Mental and Behavioral Health Education and Training Grant Program (MBHET) Purpose: Aims to increase the number of social workers and

psychologist training slots who pursue clinical work with high need and high demand populations

“High need and high demand” (HN and HD): Refers to rural, vulnerable, and/or underserved populations, and veterans, military personnel and their families

Authority: Title VII, Section 750 and Section 756 of the Public Health Service Act (42 U.S.C. § 294e-1), as amended by Section 5306(a) of the Patient Protection and Affordable Care Act, Public Law 111-148; and Section 4002 (42 U.S.C. § 300 u-11) of the Prevention and Public Health Fund; and Section 5002(a)(3) of the Patient Protection and Affordable Care Act

Eligible Entities for MBHET Applicants are accredited schools and programs of social

work, and accredited doctoral psychology schools, programs and pre-degree internship organizations (public and private nonprofit)

Applicants for the social work program must be accredited by the Council on Social Work Education (CSWE)

Psychology schools, programs, and internship organizations must be accredited by the American Psychological Association (APA)

According to the Patient Protection and Affordable Care Act – Sec. 5002 (a)(3), institutions of higher education include accredited internship programs in public and nonprofit private institutions

Participation from individuals/groups from different racial, ethnic, cultural, geographic, religious, linguistic, and class backgrounds, and difference genders and sexual orientation

Knowledge and understanding of concerns in subsection (a) of Section 756 of PHS Act

Provide data and other information as required

Awarded Funding for MBHET Program

Award $480,275 upfront for a three-year project period

75 percent of funding is to be used for: Stipend support

25 percent of funding is to be used to: Recruit new students Develop and implement interdisciplinary training Add to existing, expand and/or foster development of

new pre-degree internships slots for Master of Social Work (MSW) and psychology doctoral students

Stipends 75 percent of the financial award must be

distributed as stipends Direct financial assistance cannot be awarded

concurrently with any other Federal educational award

At least $10,000 per year for two years field placement to students committed to working with high need and high demand populations

At least $20,00 per year for one-year pre-degree internship to students committed to working with high need and high demand populations

One year of stipend support to Advanced Standing MSW students (already have BSW)

Review Criteria 1: Need (10 points)

The extent to which the application demonstrates the problem and associated contributing factors to the problem including the following:

Project’s purpose(s) Needs assessment including demographics of identified

population and of the documented mental and behavioral health training in the institution and /or geographic area to be served

Current training activities focusing on the needs of HN/HD Number of students trained over the last 5 years, and the

number of students working in internships and/or field placements with HN/HD populations

How the proposed activities will fill gaps identified in needs assessment

Review Criteria 2: Response (30 points)

The extent to which the proposed project responds to the “Purpose” included in the program description:

Recruitment strategy and development plan for interprofessional clinical learning experiences, and projected increase in students trained and in internships with HN/HD population

Meaningful support and collaboration with key stakeholders in planning, designing and implementing all activities, including development of the application

Provision of stipend support Extent to which the activities (scientific or other)

described in the application are capable of addressing the problem and attaining the project objectives)

Plans for self sufficiency and time line

Review Criteria 3: Evaluative Measures (15 points)

The strength and effectiveness of the method proposed to monitor and evaluate the project results including the following:

Process and outcome evaluation measures for each objective and activity and roles and responsibilities of evaluation staff

Data collection, analysis and reporting and incorporation into program changes

Performance measures to be collected Logic Model demonstrating the relationship among

resources, activities, outputs, target population, short-and long-term outcomes

Extent to which project results may be national in scope, and the degree to which the project activities are replicable

future funding initiatives and strategies, timetable for becoming self-sufficient

Review Criteria 5: Resources & Capabilities (25 points)

The extent to which project personnel are qualified by training and/or experience to implement and carry out the project including:

Capabilities of the applicant organization and the quality and availability of facilities and personnel to fulfill the needs and requirements of the proposed project

Staffing plan/organizational chart Evidence of support and commitment by field placement and

internship organizations that serve HN/HD populations Strong relationship with APA for accredited psychology

internships Innovation in existing and/or proposed teaching methods or

interprofessional training

Review Criteria 6: Support Requested (10 points)

The reasonableness of the proposed budget for each year of the project period in relation to the objectives, the complexity of the research activities, and the anticipated results: Extent to which costs, as outlined in the budget, are

reasonable given the scope of work

1) Be accredited by CSWE 1) IF PSYCHOLOGY PROGRAM: Demonstrate a strong working relationship with APA-accredited internship programs focused on serving HN and HD populations with goal of developing new training slots

2) Have graduation rate of not less than 80% for SW students, and

2) IF PSYCHOLOGY INTERNSHIP PROGRAM: Demonstrate a strong working relationship with APA-accredited schools and programs

3) Exhibit an ability to recruit SW from and place SW in areas with a HN/HD population

To receive the preference, the eligible applicant must: 1) specifically request the preference,

2) meet the medically underserved community (MUC) preference requirements, and

3) rank above the 20th percentile of applications recommended for approval

Medically Underserved Community (MUC)

Refers to an urban or rural area or population that:

is eligible for designation under Section 332 of the PHS Act as a health professional shortage area (HPSA);

is eligible to be served by a migrant health center under Section 329 [now section 330(g)] of the PHS Act, a community health center under Section 330 of the PHS Act, a grantee under Section 330(h) of the PHS Act (relating to individuals who are homeless), or a grantee under Section 340A [now 330(i)] of the PHS Act (relating to residents of public housing);

has a shortage of personal health services, as determined under criteria issued by the Secretary under Section 1861(a)(2) of the Social Security Act (relating to rural health clinics); or

is designated by a State Governor (in consultation with the medical community) as a shortage area or medically underserved community

Qualification 1: Demonstrating “High Rate”

Applicant may request the funding preference based on “High Rate” if it has a high rate for placing graduates in practice settings having the principal focus of serving residents of MUCs

50% of graduates and/or program completers from the academic year 2009-2010 or 2010-2011, whichever is greater, must devote at least 50% of their time in service to Medically Underserved Populations (MUPs)

All 2010 or 2011 graduates and/or program completers serving MUPs divided by all graduates and/or program completers in 2009-2010 or 2010-2011 greater than or equal to 50%

Qualification 2: Demonstrating “Significant

Increase” Applicant may request funding preference based upon “significant

increase” if applicant has achieved a significant increase in the rate of placing graduates in such settings in two year period receding the fiscal year for which such an award is sought

Must demonstrate that the number of graduates from academic years ending in 2009-2010 and 2010-2011 (with a minimum of 2 graduates and/or program completers) who devote at least 50% of their time to clinical practice in MUC settings has increased by at least 50% and at least 30% of the 2010-2011 graduates and/or program completers are practicing in MUC settings

Must request it in Attachment 6 “Request for MUC Funding Preference”

Qualification 3: New Program

Applicant may request the funding preference as a “New Program” if it has graduated fewer than three classes and if four or more of the following criteria are met:

1) The mission statement of the program identifies a specific purpose of preparing health professionals to serve underserved populations.

2) The curriculum includes content that will help to prepare practitioners to serve underserved populations

3) Substantial clinical training experience is required in medically underserved communities

4) A minimum of 20 percent of the faculty spends at least 50 percent of their time providing/supervising care in medically underserved communities

5) The entire program or a substantial portion of the program (i.e., the primary, ambulatory education training sites) is physically located in a medically underserved community

6) Student assistance, which is linked to service in medically underserved communities following graduation, is available to the students in the program

7) The program provides a placement mechanism for deploying graduates to medically underserved communities
