacuum pressuretreated out of kiln seasoned wood (Bijasal/Sal/Hollock/Benteak) and as per IS-1003.

(b) Panels for doors (other than bath and WC) shall be of 12mm thick commercial veneered (bothfaces) particle board. Panels for doors in bath and WC shall be of 9mm thick commercial veneeredplywood.

8.3.3 OTHER THAN FACTORY MADE SHUTTERS. Door/window shutters as described in Schedule‘A’ (other than factory made) shall be made locally all as specified in section 8 (joinery) of MESSchedule Part-I and all as directed by Engineer-in-Charge.

8.4 WORKMANSHIP.8.4.1 Timber exposed to view shall be wrought and not exposed to view shall be clean sawn. The

workmanship and fixing of joinery shall be as specified in clause 8.11 to 8.23 of MES Schedule Part-Timber members upto 3.00 metres length shall be in one piece.

8.4.2 Use of nails in the joinery is prohibited. Wood screw of appropriate size shall be used and shall be of“Nettle fold” brand or any other equivalent brand as approved by GE.

8.4.3 PRELAMINATED PARTICLE BOARD.Prelaminated particle board shall be BWP grade, bonded with phenol formaldehyde synthetic resinadhesive with Malamine finish, ISI marked IS 12823 (Gde I, Type-I). Colour, shade, tint and designof lamination shall be as approved by the GE.

9. FACTORY MADE SOLID PVC DOOR SHUTTERS

9.1 SOLID PANEL PVC DOOR SHUTTERS30 mm thick Factory Made Solid Panel PVC Door Shutter consisting of frame made out of M.S tubes of19 mm x 19 mm for stiles, & 15 mm x 15 mm for top & bottom rails. M.S frame shall be covered with 5mm thick heat moulded PVC sheet ‘C’ channel having a 5 mm thick PVC sheet strip of 20 mm width stuckinside with solvent cement, forming stiles, and 5 mm thick PVC sheets for top rail, lock rail & bottom rail oneither side, and 10 mm (5 mm x 2) thick, 20 mm wide cross PVC sheet as gap insert for top rail & bottomrail. Panelling of 5 mm thick PVC sheet to be fitted in the M.S frame welded/sealed to the stiles & railswith PVC sheet beading, and joined together with solvent cement adhesive etc, complete as per directionof Engineer-in-Charge and manufacturer’s instructions. The width of stiles & rails will be in proportion tothe width of the door shutter as detailed below :-

9.2 FACTORY MADE SOLID PVC DOOR FRAMES

9.2.1 SOLID PVC SINGLE DOOR FRAMESSolid PVC Door Frame of the size 50 x 47 mm made out of 5 mm PVC sheet. The door profile shallbe reinforced with 19 x 19 mm M.S Square tube. EDPM rubber gasket weather seal shall beprovided through out the frame. The profile shall be mitre cut at two corners and joined by inserting 2Nos of 150 mm long brackets of 15 x 15 mm M.S Square tube inside the 19 mm x 19 mm M.S squaretube and suitably screwed

10. BUILDERS HARDWARE.10.1 All articles of builders hardware shall be as per IS specifications and the specifications given in the

MES Schedule Part-I for relevant items.

10.2 Articles of builders hardware shall be as mentioned in various items of Schedule ‘A’.

10.3 Articles of builders hardware (fittings) shall conform to or shall be superior to the samples kept inGE’s Office in respect of quality, finish etc.

10.4 Screws for fixing items of builders hardware shall be as specified in clause 9.2.6 of MES SchedulePart-I.

11. Steel & Iron Work

11.1 Steel required in the work shall be procured by the contractor under his own arrangement from themain producers of steel like SAIL/RASTRIYA ISPAT NIGAM/TISCO/VIZAG STEEL, PLANT.However, steel shall be procured by the Contractor from secondly producer as per PS clause 35 ofCA.

11.2 The contractor shall submit the original purchase vouchers for the total quantity of the steel alongwithtest certificates shall be procured before in corporation in the work.

11.3 The steel shall comply with the requirement of following specifications:-

(a) Reinforcement steel :-(i) Deformed steel bars conforming to IS-1786 (reaffirmed 1990) Grade Fe-415.(ii) Mild steel Grade I conforming to IS-432 (Part – I) 1982/1989.

(b) Structural Steel :-(i) Standard quality: confirming to IS-226-1975 Gde Fe-410-S or IS-2062-1962 Gde-A

Ordinary Quality: Conforming to IS-1977-1975 Gde Fe-410-0 & Fe-310-0

Note: Steel only for hold fasts, grills, guard bars shall be ordinary quality, balance structural steelshall be standard quality, test certificate for ordinary steel is not required.

11.4 REINFORCEMENT.Reinforcement shall be provided in accordance with the provisions of IS-456 and as directed byEngineer-in-Charge. Reinforcement shall be fabricated and placed in position as specified in clause10.17 to 10.23 of MES Schedule Part-I. Laps and crossings shall be tied with mild steel wire(annealed) of not less than 0.90mm dia meter. Laps shall be staggered. The Contractor shall beresponsible for accurate fixing of reinforcement and shall not pour any concrete until thereinforcement has been inspected in position and approved in writing by Engineer-in-Charge. TheContractor shall take necessary precaution to prevent any displacement of reinforcement duringconcreting. The reinforcement of mild steel and deformed cold twisted bars shall be procured fromauthorised dealer and contractor shall produce purchase voucher and test certificate from them.

11.5 HOLD FASTS.Flat iron hold fasts shall be provided and fixed as directed by Engineer-in-Charge. Hold fasts shall beembedded in PCC bed blocks of size 1BK x 1BK x thickness of brick wall in one brick thick wall and1BK x ½ BK x thickness of wall in half brick thick walls.

11.6. ALUMINIUM DOORS AND WINDOWS.11.6.1 Aluminum doors and windows shall be fabricated, erected and fixed in position as directed by

Engineer-in-Charge. The doors and windows shall be in conformity with standard aluminum fittingsconforming to the specifications of relevant IS.

The aluminum sections shall be anodised in natural matt finish. The thickness of anodised film shallbe minimum 15 microns. All builders hardware shall be aluminum anodised. The cleats formechanical vertical and horizontal joints for outer frames shall be specifically extruded aluminumsection so as to avoid any play between jointed members.

Glazing shall be with the glass as described in Schedule ‘A’. The glass shall be fixed with PVC orrubber gasket so as to avoid metal to glass contact and no projection at any beading shall be visiblethereby making it flush glazed.

12. ROOFING12.1 PRE-PAINTED GALVATUME SHEET ROOFING.

12.1.1 Pre-painted galvatume sheet roofing shall be of makeTATA/Jindal and Also refer clause 11.3 of MESSchedule Part-I. Thickness of sheet shall be as indicated in Schedule ‘A’

12.1.2 Hook bolts, nuts, bituminous felt and steel washers and coach screws shall be all as specified inclause 11.4 of MES Schedule Part-I.

12.1.3 WORKMANSHIP.Pre painted galvatume sheet shall be laid and fixed all as specified in clause 11.22 of MES SchedulePart-I.

13. (a) 15 mm thick cement plaster in CM 1:4 mixed with water proofing compound over cement slurry@ 3 Kg/Sqm finished even and smooth without using extra cement.(b) Curing of slabs with water(c) Cleaning plastered roof surface and applying a coat of hot air blown bitumen of 85/25grade @ 1.20 Kg/Sqm over a coat of oil based bitumen primer @ 0.30 litter per Sqm.(d) Polymeric water proofing membrane as approved by GE weighting not less than 4Kg/Sqm shall be unrolled over the bituminous coated surface with over laps of 100 mm. The overlap shall be sealed by flame as per manufactures instructions.(e) Applying a coat of hot air blown bitumen of grade 85/25 @ 1.20 Kg/Sqm over water proofingmembrane for non approachable roof as directed by Engineer in Charge at site.(f) Applying a coat aluminum paint @ 100 Gram/ Sqm as per manufactures instructions over hotblown bitumen for non approachable roof as directed by Engineer in-Charge.(g) Applying a coat of hot air blown bitumen of grade 85/25 @ 1.20 Kg/Sqm over polymericmembrane.Notes.(a) Polymeric water proofing membrane used shall be as per manufactures specification polymericwater proofing membrane approved by GE shall be used.(b) Suitable embedment of polymeric water proofing membrane shall be ensured into walls/parapetwalls. Special care shall be taken in laying the polymeric water proofing membrane at singularitiessuch as drains, expansion joints etc. Details of laying shall be followed from manufacturers guide.Technical specifications for polymeric membrane shall be as under :-

(i) Softening point of polymeric - > 115C(ii) Penetration 25C 100 g, 5 seconds –>25.(iii) Thickness of polyethylene (center core) - 0.090 mm(iv) Weight not less than 3 Kg/Sqm.(v) Tensile strength not less than 110 N/Sqcm(lengthwise) and 100 N/Sqcm cross wise).(vi) Elongation not less than >300%

(vii) Heat resistance should not drip at 100C for 01 hour- Does not drip.(viii) Cold resistance at (-) 5 degree C - does not break/crack.

13.1 Sample of water proofing membrane shall be tested in “National Test House” beforeincorporation in the work.

13.2 “Testing of entire work shall be tested by ponding with a depth of 50mm water for 72hours. During this period if any defects such as leakage/seepage is noticed it shall berectified by the contractor upto the entire satisfaction of GE”.

13.3. In no case damage/puncture of polymeric water proofing membrane shall be permitted13.4 Bituminous Product any of the following Makes/Brands/Manufacturers shall be Approved by

13.5. Polymeruic water proofing membrane any of the following Makes/Brands/Manufacturers shallbe Approved by GE.(a) Tikkitar Product (b) Pidilite Industries Ltd(c) STP Ltd (d) IWL India Ltd.

13.6. Guarantee:

The contractor shall furnish a guarantee for a period of 10 years for the effectiveness of waterproofing treatment before completion of work and the same shall be reflected in the completioncertificate. The contractor shall furnish a guarantee in favour on GE for the efficiency of the waterproofing treatment during the guarantee period. Security deposit towards the guarantee for all waterproofing treatment work executed under this contract shall be retained from the payment due tocontractor. Amount of Security Deposit towards guarantee shall be calculated as per scales laiddown by MES for calculating ISD on the amount of water proofing treatment at contract rates for thebuildings described under Schedule A Part-I. This amount will be released after successful expiry ofguarantee period. The contractor may, however, furnish fixed deposit receipt in favour of CDAPatna in lieu of the sum to be retained as security will be acceptable.

13.7 CEMENT TEMPLATES:The contractor shall at his expense make a template with 25 mm thick plaster in CM [1:3] atlocations and places as directed by the Engineer- in – Charge in one of the walls of buildingwere the water proofing treatment to roof has been carried out. The size of template shall be30 cm x 75 cm. The following particulars shall be engraved on the template:-Name of contractor (Write name)Contract Agreement No (CA No)

Date of completionDate of expiry of guarantee period.

13.8 SUPERVISION:The work shall be got executed by the contractor through manufacturer / its authorisedapplicator under strict supervision. The GE shall pass each stage separately beforeexecuting next stage and the work shall be executed under strict supervision of Engineer – in-charge.

14 FLOORING.14.1 GENERAL.

(a) Type of floor topping shall be as described in relevant item(s) of Schedule ‘A’ and shall be laidas specified in MES Schedule Part-I.(b) Floors shall be laid to level or falls as directed by the Engineer-in-Charge.(c) Pozzolana slag cement shall not be used for floor toppings.(d) PCC sub base may not be laid in panels/bays.

14.2 FLOOR TOPPING.(a) Cast in situ plain cement concrete floor toppings shall be laid in panels, each panel notexceeding 3.5 Sqm.(b) Joints in floor toppings shall not be staggered where glass dividing strips are being used injoints.

14.3 GLASS DIVIDING STRIPS.(a). Pin headed glass dividing strips of thickness as indicated in relevant item of Schedule ‘A’ shall

be provided to the full depth of PCC floor toppings.(b). Top of glass dividing strips shall be smooth finished with corborandum stone wherever

required.14.4 GLAZED EARTHENWARE TILES.

Glazed earthenware tiles shall conform to IS-777. Also refer clause 13.15 of MES Schedule Part-I forother specifications. Workmanship for flooring, dado and skirting shall be all as specified in clause13.40 of MES Schedule Part-I.

14.5 GLAZED CERAMIC TILES.Glazed ceramic tiles shall be of size and thickness as described in Schedule ‘A’. Workmanship forflooring, dado and skirting shall be all as per clause 13.40 of MES Schedule Part-I.

14.6 NON SKID CERAMIC TILESNon skid ceramic tiles shall be first quality. The tiles shall be laid, set and jointed in neat cementslurry and pointed with white cement slurry mixed with colour pigment to match the colour of tiles allas specified in clause 13.40 of MES Schedule. Shade of tiles shall be as approved by GE.

14.9. VITRIFIED TILES FLOORING : - Vitrified tiles flooring shall be provided as specified in para 13.15of SSR (Part-I)2009. Thickness shall be as specified in Sch 'A' and laid over cement screed bed asmentioned in Sch ‘A’ .For workmanship refer clause No 13.41of MES Sch Part -I.

15. GRANITE FLOORING:- Granite floor shall be provided as specified in SSR Part-I (2009). Colour,size, and thickness shall be as specified in Sch 'A' and as approved by GE. It shall be laid overcement screed bed and joints shall be cleaned immediately after laying marble and filled with whitecement mixed with clouring pigment to match the shade. Granite flooring shall be polished. Allcutting and grinding shall be with machine except in situation where grinding by machine is notpossible grinding by hand shall be permitted.

16. PLASTERING/RENDERING.

16.1 Refer clause 14.13 to 14.16 of MES Schedule Part-I for workmanship.

16.2 Refer clause 14.17 and 14.18 of MES Schedule Part-I for one coat and two coats plaster work.

16.3 Curing of plaster works shall be carried out as specified in clause 14.24 of MES Schedule Part- I.

16.4 Thickness of plaster for payment purpose shall be finished thickness exclusive of dubbings.

16.5 Sand for plastering/pointing work shall conform to the materials, specification and grading as given inclause 14.5 of MES Schedule Part-I and shall be procured from specified sources only.

17. FINISHES.

17.1 GENERAL.

Finishes shall be carried out as specified in section 15 of MES Schedule Part-I and as described inSchedule ‘A’ after preparation of surfaces as specified.

17.2 WHITE WASH.

(a) Number of coats of white (lime) wash shall be as described in Schedule ‘A’. White wash shallbe carried out after preparation of surfaces as specified in MES Schedule Part-I.

(b) For white washing on ceiling adequate quantity of zinc oxide shall be added to lime wash forachieving egg white finish.

17.3 COLOUR WASH.

Colour wash shall be carried out after preparation of surfaces as specified in MES Schedule Part-I.

17.4 DISTEMPERING WITH DRY DISTEMPER.

Distemper, dry shall conform to IS-427. Colour and shade shall be as approved by GE.Workmanship for distempering shall be all as specified in clause 15.13 of MES Schedule Part-I.

17.5 DISTEMPERING WITH OIL EMULSION DISTEMPER.

Distemper, oil emulsion shall conform to IS-428. Colour and shade shall be as approved by GE.Workmanship shall be all as specified in clause 15.14 of MES Schedule Part-I.

17.6 CEMENT PAINTING.

Cement paint shall comply with IS-5410. Workmanship for cement painting shall be all as specified inclause 15.15 of MES Schedule Part-I.

18. GLAZING.

19.1 Glass shall be as indicated in Schedule ‘A’ and all as specified in clause 16.2 and 16.3 of MESSchedule Part-I. Unless indicated otherwise sheet glass shall be of ‘B’ quality as specified in MES SchedulePart-I Putty for glazing shall be all as specified in clause 16.5 of MES Schedule Part-I.

19.2. Preparation for glazing and glazing shall be carried out all as specified in clause 16.7 and 16.9 to16.13 of MES Schedule Part-I.

20. PAINTING.21.1 GENERAL.

21.1.1 All paints shall be first quality manufactured by any of the firms listed in makes of materials.

21.1.2 The Contractor shall inform the GE, within two weeks of the acceptance of the tender, thebrand/names of manufacturers of paint proposed to be used in the works and submit sample thereofand obtain prior written approval of GE before their use in work.

21.1.3 Paint for priming coat, under coat and finishing coat shall be of the same manufacturer.

21.1.4 Tint of paint, if not mentioned in the drawings/schedule ‘A’ shall be as approved by GE.

21.1.5 Painting shall be carried out all as described in respective items of Schedule ‘A’.

21.2. WORKMANSHIP.All woodwork required to be painted shall be smoothened, sized and knotted and then applied withpriming coat. Stopping and filling (filler coat) shall be done after priming coat and surface rubbed downto a level and smooth surface and thereafter under coat and finishing coat shall be applied all asspecified in clause 17.6 of MES Schedule Part-I. Steel and ironwork shall be painted in the mannerspecified in clause 17.8 of MES Schedule Part-I.

22 STEEL WATER TUBES AND FITTINGS.

Mild steel galvanised tubes (Pipes) and fittings shall comply with IS-1239 (Part-I and II). Refer clause18.4 of MES Schedule Part-I for other specifications. These shall be laid in trenches/under floors orfixed on wall/ceiling and jointed all as specified in clause 18.50 and 18.51 of MES Schedule Part-I.

23. BIB TAPS, STOP VALVES AND BALL VALVES.

Copper alloy bib taps and stop valves shall comply with IS-781 high pressure quality. Crutchhandles, spindles, glands, etc of bib taps and stop valves shall be cast brass (extruded rolled orforged) in lieu of brass rod as specified in IS-781. Fancy type bib taps and stop valves shall conformto IS: 8931-1978 and shall be as specified in clause 18.15 of MES Schedule part-I. Ball valves shallbe as specified in clause 18.19 of MES Schedule Part-I.

24.1 PILLAR TAPS.

Pillar taps shall conform to IS 1795-1982 and IS 8934-1978 for ordinary and fancy type respectivelyand shall be as specified in clause 18.16 of MES schedule Part-I.

25. WATER SUPPLY WORKS.

25.1 Work shall be carried out by licensed plumbers/fitters/skilled labourers.

25.2. Layout of pipes shall be as directed by Engineer-in-Charge.All pipe runs shall be truly vertical/horizontal. At all corners either bend or elbow shall be provided.Suitable sleeves shall be provided for full width of the wall where the pipe is passing through walls.The sleeves shall be of medium grade G.I. pipe. Even though diameter of the sleeve is more than diaof water tube(s) passing through it, the smaller diameter of G.I tube passing through sleeve will bemeasured for payment purpose that too in running metre (RM) and not in short lengths. This aspectshall be deemed included in unit rate for water pipes.

25.3 DRAWINGS. The contractor shall submit to the Engineer-in-Charge three copies of drawings forinternal water supply layouts and three copies of drawings for external water supply layout plansshowing actual routes/alignment of various pipe lines with indication of their sizes and fittings andlocation of various valves, valve chambers, etc and also indicating the distance of pipe line from mainbuildings and roads without any extra cost.

26. ELECTRIFICATION WORKS.

26.1 SAMPLES AND MATERIALS.26.1.1 All materials to be incorporated in the work shall be of the highest standard and unless specifically

specified otherwise here-in-after, shall strictly comply with the relevant ISS (or BSS for which no ISShas been published.)

26.1.2 Sample of materials shall be supplied by the Contractor to the GE for approval within 15 days of thedate of issue of work order.

26.1.3 The Contractor after obtaining written approval of samples by the GE shall obtain materials andequipment from the approved firms or through their authorised agents only. As a proof that aparticular material has been obtained from the firms or through their authorised agents, theContractors shall produce such evidence to the satisfaction of GE when asked for with regard toquality and quantity. The materials shall be brought to the site with maker’s original packing with sealintact.

26.1.4 The Contractor shall ensure that materials used in the work are identical with the approved samples.The materials shall be brought to the site by the Contractor in maker’s original packing and shall notbe incorporated in the work unless approved by the Engineer-in-Charge.

26.2 STANDARD OF QUALITY & WORKMANSHIP.

26.2.1 The specifications and general rules as laid down in MES Standard Schedule of rates (Part-I & II)shall be applicable to the whole work. These shall be read in conjunction with the relevant IS.

26.2.2 The work carried out shall be of the highest standard conforming to modern Engineering practice bothas regards to design and execution. The work shall be executed to the entire satisfaction of theGarrison Engineer.

26.2.3 The supply and installation of all electric equipment and accessories shall strictly comply withprovisions contained in the latest edition of Indian electricity Act and Rules framed there under asapplicable, except where regulations and rules are modified by these specifications.

26.2.4 The Contractor shall employ qualified supervisors and skilled tradesmen during the entire period ofexecution of the Contract. He shall on demand by the Engineer-in-Charge, produce such evidence ofqualifications of his supervisors/tradesmen at the time of commencement of work or at any timeduring the execution of the contract.

26.2.5 All work shall be executed as per the code of practice as listed in the I.S. All electrical work shall begoverned by IE Act/Rules with latest Amendments. The code of practice for electric wiring installationas per IS-2274 with Amendment No.1 shall be strictly followed.

26.2.6 (a) Internal wiring shall conform to IS-732 Code of practice for electrical wiring installation. Pointwiring shall be with 1100 volts grade cable with stranded aluminium/copper conductor all asdescribed in Schedule ‘A’ items.

(b) The terminal points for light and power, switch socket combination, switches, fan regulators,fittings, outlet etc shall terminate in recessed mild steel boxes fixed flush to the walls and coveredwith plastic laminated sheet 3 mm uniform thickness to match the colour of the wall finish asapproved by GE.

26.2.7 Conduit wiring and battened wiring shall be carried out all as described in Schedule ‘A’ and asspecified in MES Schedule Part-I.

26.2.8 Clause 19.101 to 19.111 and 19.114 of MES Schedule Part-I will be referred to for workmanship.Special attention is drawn to clause 19.111 of SSR Part-I for method of passing conductors throughwalls and floors.

26.3.1 SCREWSAll screws shall be of cadmium – plated steel for internal wiring work. The contractor may also useplastic plugs of suitable size in lieu of wooden gutties for fixing of batten without any price adjustment.

26.3.2 PLASTIC LAMINATED SHEET TO COVER CAST IRON BOXES FOR POINT WIRING.Hylam / Wood lite / Anchor brand with the make embossed on the sheet.

26.4 EARTHING.

(a) Earthing shall be provided as described in Schedule ‘A’ and as specified in MES SchedulePart-I.

(b) The earthing includes excavation and earthwork in soft/loose soil, funnel with watering pipe,PCC 1:3:6 type C2 pit with 300 x 300 x 40mm thick pre-cast RCC 1:2:4 type B1 cover with liftinghook. Surplus earth shall be disposed off as directed, not exceeding 50 metres distance.

(c) The earth lead/conductor shall be housed in protection pipe as described in Schedule ‘A’ whilerunning along wall, columns, etc and fixed to the earth plate all as specified in MES Schedule Part-I.All metallic casing and frame work of electrical fittings and appliances shall be connected in mainearth conductor by G.I. Wire.

(d) The desirable earth resistance of earth electrode shall not be more than one ohm.

(e) No extra payment shall be made if the Contractor is required to provide extra depth of pit andextra quantity of charcoal dust to achieve specified test result.

(f) All tests shall be carried out by the Contractor using his own instruments without any extrapayment. All tests shall be recorded and signed by the Contractor and Engineer-in-Charge.

26.5.7 TEST CERTIFICATE.The manufacturer’s test certificate duly signed by the authorised testing authority of the manufactureror the test certificate obtained from the Government test house Ali pore shall be produced by theContractor as an evidence of the equipments and cable and accessories conforming to relevant IS.The test certificate should bear the statement that the items under test conform to the relevant IS(Number to be quoted).

26.5.8 TESTING.

26.5.8.1 All testing as specified in MES Schedule shall be carried out on completion of work. The Contractorshall supply all necessary material and apparatus at his own cost for testing. The test results shall berecorded and signed by the Engineer-in-Charge and the Contractor. Electricity for the test will besupplied free by MES.

26.5.8.2 During polarity test of switch the phase conductor shall be in the switch and not directly connectedto the fittings i.e. holder, socket outlet etc.

26.5.9 TAKING OVER OF EQUIPMENTS/INSTALLATIONS.

All the test required to be carried out by the Contractor shall be to the entire satisfaction of Engineer-in-Charge/Board of Officers as ordered by Accepting Officer. If the test results are not foundsatisfactory, the Contractor shall at his own expense rectify/replace the defective material or any partthereof as directed by Engineer-in-Charge. The decision of the GE shall be final and binding in thisregard. The tests shall be carried out again after rectification/replacement of defective components.The installation/equipment shall be finally taken over only after satisfactory test results.

27. TESTING OF BUILDING MATERIALS: Test for building materials shall be conducted as per ISrequirement as directed by the GE. The contractor shall provide necessary samples, make adequatearrangement for transportation and testing of the same. Testing charges shall be paid by thecontractor. Recovery on account of testing charges shall be made from the contractor for varioustests conducted in MES project lab as per Appendix attached here-in-after. The test for which thefacility is not available in MES lab shall be got done by contractor in approved lab outside MESand the testing charges as charged by the concerned authorities shall be borne by the contractoras provided in condition 10A of IAFW-2249, General Conditions of contracts and no claimswhatsoever, shall be entertained on this accounts.

28. MATERIALS, WHICH LOOSE IDENTITY AFTER INCORPORATION

28.1 Materials such as cement, steel sections water proofing compound, plain chemicals for anti-termite steel for reinforcement the quantity of which cannot be checked after incorporation inthe work, shall when collected at site, be recorded to be measurement book and signed byboth the MES representative and the contractor as a check to ensure that the requiredquantity has been brought to site for incorporation in the work. Reference to PurchaseVoucher, Name of the manufacturer/dealer form whom materials have been purchased shallbe recorded in the Measurements Book (s).

28.2 The contractor shall obtain/procure materials from manufactures authorized dealers/stockiestwhere such authorised stockiest has been appointed . The contractor shall produce originalreceipted voucher of supplier to the GE to ensure that the contractor has actually brought theall required quantity and the quality of the materials from the authoriseddealers/manufacturers and also to find out the rates thereon. These vouchers shall beendorsed, dated and initialed by the Engineer-in-Charge and the contractor and shall be kepton records with the Engineer-in Charge who shall forward these to the GE soon aftercompletion of the work.

28.3 Materials brought the site shall be stored as directed by the Engineer-in-Charge and thosealready recorded in measurement book shall be identification.

28.4 The contractor shall ensure that the materials are brought to the site in original sealedcontainer or packing, bearing manufacturer’s markings

29. PRODUCTION OF RECEIPTED BILLS/CASH MEMOS FOR MATERIALS PROCURED

29.1 The contractor shall produce receipted bills/cash memos from the manufacturer and/or theirauthorised agents for the full quantity of the following materials as applicable as aprecrequisite before submitting claim for payment of advances on account of work done and/or materials collected in accordance with condition 64 of General Conditions of contractsIAFW – 2249.

(a) Cement

(b) All steel sections including reinforcement(c) Major E/M items such as DG set, Transformer, VCB/OCB , panel board ACRS etc.(d) Materials which loose identity after incorporation such as water proofing compound,paint, chemicals for anti termite treatments etc.

29.2 When the cost of each category of materials for entire contract is less than Rs 500/- productionsof bills may not be insisted upon, if the GE is otherwise satisfied with the quality and quantity ofmaterials.

30. GI PIPE

30 .1 All pipe shall be of mild steel galvanized tube (pipes of medium grade as per IS-1239(Part- I).This shall be electric resistance welded or high frequency induction welded, galvanized,screwed and socketed. Socket shall be chamfered internally to prevent damage to theleading thread. Fittings for GI pipes shall be mild steel galvanized as per IS 1239(Part 11).

Tubes and fittings shall be free from scales, cracks, surface flaws, laminations and otherdefects.

30.2 Ends of pipes shall be properly sealed with wooden plug and bitumen compound after drawingThe cable through pipes.

31 C.I. PIPE:-

31.1 Coat iron pipes shall be as specified under relevant clause of section 18 of MES Schedule Part-I.

31.2 Laying and fixing of pipes shall be all as specified under section 18 of MES Schedule Part-I(2009)

31.3 JOINTING OF CI PIPE LINES / FITTINGS- Jointing to CI pipe lines / fittings shall be runlead/tyton joints all as described in relevant clause of section 18 of MES Schedule Part-I (1991).

31.4 TESTING OF PIPE LINES- After the pipes are laid in jointed the pressure test shall be carriedout as specified in section 18 MES Schedule Part-I. Testing shall be done in presence of GE orhis representative material, labour and all equipment required for testing shall be provided by thecontractor at his own cost and the same shall be deemed to be included in the rates quoted bythe contractor for respective items in Schedule ‘A’ pressure shall be restricted to the lower grade.

32. SLUICE VALVE:-Sluice valve shall class PN-1.6 shall be double flanged (flanged machined and drilled) conformingto IS-780.Complete with hand wheel and shall be fixed in position as directed by Eng-in-Charge. Itshall be provided as specified in section 18 of MES Schedule Part-I(2009).

33. CABLES.

33.1 LT/HT cable to be provided by the Contractor shall be as described in schedule ‘A’ and shallconform to relevant IS. The Contractor shall also produce test certificate from manufacturerbefore incorporation in the work.

33.2 Cable shall be laid in trenches, ducts, under road/floors and fixed to walls/poles all asspecified in clause 19.73 to 19.92 of MES Schedule Part-I.

33.3 Cable shall be tested all as specified in clause 19.93 of MES Schedule Part-I.

33.4 CABLE RECORD. Contractor shall submit cable records in triplicate as per clause 19.95 ofMES Schedule Part-I to the Engineer-in-Charge.

33.5. CABLE PROTECTION.Cable shall be protected in trenches by providing sand cushioning and cable covers and onpoles/walls by providing G.I. protection pipe all as described in Schedule ‘A’ items.

33.6 CABLE GLANDSCable glands shall be of brass chromium plated of appropriate size as per IE rules.

34. ‘D’ STEEL/IRON CLAMPS.These shall be made of MS flat iron of size 50mm x 6mm and shall be painted with one coatof red oxide primer and two coats of aluminium paint. Clamps shall be of suitable size tohold the shackle insulators and shall be complete with pole clamps with necessary bolts,nuts, washers and insulator bolt holes.

. INSULATORS.Insulators shall be of type and capacity as described in Schedule ‘A’ and shall conform torelevant IS and as specified in MES Schedule Part-I.

36. PRODUCTION OF PURCHASE VOUCHERSThe contractor shall be required to purchase the articles required to be incorporated in the workdirectly from the manufacturer to ensure their genuineness. He shall submit the original purchasevouchers to the Engineer-in-Charge for his defacement before claiming his payment. However,where the manufacturer do not have the system of sale policy of sales directly by them and dealtheir sales through dealers network only, the contractor may purchase the materials / articles fromthe authorised dealers of the company, who are required to shown the cash memo/bills all thetaxes, etc makes and numbers as required two copies of CTC of the same shall be made by theEngineer-in-Charge for reference and record. The said original purchase vouchers shall bereleased to the contractor after defacing the same with respect to this contract.

37.1. Demolition/Dismantling/Taking down work: Demolition/dismantling/taking down or up to beexecuted as per section 18 & 21 of MES SSR Part-I. Proper care shall be taken by the contractorduring execution of demolition /dismantling/taking down or up of work. All demolished/dismantledmaterial shall be removed from site not exceeding 200 mtr or deposited to MES Store Yard asdirected by Engineer-in-Charge at site.

37.2 All the test carried as per instruction given below:-
