NEW AIRCRAFTDIAMOND’s RUSSIAN CO-OPERATION- Low-cost 19-seat, diesel powered composite aircraft
Diamond Aircraft Industries is partnering withRussia's Rostec to develop a low-cost, 19-seat,diesel-powered, composite utility aircraftdesigned to service communities in vast reachesof the country that have no road or rail links. The aircraft will be designed to replace theancient An-2 biplanes and L-410 turboprops thatply these obscure routes now.
"An-2 and L-410 aircraft currently in service havelow fuel efficiency and high operating costs,"said Rostec CEO Sergey Chemezov. "Creating aprincipally new aircraft will fulfill this niche andallow us to replace the obsolete fleet." Russiadoesn't currently build any aircraft in that rangeand those built in other countries are updates ofold designs, he said.
Diamond CEO Christian Dries said there is aninitial market for at least 200 airframes but hesaid there is future potential in the Russian government's commitment to rebuild its crumbling aviation infrastructure in the outlyingareas of the country and subsidize air service.
"We anticipate Russia is a prospective market as it has considerable territories giving it greatpotential in domestic services development," he said.

Czech manufacturer LET have introduced a modern-ized version of their existing L-410 (seen above),with new engines and avionics.
Paris Air Show announcements included,Canadian-based Viking Air announcing thatRussian carrier Vityaz Avia ordered seven 19-seat Series 400 Twin Otters bringing itstotal order to 11 aircraft. The CzechRepublic's LET introduced a modernized version of the L-410, with new engines andavionics.
REGULATIONSUK CAA’s PILOTLICENCE PROCESSANNOUNCEMENTThe introduction of the new European regulations for pilot licensing has resulted ina significant amount of change for UK pilotsin the past year and has also impacted theCivil Aviation Authority’s (CAA) systems and processes. The result has been pilots andother stakeholders not receiving the level ofservice that we would hope to deliver.
During May, the CAA updated stakeholders onsome of the latest licensing developments andalso future improvements to the way the organi-sation works.
Improvements to pilot licence processingSo far in 2013 the CAA has provided over 11,000licences and ratings to pilots. But the systemsand processes that we use to undertake thiswork are in need of significant updating and thisis now starting to take place. A root and branchreview of the licensing process has already started to deliver significant improvements thatwill continue over the next few months.
These include:•Setting up a central hub to handle transactionsthat is led by a new team providing a strongerfocus on customer service and deployingresources more effectively•Putting in place a tracking system for eachtransaction that allows us to actively pursue anyitem that has not been processed in the expect-ed timescale and also allowing us to respondmore quickly to customer queries•Developing easier access to material and guid-ance on licensing issues, primarily throughonline factsheets•Undertaking a comprehensive review of queriesand complaints to target improvements•Regularly retraining our teams on key EASAchanges and implementing quality assurancechecks on all our work•Working with stakeholders to capture theirviews and ideas on how to improve our systems•Making as many of our forms and transactionsonline as soon as possible
Many of these improvements are already makinga difference with the turnaround time for newlicensing transactions now within our publishedcode of practice target of 10 days, and in somecases down to five working days.
Future of the IMC ratingWe are still in discussion with the UKGovernment, the European Commission andEASA on the possibility of retaining the UK’sInstrument Meteorological rating (IMCR) for newapplicants post April 2014. It has already beenagreed that pilots who hold the IMCR before thatdate may retain it on their European Part-FCLlicences as a restricted Instrument Rating. Wewill continue to issue updates on the IMCR sta-tus as this work develops.
Regulation of training organisationsThe EU regulations also introduce increasedoversight of flight training organisations carryingout training for private licences. As we are satis-fied that these schools currently achieve accept-able safety standards we are working with theindustry to introduce the new requirement withthe minimum regulatory burden.We are still working on proposals but our initialthoughts on where costs for industry could becut include:•Delegating the oversight of the schools to athird party organisation, potentially an industryrepresentative group•Providing a free template manual for trainingschools to use. The manual is one of the keyrequirements for the approval, and a templatewill save organisations a considerable amount oftime and reduce our oversight and costs•Ensuring that we only use staff that are suitablyqualified and experienced in the GA sectorWe will also seek to impose the minimumamount of regulations allowable, including theoption to extend the frequency the schools areaudited from every two to every three years.We aim to provide industry with our full propos-als in July and will be running a series of roadshow events for organisations to find out more.
UK implementation of European regulationsAs far as licensing policy is concerned, the CAAhas also clarified how it will interpret existingnational standards under EU regulations. The existing national standards documents provide guidance only and the CAA will not beimposing upon stakeholders any requirement to comply with material in these. We have committed to eliminate any ‘gold-plating’ of EU regulations, and will not impose any higher standards, or extra requirements than thoserequired by the EU.
The obligation is to meet the requirements inPart FCL and Part ORA. This can be achieved by following EASA’s Acceptable Means ofCompliance (AMC). Where these don’t exist,guidance material from our existing standardsdocuments can be used, supported by an equivalent safety case. In this case we will makea decision whether this should be proposed asalternative means of compliance and submittedto EASA. In the future we will re-publish the content of the standards documents as AMCand guidance material.
As well as the improvements to our licensingrole the CAA has committed to responding positively to the recent Government Red Tapechallenge on General Aviation. We will publishour full responses and proposed actions to thechallenge in the coming months. More information visit – www.caa.co.uk

Waco Classic Aircraft Corporation has unveiledthe first conforming new-production GreatLakes 2T-1A-2, culminating a project thatlaunched a couple of years ago. The open- cockpit two-seat tandem biplane features aLycoming AEIO-360 180-HP engine, fuel injection, and a Hartzell propeller.

The Royal Air Force Museum Cosford took delivery on June 16 of the world’s last survivingDornier Do 17, recently salvaged from the bottom of the English Channel. The fuselageand wings were escorted from Ramsgate, Kent,to the Museum by two low loader lorries.
Delighted members of the public and Museumstaff welcomed the Dornier as it arrived on site,late afternoon. Shortly after its arrival, a cranelifted the fuselage and wings from the transporta-tion lorry before being placed inside the purposebuilt hydration tunnels, where the Dornier willstay for the first stage of its conservation.
Alex Medhurst, General Manager at RAFMuseum Cosford says: “After all the hard work,planning and setbacks, it’s great to know theDornier is finally here at Cosford. It will be a rareand exciting opportunity for visitors in theMidlands to get up close and personal to aunique piece of aviation history and the chanceto view it in its salvaged state.”

AgustaWestland has confirmed that the newgeneration AW189 8-tonne class helicopterhas entered full scale production with the firsttwo offshore-configured aircraft now on thefinal assembly line at AgustaWestland’sVergiate plant in Italy. With EASA certification
expected this summer, the first two offshoreAW189s will be delivered by the year end.

BEL AIR takes delivery ofanother AW139AgustaWestland, has also con-firmed the delivery of an addition-al AW139 helicopter to Bel Air ofDenmark. The aircraft in offshoretransport configuration will beused to ferry passenger to oil and gasinstallations in the North Sea.
So far theAW139s operated by BelAir have beendelivering exceptionalavailability and reliability withmore than 8.000airborne hoursflown since 2009 and more than 640 airbornehours last month together logged by a total offour aircraft with a max of 192 airborne hourson one aircraft. UAVNEW STUDY SHOWSSTRONG PUBLIC SUPPORT FOR UAV USE The Association for Unmanned VehicleSystems International (AUVSI) hasfound that an overwhelming majority of Americans support the use ofunmanned aircraft for homeland security, search and rescue, and fighting crime, according to a new poll released in June. The study, conducted by the Institute forHomeland Security Solutions and RTIInternational, shows that the majority of the general public supports the use of unmanned aircraft in the United States for a wide array of uses.
According to the national study, 57 percent of the general public supportsthe use of unmanned aircraft systems(UAS) for any application. When askedabout specific uses of the technology, support was significantly higher, with 88 percent of respondents supporting UAS for search and rescue operations. In addition, two-thirds of Americans support their use inhomeland security missions.
The study of 2,000 respondents, conducted in March 2013, gauged perceptions about of unmanned aircraft in the U.S. Additional findings include:
• 88% of the general public supports their use in search and rescue operations
• 67% support their use in homeland security missions
• 63% support their use in fighting crime • 61% support their use in commercial applications
“The tremendous support that Americans have for the use of unmanned aircraft systems in the U.S. underscores the public’s understand-ing of the widespread benefits,” said MichaelToscano, president & CEO of the Association for Unmanned Vehicle Systems International(AUVSI). “Unmanned aircraft have the potentialto be beneficial in a wide range of applications,from helping to search for lost children andmissing hikers to helping homeland securitykeep our borders safe. This public support
shows the importance of safely integrating UAS into the national airspace in a timely manner.”
Toscano continued, “Unmanned aircraft increasehuman potential, allowing us to execute dangerous or difficult tasks safely and efficiently.Whether it is helping first responders, advancingscientific research, or making business more effi-cient, UAS are capable of saving time, savingmoney and most importantly, saving lives.”
The poll is part of an RTI research program tobetter understand the social, behavioral and policy implications of this new technology. Two pilot studies were designed: one to gaugepublic perceptions and awareness of unmannedaircraft systems, and another to assess lawenforcement concerns.

UAV - MICRODRONESMICRODRONE MD4-1000CROSSES THE ALPSA type md4-1000 microdrone managed something that no otherquadrocopter has yet beenable to achieve: equippedwith an HD camera, and in adverse conditions, it set off from Switzerlandand crossed the Saint-Gotthard Massif towardsItaly. The complex recordflight, which took almost25 minutes, was monitoredand documented by a professional stunt and film team. Helicopters and many cameras accompanied the md4-1000 on its journeyover the Alps. Numerous companies took partin the experiment – including Mercedes-Benz,Sony, Zeiss and u-Blox.

L-3’s concurrent launch of the MX-RAid, Internetversion, provides a remote diagnostic capabilityfor the evaluation of fielded MX-Series EO/IR systems. This exclusive capability gives L-3WESCAM’s customers immediate access to anin-house factory technician who can diagnose in-service system issues from afar.
Originally conducted over a satellite connection,this new Internet-based connection option provides a data link between an L-3 WESCAMtechnician and the fielded MX-Series system,enabling live video, voice or text chat capability,and the streaming of live system video. The MX-RAid technology returns some systems to operational status from the field and reduces the number of systems being sent to service facilitieswith “No Fault Found” (NFF) systems issues.

CIVIL AIR PATROL ATAEROEXPO UK

Aero Expo, at Sywell aerodrome inNorthamptonshire is one of the UK’s largest general aviation events and this year it attracted thousands of aviation enthusiastsand members of the general public duringthree days of exceptionally fine weather. The range of aircraft included some of the larger executive aircraft as well as thesmaller microlights, and everything inbetween.
This year the Civil Air Patrol had itsown chalet with display boards andleaflets on the inside and the auto-gyro belong to the chief pilot ofCumbria Civil Air Patrol, AndrewLysser on the outside. As well asAndrew the chalet was manned for the threeday event by the CAP chairman, Tony Cowanand the vice chairman and chief pilot ofHighland Civil Air Patrol, Peter Macintosh.
Other CAP trustees who were at Aero Expowere Dave Unwin, flight test editor for PILOTmagazine and John Cairns from Solent Civil Air Patrol who was at the event with the RoyalInstitute of Navigation. Also at the event wasChris Borchardt the chief pilot of the newWessex Civil Air Patrol who had flown to theevent with his wife Karen.
The autogyro, which is an excellent air observation platform, proved to be a real ‘magnet’ and attracted a lot of interest fromboth the public and members of the emer-gency services. On the Sunday, the third dayof the event, Andrew Lysser was asked, andagreed, to fly a member of the media so thatAero Expo 2013 could be recorded from the air for television and for further publicity.
