WELCOME TO THE 39TH ANNUAL CONFERENCE

OF THE FULBRIGHT ASSOCIATION

Welcome to the nation’s capital just as we absorb the news of the newly elected leaders of the USA as President and Congress! The timing is extraordinary. We are celebrating an auspicious anniversary: the 70th of the Fulbright Program which began in the ashes of World War II with exchanges to former combatant nations to rebuild the world on the basis of education for peace and understanding. During the conference, we have the chance to learn from our colleagues in the Fulbright Program how we can continue to engage in a world filled with unrelenting crises all these years later—and how to share the story.

Senator Fulbright’s words are as relevant today as when he wrote them in 1987:

“We may be mature, but we are newly young and open to the challenges ahead. Based on the bilateral agree-ments of our government with over 70 nations and Public Affairs offices in another 70 undergirding the many layers of the Fulbright Program, we come from deep and solid support for engaging with the peoples of the globe made smaller by technology but facing similar needs for understanding beyond ideology and for shared research and teaching to solve deep human problems.”

Attendees at our conference this year include scholars and researchers presenting current work, recently re-turned young alumni, lifetime members who have returned every year since the founding of the alumni associa-tion, international Commission Heads, Chapter leaders from across the country, planners of new initiatives for international understanding, and officials whose work in public office exemplifies the Fulbright ideal. Members who are creating new pathways for peace, filmmakers, entrepreneurs, artists, and more will fill our days and our minds with ideas, energy and ways we can continue to be responsible internationalists.

We look forward to you joining the discussion, sharing your narrative, and networking with colleagues and friends from around the globe.

LUIS ALMAGRO LEMESSECRETARY GENERAL,

Luis Almagro Lemes was elected Secretary General of the Organization of American States in March 2015. He was Foreign Minister of Uruguay (2010–15). His time was charac-terized by activism in defense of human and civil rights and strengthening Uruguay’s image of as a democratic, fair, tolerant and diverse society. As Foreign Minister for President José Mujíca, he defined several emblematic initiatives, from receiving former prisoners from Guantanamo, to welcoming dozens of Syrian families, to building support in the United Nations so that, beginning in 2016, Uruguay will become part of the Security Council.

RESEARCH INSTITUTE

Dr. Peter Agre is a professor of biological chemistry at the Johns Hopkins University School of Medicine. He also holds an appointment in the department of molecular biology and immunology at the Johns Hopkins Bloomberg School of Public Health. Dr. Agre’s research has focused on the molecular aspects of human diseases, including hemolytic anemias, blood group antigens and malaria. He received the 2003 Nobel Prize in Chemistry with Roderick MacKinnon of Rockefeller University for the discovery of aquaporins, water channels that facilitate the movement of water across cell membranes.

Joaquin Castro was elected to serve in the U.S. House of Representatives for Texas Congressional District 20 in 2012, and is currently serving his second term. He serves on both the House Permanent Se-lect Committee on Intelligence and the House Foreign Affairs Committee, and additionally serves in House Democratic Leadership as Chief Deputy W hip. He received his Juris Doctorate degree in 2000 from Harvard Law School, and after working at a private law practice, he was elected into the Texas Legislature.

RICHARD LUGAR2016 FULBRIGHT PRIZE LAUREATE

Senator Lugar served as Chair of the Senate Foreign Relations Committee from 1985–1987 and 2003–2007, occupying the position Senator Fulbright held from 1959–1974. In Congress, Senator Lugar exemplified the bipartisan spirit that is at the heart of the Fulbright Program and has been a strong support-er of the program. After Sept. 11, 2001, he co-sponsored the Kennedy-Lugar Youth Ex-change Study program, which awards scholarships for study in the U.S. for students from countries with significant Mus-lim populations. In 2005, he received the American Foreign Service Association Lifetime Contributions to American Diplomacy Award. In 2008, together with Senator Joe Biden, his partner on the Senate Committee on Foreign Rela-tions, he received the Crescent of Pakistan in recognition of their multifaceted support for Pakistan.

RICHARD T. ARNDT2016 LIFETIME ACHIEVEMENT

AWARDEE

Richard Arndt joined United States Information Agency in 1961, after attending Princeton with a Fulbright in France and completing his PhD at Colum-bia University. He worked as a Deputy Cultural Officer in Beirut, Sri Lanka, and Tehran. From 1972–74, he worked in Latin American Affairs, Foreign Student Affairs, Youth Affairs, and short-term American speakers in the State Depart-ment’s Bureau of Educational and Cultural Affairs. He continued work with USIA, and after retiring in 1985, he taught at the University of Virginia and George Washington University. He completed The Fulbright Difference as principle editor, and published The First Resort of Kings: American Cultural Diplomacy in the Twentieth Century in 2005. He founded the Lois Roth Endowment, which aims to support and deepen international cultural relations.

JULIA RITTER2016 COHEN LECTURE AWARD

RECIPIENT

Julia M. Ritter, choreographer, performer, and dance scholar, is the recipient of three Ful-bright Scholar awards from the U.S. Bureau of Education and Cultural Affairs (2002, 2005, 2008) for her creative research abroad. In 2014, Julia received the Prix André G. Bourassa for Creative Research from Le Société Québécoise D’Etudes Théâtrales for her scholarship on dance and immersive per-formance. She received an MFA in Dance from Temple Univer-sity and will receive her PhD in Dance Studies from Texas Woman’s University in Decem-ber 2016. Julia serves as chair, artistic director, and associate professor at the Dance Depart-ment at Mason Gross School of the Arts at Rutgers, The State University of New Jersey.

RÉKA SZEMERKÉNYIAMBASSADOR OF HUNGARY

Réka Szemerkényi is the Ambassador of Hungary to the United States. She worked as chief advisor to the Prime Minister of Hungary, covering security policy, energy security and cyber security issues. Am-bassador Szemerkényi has held various other governmental posts, including state secretary for foreign policy and national security advisor to the Prime Minister of Hungary, and senior advisor to the state secretary of the Ministry of Defense of Hungary. She completed her master’s degree in strategic studies as a Fulbright Fellow at SAIS, Johns Hopkins University. She has been decorated with numerous awards by Europe-an governments including the Hungarian, French and Slova-kian. In Hungary, she was dec-orated National Service Award for the contribution to Hunga-ry’s joining NATO in 1999.
