Textron hasclosed its acquisi-tion of BeechcraftCorp., and willmerge CessnaAircraft andBeechcraft toform a new segment calledTextron Aviation, the company announced inmid-March. Cessna, Beechcraft and Hawkerwill remain distinct brands, however, Textronsaid. Scott Ernest, Cessna CEO, will lead thecombined company.

Scott Ernest, Cessna CEO, willlead the combined company.“The attractiveness of themerger was driven by the factthat the two companies havevery complementary productlines in a market we’ve bothbeen in for a very long time,”Scott Donnelly, Textron CEO,said in an interview with the local Wichita Eaglenewspaper.

The merger provides Textron a broad range ofproducts and an extensive international servicenetwork. Beechcraft and Cessna will consolidateand operate as one business, he said.

There will bejob cuts as the two companiesconsolidate support operations in areas such as human resources, finance, accounting, purchasing and other back office functions,Donnelly said. He declined to estimate howmany jobs would be lost in the consolidation.“We have to go through that process,” Donnellysaid. “We want to do these things as quickly aswe can,” he said, adding that he can appreciatethe uncertainty it brings to the workforce.Textron announced the deal to buy Beechcraft inlate December for $1.4 billion, and formed atransition team of members from Beechcraft,Cessna and Textron to work on details of thetransition.

Textron financed the purchase of the equity aswell as the repaymentof Beechcraft’s workingcapital debt through acombination of availablecash, the issuance of$600 million in seniornotes and a new $500million five-year termloan.

Beechcraft CEO BillBoisture said last Aprilthat coming out of bankruptcy signalled anew and exciting future for his company.However, that future will continue without him as Beechcraft is merged into Textron Aviation.

At the end of March, Tecnam, together with itslaunch-customer Aerobility (UK) is proud toannounce the certification approval by EASA(No. 10048554) for the first worldwide factory-built certified aircraft equipped withhand controls for disabled pilots.

This achievement of EASA approval is the resultof over 18 months of ergonomic studies, testpilot's review, specialist component design, collaboration with Italian CAA (ENAC) and EASAand the input from many involved with the disabled pilots community.

The version of the Tecnam P2002JF is the firstworldwide CS-VLA certified aircraft factory builtwith disabled hand controls. It is also the first timethat the issue of official certification documentscontain explicit reference to disabled pilots.

A little less than a year ago a newly manufacturedVulcanair Vr (P68R) dropped in at Sun N’ Fun inFlorida on its way to its new home in Brazil. Duringthe aircraft ferry flight the owners were able toappreciate the qualities of the Vr. Flying over Italy,France, England, Iceland, Greenland the U.S. andthe Caribbean was a unique experience thanks tothe visibility given to the high wing aircraft and thesafety of the twin engine configuration.

Experiencing paved, less paved runways; verylong and very short runways, winter icing weatherand very hot, humid weather all in the span of afew days put the pilot in a position to experienceall possible conditions in one trip. IAOPA NEWSAOPA Swedenlooks abroad for salvation

AOPA-Sweden is lookingat the possibility of registering ATOs,

CAMOs, aircraft and pilots in other countriesbecause of the continuing massive increasein national aviation authority fees in Sweden.

For many years AOPA-Sweden has stressed tothe Swedish Transport Agency and to the government the fact that extraordinary chargesare having a devastating effect on all fields ofaviation. It now seems that the only way of stopping the contraction of GA is to registereverything in other EU countries.

Examples of the Swedish fees include: Annualfee for a PPL – €72. For a CPL, €300. For anATPL – €380. A simple ATO with IR training, run by a flying club, faces an annual fee of more than €11,000.

According to EU legislation it is possible to register a pilot license in any EU country, onrequest from the holder. IAOPA moves aheadwith EU Intergroup

IAOPA Europe is meeting with supportiveMEPs in March to finalise the details surrounding the setting up of a general aviation intergroup in the EuropeanParliament ahead of the European elections.

The current Parliament begins to dissolve inApril, and the next Parliament will be in place by September and will begin work in October. In partnership with the European BusinessAircraft Association and the European Regionalairport community, IAOPA is driving forward itscampaign called ‘General and business aviationconnecting Europe’ which has struck a chordin the Parliament. Several prominent supportersof GA are not standing for re-election, but othersare almost certain to reappear. IAOPA has hiredformer MEP Ulrich Stockmann as advisor andlobbyist on this issue.

AOPA Greece is facedwith an unusual problem- Seaplane microlight information sought

AOPA Greeceis faced withan unusualproblem andhas beenseeking infor-mation fromother AOPAson how sea-planes are regulated. Seaplanes have onlyrecently been legalised in Greece, and EASAregulations have been adopted to cover them.But microlight seaplanes do not come withinEASA’s remit, and there are signs that Greeknational authorities are likely to over-regulatethe sector.

Anton Koutsoudakis of AOPA Greece says thatwith thousands of islands in the Aegean, sea-planes are a perfect mode of transport andAOPA sees a bright future for them, if only thenational authorities can allow reasonable regula-tions. Negotiations with the authority have notbeen encouraging. In response to pleas forinformation, IAOPA Senior Vice President MartinRobinson put AOPA Greece in contact with theBritish Microlight Aircraft Association.Seaplanes welcome to Athens Flying WeekSeaplanes are invited for the first time to AthensFlying Week at the end of September, and theevent promises to be the best-ever opportunityto fly around the most beautiful parts of Greece.The airports of Athens, Santorini and Samos areto participate in the flying week, and it is expect-ed that at least 15 of Greece’s most glamorousdestinations will also be included.

AOPA Greece has been heavily involved inAthens Flying Week from the beginning andorganises the event along with PodimatasAudioVisual S.A., one of the leading companiesin Greece specialising in event production.

EC allows airport subsidies to continue

IAOPA Europe has welcomed the decision ofthe European Commission to continue toallow national authorities to subsidise smallairfields which might otherwise be forced toclose for lack of commercial viability.

The EC currently allows countries to subsidiseairports with less than 700,000 passengers ayear, but it had been proposed that this numberbe reduced to 300,000. In February, however, itwas decided to maintain the status quo.

IAOPA Senior Vice President Martin Robinsonsaid: “We very much welcome this. Smaller airports are a vital component of Europe’s transport system and the Commission hasrecognised the need for distant and isolatedcommunities to maintain air links, even if theyare not strictly commercially viable.”

Not all European states subsidise small airports.Martin says: “In countries like Germany andSwitzerland, regional airports are seen as important for transport links and the need forstate aid is recognised.“

Channel Islandsairspace changes

AOPA in the Channel Islands warns of majorchanges to airspace classifications aroundthe islands which come into effect on March6, and should make flying in that area easier.

The entire airspace, which is currently Class A,becomes class D from the ground to FL80. Full details of the changes can be downloadedfrom the Jersey ATC website.

2014 GuernseyAir Rally

The Spirit of Freedom, a four-engine Douglas C-54E, was one of hundreds of aircraft from sixnations that delivered more than 200,000 tons offood and fuel to West Berlin between June 1948and May 1949 during the Soviet blockade of thecity. By closing off the road, rail and wateraccess, the Soviets believed they could starveBerliners into depending on them for survival. Itdidn’t work.

Canadian Lanc for UKtourOn February 24, the Canadian Warplane HeritageMuseum (CWH) announced that their AvroLancaster X, will make a month-long visit to theUK during August.

The bomber will depart from its base atHamilton, Ontario on August 4. Following theNorth Atlantic crossing – via Goose Bay,Narsarsuaq and Keflavik – the aircraft is due toarrive on August 8. It will then fly to RAF con-ingsby where it will undergo a scheduled mainte-nance inspection at the RAF Battle of BritainMemorial Flight (BBMF) base. The CWH crewwill then undergo a short training programme,before participating with the RAF BBMF Spitfires,Hurricanes and Lancaster I in several air displaysand flypasts.

A helpfullittle safetydevice thatis gettingmore andmorerecognitionin the aviationindustry isthe angle of attack indicator. Avionics andpersonal GPS production giant Garminannounced in March that it is in the processof developing its own AOA unit named the GI 260 AOA.

The GI 260 provides pilots with audible and visual alerts when the angle of attack of the airplane reaches the critical angle, indicationsthat the airplane is about to stall. Garmin hopesto bring its product to the market in the thirdquarter of this year. Various options for certifiedairplanes will be available at prices starting at$1,499 (€1,220).

Garmin also hopes to make the GI 260 availableto the experimental market even sooner. A version compatible with Garmin's G3XPFD/MFD display is expected to be available inthe second quarter.

Cessna CJ3+.

Cessna Aircraft Company, announced in mid -March a new aircraft to add to the company’spopular line of Cessna CJ-series jets. The newCJ3+ from Cessna includes a state-of-the-artfully integrated Garmin G3000™ avionics suite,all-new interiors with a redesigned cabin andcockpit, new pressurization, and new diagnostics systems.

Kriya Shortt, senior vice president, Sales andMarketing, says: “The CJ3+ is another example ofhow Cessna listens to customers to deliver an aircraft that meets their aviation needs now and inthe future. Customers are already pleased with the CJ-series, but they also appreciate the new featuresof the G3000 system. Combining all these avionics features with a fresh new interior and other signifi-cant upgrades strengthens an already powerful jetand makes its value proposition even more com-pelling for customers.”

Additional features of the CJ3+’s new G3000 avion-ics include improved turbulence detecting weatherradar, TCAS II, advanced Terrain Awareness WarningSystems (TAWS), a wireless media server, Garminintegrated cockpit and cabin Iridium phone, andhigh speed internet capabilities from Aircell. TheCJ3+ includes the installation of automatic depend-ent surveillance-broadcast (ADS-B) capabilities,bringing the aircraft in compliance with this aspect ofNext Generation (NextGen) air traffic control require-ments. Cessna’s CJ3+ is expected to receive FAAcertification during the second half of the year, withdeliveries following afterward.

With its range of up to 1,875 nm, the CJ3+ can flypassengers nonstop from Washington, DC toMexico City, from San Diego, Calif. to Juneau,Alaska, or from Lima, Peru to São Paulo, Brazil. The CJ3+ is expected to receive single-pilot certification and has maximum seating capacity fornine passengers. Cessna’s Citation series of jets are the most popular line of business jets ever produced, with more than 6,600 jets that have been designed, manufactured and delivered to customers around the world.

In addition to the avionicsupgrade, the Alpine Edition CJ2+ features newpressurization and environmental systems, the latestdiagnostics systems, and a redesigned cockpit.

Rotorsim, the joint venture owned equally by CAEand AgustaWestland, announced during Marchthat a joint team from ENAC (the Italian CivilAviation Authority) and the European AviationSafety Authority (EASA) has certified the world'sfirst AW189 full-flight simulator (FFS) to Level D,the highest qualification for flight simulators.

The new CAE 3000 Series AW189 FFS isinstalled in the new simulation building at

AgustaWestland's A. Marchetti TrainingAcademy in Sesto Calende, Italy. The Training Academy now has capacity for nine FFSs and five FTDs (Flight TrainingDevices), further expanding theAgustaWestland training capabilities in Italy as part of its global capability.

The AW189 FFS was developed jointly byAgustaWestland and CAE, and will be operated by Rotorsim.

The CAE 3000 Series helicopter missionsimulator features unprecedented realismfor helicopter- specific mission training,including offshore Oil and Gas Producer(OGP), Search and Rescue (SAR), lawenforcement and other types of operations.The simulator enables pilots to practice -without risk- challenging procedures such as low-level flight, confined area opera-tions, autorotation and landing on plat-forms at sea.

Airbus Helis EC175.

Airbus Helicopters and China’s Avicopter (thehelicopters business unit of AVIC) todaysigned a joint agreement for the production of1,000 new-generation EC175/AC352 rotor-craft, in the presence of Chinese President XiJinping and French President FrançoisHollande at the Elysée Palace in Paris.

The agreement cements the industrial part-nership between Airbus Helicopters and AVICon their jointly-developed EC175/AC352.

“Today’s agreement results from severalyears of close collaboration between ourteams. It sets the stage for an unprecedentedfull-scale production framework by both partners and adds a new dimension to therelationship with Avicopter,” said AirbusHelicopters CEO Guillaume Faury.

“The production contract’s signature willallow both of us to satisfy the Chinese andworldwide market needs in the medium helicopter segment," added Li Fangyong,AVIC Executive Vice President. “This alsoputs Avicopter’s production resources towork in the aviation industry’s global industrial chain.”

While development work has been equallyshared between Airbus Helicopters andAvicopter for the EC175/AC352 project, production is likewise shared, combining thecapabilities of both companies. Coming froma common platform, two different rotorcraftare being built: the AC352, assembled andsupported from China by Avicopter, mainly for the Chinese market; and the EC175, assembled and supported by AirbusHelicopters from Marignane, France, for the worldwide market.

SAR Work starts onnew search and rescue baseat Inverness AirportConstruction work began ona ground breaking newsearch and rescue helicopterbase at Inverness Airport onWednesday. The base willhouse state-of-the-art SARhelicopters, operated byBristow Helicopters Ltd, theircrews and support team. The base is due to becomefully operational in April 2015,when Bristow Helicopters Ltdtransitions the delivery of helicopter SAR services atbases across the UK on behalfof the Maritime and Coastguard Agency(MCA).

The Inverness base is one of seven new buildfacilities being developed by Bristow HelicoptersLtd, with its infrastructure delivery partner

Balfour Beatty, at commercial airports around the UK. As the main contractor, Balfour Beatty is outsourcing various aspects of the buildingworks to local contractors in the communities inwhich the bases are being

established.

At the forefront of sustainability,the bases will include a raft ofenvironmental technologiesincluding PV solar panels andrainwater harvesting systems.

A ceremony to mark the begin-ning of the work at InvernessAirport was attended by represen-tatives from the airport, BalfourBeatty, Bristow Helicopters Ltdand consultants Deloitte who areacting as advisers to the

PremiAir InternationalGroup, U.K., has announcedthat it has entered into atransatlantic joint venturewith Aviation SpecialtiesUnlimited, Inc., (ASU) ofBoise, Idaho to bring innovative new night visiontechnologies to the U.K. andother European countries.

Under the terms of the jointventure – which was signed at the recentHelicopter Association International annual HELI-EXPO in Anaheim, California. - PremiAir and ASUwill jointly supply, sell and support night visionproducts, maintenance, training and aircraftmodification services in the U.K. and ContinentalEurope.

“We are very excited about entering into thisagreement with ASU,” Chief Executive ofPremiAir Keith Marshall, said about the joint venture, “We are going to be able to combineour complimentary range of skills and services,and in doing so, bring to market a range of innovative, new, night vision systems for fixed

CONTRACTINAER wins six helicopterFrench EMS contract

INAER France (INAER), part ofthe Avincis Group a world-leading provider of emergencyaerial services, has won the asix-year contract to provide helicopter emergency medicalservices (HEMS) for France’sCentre and Haute-Normandieregions.

The French Ministry of Health is currently under-taking a new operating procedure based onregional contracts, and INAER has proven itselfto be a preferred partner for hospitals, providingthe highest standards in both quality and com-petitiveness.

Châteauroux, Dreux, Rouen, Tours, Orléans andBlois equipped with state-of-the-art helicopters

INAER will provide six helicopters for hospitals inChâteauroux, Dreux, Rouen, Tours, Orléans andBlois by mid-2016. The company already provides services to Châteauroux and Dreux,

and these contracts have beenrenewed. Rouen will be an entirely new base. Helicopterservices will increase at the otherbases which are already operational.

In total, four new EC135s and two AW109Es will be phased intoservice. The contract, which will

last for six years with an option for a one yearextension, is the largest contracts in French aerial medical services, both in terms of thenumbers of helicopters and revenue.

This is the first French contract involving six helicopter bases.

the UAE, including offshore oil and gas, emergency medical support, VIP transport,firefighting and search and rescue. BellHelicopter has designated Abu Dhabi Aviationas the lead customer for the Middle East,Africa and Eurasia.
