Sub: Tender Enquiry for Conducting Topographical Survey at Blast

We KIOCL Limited shall be utilizing the e-procurement service of MSTC Limited,
A Government of India Company having its registered office at 225-C, AJC Bose
Road, Kolkata- 700 020 for enabling us to procure goods, services and works.

1) COST OF TENDER DOCUMENT (Tender Fee non refundable) :
The cost of Tender Document shall be Rs. 200/- (Rupees two hundred
only) payable by RTGS in favour of KIOCL Limited, payable at Bangalore.
2) EARNEST MONEY DEPOSIT (EMD)
a) The bidders shall furnish an interest free Earnest Money Deposit
(EMD) of Rs.10,000/- (Rupees Ten Thousand only) by way of RTGS in
favour of "KIOCL LIMITED", payable at Bangalore.
b) The EMD will not carry any interest till it is returned. The EMD will be
returned without any interest to unsuccessful bidders on identification
of successful bidder and in the case of successful bidder, the EMD will
be returned after receipt of security deposit towards performance
guarantee.
c) In case the bidder withdraws their quotation before the tender validity
specified in this tender document, the EMD amount will be forfeited
irrespective of whether the bidder has offered shorter validity than the
validity stipulated in this tender document.

5) TENDER OPENING:
Part – I : The Techno-Commercial bid will be opened electronically on
specified date and time as mentioned above.
Part –II : Price bid will be opened electronically of only those bidder(s)
who have been techno-commercially found acceptable.
6) E-REVERSE AUCTION : After opening of the price bids, e-reverse auction
will be conducted amongst all the techno commercially acceptable
bidders. Schedule of e-reverse auction will be communicated separately.
7) CONFIDENTIALITY: You shall keep all the information shared with you as
confidential and shall not disclose the same under any circumstances to
any one, without obtaining written consent from KIOCL.
8) FRAUD PREVENTION POLICY OF KIOCL :Everyone make a note that
‘fraud prevention policy’ is being followed in KIOCL, which provides a
system for prevention/detection/reporting of any fraud. It also for bids
everyone from involvement in fraudulent activity & that where any
fraudulent activity is suspected by anyone, the matter must be reported to
the ‘Nodal Officer’ (Chief Vigilance Officer) as soon as he/she comes to
know of any fraud or suspected fraud.
9) PURCHASE PREFERENCE CLAUSE: The purchaser reserves the option to
give a purchase preference to the offers from MSME Units, in accordance
with the policies of the Govt. from time-to-time. For more details please

APPENDIX - A
1.0 SCOPE OF WORK
1.1 The scope of work is carrying out "Topographical Survey Works" for the
entire area of proposed project sites for Forward and Backward
Integration of the existing Blast Furnace Unit at Mangaluru, Karnataka.
1.2 The detailed scope of work of the tender shall be as per the Technical
Specification (Annexure-I).
2.0 PRE-QUALIFICATION CRITERIA
2.1 Tenderer should have successfully completed similar Work(s) during the
last seven (7) years ending last day of the month previous to the one in
which tenders are invited as under:
a) One similar completed work costing not less than Rs.4,44,800/-
OR
b) Two similar completed works costing not less than Rs.2,78,000/-
each..
OR
c) Three similar completed works costing not less than Rs.2,22,400/-
each.
Definition of similar works completed work(s) is as under:
Tenderer should have successfully completed topographical survey work
and submission of survey report in all types of land using total station,
levelling instruments and other survey equipment.
Tenderer shall submit supporting documents like copies of work order,
agreements, final certified quantities, completion certificate etc. in
respect of the works under which prequalification is sought.
2.2 The Tenderer shall have average annual turnover of at least Rs.1,66,800/-
during the last three (3) financial years i.e 2016-17, 2017-18 and 2018-19.
The Tenderer shall submit audited annual financial reports for the financial
years 2016-17, 2017-18 and 2018-19 in support of meeting the stipulated
financial requirements.
3.0 PRICE
3.1 The quoted price for carrying out Topographical Survey is on unit rate
basis with value cap and payment will be made based on the actual
quantities executed at site by the Contractor.

3.2 The quoted unit prices shall be firm and binding and shall not be subject
to any variation whatsoever on any account during the tenure of the
Contract.
3.3 The quoted rate is inclusive of all charges towards materials, labour,
equipment, tools / tackles, transportation of materials, preparation of
drawings / reports.
3.4 The quoted rate includes all costs for mobilising and de-mobilising
necessary equipment, tools, tackles, testing etc. and personnel to site to
complete the fieldwork within the stipulated time schedule.
3.5 The quoted rate is inclusive of all charges towards travel/ transportation,
lodging & boarding for the visits necessary to work site or any other place
required to be visited for the said scope of work.
3.6 If there is a discrepancy in quoted price between the unit rate and the line
item amount resulting from multiplying the unit rate by the quantity, the
unit prate as quoted will govern.
3.7 Evaluation and ordering shall be on overall Least Cost basis (excluding
GST).
3.8 The successful Tenderer shall make his own arrangements for water,
power, accommodation, transport and all other facilities for his personnel
and bear all charges for same.
3.9 KIOCL/ MECON reserves the right to increase or decrease the quantities
indicated in Schedule of Quantities. The payment shall be made for the
actual quantity of work executed at site. The unit rate as per the order
shall be valid for any variation in quantities
4.0 TERMS OF PAYMENT
4.1 The payment terms shall be as follows:
i. 80% payment shall be made on submission of draft report as per the
Technical Specification, based on the unit rate indicated in the price
schedule and the actual quantities executed at site against submission
of invoice and certification by MECON engineer.
ii. Balance 20% of the total price shall be released on submission of final
report and completion of entire work as per the Technical
Specification, against submission of invoice and certification by
MECON engineer.

4.2 TDS as per the statutory rules shall be effected from the above payments.
4.3 All the payments shall be made through RTGS only.
4.4 The paying authority shall be HOD of F & A Dept. KIOCL ltd Mangaluru on certification by
the consultant and recommendation by KIOCL’s engineer-in-charge.
5.0 TAXES AND DUTIES
5.1 The quoted prices shall be inclusive of all applicable taxes and duties
excluding Goods & Services Tax (GST). Statutory deduction on taxes and
levies as applicable for this contract shall be recovered from your bills.
5.2 The contractor shall submit the invoice indicating the GST number and
KIOCL’s GST number 29AAACK8438M1ZX shall be indicated in the
contractor’s invoice.
6.0 COMPLETION SCHEDULE
6.1 Time schedule is the essence of the contract. The work shall be completed
in all respects within the time specified in the technical specification
(Annexure-I).
7.0 LIQUIDATED DAMAGES
7.1 The contractor shall complete the entire work in accordance with the
schedule stipulated in the work order. If, however, the contractor fails in
due performance of this contract to complete the work in accordance with
the time schedule or within such extended time schedule as may be
further granted, the contractor shall be liable to pay as agreed liquidated
damages, and not by way of penalty, a sum of 0.25% of the total price per
week or part thereof and such liquidated damages shall be limited to a
maximum ceiling of 10% of the total price. In case the reasons for delay
are not attributable to the Contractor, then the LD clause shall not be
applicable for such delay.
i) Delay for first 20 days @ 0.1% per day
ii) Delay beyond 20 days @ 0.15% per day
Subject to maximum of 5% of the total contract value.
8.0 PERIOD OF VALIDITY OF TENDER
8.1 Unless otherwise specified, the tenderer shall keep his tender valid
initially for a period of 90 (Ninety) days from the due date for receipt of the
tender.

9.0 INSURANCE
9.1 The Contractor shall arrange for the required insurance coverage towards
accident, theft, fire, etc., for his own personnel, vehicles and equipment,
third party equipment, vehicles and material as per prevailing rules.
9.2 KIOCL/ MECON shall not be responsible or make good any losses
incurred by the Contractor/ sub-contractor at site or en route on account
of any accident, or injury to any workmen, theft, fire etc. Contractor shall
indemnify and keep indemnified KIOCL/ MECON against all such
damages, proceedings, charges and expenses whatsoever in respect
thereof or in relation thereto.
10.0 CANCELLATION OF WORK ORDER
10.1 The contractor shall carry out the work as per the work order placed and
complete the same within the prescribed time schedule. The progress
will be monitored as per the work plan submitted and approved by the
Owner. In case the progress is not satisfactory in terms of the quality of
work or with respect to the time schedule, KIOCL/ MECON has the right to
terminate/ cancel the work order.
10.2 In the event of inordinate delay, defective work or default from the
Contractor in executing the work, KIOCL/ MECON reserves the right to
get the work done at the risk and cost of the contractor.
11.0 COMPLIANCE WITH STATUTORY LAWS & OTHER REGULATIONS
11.1 The Contractor will be fully responsible for paying the minimum wages
applicable to the location and must also fulfill the obligation under the
Labour Laws such as ESIC Act, EPF Act, Workmen’s Compensation Act,
Contract Labour Act, etc. The Contractor will be fully responsible for
paying these dues, as required.
11.2 The Contractor shall indemnify KIOCL/ MECON and its staff against all the
actions, proceedings, claims, demands, costs, expenses, whatsoever
arising out of or in connection with the works and arising out of any failure
by the Contractor in the performance of his obligations under the
contract.
11.3 The Contractor shall get himself registered with the concerned authorities
as provided under various applicable Acts and shall be directly
responsible to such authorities for compliance with the provisions thereof.

12.0 NON-COMPLIANCE
12.1 In case of non-compliance of any of the above terms and conditions and or
if found that false details/information are given, KIOCL shall have the right
to terminate the Contract forthwith without giving any notice.
13.0 CONFIDENTIALITY
13.1 Any information, details or data pertaining to this work/ study & report
shall not be disclosed to any other party or used for any other purpose
without the prior approval by KIOCL/ MECON.
14.0 FORCE MAJEURE
14.1 If either of the two parties suffer delay in the due execution of its
contractual obligations due to the operation of one or more of the force
majeure events such as Acts of God, Acts of War or hostilities, acts or
omissions of Government, invasion, revolution, civil commotion,
blockade, embargo, sabotage, fires, severe earth quakes, typhoons,
cyclones, lightning, plague, epidemic or other act, omission or
circumstances (excluding monsoon) which are beyond the reasonable
control of the parties affected which they could not have reasonably
foreseen and guarded against which by exercise of reasonable care and
diligence, they are unable to prevent (herein referred to after Force
Majeure), KIOCL shall be sole judge to decide and decision shall be final
and binding. Monsoon season is not considered Force Majeure.
The Party affected by the occurrence of the event of Force Majeure shall
promptly notify within 10 days of such occurrence to the other part hereto
at its commencement and termination along with the copies of any
documents, if any showing the existing or termination of such event and
its effect on the work. Delay occasioned by Force majeure shall give rise
to an extension of the time for performance of either party obligation
under this contract commensurate such delay.
Should Contractor or Client be prevented from fulfilling his obligations as
provided for under this Contract by the existence of Forec Majeure lasting
continuously for a period of 45 days, the Party which is so prevented shall
prior to the termination of the Force Majeure condition and after expiry of
45 days have the option to terminate this contract without further liability
to either party, except that Contractor shall be paid for the work
performed up to the date of termination.
15.0 SECURITY DEPOSIT
Within 15 days of award of contract, the Contractor shall furnish Security Deposit
in the form of Demand Draft/ Bank Guarantee, from any of the Indian

Nationalised/Scheduled Banks for an amount of 10% of the total order value. The
Demand Draft/ Bank Guarantee shall be for the due and faithful performance of
the contract and shall remain in full force and effective during the period of
contract. Format for Bank Guarantee for Security Deposit as per KIOCL`s format.
i. Demand draft from any Nationalized /Scheduled Bank in favour of “KIOCL
LIMITED” payable at Bengaluru.
ii. Pay Order in favour of “KIOCL LIMITED” payable at Bengaluru.

16.0 Jurisdiction : The court at Bengaluru will have jurisdiction on any disputes
for adjudication arising out of the contract.
17.0 GENERAL
17.1 The laws applicable to this contract shall be laws in force in India. The
courts in Bengaluru shall have jurisdiction in all matters arising under this
contract.
17.2 The agency shall take all necessary measures to ensure safety of men and
material as per Industrial safety norms and other statutes. The agency shall
keep KIOCL completely absolved of all liabilities in this respect.
17.3 The bidders shall visit the site before submitting their offer and shall
familiarize themselves with all the requirements and scope of the tender.
No claim due to lack of knowledge shall be entertained at a later stage.

APPENDIX - B
BUSINESS RULES FOR E-REVERSE AUCTION
GENERAL TERMS AND CONDITIONS
1) Against this Enquiry for the subject item/system with detailed scope of
supply as per our specification, KIOCL Limited, hereinafter referred to
as KIOCL, may resort to “REVERSE AUCTION PROCEDURE” i.e. e-
REVERSE AUCTION on INTERNET.
2) For the proposed e-reverse auction, technically and commercially
acceptable bidders only shall be eligible to participate.
3) e-Reverse auction will be conducted on schedule date & time.
4) At the end of reverse auction event, the lowest bidder value will be
known on the network.
BUSINESS RULE FOR FINALIZATION OF THE PROCUREMENT:
KIOCL shall finalize the procurement of the item against this tender through
e-reverse auction mode. KIOCL has made arrangement with M/s. MSTC Ltd
who shall be KIOCL’s authorized service provider for the same. Please go
through the guidelines given below and submit your acceptance to the
same along with your Techno-Commercial Bid.
1) Computerized e-reverse auction shall be conducted by KIOCL, on pre-
specified date, while the vendors shall be quoting from their own
offices/ place of their choice. Internet connectivity shall have to be
ensured by vendors themselves. Failure of power at the premises of
vendors during the Reverse auction cannot be the cause for not
participating in the reverse auction. On account of this, the time for the
auction cannot be extended and neither KIOCL nor M/s. MSTC is
responsible for such eventualities.
2) M/s. MSTC shall arrange to train your nominated person(s), without any
cost to you. They shall also explain you, all the rules related to the e-
reverse auction to be adopted along with tender.

6) VALIDITY OF BIDS: The Bid price shall be firm specified in the tender
document and shall not be subjected any change whatsoever.
7) The detailed process for e-reverse auction is explained below:
The computer screen will display Start Bid Price and which shall be
visible to the all vendors. You will be required to start bidding after
announcement of Start Bid Price and decrement amount. Also, please
note that the start price of an item in e-reverse auction is open to all the
participating bidders. Any bidder can start bidding, in the e-reverse
auction, from the start bid price itself. If the start bid price is your own
price, you still need to bid in the e- reverse auction. Also, please note
that the first online bid that comes in the system during the e-reverse
auction should be lesser than the auction's start bid price by one
decrement or should be lesser than the auction's start bid price by
multiples of decrement and so on.
a) e-Reverse (no ties) Auction shall be for a period of one hour. If a
bidder places a bid in the last 5 minutes of closing of the e-Reverse
Auction and if that bid gets accepted, then the auction’s duration shall
get extended automatically for 5 minutes, for the particular Event/Lot.
Please note that the auto-extension will take place only if a bid comes
in those last 5 minutes and if that bid gets accepted. If the bid does
not get accepted, the auto-extension will not take place even if that
bid might have come in the last 5 minutes. In case, there is no bid in
the last 5 minutes of closing of e-Reverse Auction, the auction shall
get closed automatically without any extension. However, the
bidders are advised not to wait till the last minute or last few seconds
to enter their bid during the auto-extension period to avoid
complications related with internet connectivity, network problems,
system crash down, power failure, etc.
b) The weightage factor (multiplication factor), bid decrement amount
shall be specified by KIOCL before start of online bidding. The
bidder can bid lower than the start bid price in e-reverse auction by
a bid decrement or multiple of Bid decrement.
c) The start bid price for the e-reverse auction is L1 price arrived based
on the evaluation and comparison of bids as mentioned above.

d) Bidder will be able to view the following on your screen along with

g) During the e-reverse auction, if no bid is received in the auction
system/website within the specified time duration, then KIOCL, at its
discretion, may scrap the e-reverse auction process and considered
sealed price bids of all technically and commercially acceptable
bidders submitted earlier along with techno-commercial bids.
h) KIOCL’s decision on award of Contract shall be final and binding on
all the Bidders. KIOCL shall be at liberty to cancel the reverse auction
process / tender at any time, before ordering, without assigning any
reason. KIOCL shall not have any liability to bidders for any
interruption or delay in access to the site irrespective of the cause.
Other terms and conditions shall be as per your techno-commercial
offers and other correspondences till date.
19.0 NO CLAIM OR COMPENSATION FOR SUBMISSION OF TENDER
19.1 In the event the Tenderer’s bid is not accepted or if KIOCL/ MECON elects
to withdraw the Notice Inviting Tender, the Tenderer shall not be entitled
to claim any costs, charges or expenses incidental to or incurred by him
through or in connection with this tender.

TECHNICAL SPECIFICATION FOR TOPOGRAPHICAL SURVEY
1.0 INTRODUCTION
1.1 KIOCL intends to upgrade its existing 350Cum Blast furnace and set up a
Ductile Iron spun pipe plant and a Heat recovery coke oven unit as a part of
Forward and Backward integration of the existing BF unit at Mangaluru,
Karnataka.
1.2 The area of proposed plant shall be of about 124 acres (501828 Sqm
approx.). The nearest major railway station is Mangalore Central and the
nearest airport is Mangalore International Airport located about 10 kms and
8 kms respectively from the project site.
1.3 This specification covers the technical requirements for carrying out
"Topographical Survey Works" for the entire area of proposed project site.
The work shall be executed in accordance with the specification and good
standard of practice necessary to fulfill the objectives of the survey work
strictly in accordance with the instruction and satisfaction of the Engineer-
in-Charge. The area for carrying out survey is as per the drawing attached
herewith.
2.0 SCOPE OF WORK
2.1 The scope of work includes the following.
2.2 Carrying out topographical survey in all types of land with advanced
equipment (Total station, auto levels, underground detectors etc.) and
preparation of plans (maps) and report of the entire area / areas indicated
for locating the various facilities. Contractor shall establish Magnetic North
and True North and the same shall be indicated in the drawing.
2.3 Clearing bushes, shrubs, cutting and removing the trees from the area to be
surveyed.
2.4 Transferring the levels and coordinates from existing plant / benchmarks
available at site and establishing the same at site and taking approval for the
same before commencement of survey work in case the benchmark with
coordinates are available in the existing plant. Otherwise, the agency should
carry out the job as described in Clause 2.5 below.

2.5 Carrying out bench mark (GTS I any other reference bench mark from the
nearby plant approved by the Engineer-in-Charge) to site/sites under
survey by fly leveling, traversing, establishing and constructing bench mark
including protection fencing and grid pillars in the field as shown in the
drawing.
2.6 Spot level survey of the entire area / areas at specified intervals and
development of contours. The agency shall submit survey maps of the site in
1:100 scale indicating grid lines of 100 metres interval and contour lines,
demarcating all permanent features like roads, railways, waterways,
buildings, power lines, natural streams, trees etc. Drawings shall have 4
originals showing spot levels at 5m intervals and contours (with contour line
interval of 0.5m) along with all permanent features.
2.7 Demarcating the areas to be surveyed in line with SOQ items and taking
approval of same from Engineer in Charge before commencement of work.
2.8 Providing survey instruments, scanners/detectors, tools & plants, materials,
labor, qualified surveyor, clearance of bushes, shrubs, cutting/chopping of
trees / obstructing branches, establishment of grid pillars, permanent
benchmarks including supply of construction materials and labors,
scaffoldings, transport, supervision by competent engineers/surveyors, full
insurance and all other incidental items as may be necessary for successful
completion of the surveying, mapping and construction works of
benchmarks, grid pillars etc. The agency shall be responsible for the
security of the equipment mobilized by him.
2.9 Furnishing all field data and drawings on 2 (two) CDs apart from 4 hard
copies (colour prints). Furnishing of separate survey report for site as
described in detail in the succeeding paragraphs is also included in the
scope of work.
2.10 The agency shall obtain entry passes to the proposed location within the plant
premises as per the existing KIOCL practice being followed at site.
Verification documents for the personnel deployed will need to be
submitted by the agency for facilitating entry into the premises.

3.0 TIME PERIOD
3.1 The agency shall complete the entire scope of survey work along with
submission of survey report and drawings within a stipulated time of 21
days from the date of the LOI / Work order.
4.0 DRAWING
4.1 The work shall be carried out as per the instructions of the Engineer-in-
Charge and Tender Drg. no. MEC/01/11/U999/TS/001/0001/R00 (2 sheets).
4.2 The contractor must visit the site prior to submitting his offer and has to get
himself acquainted fully with the nature, type, scope of work and
involvement therein including study of conducting topographical survey in
land requiring removal of bushes, underground facilities etc. The rates
quoted shall remain firm during the entire period of execution till
completion of the work and any additional claim for lack of knowledge shall
not be entertained.
5.0 SPECIFICATION
5.1 The work shall be executed according to the specification and good
standard of practice necessary to fulfill the objectives of the survey work
strictly in accordance with the instruction and satisfaction of the Engineer-in-
Charge.
5.2 The specification shall be read in conjunction with the description of items in
the schedule of quantities. The contractor shall refer to the Engineer-In-
Charge any discrepancy which may exist between the drawings,
specification and corresponding items of the schedule and the Engineer-In-
Charge's decision in this regard on the points raised shall be final and
binding on the contractor.
5.3 The work at site shall be carried out under the full-time supervision of a
qualified engineer or a senior surveyor. The engineer or senior surveyor
shall be responsible for and capable of coordinating the work of the
surveying teams, setting out the work accurately, identifying immediately
and positively the type of instruments to be deployed and the methodology
of surveying to achieve speed and accuracy in the work and shall be fully
conversant with the theory and techniques of traversing, triangulation, spot
leveling survey work etc., covered by this contract. The agency shall get

their equipment calibrated from NABL labs/government approved
agency/Govt. Engg. Colleges and submit the same to the Engineer-In
Charge before commencement of topographical survey work.
5.4 The agency shall be responsible for the proper execution of the work to
such accuracies as specified in the specification, drawings or as directed by
the Engineer-in-Charge from time to time.
5.5 After mobilization of the instruments at site, these shall not be removed from
the site by the agency without the prior written permission and approval of
the Engineer-in- Charge. In case the instruments are moved out of the site
without the prior written permission and approval, the Engineer-in- Charge
reserves the right to deduct from the agency's bill(s), the amount as
considered reasonable and/or to withhold the payments for the work done.
The decision of the Engineer-in-Charge in this regard shall be final and
binding on the agency.
6.0 CARRYING OUT AND SETTING UP OF BENCH MARK
6.1 The agency shall establish the bench mark (level and co-ordinates) by fly-
leveling and traversing from the nearest available bench mark as approved
by the Engineer-in-Charge and establish the same on two permanent bench
marks to be constructed at location(s) as shown in the drawings or as per the
instructions of the Engineer-in-Charge and the same shall be approved by
Engineer-in-Charge before commencement of all subsequent transfer of
levels and coordinates. The locations of the benchmarks shall be shown on
the survey drawings. Mobilization of all survey equipment including total
station and experienced surveyors for establishing base line / reference line
in the site, establishing the NORTH (magnetic) line, bench marks,
transferring the benchmark from the nearest established benchmark, grid
pillars as per SOQ, preparation and submission of drawings (AutoCAD) and
survey report in soft copy (2 Nos.) & hard copies color prints (4 Nos.) are in
the scope of work.
6.2 The fly leveling should be carried out using two nos. calibrated instruments
simultaneously. The levelling instruments should always be kept free from
collimation error which should be checked and adjusted before start of the
work every day. A record of adjustments should be kept in the field book.
Also the coordinates shall be transferred/established by calibrated total
station.

6.3 While carrying the bench mark to the project site, levels shall be
established on existing permanent objects at suitable intervals along the
route with adequate description about the objects and levels to be
mentioned in the level book/survey report to facilitate locating these objects
later on and this shall be produced to the Engineer-in-Charge on demand.
The route for transferring levels shall follow the existing roads as far as
possible and this route shall require the approval of the Engineer-in-Charge
before the commencement of work.
6.4 Closing error in leveling should be limited to 12 √ L mm, where L is the
length of the route in km and report shall be made available for the same.
Closing error in traverse shall not exceed 1 in 25000 in terms of length or L√
N seconds in terms of angular measurement. (L is the least count and N is the
number of stations)
7.0 TOPOGRAPHICAL SURVEY AND MAPPING
7.1 A detailed topographical survey of the project shall be carried out by total
station and digital auto level survey and survey plans shall be prepared at a
scale of 1:100 or as necessary. Site plan shall show all boundaries with
adjoining properties, access roads/paths, water ways, railway lines,
important landmarks, trees as well as accurate dimension of sides and
diagonal. Detailed survey showing spot level at 5 (five) metre grid and 0.5
metre contour intervals shall be carried out. The survey will also include
establishment of control points, permanent bench marks at location as
shown in the drawings. The necessary jungle clearance and provision of
temporary pathways, will be in the agency’s scope. The details of any
existing structure, overhead/underground electric lines & posts, and
telephone lines including OFC, water pipe lines, process pipe lines,
sewage/drains open or closed, river/nallahs, other water bodies that may
be passing through or near the site with exact location should be shown on
the site plan. Positions in plan of all natural and artificial features of the area
like waterways, trees, cultivation, houses/any structure, fences, pucca and
kutcha roads including culverts and crossings, foot tracks, fencing and other
permanent objects like telephone posts etc., are to be established and
subsequently be shown on survey maps by means of conventional symbols
(preferably symbols of Survey of India maps). The survey shall also include
details of existing underground pipelines, cables etc. in the area of the
survey. For this purpose, suitable scanner/detector shall be used to detect
the underground utility pipes lines /cables/structures etc., All earth
deposits, depressions, hills and valleys within the area/areas are to be

surveyed and plotted on maps by contours. Survey work shall be carried out
in the area/s to plot on survey maps the contours at specified intervals duly
establishing the horizontal and vertical control. Any unusual condition or
formations on the ground, location of rock outcrops and springs/falls etc
shall also be noted and plotted on the maps. The proposal for diversion /
closure / containment for these artificial and natural services and features
must be recommended separately either to improve the site condition or to
enhance the suitability of site for construction activities and other land uses.
Record of levels/ level charts shall be provided by the survey agency.
The existing approaches to the site shall be clearly brought out in the site
maps. The general topography, locations including vegetation type and
patterns, existing buildings and other structures on site shall also be
indicated on the drawings.
7.2 The field work shall be done with total station equipment in the following
steps.
i) Establishing horizontal and vertical controls and locating reference grids
and bench mark in the area.
ii) Surveying for establishing spot levels and plotting contours.
iii) Surveying for locating natural and manmade details as described
earlier.
iv) Location of Magnetic North.
7.3 The grids for the survey work shall be established in N-S & E-W direction
corresponding to magnetic north or the site north as directed by the
Engineer-in-Charge.
8.0 TRAVERSING
8.1 Triangulation or traversing or a combination of both shall be adopted for the
purpose of establishing horizontal control and in order to determine the
exact relationship between various existing points on the ground so that
survey required under the present scope of work and in future may be co-
related and tied together.
8.2 Total station instruments should be deployed to achieve the specified
accuracy of the work. Proper precautions for avoiding graduation errors,
instrumental and personal errors should be scrupulously observed.

8.3 From main traverse/triangulation station, subsidiary stations shall be
established at suitable intervals to cover the entire area. Level of these
stations shall be based on the bench mark established in the survey area.
Occupying the main & subsidiary stations, all major details shall be
surveyed by total station equipment.
8.4 The closing error in traverse shall not exceed one in twenty-five thousand (1
in 25000) in terms of length or L√N seconds (total in angular measurement)
whichever is less (where L is the least count of the instrument and N is the
number of stations).
9.0 CONTOURING
9.1 Agency shall carry out spot level surveying at an interval of 5m for
contouring the area/areas. Levels shall also be taken on all traverse stations
and on salient points located at random over the area (ground points).
Contours are to be interpolated at 0.5m intervals after the above points are
plotted. The contours shall not be just interpolated but properly surveyed on
the ground so that features falling between the two successive levels are
also picked up. Sufficient points properly distributed over the entire area
shall be located and levels taken so that accurate contouring can be done. At
places of sharp curvature or abrupt change in direction and elevation, points
selected shall be close to each other. Salient points on ridge lines and valley
lines shall also be measured.
9.2 Cross-section of canal / nallah, if any, shall be prepared by taking spot
levels at 5m interval or less depending upon the site conditions and
instructions of the Engineer-in-Charge. The spot levels interval on canal
slope shall not be more than 0.5m. Furnishing survey report as described in
detail in the succeeding paragraphs is also included in the scope of work.
9.3 Leveling operation shall always start from main/subsidiary stations whose
levels are based on the bench mark established in the survey area and
closed on the same.
9.4 Closing error in leveling shall not exceed the limit mentioned in clause 6.4.

10.0 CONSTRUCTION OF BENCH MARKS & GRID PILLARS
10.1 Bench marks shall be constructed as per details furnished in the tender
drawing and as per the directions of the Engineer-in-Charge. The pedestal
for permanent bench marks shall be of 0.5m height from existing ground
level and shall be constructed in RCC with top MS plate & hemispherical
steel balls. The direction and coordinates of two orthogonal axes shall be
punched on the MS plate fixed at the top of concrete pedestals. The level of
top of MS hemispherical ball shall be painted on the pedestals. The
permanent bench mark pillars shall be protected by means of structural
fencing around the pillars as shown in the tender drawings.
10.2 Grid pillars shall be constructed at the intersection of the grid lines which
should be established at site in N-S and E-W direction corresponding to
magnetic north or site north or as directed by the Engineer-in-Charge and
their co-ordinates with reference to the survey grids shall be marked on the
pillars. The grid pillars should be painted red and the coordinates marked
in yellow.
10.3 The payment shall be made on the number of bench marks and grid pillars
actually constructed at site as per the directions of the Engineer-in-Charge.
11.0 PREPARATION & SUBMISSION OF SURVEY MAPS
11.1 The survey report shall contain information indicating setting out of the
grids, total area surveyed, bench marks, grid pillars constructed,
demarcation of the land, jungles, bushes & vegetations etc., amongst all
other details mentioned elsewhere above including methodology adopted
for surveying and instruments and staff deployed at the site and difficulties
encountered during execution of the work etc.
11.2 The agency shall submit survey maps (Separate block level and contour
drawings) of the site in 1:100 scale indicating grid lines and contour lines,
demarcating all permanent features like roads, railways, waterways,
buildings, power lines, natural streams, trees etc. Site area drawing should
have four originals showing spot levels at 5m grids and contours (with
contour line interval of 0.5m) with grid lines, contour lines and permanent
features. The agency shall provide cross section of existing nallah ponds
etc., if any, details of existing culverts with invert levels.

11.3 All the maps should be prepared in digitized forms using Inkjet/Pen plotter
and standard computer software like AutoCAD - 12/13/14 or latest version of
AutoCAD on standard A-0 size. The block of name plate of all the drawings
should be as per MECON standard.
11.4 The agency shall submit a copy of the map for review and approval of the
Engineer-in-Charge. After approval, 4(four) color prints of all the final maps
along with 2(two) CDs shall be submitted. Copies of the maps shall be
submitted in proper flappers and CD shall be handed over in proper boxes.
12.0 SUBMISSION OF FIELD DATA AND REPORT
12.1 Agency shall submit all data pertaining to the survey in original to the
Engineer-in-Charge.
12.2 All field data shall be submitted to the Engineer-in-Charge from time to time
as per progress of the work.
12.3 A copy of the draft report shall be submitted on the completion of the field
work for review and approval of the Engineer-in-Charge. The report should
give the introduction of the site, methodology adopted for surveying the
areas, calculation of errors, transfer of bench mark and any other calculation
required for surveying and preparation of the survey maps.
12.4 Details of trees with their name, numbers and girths shall also form part of
the survey report.
12.5 The survey report should also cover the following as applicable.
• General site observations such as location of access roads, nallah courses,
both underground as well as over ground obstructions like pipelines,
cables etc.
• Presence of any well or tube well in the site and water level in them shall
also be indicated.
• Whether there are any rock outcrops in the site.
• Existing drainage pattern of the site, possibility of water logging and high
flood level of the area.
• Location of the buildings in present status.

12.6 Final survey report shall be submitted in soft copy as well as 4 copies of
standard A4 size sheets properly bound and printed using good quality
paper and material.
13.0 CLEARANCE OF BUSHES, VEGETATION AND CUTTING OF TREES
Clearance of bushes and cutting of trees / chopping of branches, uprooting
of vegetation growing in the land as required for facilitating the survey work
also forms part of the contract. The agency shall ensure that jungles,
vegetation growing in this area is cleared and trees are properly cut as per
the direction of Engineer-In Charge. Necessary statutory clearances, if
required, for the cutting of trees shall be obtained by the agency from the
Forest authorities. KIOCL shall facilitate in getting clearances from the forest
authorities. The usable trees cleared shall be stacked and handed over
including transportation of the same to a location as directed by Engineer in
Charge. All other vegetation cleared shall be disposed off. No extra
payment is admissible on this account.
14.0 INSPECTION
The agency shall make all arrangements of men, material, instruments,
surveyors, necessary transport, necessary records and field data etc., at the
work site for checking of the work to the satisfaction of the Engineer-in-
Charge or his authorized representative during the progress and on
successful completion of the work. The agency shall intimate well in advance
before final demobilizing from work site so that the final work can be
inspected by the Engineer-in-Charge. This will form a part of acceptance of
the work for release of payments.
15.0 PREAMBLE TO SCHEDULE OF QUANTITIES
15.1 The general survey shall be paid on the basis of area covered. This item
shall cover the cost of field work, drawing office work and submission of
drawings and reports in stipulated number of copies. No part payment shall
be allowed.
15.2 Bushes, trees, vegetation growing in site or any other obstruction coming in
the way of survey work shall be removed or alternative suitable methods
are to be adopted to clear such obstacles so that survey work can continue
uninterrupted and as per the technical specifications. Cost towards such
expenses shall be included in the contract price. The agency shall include

15.3 The agency shall make his own arrangement for water, power,
accommodation, transport and all other facilities for his personnel and bear
all charges and expenses for the same.
15.4 The quantities mentioned in the SOQ are indicative only. MECON reserves
the right to increase or decrease the quantities indicated in Schedule of
quantities. The payment shall be made for the actual quantity of work
executed at site. The unit rate quoted by the party shall be valid for any
variation in quantities.
15.5 Payment shall be made as per SOQ items subject to submission of reports /
drawings.
15.6 The contract price shall remain firm during the tenure of this Agreement.
