Welcome and introduction On behalf of the ICCPUD, I thank you for your attendance and your continued support of the ICCPUD's efforts to reduce underage drinking.  Please know that although this meeting provides one opportunity to provide input, I am always happy to hear from you about this important topic, and I hope that you won't hesitate to contact me. At this point, I would like to provide some background on the ICCPUD, including its vision, mission, and principles, which were adopted at an ICCPUD meeting last November.

The Interagency Coordinating Committee on the Prevention of Underage Drinking (ICCPUD)

The Sober Truth on Preventing Underage Drinking Act (the “STOP Act” -- passed in 2006 and reauthorized in 2016 as part of the 21st Century Cures Act) established a committee of federal officials representing 16 different agencies, known as the Interagency Coordinating Committee on the Prevention of Underage Drinking, or ICCPUD. As specified in the STOP Act, the ICCPUD is composed of 16 federal officials, some of whom have delegated participation to specific agencies and/or staff. Each ICCPUD agency contributes their leadership and vision to developing a national commitment to prevent and reduce underage alcohol use. Each agency also has a specific role to play in keeping with its mission and mandate.

Sober Truth on Preventing Underage Drinking Act

The Sober Truth on Preventing Underage Drinking Act (the “STOP Act” -- passed in 2006 and reauthorized in 2016 as part of the 21st Century Cures Act), has three main components: 1) ICCPUD and Annual Reports: a) Community Engagement: Congress tasked ICCPUD to regularly seek the input of and consult with the nationwide community of prevention experts, state and local government workers, nonprofit staff and volunteers, parents, caregivers, and others who are working hard to reduce underage drinking.  This national stakeholders meeting is part of that effort, and further efforts will be discussed later on in this presentation. b) Annual reports on the national effort on preventing underage drinking, including the Report to Congress on Preventing and Reducing Underage Drinking, the State Performance and Best Practices Report, and the 51 reports for the individual states and the District of Columbia. 2. National Media Campaign: The National Media Campaign--“Talk. They Hear You.” Community-Based Coalition Enhancement Grants: Provides funding for annual grants to community coalitions active in underage drinking prevention.

2006 and 2018 Comprehensive Plans

In November 2018, the ICCPUD met and adopted an updated Comprehensive Plan with new goals and updated targets. The updated Plan is available on stopalcoholabuse.gov and will be published as an appendix to the 2019 Report to Congress.

In the past, the Annual Report to Congress on the Prevention and Reduction of Underage Drinking was produced as one document. In the last year, a new format has been implemented to make this information more accessible. The annual Report to Congress on the Prevention and Reduction of Underage Drinking now includes: National data on the prevalence and patterns of underage drinking The federally coordinated approach to underage drinking prevention, with a description of programs and policies A report on the national, adult-oriented media public service campaign required by the STOP Act -- known as “Talk.  They Hear You.”   The Report to Congress is available at the URL shown.

The STOP Act also requires individual reports for the 50 states and the District of Columbia.  In 2018, these were published as 51 separate reports. Each report contains state-specific data on underage drinking and legal policies. Each report also includes information on state enforcement and prevention activities and programs collected by the annual STOP Act State Survey.

The STOP Act calls for a report on state performance and best practices.  In 2018, for the first time, this document has been published separately from the Report to Congress. This Report contains: Descriptions of 26 evidence-based legal policies and the importance of enforcement An analysis of state survey data on prevention & enforcement activities and expenditures The states’ performance on 6 underage drinking prevention & treatment measures. Note that focus of this report is being expanded to include treatment and recovery, as well as prevention.

We will now hear from Dr. Ralph Hingson of NIAAA on the current landscape of underage drinking, and then Dr. Elyse Grossman will provide an overview of the legal landscape related to underage drinking, including suggestions for what states can do moving forward. Then Rob Vincent of CSAP will facilitate a discussion and I hope to receive feedback and input from all of you.
