The men, aged 18 and 20, both from Papatoetoe, are to appear in Manukau District Court jointly charged with Mr Prasad's murder. Mr Prasad's family have been notified of the arrests, police said. Police turned to criminal profilers for clues to why a gentle man who loved his family was burned alive on the side of the road. Prasad, 21, was found on McRobbie Rd in Kingseat south of Auckland on Thursday, January 31 - several hours after he withdrew approximately thirty thousand dollars (all one hundred dollar bills) from his bank account and left his RAV4 outside an industrial building in Papatoetoe he had no connection with. Older brother Pravin, 27, pleaded for someone to come forward with information at an emotional press conference last week. "He was a great person and he still should be with us.'' The killing had hit the family like a "trainwreck''. "The death of my brother has really shattered our lives, we've lost our favourite Shalvin.'' Detective Inspector Dave Lynch said that although police were pleased to have made early arrests there was still a lot of work for them to do. Prasad death 'cruel and premeditated' Shalvin Prasad's fiery death was likely to have been carefully planned by a killer who wanted to leave no evidence behind, says an expert in clinical psychology. The 21-year-old supermarket worker was alive when he was set alight on January 31 and police believe his death could be linked to the sudden withdrawal from the bank huge sum of money. Dr Ian Lambie, associate professor of clinical psychology at the University of Auckland, said the manner of death was cruel and unusual - and premeditated. Although he was unable to comment specifically on the case, he told the reporter that many murders were the result of a random action like a fight. However, in this case it appeared someone took Mr Prasad to McRobbie Rd in Kingseat, south of urban Auckland, knowing exactly what they were going to do. "In situations like this it's quite different [from a random act]. There was sufficient accelerant [to kill] - you know what the outcome will be. For whatever reason, that's what they decided to do." A fire often left no evidence trail because many clues were destroyed. "Unless they leave footprints around the site it makes it hard for the police to determine who did what when, and that's the challenge of it." Professor Lambie believed police were right to keep an open mind as to the motive, but on the face of it the money seemed crucial. "You have to know the motive for the crime but you obviously have to look at the amount of money he took out prior to that." His view was that any crime where the victim was made to suffer set it aside from other violent acts. "I think any sort of crime where a person is killed is horrendous [but] I think a killing when a victim suffers after some period [of] time is absolutely horrendous. They are all awful but that takes it into another category as well." Asked about the psychology of anyone doing such an act, Professor Lambie said it was cold, hard and callous. "It allows them to step over the line and not actually have any empathy and any sort of feeling for the impact on the victim." Despite popular belief that anyone who committed such a crime would be in the grip of psychosis, Professor Lambie said the person, or persons, would not necessarily display those traits.

Farmer Plants For The PoorALL rice farmers plant to earn a living but not Ajend Lal who, with the help of his family, is doing so to give it away.The rice farmer of Tabia, outside Labasa Town is planting rice for the poor and the labourers who are expected to harvest his cane mid this year.Mr Lal said a one acre rice paddy was set aside to feed labourers who would harvest three acres of sugarcane."The one-acre paddy that we have normally yields about three tonnes of rice which, when sold, may fetch us about $2400 as the cost per tonne of rice is usually $800," said Mr Lal.Interest in the one acre farm has been growing with a few enquiries from

interested buyers."People stop in the middle of the road and ask us if we are interested in selling our rice but this is not the case because we also give a tonne of rice to the poor."We have in fact started our preparation for the next cane crushing season and have been planting our own supply of rice to feed our gang which is cost effective," he said.However, he has not ruled out the idea of selling rice as an alternative business venture."The problem is buyers usually demand a low price which is unfair given the hard work that is put in," said Mr Lal."We will see how the sales go this year before we make a decision."

SDL Collects 5000 Signatures For Registration

Fiji newly proposed Social Democratic Liberal (SDL) party has managed to collect 5000 signatures from its members around the country.This was confirmed by proposed party executive Pio Tabaiwalu.All parties wishing to register as a political party under the new political parties registration decree will need to have 5000 members with five main applicants, $5005 for registration fees and will need to setup a party office in the four divisions around the country.“We need to complete some

technicalities before we register as a political party, as everyone might know we have no deadline because we have already dissolved the old SDL and now it’s a newly proposed party,” Tabaiwalu said.“As soon as we register then we would be able to be called a political party but for now we are taking one step at a time in order to fulfill all requirements needed in the political parties registration decree,” he said.He also said they are looking forward towards the 2014 elections.

Four And Half -Year Girl Raped Yet another shocking case has come to light where a 4-year-6-month-old girl was allegedly raped by an 18-year-old in Tavua.The alleged incident occurred between 3am to 5am Wednesday.The 18-year-old farmer allegedly entered the bedroom window where the children were sleeping. The mother reported the matter to Police.More than 50 cases of rape have been reported in just over a month this year and the number continues to rise.Psychologist Selina Kuruleca said urgent action needs to be taken and people cannot just blame one factor

for the increase in the sexual assaults which is mainly done by perpetrators known to the victims.Kuruleca said all factors need to be considered and there is a need to start perpetrator profiling.She said people who commit these crimes also need assistance and there is a need to rehabilitate them but Kuruleca agreed that some perpetrators may never change.Police are also calling for assistance as the Commissioner of Police Brigadier General Ioane Naivalurua said a more concerted approach is needed to weed out this social ill.

29 Child Abuse Cases Recorded In January

A total of 29 child abuse and neglect cases were recorded last month in Fiji's Social Welfare, Women and Poverty Alleviation ministry's child welfare register.And the rising figure has raised a lot of concern with the Minister Dr Jiko Luveni calling on Non-Government Organisations, Faith Based Organisations and communities to come together and address this issue.“We are deeply concerned with this report, which shows that central division has highest number of sexual abuse cases recorded and northern has more of the neglect cases. We abhor such dehumanizing acts committed on innocent children,” Dr Luveni said in a statement.She said the Non-Government Organisations and Faith Based Organisations need to work with the communities and such acts must be condemned in the strongest possible terms.“The churches, women groups, youth groups need to address this issue. We need to identify and address the causes and most importantly inculcate family and community support to ensure the well-being and safety of children."“We should build on the element of compassion and care that is inherent in human beings and we need to build that with families to have love care and trust for each other,” she said.This year the Ministry, she said will expand its coverage on the zero tolerance violence free program.“We have 33 communities on our zero tolerance violence free program and we

didn’t have reports of violence reported in these communities. Given the great response received, the Ministry is going to increase the coverage by having 30 communities to join the program this year. Any community that wants to join in this program can contact their nearest womens’ office,” she added.She said the Child Services Unit in the Ministry also plays a key role as it works directly with the communities and relevant stakeholders like police.“The child protection officers play an important role in terms of working closely with the communities to create awareness on child protection issues, we work with “Empower Fiji”, to provide counseling services and support. The Ministry in partnership with UNICEF has also developed a child facilitation package called, Children are precious gift from God” which focuses on positive parenting. The Ministry has trained 60 community facilitators who will use this manual in ensuring greater child protection at community level,” she said.Dr Luveni said that through the Care and Protection Program, financial assistance is also provided to children coming from disadvantaged backgrounds.“This program is designed to ensure that the welfare and education of children in underprivileged households is not compromised. Our officers work with the communities, assess the cases and make recommendations on ways to address the child welfare cases,” she concluded.

New Australian High Commissioner Expected To Start

This Month The new Australian High Commissioner to Fiji Margaret Twomey is expected to take up her appointment this month.There is no confirmation on when she will arrive in the country.Australian Foreign Affairs Minister Bob Carr had announced Margaret Twomey as Australia’s High Commissioner to Fiji in December last year. Senator Carr said the decision to restore an Australian High Commissioner to Fiji was an agreed outcome of trilateral talks with his Fijian counterpart Ratu Inoke Kubuabola and New Zealand counterpart Murray McCully in Sydney in July last year.

But it would be a very difficult secret to keep."It would be unusual to do something like this and [it] not have some effect on them at least internally. Their physical appearance [may] not change but there might be some psychological effect on them about the way they committed this."Police have been speaking to criminal

profilers to see if there is any link between the way Mr Prasad was killed and the motive.Police were still seeking the following items belonging to Mr Prasad: Rav 4 car key, house key, steering wheel lock key attached to a single plain ring with a piece of paper attached with either Rav 4 or ZG1674 written on it, wallet, black and white imitation leather with

a puzzle design, ASB eftpos card, driver's licence.Police were also interested in any sightings of a distinctive lime green 2008 Holden Commodore SV6 and/or a 2001 silver/grey Nissan Bluebird Sylphy between the Papakura CBD area and Kingseat in the evening of January 30 from 9pm through to the early morning of January 31.

Raw Meat Sales Worry FarmersLIVESTOCK farmers should refrain from selling raw meat unless they are slaughtered at registered abattoirs, says director Animal Health Tomasi Tunabuna.Those caught doing this and buyers of the meat could be prosecuted under the law.This as farmers in Seaqaqa express concern over the sale of livestock carcasses in unhygienic settings.This follows the increasing incidents of the sale of raw beef in Labasa by cattle owners who slaughter the animals themselves and sell the meat to friends."People should refrain from purchasing

raw meat from farmers because this is an offence under the Noxious Trade in the Public Health Act," said Mr Tunabuna."These concerns are encoded in our laws for the safety of the public who consume the meat," he said."It is only wise that people consume treated meats to ensure that our buyers have a healthy and hygienic supply of meat," he said.Those caught committing this offence will be dealt with accordingly and farmers who are carrying out these activities should refrain from doing so.

SDL ReadyThe Social Democratic Liberal (SDL) party said yesterday it is ready to register for next year’s general elections – but it will not do so immediately. Spokesperson Dr Tupeni Baba said today is the deadline for existing political parties but as a new party they are not bound by it.He said the deadline for re-registering today is for parties like the National Federation Party and the Fiji Labour Party. Yesterday the National Federation Party (NFP) – the country’s oldest political party – became the first to register.The Fiji Labour Party is expected to register by the deadline of midnight tonight, despite saying it will launch a court challenge against the new party registration rules.Parties that register by today under the new political party registration decree will be invited to take part in the Constituent Assembly which will debate and decide the new constitution.Meanwhile, the National Federation Party has become the first political party to re-register for the 2014 General Elections.Party president and Suva lawyer Raman Pratap Singh and party officials yesterday filed their party’s application to re-register as an existing political party under the new political party registration decree.

Mr Singh said even though they had filed their application to re-register, they would have to stop operating as a party according to Section 4 (3) of the decree.Section 4(3) of the decree states that all existing parties which apply for registration under the decree shall be deemed to be a proposed political party and must not thereafter operate or function as a political party from the expiry of the 28 days after the commencement of the decree until registration is complete.“Basically we have become a proposed political party and we are not allowed to operate and function as a political party until registration is complete,” Mr Singh said.“We anticipate it will take 28 days so NFP will not be making any statements because of the decree,” he said.He said NFP was aware that the decree now prohibits the party from operating until they are registered and have asked its members and supporters to bear with them and be patient as they wait for the decision.The party has recorded around 8000 members in all divisions far in excess of the 5000 required.Mr Singh said the party acknowledged the efforts of its volunteers who worked tirelessly during the membership drive to meet the requirements of the decree

and was confident they would be registered.The office of the registrar for political parties will remain open until midnight today to allow the maximum time for existing political parties to register for the 2014 elections.The registrar of elections, Mere Vuniwaqa, said her staff would be on hand to receive applications after

normal business hours.“We want to allow the maximum amount of time tomorrow (today) for applications to be lodged by existing political parties.”Mrs Vuniwaqa would like to remind existing political parties that all applications must be submitted in hard copy at Level 1, Suvavou House, Victoria Parade, Suva.

Dead Man Found Hanging From Tree

An unknown Fijian-Indian man was found hanging dead from a Neem tree at Saweni Beach in Lautoka on Tuesday.Fiji Police spokesperson Inspector Atunaisa Sokomuri that the body is currently at the Lautoka Hospital awaiting identification and post mortem.He has further added that relatives of

any missing personnel should contact the Lautoka Police station as the body has not yet been identified.Moreover, the Fiji Police force is reiterating to the public to solve family disputes at home rather than opting to suicide.Meanwhile, police are awaiting post mortem as it is a key point of this investigation.

Maintenance Contract For New Planes: PfliegerAs we await the arrival of Air Pacific’s first of the three brand new Airbus A330-200s next month, the airline has contracted an international firm to provide support for this new fleet.Air France Industries KLM Engineering and Maintenance has been contracted to provide support for inducting and maintaining the incoming Airbus A330-200 fleet.The agreement includes technical fleet management services, component repair, and availability via dedicated logistics support.The deal will also mean access to Air France Industries KLM Engineering and Maintenance’s dedicated regional Airbus A330 spares pool and the supply of an Airbus A330 Main Base Kit on Air Pacific premises.Air Pacific managing director and chief executive Dave Pflieger said the engineering and maintenance company has an incredible reputation for

maintenance and engineering, safety, reliability, adaptive maintenance solutions, and expertise throughout the region.Training for localsMr Pflieger, speaking from France, said: “In addition, they have also agreed to use their expertise in Airbus A330 aircraft to train our local engineers to perform Airbus A330 maintenance. They eventually plan to in-source some of this work over the longer term.”But Mr Pflieger said Air Pacific would continue to do their own line maintenance and “A” checks at their Nadi facility.“Air France Industries KLM Engineering and Maintenance will provide us with engineering and fleet technical assistance as well as a local inventory of spare parts needed,” he said.“This will significantly enhance the operational availability of our components and aircraft. NYP To Register As A New PartyThe National Youth Party (NYP) is looking forward to contesting elections against the proposed Social Democratic Liberal (SDL) Party and the National Federation Party (NFP).NYP leader Nayagodamu Korovou told the reporter that they have collected more than 3900 signatures from around the country and will be registering next week as they are not bounded by the February 14 deadline.“We will be registering as a new party

as this was confirmed to us by the elections office because even though we were fully registered by Thursday one day before the 1997 constitution was abrogated in 2009, the election office was closed on Friday and therefore they have not given us a written approval or gazette the full registration of the National Youth Party,” he said.He said they hope that the people in Fiji would believe in youth’s involvement in politics and the new Political Parties

NFP To Re-Registers For ElectionsFiji’s oldest political party, the National Federation Party (NFP) has re-registered and is all ready to contest the 2014 elections.This was confirmed by party president Raman Pratap Singh.Singh said they have managed to fulfill all requirements under the new Political Parties Registration Decree 2013 and are ready to submit their application.“We have our numbers ready and everyone is looking forward to re-

registering as well as contesting the next elections,” he said.He also said they will start their campaign preparations as soon as they get registered in order to be well prepared before next year.Re-registration for all 16 existing parties has ended and parties are expected to fulfill all requirements under the Political Parties Registration Decree 2013 before submitting their applications.

10-Year-Old Charged Over Death Of Kiwi Boy In Fiji

A 10-year-old boy has been charged with manslaughter over the killing of a six-year-old Auckland boy.Mohammed Khubeb Khan died after being shot at a building site near Lautoka, in Fiji.A 14-year-old cousin, Mohammed Nabil Khan, was hospitalised after being shot in the same incident and is still being treated for his injuries.Now, Fiji police have taken the decision to charge the 10-year-old with manslaughter.The gun's licensed owner, 37-year-old pilot Mohammad Rizwan Khan, faces the same charge.Fiji's director of public prosecutions, Christopher Pryde said the decision to charge the 10-year old was "not an

easy one''."This is a tragic set of circumstances, however we must remember that a six-year-boy has lost his life,'' he said."The courts ultimately will decide guilt or innocence but at present, there is sufficient evidence to justify laying charges against both the man and the boy.''The 10-year-old, who has name suppression, will be tried as a juvenile.He has been granted bail and will next appear at Lautoka Magistrates Court on February 25 for a judge to decide whether the matter should be transferred to the High Court.The Department of Social Welfare has been advised and are fully involved with the case, Mr Pryde said.

Man Faces Court Over Brawl Death

A Suva man alleged to have assaulted a 21-year-old last week resulting in his death, appeared in the Suva Magistrates Court.Naibuka Cama, 23, appeared before Magistrate Sufia Hamza charged with one count of murder.Divisional prosecuting officer Mohammed Yunus sought more time from the court for the accused to undergo medical examination in hospital.Mr Yunus requested the court to

defer the accuser’s plea until after his medical treatment, and also because Police investigations was still ongoing.He said the post mortem examination of the deceased revealed that the 21-year-old died from serious head injuries.Magistrate Hamza remanded the accused to the Totogo Police Station and adjourned the matter to February 18 for mention to check on the medical examination.The 21-year-old died at the Colonial War Memorial Hospital on Monday.

Foana Nemani For Extradition Order If Convicted

An extradition order will be sought if former Fiji National Provident Fund general manager Foana Nemani would be convicted after her trial, the High Court in Suva heard.Nemani who has been absent from court since 2009 is believed to be living in New Zealand is charged with “extortion by public officers” and “abuse of office” while she held the post of Deputy GM, Nemani was alleged to have defrauded FNPF by authorizing payment of responsibility allowance in the sum of $33,333.00 to the former General Manager Olota Rokovunisei and accepting $35,911.15

beyond her proper pay and emolument.Fiji Independent Commission against Corruption lawyer Reshmi Aslam told the court they had previously made an application which was granted to have the trial proceed in her absence and they would explore the possibility of extradition procedures if she is convicted.The court heard Nemani had indicatively surrendered her right to be present in trial and it is not the task of prosecution to go out of the way to secure her presence.The case has been adjourned to March 4 for pre-trial.

Sugar Cane Gives Way To Tobacco

THE poor performance of the sugar industry has resulted in a significant increase in tobacco farms in the Western Division.Non communicable diseases national director, Dr Isimeli Tukana said the trend was a concern to the Ministry of Health.He made the statement at a workshop in Nadi discussing the link between tobacco trade and NCDs.He said observations by health officials noted that the number of local tobacco farms had increased over the past six years.Dr Tukana said the comparisons made by health officials and farmers found that the planting and harvesting of tobacco in the country also rose because of the much desirable working environment."One of the best looked after farmers are the tobacco farmers. Plants are brought to them and the harvested leaves are transported for them to factories right from their farm.

"Most importantly they are paid very good money for their harvest," said Dr Tukana."The quotations that some of the tobacco farmers are receiving is quite good. I have seen some farmers along the Nadi, Lautoka area, in particular the Sabeto, a where a lot of farmers have switched to tobacco farming."He said one of the major challenges for the ministry would be to look for alternative means of income if a ban on tobacco farming was imposed."We have to give other options to them in order for them to be able to leave tobacco farming. We have to be careful of their health and economic wellbeing," said Dr Tukana."We have to maintain a balance between health and people's livelihoods."He said some of the alternatives that could be provided to farmers included root crop and vegetable farming and sugarcane farming which had seen an improvement in recent months because of the renewed focus to revitalise the sugar industry.

3600 Solar Systems Installed

Government has installed more than 3600 solar home systems in rural and remote areas.This year, it will install an additional 2000 solar home systems.Permanent Secretary for Works, Transport and Public Utilities, Commander Francis Kean said this at the launch of vocational training and education for clean energy regional project at USP on Tuesday.He said government provided substantial financial assistance to the energy sector."Grid connected PV demonstration systems are also being implemented in 2013 through government funding," Cdr Kean said."The Fiji Electricity Authority in 2012 commissioned the 40MW Nadarivatu hydro power projects and the renewable generation mix on average now stands at 60 per cent of the grid demand," he said."FEA aims to have 90 per cent of its

generation from renewable sources by 2014, which is a target that government fully supports."He said a number of other projects such as weirs and raising of existing dams were also being undertaken to ensure the continued growth in the renewable sector."Various resources assessments are also underway in Fiji, these include detailed wind resources assessments to wave and tidal research," he said."Developing the bio fuel sector in Fiji is critical in reducing our dependency on imported fossil fuels."Government has implemented three bio fuel mills in the maritime regions with a further six due for commissioning in the next month." Cdr Kean said government had foreseen the potential of this sector in increasing the energy security of the nation and as such provided substantial incentive packages to stimulate the sector.

DESPITE the efforts of the Real Estate Agents Licensing Board (REALB) and government to ensure transactions in the real estate industry are legitimate and fair, crimes are still committed by illegal real estate agents operating without a valid real estate agents licence.Board chief executive officer and registrar Ravinesh Murti said a lot of people had lost substantial amounts of their savings as they were victimized by illegal agents and unethical developers."Members of the public are advised to use solicitors trust account to pay their deposit," he said."While paying their deposit, they should examine the sales and purchase documents properly before putting pen on paper."Above all, people should check the identification cards of licensed real estate agents."This year, REALB will continue to investigate real estate scams and take the offenders to task with the assistance of the Fiji Police Force, Financial Intelligence Unit, Fiji Independent Commission Against Corruption, Fiji Revenue and Customs Authority, Commerce Commission, the Prime

Minister's Office and the Attorney-General's Office."He said agents operating without a valid licence were liable for prosecution under Section 83 of the Real Estate Agents Act 2006 — up to $50,000 in penalties for a company's first offence and imprisonment for up to three years if there was intent for fraud."This year, REALB will focus seriously on remote places such as Taveuni, Savusavu and other islands," Mr Murti said."REALB received complaints against illegal real estate agents and is working with the Lautoka Police Station and Divisional Commissioner Western as there are significant numbers of illegal agents in Lautoka."The Consumer Council of Fiji recently issued an advice to consumers against traders or service providers making false or misleading representations about the sale or grant of an interest in land.The council said businesses should not make false or misleading representations about the nature of the interest in land, price, location, characters and availability of facilities associated with the land.

Newer Buses For The NorthLabasa bus operator, Dalip Chand and Sons Limited, is planning to boost services in the North with air-conditioned buses.It says the Bainimarama Government policies are making this possible.The company plans to introduce two fully air-conditioned buses it wants to import from China.Director, Rohinil Chand, confirmed the company is looking at an investment of around $3 million to purchase new buses.The company purchased three new buses last year. Mr Chand said it was looking at purchasing four new buses this year, two locally-built and two from China.“The three buses we bought last year were locally-made,” he said.The first of the new buses to be

purchased this year arrived in Labasa last week with another expected this Saturday.Government assistanceMr Chand believes all this could not have been possible if it wasn’t for Government’s help.“Government’s assistance through duty-free incentives has really made a difference for me,” he said.“It has also provided us with more confidence to purchase buses for the people in the North.“Government is doing a lot to enhance development in the North and their duty-free incentive has enabled us bus operators in the North to provide better services to the public.”Earlier this year, Mr Chand travelled to a number of countries in Asia to look at new avenues for the business.

David Pflieger leaves Air Pacific

AIR Pacific's managing director and chief executive officer David Pflieger will step down from the position when his contract expires in May this year.He has also resigned from his post as chairman of Tourism Fiji and has expressed his intentions to return to the United States.The announcement of his departure was made via a press statement by Air Pacific chairman Nalin Patel."Given the exceptional results Dave has delivered, it is with immense gratitude for his extraordinary service that we have reluctantly accepted his decision to relinquish the helm of Air Pacific and return home," Mr Patel said."I would like to say vinaka vakalevu to our board, to everyone in Fiji and to the people of Fiji for an incredible three years."Fiji is an amazing country and I am humbled by and grateful for the once-in-a-lifetime experience that my family and I have enjoyed and will never forget," Mr Pflieger said.Fiji Hotel and Tourism Association president Dixon Seeto said the industry had hoped Mr Pflieger would have stayed another term."We are very sorry to see Dave to leave so soon," he said."He had just started the whole reform process in the national carrier and we were expecting him to have stayed another term to complete the important projects he had started, including the new fleet arrival, new routes, and also important initiatives like the branding

But Dave will be a close friend and partner in terms of seeing Air Pacific or Fiji Airways through this very exciting times," he said."He will continue to do that even after he leaves purely because he has developed a relationship with Fiji and Air Pacific."During his term at the helm of the airline, Mr Pflieger was hailed for restoring Air Pacific to profitability in two years, reversing record operating losses of $12million and $91million to a $16million profit for the last financial year.He also played a pivotal role in the airline's development plans to modernise its fleet by leading the landmark acquisition and financing of the Air Pacific's first brand new wide-body A330 aircraft scheduled for March, May and November this year.He was also instrumental in rebranding Air Pacific to Fiji Airways, the name it was known by in the 1960s.

Banned Mutton Meat Slips Into The Country

MUTTON flaps, the cheap animal rib cut offs banned more than 12 years ago, has found a way into local store freezers, a study has revealed.Ministry of Trade and Industries permanent secretary Shaheen Ali said the findings brought to question the effectiveness and the sustainability of the ban in recent years.He said a slight rise was recorded over the past few years, raising concerns for the ministry and the Ministry of Health."That is a worrying sign. It tells us that the importers and businesses have found a way around the ban," said Mr Ali.NCD national director Dr Isimeli Tukana confirmed the slight increase was recorded in the last five years."We are investigating that slight increase and like any other imposed ban, we can have a naturalization period where we will notice its impact and then after a while we will also notice an increase," Dr Tukana said."So we have started our investigations and discussions with the Ministry of Trade to address the issue."The study by Anne Marie Thow of Menzies Centre for Health Polcy at the University of Sydney was conducted in conjunction with the Ministry of Health in Tonga, Fiji and Samoa.For Fiji's case, Dr Anne Marie said the increase in mutton flap imports could be attributed to packaging issues or other trade-related issues.Mr Ali also raised the issue of international organisations introducing new policies that affect current trade

policies of Pacific island countries."This workshop is a classic example of how experts come to the Pacific and say that we need awareness in this and there is deficiencies within our domestic processes but they fail to realise maybe that we have other partners who we need to discuss these issues with and we are not just setting trading policies ourselves but this is a process where we negotiate with other partners under some international framework. It's not as easy as taking a health stance in a trade forum and say that we will now take a measure to stop all products that link to NCDs from coming into Fiji," Mr Ali said."That might be good for Fiji but other trade partners might not agree to that. So these are the constraints that our regional organisations need to realise that island countries are dealing with bigger trading partners, more organised trading partners that can have a substantial amount of political pressure apart from economic pressure, so within those constraints trade officials are doing a good job in terms of protecting their interest in terms of trade."The import of mutton and lamb flaps from New Zealand — the end piece of an animal's rib cut off in processing to get to the high-quality ribs and spare ribs — was banned in 2000.Consumption of the product was linked to rising obesity.Although the quantity of mutton and lamb flaps has decreased dramatically since the introduction of the ban, a study has revealed a slight increase of the product in the country.

Fiji Elections Website Launched

Fijians who have registered to vote in the 2014 election can access and check their personal information online at the redesigned elections website launched by the Attorney General and Minister Responsible for Elections, Aiyaz Sayed-Khaiyum. The Minister urged those with access to the Internet through a personal computer or smart mobile phone to make sure their entries are correct and report any inaccuracies to the Elections Office. Those who have yet to register can download the relevant form.The website – www. electionsfiji.org – also contains a range of information about the election, including who is entitled to vote and the rules covering the eligibility of political parties.In addition, it has information for companies wishing to tender for election-related material, the latest media releases on the election countdown and video clips of last year’s “I’m Fijian” voter registration campaign.Launching the website at the Elections Office in Suva before the media and members of the Diplomatic Corps, the Attorney General said it demonstrated

the Government’s commitment to an entirely transparent election process. He described it as a valuable information resource for Fijians living at home and abroad that was also bound to gain a wider international audience.“We are introducing the first genuine parliamentary democracy in Fiji’s history, replacing a voting system that operated on racial lines with one person, one vote one value. That is a landmark event that will also attract global attention”, he said.The Minister said that young people turning 18 in the lead-up to the election would be able to register right up until the writs are issued. He also said the Government would soon be announcing details for the registration of Fijians living overseas.“Anyone with a computer and smart phone can now access the election website to get all the latest information they need, including their Electronic Voter Registration (EVR) details. This is unprecedented in Fiji and a clear sign of the Bainimarama Government’s commitment to a free, fair, transparent and credible election next year”, the Minister added.

Fijian Government Statement On Bob Carr's Interview With Radio

Australia Radio Australia news presenter Tracee Hutchison displayed an astonishing ignorance of facts in describing Fiji’s Political Parties Registration Decree (“Decree”) during her recent interview with Foreign Minister Bob Carr (February 12). The Fijian Government believes Radio Australia owes its listeners a correction.Hutchison told listeners the Decree will “…pretty much make it impossible for new political parties to contend this election. Indeed the requirement of opposition parties to have a minimum of 5,000 members per capita would make both the major Australian parties ineligible to contest the election,” Hutchison said.Ms. Hutchison is wrong on both counts. Ms. Hutchison failed to note that new political parties are not subject to the 28-day registration period. In fact, the Decree establishes no deadline for new parties. Secondly, nothing whatsoever in this Decree nor any other classifies political parties as “opposition” or otherwise. The same rules apply to everyone. All political

parties will have to register the support of 5,000 members to register and run in the election. Serious existing parties in Fiji should have no trouble meeting the 5,000 member requirement. At the time the Decree was issued, there were sixteen registered political parties in Fiji, many in a state of disorganisation, with poor records and only a handful of members. Some have not held meetings in years. By comparison, Australia has only six parties active at the federal level, but more than 20 times the population of Fiji.Fiji will hold free and fair elections by 2014. FLP To Register Soon, Says ChaudhryThe Fiji Labour Party (FLP) will register soon for the 2014 elections, says party leader Mahendra Chaudhry.Chaudhry said their application will be filed soon but did not wish to give any further comment about their registration campaign.“We will make a statement once we have filed our application for registration of

Consumers Warning Against Fraudulent Alternative Energy

DealerConsumers are warned to beware of a particular Solar Power/ Alternative Energy Dealer who is likely targeting expatriate and local business people in rural areas. This solar power dealer, Mr Neal Nitya Singh, operates under the name of Power One Tech Ltd which is trading as Wateredge Investment Limited.The Council has received several complaints whereby Mr. Neal Singh obtained substantial amounts of money from customers without commencing any of the works that he had quoted for. Another complaint was regarding the faulty installation of an alternative energy power system.The Council has contacted Mr. Neal Singh on several occasions through written letters, emails and phone calls but has not received any firm responses. Mr. Singh had several mobile phone numbers and would deliberately avoid our calls and occasionally switch mobile phone numbers.Two of the complaints received last year were from the Coral Coast, Sigatoka area and one just recently received this year was from Labasa. Our investigations have revealed that

Usaid Launches Solar/Clean Energy Training Program For

The PacificUnited States Ambassador to Fiji, Kiribati, Nauru, Tonga and Tuvalu, Frankie A. Reed, Fiji’s Permanent Secretary for Works, Transport and Public Utilities, Commander Francis Kean and University of the South Pacific (USP) Vice Chancellor and President, Professor Rajesh Chandra, led the inaugural event for a training program supported by the U.S. Government that will promote clean energy in the Pacific Islands.The United States Agency for International Development (USAID), in partnership with the Arizona State University (ASU), is implementing the Vocational Training and Education for Clean Energy (VOCTEC) Program to help improve the sustainability of renewable energy investments and infrastructure in the Pacific region by increasing local awareness, knowledge and capacity in clean energy.“We are pleased to support this important program which will harness U.S. expertise to help Pacific Island nations sustain solar energy investments and make them accessible and useful to communities in the region,” said Ambassador Reed in her opening remarks.VOCTEC, in partnership with USP, is implementing a two-year solar photovoltaic (PV) capacity-building program customized for the Pacific Islands to support the sustainability of off-grid solar energy installations and help in the reduction of carbon

emissions. Solar PV panels are widespread throughout the Pacific region and are the most appropriate technology to replace dependence on imported petroleum products.Fifteen participants, including three women, from Fiji, Tonga, Vanuatu, and Solomon Islands are expected to finish the two-week training for instructors on February 15. The training focuses on the design, installation, operation and maintenance of stand-alone solar PV power systems. Ambassador Reed, PS Francis Kean and Vice Chancellor Chandra visited the VOCTEC training hub at USP and talked with participants before the start of the inaugural event.Aside from setting up its training hub at USP, VOCTEC will also establish training programs in collaboration with universities and technical and vocational education institutions throughout the region.ASU’s engineering faculty members, headed by Dr. G. Tamizhmani, a industry leader in the solar VP field, developed the training materials and syllabus.“ASU is pleased to support the advancement of clean energy in the Pacific Islands,” said Anshuman Razdan, professor and associate dean at ASU’s College of Technology and Innovation. “With the support of USAID and USP, we can help build local capacity that will strengthen the sustainability of renewable energy investments in the Pacific Islands.”

‘D Book’ LaunchA book on the developmental work of the Lautoka-based non- government organisation (NGO), the Foundation for Rural Integrated Enterprises & Development (FRIEND) in communities on the West Coast of Viti Levu was launched on Wednesday.Called the “D Book”, D standing for “Dreaming, Daring Delivering,” the book is a collection of impact stories of FRIEND’s work on about 30 women, men including youth who are physically challenged (deaf and mute), students and reformed prisoners. The Lautoka-based NGO contracted veteran journalist and communication consultant, Samisoni Pareti to author the 100-page book.“I had little inkling of the huge effort that is involved in book production when I took up the publishing contract, but I did know that FRIEND was and continues to be a great servant of the community it is dedicated to serve,” Mr Pareti wrote in ‘D Book’s’ acknowledgment.“D Book is really about people in the community – many if not all of them unknown to the whole lot of us. Yet

Environment Training For Naval Officers

Fiji’s Navy officials were encouraged and challenged to learn more about security and enforcing laws at Fiji’s maritime borders.A joint workshop held by the Department of Environment and the Fiji Revenue Customs Authority focused on how the Fiji Navy can assist various agencies in addressing illegal activities at our borders.The Department of Environment principal officer Mrs Elena Tokoduadua highlighted that one of the issues faced was to control illegal activities from poaching Fiji’s marine species including endangered species.“The department of environment has been mandated by government to enforce environmental laws to protect and ensure that human activity will not harm our natural reserve so in turn we need to educate our partners of the importance of these reserves,” Mrs Tokoduadua said. “Through this education drive, they are well equipped with information and while out at sea, they can enforce these laws of people attempting to poach endangered species or plant.”Mrs Tokoduadua highlighted that traditional obligations have forced the sale of derivatives of endangered species or plants such as the ‘tabua’ or

tooth of the sperm whale which itself is classified as an endangered species.“That is reason why we have enforced the law on the sale of whale tooth in pawn shops with efforts of saving our endangered species from being exploited.”Meanwhile Captain Ilaitia Tuisawau of Fiji’s Naval Forces commended the objective behind the workshop saying that most of these environmental laws are new concepts for their naval officers.“These workshops are a great platform to develop their knowledge in being good environment stewards and how to enforce laws at a national level,” Captain Ilaitia said.“We are first point contacts at marine borders, so this workshop will help our officers identify any illegal activity like fishing vessels fishing in our waters without proper authorisations.”Tuisawau stressed that this training will not be the first for Fiji Navy but field exercises will be organised for officers to have a clear understanding of the species that are endemic as well as protected marine reserves.The workshop will focus on other areas like handling of harmful gases by fishing vessels and disposal of wastes in Fiji’s marine environment.

British Army Fijians Not Exempted

Fijians in the British army will not be exempted from the latest round of cuts to the British Armed Forces which was announced by the United Kingdom government.The comment was made by Vineeta Nand the senior political officer and communications manager of the British High Commission in Suva.“Fijians who serve as foreign and Commonwealth soldiers serve on the same terms and conditions as the rest of the British Army,” Ms Nand said.“They are not exempt from the redundancy process. As with previous tranches, foreign and Commonwealth soldiers and the Ghurkhas will be considered for

the Army Redundancy Scheme alongside their UK counterparts. All redundancy fields have been subjected to an Equality and Diversity Impact Assessment.”Ms Nand said if Fijian soldiers were made redundant or have volunteered to be made redundant, they are required to have more than the four years service to apply for settlement in the UK.“This is a personal choice and applications can be made up to six months before discharge. If they decide to remain in the UK, special arrangements have been put in place with the UK Border Agency (UKBA) to ensure that foreign and Commonwealth personnel including

Gurkhas are assisted in applying to regularise their immigration status before they are discharged,” she said.She said compensation was set out in the Armed Forces Redundancy Scheme 2010 or Armed Forces Redundancy Scheme 2006 depending on which Armed Forces Pension Scheme the individual was on.The levels of payment depend on the individual’s circumstances such as contract, length of service and pay.“These redundancies are not new and are the third tranche of the Armed Forces Redundancy Programme that was announced in the Strategic Defence and Security Review in October 2010 and in July 2012.”This tranche will affect up to 5300 soldiers from the Army and will not involve any Royal Navy or Royal Air Force personnel.The army has worked hard to limit

the numbers of soldiers involved by reducing recruitment levels, and has made certain groups of soldiers exempt from selection on the day that redundancy notices are issued.They are:- Soldiers that are recovering from a serious injury sustained during operations;- Soldiers preparing for combat operations, unless they voluntarily apply;- Soldiers on combat operations, unless they voluntarily apply; and- Soldiers recovering from combat operations, unless they voluntarily apply.Up to 5300 British soldiers will be made redundant in the latest round of cuts to the British Armed Force which was announced by the UK government.There are more than 2000 Fijians serving in the British Army.

Fiji’s Ambassador To Germany Warmly Received In Berlin

The President of Germany, His Excellency Mr Joachim Gauck conveyed his best wishes to the Government of Fiji in the current constitutional process after being briefed by Ambassador Solo Mara earlier this month at the Presidential House in Berlin.Ambassador Mara was in Berlin to present his letter of credence formalising his appointment as Fiji’s Ambassador to the Federal Republic of Germany.Ambassador Mara highlighted in his brief the implementation of the Roadmap to Democracy and Sustainable Socio-Economic Development to bring about a constitution by 2013 that promotes social & racial equality, political inclusiveness and provides for equal economic opportunities for all Fijians.In receiving Ambassador Mara, President Gauck acknowledged the areas of cooperation between Fiji and Germany in international forums like the UN, particularly on the important issues of climate change, disarmament and sustainable development, and look forward to seeing new areas of cooperation being developed to strengthen further the healthy bilateral relationship that currently exists.Prior to meeting the President, Ambassador Mara spent two days briefing senior German Government

officials on the socio-political and economic reform agendas currently being implemented in Fiji and discussed ways and means of exploring and increasing closer cooperation in 2013. An area of interest raised by Ambassador Mara was the existing regulatory restriction on the importation of Kava for use in the pharmaceutical market in Germany, which is currently the subject of a court case instigated by the German Herbal medicine industry against the German food safety regulatory authority.Whilst in Berlin Ambassador Mara also briefed members of the German-Asia/Pacific Business Association on the various government initiatives to promote trade related economic activities in Fiji. There were positive interests expressed in the areas of agro-business, fisheries, renewable energy, mineral exploration, film production and tourism.Ambassador Mara also spent a day visiting Fiji nationals in the British Army stationed in Germany and briefed them on the political and socio-economic developments in Fiji. Many of those to be affected by the current redundancy program have expressed an interest of returning home to start small business ventures with their redundancy packages in economic sectors promoted by government’s tax-free initiatives.

Prime Minister Voreqe Bainimarama was delighted to hear that four Fiji students studying in the Republic of Korea will be rewarded for their academic effort through the provision of financial assistance by the Woojung Cultural and Education Foundation of Korea.The students, Abel Chandra, Shiu Kumar and Rajeev Piyare, all master’s students of Mokpo National University and Sunia Soko Loga, an undergraduate of Kosin University were selected following the submission of their applications to the Woojung Foundation by the Fiji Embassy in Korea.“These are very good beginnings for 2013 especially coming out of Korea as we had only opened our mission here last year”, Prime Minister Bainimarama said.“With the offer of scholarships by Kyung Hee University and now the financial assistance by the Woojung Foundation, I have no doubt that our Fiji students studying in Korea will be well looked after”.Fiji’s Ambassador to the Republic of Korea, His Excellency Filimone Kau said that students were selected by the Foundation after consideration of their academic results of last year and on a needs basis.

“Our students studying at Mokpo were not only selected because of their excellent academic results but also because as students pursuing Master’s Degrees in Electronic Engineering, the scholarship will enable them to purchase their hardware components and research stationeries to aid their studies.”“For Sunia, he is a private student and his academic results speak for itself and I have no doubt he deserves this assistance for living expenses and also his studies,” Ambassador Kau said.Ambassador Kau also acknowledged the offer by Woojung Foundation saying it showed the confidence that were shown for Fiji students studying in Korea.“We appreciate with deep gratitude the Woojung Education and Culture Foundation’s level of commitment to assisting tertiary education in small island states and developing countries, particularly Fiji through its offer of support for 2013.”Through the assistance, the students will receive KRW3,000,000 a semester allowance from the Foundation.The Prime Minister was in Korea on official engagements before departing for France to inspect progress works on Fiji’s newest airbus fleet for Fiji Airways.

David Pflieger's New Position

New Zealand politicians have rounded on a colleague who has suggested that young men who are Muslim or "look like Muslims" be banned from "Western" airlines.In a column for Investigate magazine, New Zealand First MP Richard Prosser said he accepted that the majority of Muslims were not terrorists but added it was "equally undeniable'' that "most terrorists are"."If you are a young male, aged between say about 19 and about 35, and you're a Muslim, or you look like a Muslim, or you come from a Muslim country, then you are not welcome to travel on any of the West's airlines," he wrote."If the greatest identifiable threat to modern aviation security is posed by young Muslim males, then surely the answer is to prohibit young Muslim males from flying on our aeroplanes."He also claimed New Zealand's rights were being denigrated by "misogynist troglodytes from Wogistan". Three Dead In Delaware Courthouse Shooting

A man who shot and killed two women at a Delaware courthouse was the father of a man involved in a custody battle with one of the dead, police have said.Thomas Matusiewicz, 68, shot himself in the head after exchanging gunfire with police during the Monday attack.Christine Belford, 39, and friend Laura Mulford, 47, were at the courthouse for a child support hearing for Belford's ex-husband, David Matusiewicz.Two police officers were shot in the attack but were expected to survive.The city's mayor initially said the attacker was Belford's estranged husband.The younger Matusiewicz, a former optometrist, pleaded guilty in 2009 to bank fraud and international parental kidnapping charges after fleeing to Nicaragua in a motor home with his mother and three young daughters, federal court records show.

Before absconding he shared custody of the children with Belford after their divorce, and had told her he and the children were going to Disney World in Florida for two weeks.On Monday, Belford and her friend had arrived at the courthouse to attend a hearing for David Matusiewicz, who was behind on child support payments, police said.State police spokesman Sgt Paul Shavack said Matusiewicz's father Thomas Matusiewicz used a semi-automatic pistol in the attack, which began on Monday shortly after 08:00 local time (13:00 GMT).Sgt Shavack said he opened fire before passing through lobby metal detectors.David Matusiewicz was being held on Tuesday on charges he failed to provide child support and had lied about his whereabouts to probation officials. A string of so-called "maternity hotels," where Asian women - often Chinese and Taiwanese - come to give birth to babies who will automatically acquire a US passport - has recently drawn the attention of authorities.There is nothing illegal about foreign women giving birth in the United States. But federal officials are investigating possible related crimes, while local officials say planning regulations may have been violated.Since December, there have been 64 complaints, mostly involving the districts of Hacienda Heights and Rowland Heights, Alex Garcia, an LA County planning department official told the reporter.Inspectors entered 16 of these lodgings for pregnant women, and found that five of them were operating as boarding houses for Chinese or Taiwanese women, he said.A 26-year-old woman, seven months pregnant, who offers the name Xui Li, has just arrived from Beijing, to give birth on US soil. As other compatriots, she hesitates before discussing the reason for coming.But in the end she opens up - not giving her real name, of course - as she browses in the stroller aisle in a store across the road from Pheasant Ridge, where she lives."It's my choice for my baby. Maybe later he can have a good education. US has the best universities in the world. In the future, maybe he can come here if he wants," she tells.As a US citizen, her baby will be eligible for college loans and grants. Deadly Stampede As Millions Flock To Ganges Festival

Soft Drink Addiction Leads To Woman's Death

A New Zealand coroner has ruled that a 30-year-old woman died after drinking too much Coca-Cola.Natasha Harris, 30, died from a heart attack three years ago.Her family says in the months before her death, the mother of eight had consumed huge quantities of the soft drink - up to 10 litres a day.Coroner David Crerar found her excessive Coca-Cola consumption was probably a substantial factor in her death.

He says Ms Harris was ingesting as much as twice the recommended daily amount of caffeine and more than 10 times the advised sugar intake.Coca-Cola says it vehemently disagrees with the coroner's findings, adding that experts could not agree on the most likely cause of death.The coroner wants health authorities to consider lowering the caffeine percentage limit in carbonated drinks or create more specific warning labels.

The mayor of Los Angeles has announced a $US1 million reward for any information leading to the capture of a former police officer accused of a revenge murder spree that has claimed three lives.Investigators are continuing to search California's snow-blanketed mountains for Christopher Dorner, 33, a disgruntled former LA Police Department (LAPD) officer who threatened to murder police in a chilling online manifesto.Dorner is wanted over the suspected revenge killing of couple Keith Lawrence and Monica Quan.Ms Quan is the daughter of Randy Quan, a retired police officer who Dorner blames for his sacking five years ago.

World's Largest Captive Crocodile Lolong Dies In PhilippinesThe largest saltwater crocodile in captivity has died in the Philippines. Officials said the six-metre reptile, weighing more than 1,000kg, flipped over with a bloated stomach and was declared dead several hours later. The crocodile, blamed for the death of at least one person, was caught in September 2011 and then became the star attraction of an eco-tourism park. It was formally declared the world's largest in captivity by Guinness World Records last year. The crocodile, which was given the name Lolong, was captured in the town of Bunawan after a three-week hunt

involving dozens of people. The giant reptile, which measured 6.4m (21ft) and weighed in at 1,075kg (2,370lb), had begun to draw local and foreign tourists to the town. Bunawan Mayor Edwin Elorde said Lolong had been off colour for a month. "He refused to eat since last month and we noticed a change in the colour of his faeces," he told the Philippine Daily Inquirer newspaper. "Our personnel also noticed an unusual ballooning of the reptile's belly." Local vet Alex Collantes said that unseasonably cold weather could have affected the crocodile.

Five Killed During Cruise Ship Safety Drill

Five crew members died after a lifeboat fell from a cruise ship when cables snapped during a routine safety drill in the Canary Islands.The lifeboat flipped upside down and fell 20 metres into the ocean, killing the five and injuring three more, during the rescue exercise on the Thomson Majesty cruise liner, which was docked at the pier of Santa Cruz on La Palma.The dead were three Indonesians, a Filipino and a Ghanaian.There were 1,498 passengers on board the 20-year-old ship at the time, a Thomson Cruises spokesman said. None of them was involved in the accident. World's Longest Cat Stewie Dies At Eight In Reno, Nevada

The world's longest domestic cat, a 48.5in (1.23m) Maine Coon named Stewie, has died at the age of eight.Stewie's owner, Robin Hendrickson, said the pet died after having cancer for a year.The cat, of Reno, Nevada, was awarded the record, measured from the tip of the nose to the end of the tail, by the Guinness Book of Records in 2010.

The Carnival Triumph was operating on reserve power for the second day 240 kilometres off the Yucatan peninsula, and awaiting a tow vessel to pull it back to port at Progreso, Mexico, Carnival said.None of the 3143 passengers and 1,086 crew aboard the 272 metre (893 foot) ship were injured in the fire."The ship's automatic fire extinguishing systems activated and the fire was contained to the aft engine room. At this time, the fire is fully extinguished," Carnival said in a statement.It said passengers were being provided food and drink and that the ship was receiving provisions from a second Carnival vessel on the scene.A US Coast Guard official said it was watching the situation as the ship continued to drift and was prepared to help, though the vessel was in Mexican waters."We have an asset on scene, a cutter," he said, as well as an aircraft on standby.In January 2012 a Carnival ship, the Costa Concordia, ran aground and sank off the Italian coast, killing 32.Conditions 'worsen' Passengers told US media of worsening conditions two days after an engine fire crippled the vessel.They say toilets are overflowing, there is no air-conditioning and passengers are queuing for hours for food.The Carnival Triumph will now be towed to Mobile, Alabama, instead of a Mexican port after drifting 90 miles (145km) north of its original location.The vessel was supplied with food from another cruise ship on Monday.A similar fire incident left Carnival passengers stranded in the Pacific for

three days in 2010.'Stink' On Monday, a passenger told the reporter by text message that cabin toilets were overflowing and the carpets were wet with water and urine.Other passengers reported no air-conditioning inside cabins and an increasing stink inside the ship from sick passengers and a lack of food refrigeration.Brent Nutt told the reporter that while those on board were being fed, his wife, a passenger, told him the vessel was becoming increasingly dirty."There's water and faeces all over the floor,'' he said."It's not the best conditions. You would think Carnival would have something in place to get these people off the ship.''A Carnival spokesman confirmed that some passengers were sleeping on the vessel's deck in tents. A second tug boat arrived on Tuesday at the ship's location to help tow the 101,000-tonne vessel towards Alabama. New Area Codes Coming For Toronto And GTA Phones

Toronto and the GTA are both set to get new telephone area codes next month.Toronto phone numbers will soon start with 437, alongside 416 and 647. In the areas currently served by 905 and 289, residents will be assigned numbers starting with 365.The new area codes will be active as of March 25, but the existing ones will continue to be assigned until none are left.

“Increasing demand for telephone numbers, particularly for wireless devices, has created the need for additional numbers to serve customers in these regions,” the Telecommunications Alliance, a coalition of phone service providers, said in a news release Wednesday.New area codes are also being introduced this year in BC, the Prairies and the Maritimes.

Queen's Medal Recipient Says He Deserves Recognition Despite

Weapons ChargesA British Columbia man who received a Queen's Diamond Jubilee medal from the federal NDP while facing firearms charges says he deserves the recognition for raising $10 million for charity through his family's radio station.Maninder Gill said Tuesday that New Democrat MP Jinny Sims awarded him the medal at a banquet hall in Surrey on the weekend and that about 30 others were also recognized for their community service.Gill, 49, said the charges he faces stem from an August 2010 incident when he was attacked by what he called "Khalistani goons" with knives for his stance against Sikh extremism by people vying for a separate state carved out of India's northern province of Punjab."This issue is only from Khalistani goons. I always speak against people who want an independent state in India. These are local people."Gill, the managing director of the radio station, said he was exiting a temple with his wife, niece and daughter after giving a speech when the incident occurred and that he was acting in self-defence.Two charges, including attempted murder, were dropped and he now faces "four or five minor charges," Gill

said.One man was shot in the leg during the incident outside the temple."I have been honoured by the provincial government.. . East Vancouver Store Out $900 After Pin Pad Scam

A convenience store owner in East Vancouver is warning other shopkeepers about a pair of scammers who used her debit terminal to make a large refund to themselves.Cindy Grewal, owner of the Food Stop 24 Hours convenience store on Commercial Drive in Vancouver, says a woman recently came in and refunded $900 to herself using the debit pad while the clerk was distracted."She came in and did it so professionally, and we want to put a stop to it because $900 is a lot of money and, as the police stated to staff, five other stores were hit the same way," she said.Grewal replayed the security camera footage and it showed a woman and her friend entering the convenience store.The woman wanders around for a bit, and then comes to the clerk's counter to purchase cigarettes. She has her hands full with a bouquet and, while the debit transaction is pending, she asks the clerk to take the flowers and give them to her friend.The clerk, distracted, doesn't notice that the woman then cancels the debit transaction and then quickly makes a series of pin pad pushes.What she's actually doing is using the

debit terminal's default administrative code to make an override. She then enters a refund for $900, which gets credited to a debit account. The woman then clears the transaction, rips out the printout, and tells the clerk the cigarette purchase didn't go through.The clerk rings up the cigarettes again and the woman pays for them with the debit card, and then leaves.Grewal said it wasn't until later in the day when balancing the register that she realized something was amiss.Grewal said she didn't know that the debit terminals came shipped with a default common administrative code. She now wants to warn other store owners to change their codes.The police would not speak about this case nor comment on whether any other stores were hit this same way, but confirmed that there is an active investigation.No one has been arrested and police aren't confirming the couple seen in the security footage Grewal showed.Grewal says the company that provided the store's pin pad has told her there is nothing it can do.Grewal also said it appears the bank card being used was somehow faked.

Kenney Expects ‘Credible’ Career Colleges Will Remain Open To Foreign Students Under New Rules

Immigration Minister Jason Kenney is confident “credible” career colleges will be eligible to admit international students when new guidelines aimed at cracking down on fraud and human smuggling come into effect in 2014.That said, he plans to leave it to the provinces to decide which of those institutions are “credible.”“This is about separating the wheat from the chaff and we’ll let provinces do that. They know better, they are responsible constitutionally for our post secondary education,” he said this week.“They know who are the sound institutions and I have every expectation

that credible career colleges will be put on the list of certified institutions by provincial governments but there may be some self-styled career colleges that aren’t so credible and we’ll let the provinces make that decision.”It’s a major concern raised by Serge Buy of the National Association of Career Colleges which represents more than 400 institutions across the country.According to the proposed regulations, student visas will only be issued to foreign students studying at designated institutions on the condition that they’re actually enrolled and going to class. The new rules will allow Canada

to remove those who don’t comply and will also “streamline” access to work permits. Those enrolled in programs less than six months long will no longer be eligible for student visas.Citizenship and Immigration Canada is asking the provinces and territories to submit a list of approved institutions, and schools not on the list will be barred from accepting international students. The federal government will

designate institutions if the provinces don’t step up.Some provinces won’t create more work for themselves if they don’t have to and that the federal government hasn’t been clear on whether it will give equal consideration to career colleges if tasked to draw up the eligibility list itself.About 3,000 international students are currently enrolled at career colleges.

Woman Dies After Waiting 3 Hours For AmbulanceAn 87-year-old Toronto woman died in December after waiting three hours with abdominal pain for an ambulance that was delayed "due to limited resources," an investigation reveals.An internal Toronto Emergency Medical Services ambulance dispatch record also shows seven ambulances were dispatched to her location but then diverted to other calls.The incident highlights a growing challenge for Toronto and the rest of Canada, as an aging population puts more demand on emergency services, including ambulances, advocates for the elderly say."When we're talking about people in retirement homes or nursing homes, by definition people are there because there are certain things they can't do for themselves," says Susan Eng from CARP, a not-for-profit seniors advocacy group."It's our obligation to make sure that they are safe," she said, "And in this case, obviously the system failed them."Ontario Ministry of Health and an internal review by Toronto EMS are both investigating the incident.Ambulances diverted to other calls

The call report states the dispatcher noted “late response due to limited resources” and explained the closest ambulance was approximately 18 minutes away.But that ambulance was also diverted at 4:25 p.m., just a few minutes after being dispatched, and more than an hour after the 911 call was placed.According to the EMS report, dispatchers tried sending seven ambulances in all, but each one was diverted.At 6:29 p.m., more than three hours

after the initial call, the woman stopped breathing, and EMS was told she was "VSA," or vital signs absent. The woman was then rated an echo-level call — the most urgent — but by the time paramedics arrived, she was dead."Once we received notification about the change in the patient's condition, we responded with our highest level of response, and paramedics were there within five minutes of the change in call status," Toronto EMS said in an email to CBC on Jan. 30.EMS officials warned city about staffing woesMike Merriman, a chair with CUPE Local 416, says he has tried for years to warn the City of Toronto that someone would get hurt because of insufficient resources for ambulances."You can't keep operating at 10- to 12-year-old staffing levels with population growth and an aging population and not expect problems," Merriman told the reporter.Toronto EMS officials also tried to warn the city in December 2011. Facing a hiring freeze for the following year,

then Deputy Chief John Lock sent a report to the budget committee stating:"By December 2012, it is expected Toronto EMS will have 36 vacant paramedic positions which will require EMS to reduce the available ambulances by an equivalent of 6.5 ambulances on a 24-hour period. The decreased vehicle count will reduce the availability of ambulances for emergency calls."EMS was also approved for 50 hires in January of this year. The positions will take months to fill, and Toronto EMS said even that is not enough to meet demand.According to a January 2013 report from Toronto EMS, between 2005 and 2011, transport volumes increased 36 per cent. During that same period, the department saw only a one per cent increase in staff.The same report states: "EMS treats 30 per cent of all residents 75+ years of age at least once per year," and that the demographic is a key driver in the increased number of emergency transports.

What Do You Think: Cell Phone Contract Rules

Consumer advocates say wireless customers who sign a new multi-year contract with their provider should have 15 days to change their minds before being totally locked in. That would give them time to find out if they actually get a decent wireless signal in their local area, representatives of the Public Interest Advocacy Centre, Consumers' Association of Canada and the Council of Senior Citizens' Organizations told the CRTC at a public hearing on proposed rules for wireless contracts and fees earlier this week.The hearings at the CRTC are about the proposed code that would specify rules for contract provisions such as cancellation fees, phone unlocking and contract changes.The proposal says every customer should be given a personalized summary of their wireless contract. The summary would include important information such as the minimum monthly cost for their service and the total discount or subsidy they got on their new wireless device in return for signing a contract.The sample contract in the document includes a proposed 15-day "cooling off period" in which any customer unsatisfied with the contract may cancel it without penalty if they have used less than a certain number of minutes.The CRTC does not believe that the buyer's remorse clause is necessary, but has proposed a number of changes and additions to the draft code, such as:When customers dispute charges such as charges for premium text messages, that the onus be on the carrier to prove that the customer consented to those charges, since they have better access to the evidence. Customers be allowed to unlock their phones immediately, and that the unlocking fee be limited to the amount it costs the carrier to unlock the phone. The draft code does not specify an unlocking fee and proposes that

subsidized devices can remain locked for up to 30 days. The code apply to customers of prepaid wireless services, not just post-paid customers; and to customers of existing contracts, not just those who sign contracts after the code is implemented. The consumer advocates were particularly concerned that prepaid cards don't specify the price per minute that the customer will be charged. They also proposed a ban on the expiration of minutes a certain time after the card is activated. Carriers be banned from making unilateral changes to customer contracts. The draft code currently proposes allowing carriers to make changes to a customer's contract. However, under the draft code, customers would either be allowed to cancel the contract without penalty or refuse the changes if they would increase the cost or decrease the amount of service he or she received. The Commissioner for Complaints for Telecommunications Services get more powers to enforce the code, such as the ability to hear complaints filed on behalf of a group of customers rather than just individual consumers.

What is Bullying?Many children have a good idea of what bullying is because they see it every day! Bullying happens when someone hurts or scares another person on purpose and the person being bullied has a hard time defending themselves. So, everyone needs to get involved to help stop it. Bullying is wrong! It is behaviour that makes the person being bullied feel afraid or uncomfortable. There are many ways that young people bully each other, even if they don't realize it at the time. Some of these include: -Punching, shoving and other acts that hurt people physically -Spreading bad rumours about people -Keeping certain people out of a group -Teasing people in a mean way -Getting certain people to "gang up" on others

The four most common types of bullying are:

Verbal bullying

name-calling, sarcasm, teasing, spreading rumours, threatening, making negative references to one's culture, ethnicity, race, religion, gender, or sexual orientation, unwanted sexual comments. Social Bullying - mobbing, scapegoating, excluding others from a group, humiliating others with public gestures or graffiti intended to put others down. Physical Bullying

hitting, poking, pinching, chasing, shoving, coercing, destroying or stealing belongings, unwanted sexual touching.

Cyber Bullying

using the internet or text messaging to intimidate, put-down, spread rumours or make fun of someone.

What are the effects of bullying?

Bullying makes people upset. It can make children feel lonely, unhappy and frightened. It can make them feel unsafe and think there must be something wrong with them. Children can lose confidence and may not want to go to school anymore. It may even make them sick. Some people think bullying is just part of growing up and a way for young people to learn to stick up for themselves. But bullying can have long-term physical and psychological consequences. Some of these include: -Withdrawal from family and school activities, wanting to be left alone. -Shyness -Stomachaches -Headaches -Panic Attacks -Not being able to sleep -Sleeping too much -Being exhausted -Nightmares If bullying isn't stopped, it also hurts the bystanders, as well as the person who bullies others. Bystanders are afraid they could be the next victim. Even if they feel badly for the person being bullied, they avoid getting involved in order to protect themselves or because they aren't sure what to do. Children who learn they can get away with violence and aggression continue to do so in adulthood. They have a higher chance of getting involved in dating aggression, sexual harassment and criminal behaviour later in life. Bullying can have an effect on learning Stress and anxiety caused by bullying and harassment can make it more difficult for kids to learn. It can cause difficulty in concentration and decrease their ability to focus, which affects their ability to remember things they have learned. Bullying can lead to more serious concerns Bullying is painful and humiliating, and kids who are bullied feel embarrassed, battered and shamed. If the pain is not relieved, bullying can even lead to consideration of suicide or violent behaviour.

You can include starchy foods, but make it count.What do we mean? When you reach for comfort foods, make your carbs count by selecting the most nutrient dense choices and keeping your portions small. Sweet potatoes, barley, brown rice and whole wheat pasta are packed with vitamins, minerals and fiber and are perfect to add to your meal. To gauge a small portion, keep about 1/4 of your plate for starchy foods—with a depth of about the thickness of your palm. Keeping the portions small allows you to enjoy your favorites and manage blood glucose levels.

Have a favorite white-flour-based recipe like zucchini bread or pancakes if that is what you want? Get creative with your own recipes and try substituting from 1/4 up to 1/2 the white flour with whole wheat flour to make your favorite comfort foods more wholesome. Diabetes Food PyramidThe Diabetes Food Pyramid is another meal planning option that some people use. It is less popular than both carbohydrate counting and the plate method for diabetes management. The Diabetes Food Pyramid divides food into six groups:· Grains and Starches · Vegetables· Fruit· Milk and Dairy · Meat and Meat Substitutes · Fats, Sweets, and AlcoholThese groups or sections on the pyramid vary in size.The largest group—grains, beans, and starchy vegetables—is on the bottom. This means that you should eat more servings of grains, beans, and starchy vegetables than of any of the other foods. The smallest group—fats, sweets, and alcohol—is at the top of the pyramid. This tells you to eat very few servings from these food groups.ServingsThe Diabetes Pyramid gives a range of servings. If you follow the minimum number of servings in each group, you would eat about 1600 calories and if you eat at the upper end of the range, it would be about 2800 calories. Most women, would eat at the lower end of the range and many men would eat in the middle to high end of the range if they are very active. The exact number of servings you need depends on your diabetes goals, calorie and nutrition needs, your lifestyle, and the foods you like to eat. Divide the number of servings you should eat among the meals and snacks you eat each day. Food GroupingsThe Diabetes Food Pyramid is a little different than the Canadian Food Guide Pyramid because it groups foods based on their carbohydrate and protein content instead of their classification as a food. To have about the same carbohydrate content in each serving, the portion sizes are a little different too. For example: you will find potatoes and other starchy vegetables in the grains, beans and starchy vegetables group instead of the vegetables group. Cheese is in the meat group instead of the milk

group. A serving of pasta or rice is ¾ cup in the Diabetes Food Pyramid and ½ cup in the USDA pyramid. Fruit juice is ½ cup in the Diabetes Food Pyramid and ¾ cup in the USDA pyramid. This difference is to make the carbohydrate about the same in all the servings listed. Following is a description of each group and the recommended range of servings of each group.Grains and StarchesAt the base of the pyramid are bread, cereal, rice, and pasta. These foods contain mostly carbohydrates. The foods in this group are made mostly of grains, such as wheat, rye, and oats. Starchy vegetables like potatoes, peas, and corn also belong to this group, along with dry beans such as black eyed peas and pinto beans. Starchy vegetables and beans are in this group because they have about as much carbohydrate in one serving as a slice of bread. So, you should count them as carbohydrates for your meal plan. Choose 6-11 servings per day. Remember, not many people would eat the maximum number of servings. Singer Sonu Nigam has launched "Vayuputras", a music album for the forthcoming book "Oath of the Vayuputras", a part of the Shiva trilogy by author Amish Tripathi. Nigam is glad to be a part of the first-ever musical soundtrack of a book series. "I have recorded a lot of albums and have sung for many films, but this is the first time I have sung for a book!," the 39-year-old said at the launch. "I am glad to be a part of this trilogy.

The music for the book has a lot of fusion and has been composed by some really talented people," he added. "Oath of the Vayuputras" is the third and the final instalment of the Shiva trilogy by Tripathi and is set to come out in March this year. The cover page of the book was launched last year by filmmaker Karan Johar. "The Immortals of Meluha" and "The Secret of the Nagas" were the first and the second books, respectively.

Sanju Cannot Refuse Vidya Balan's OfferVidya Balan managed to convince former co-star Sanjay Dutt to do a cameo in 'Ghanchakkar'In an industry that is known for its struggle for one-upmanship, it's quite heartening to hear of actors rooting for another. We hear that behind Sanjay Dutt's cameo in Ghanchakkar, is his former co-star Vidya Balan.The film is being produced by UTV. Vidya is married to CEO Siddharth Roy Kapoor and also stars in it.A source close to the film says, `Vids has worked with Sanju in Parineeti and Lage Raho Munnabhai and they get along very well. When UTV had initially approached Sanjay with the cameo, he was very tied up.`However, Vidya apparently intervened and convinced the actor to give his nod for the film. The source adds, `Sanjay could not say no to Vidya. After returning from Jaipur where he is shooting for Raju Hirani's film, he will start work on Ghanchakkar.`

Double Grammy For Late Ravi Shankar

Two months after his death, Indian sitar legend Ravi Shankar has won the best world music album Grammy for "The Living Room Sessions Part 1" spanning a wide range of Indian classical styles. He was also honoured with a posthumous Lifetime Achievement award. The maestro's daughter Anoushka, who too was nominated in the same category for her album "Traveller" accepted the Grammy on behalf of her late father at the Grammy awards show last Sunday. "It's OK to lose to your father," said the 31-year-old, who is also a sitar player and composer, as she received the award for her father. Ravi Shankar died in December at the age of 92, after heart surgery at a hospital in La Jolla, California, near San Diego. Earlier Saturday, Anoushka Shankar and the musician's other daughter, singer Norah Jones accepted the posthumous Grammy Award at a special ceremony in Los Angeles ahead of Sunday's Grammys show.

The Indian icon was among seven artistes, including Carole King and the Temptations, named as Lifetime Achievement Award honourees. Jones, who has won nine Grammys of her own, said of her father: "We know he was very excited to be receiving this award. We really miss him. He lived and breathed music.""I remember him drumming on the breakfast table, trying to get me to learn to play seven (beats) over five. I'm still trying to learn that. We are very happy to accept the award for him."Her half sister added, "It was 60 days ago today that he passed away. It's kind of difficult to be standing up here, like Norah said, I am thrilled that he knew about this award before he passed away at least. But I wish we weren't standing up here for him." Although her mother, Sukanya, was in attendance at Saturday's event, she did not take the stage. "She's the reason he was able to be alive as long as he was, so I'm eternally grateful to her," Anoushka said of her mother.

Visiting Suva - Fiji IslandsSuva is the capital and largest city of Fiji. It is located on the southeast coast of the island of Viti Levu, in the Rewa Province, Central Division. In 1877, it was decided to make Suva the capital of Fiji when the geography of former main European settlement at Levuka on the island of Ovalau proved too restrictive. The administration of the colony was moved from Levuka to Suva in 1882.Suva is Fiji's political and administrative capital. It is the largest and the most cosmopolitan city in the South Pacific and has become an important regional centre; students from the Pacific region and a growing expatriate community make up a significant portion of the city's population.In return for a promise to pay off debts owed to the United States by the Bauan chieftain, Seru Epenisa Cakobau, the Australian-based Polynesia Company was granted 5000 km of land, 575 km of it near what was then the village of Suva, in 1868. The original intention was to develop a cotton farming industry, but the land and climate proved unsuitable.Following the annexation of the Fiji Islands by the United Kingdom in 1874, the colonial authorities decided to move the capital to Suva from Levuka in 1877. The transfer was made official in 1882. Colonel F.E. Pratt of the Royal Engineers was appointed Surveyor-General in 1875 and designed the new capital, assisted by W. Stephens and Colonel R.W. Stewart.Following the promulgation of the Municipal Constitution Ordinance of 1909, Suva acquired municipal status in 1910. The town initially comprised one square mile; these boundaries remained intact until 1952 when the Muanikau and Samabula wards were annexed, expanding its territory to 13 square kilometers. In October that year, Suva was proclaimed a city — Fiji's first. Tamavua was subsequently annexed; the most recent extension of the city boundaries has been to incorporate the Cunningham area to the north of the city. Urban sprawl has resulted in a number of suburbs that remain outside of the city limits; together with the city itself, they form a metropolitan area known as the Greater Suva Area.The city hosted the 2003 South Pacific Games, being the third time in the event's 40-year history that they had been held in Suva. As part of the hosting of the event, a new gymnasium and indoor sports center, swimming pool, and stadium; field hockey pitch; and stands were built in the area around Suva, funded by the government and a $16 million People's Republic of China aid package.Geography and physical characteristicsThere are plenty of interesting places to see in Suva and a great way to explore the city is to take a walking tour. This not only lets you mingle with Suva’s friendly population, but also gives you the chance to enjoy some local

delights at the many eateries, cafes and restaurants found in town.An excellent place to visit is the Fiji Museum on Ratu Cakobau Road. Full of exhibits and artifacts on display, this museum offers some wonderful insights into Fiji’s rich and intriguing history, culture, people, languages and religions found here. The museum also takes a look at cannibalism in Fiji and the tribal conflicts and rivalry that often resulted in bloody feuds. There is a large striking drua on display here as well. A drua is a traditionally built catamaran. On the second floor of the museum is a, art gallery featuring local Indo-Fijian artists.

Also worth visiting is the Parliament of Fiji on Battery Road. Opened in 1992, the parliament was designed and built keeping traditional Fijian values and art in mind. This can be seen in the main parliament building, which takes its inspiration from a traditional Fijian vale or family house. After a coup in 2000, the parliament building is no longer open to the public; however, you can tour the complex if you call in advance and pre-arrange your visit.

The University of the South Pacific is another lovely place worth visiting with its lush lawns and beautiful garden. With its excellent facilities, this university is one of the premier learning institutions in the South Pacific and has over 11,000 students. Visit the gorgeous botanical garden on the northwestern end of the campus and take a tour of the Oceania Center, where paintings, carvings and sculptures are on display by the students and local artists.

If you happen to be in Suva in August, visit the Shree Laxmi Narayan Temple. Located on Holland Street, this blue and orange temple has fire walking and body piercing displays during this month. The Holy Trinity Cathedral is also a popular tourist attraction with its unusual boat shape and Fijian tapestries. Come here on a Sunday to catch some glorious singing by the local choir.

The Suva Municipal Market is a great place to buy kava and many other local delicacies. Sitting on Rodwell Road, this busy bustling market sells everything from fruits and vegetables to spices and brightly colored Indian sweets. On the top floor of the marketplace, you will find tobacco and kava for sale. Visit Cumming Street to try an Indian curry or to sit and chat with the locals stop at Raku Sukuna Park, near Victoria Parade.

Suva Nightlife and Entertainment

While Suva has a pretty good nightlife, the entertainment here is rather subdued when you compare it to most other capitals of the world. However, if you are looking for a good time you will definitely find it in Suva. Friday and Saturday nights are the most happening in the city, with Victoria Parade crowded with people clubbing and drinking. There are a number of bars, clubs and pubs located on Victoria Parade to enjoy yourself and have a fun time till the early hours of the morning.Traps Bar is one of the most popular bars in the city and is chockablock full on weekend nights. A great place to socialize, there is a dance floor in the back, with a snooker room as well. O’Reilly’s, the Barn and JJ’s Bar and Grill are also popular hangouts to party and have a good time. If you like going to the movies, the Village 6 Cinema Complex is located on Scott Street and often features the latest Hollywood movies. The cinema screens Bollywood or Indian movies as well, which are a treat to watch with their song and dance routines.For a more quiet night out, dinner at one of Suva’s many restaurants is a good idea. The Raintree Lodge has an excellent restaurant, which serves a variety of dishes from continental cuisine to traditional Fijian meals. For some great seafood head to JJ’s Bar and Grill.If you like hot and spicy food or wish to taste some exotic Indian curries, there are a number of Indian establishments in Suva you can try out. Ashiyana and the Hare Krishna Restaurant are known for their great Indian dishes. There are a number of Chinese, Japanese and Korean restaurants in Suva as well which serve some great food.For coffee and a quick bite, head to the Republic of Cappuccino, which is a very popular hangout in Suva. Kahawa, Enjoy and Fusion are also terrific places to grab a quick meal.

2013 BMW 328i There are few cars that broadcast that the person driving has “made it” like the BMW 3 Series does. Over more than three decades, this car has become an enduring symbol of entry-level luxury practically around the world. Aside from the styling, the biggest change to come to the 3 Series in 2012 was the installation of a four-cylinder engine in more basic models. Sure, it's turbocharged, and, sure, it boasts horsepower similar to, (241) and more torque (258 lb-ft) than, the six-cylinder it replaces, but the lingering question is whether a four-cylinder of any kind belongs in a car with an as-tested price north of $50,000. Audi's used four-cylinders – mainly, a turbocharged one displacing the same 2.0 litres as this new BMW four-pot – for years, and successfully. The only people likely to be upset by BMW's move are the enthusiasts who lust after the smooth sounds of the brand's inline sixes. This car may have two-thirds the engine some expect in a BMW, but its performance helps make up for that two cylinder-sized void. Performance The new engine is a great performer, its generous torque making this car feel faster off the line than it did with the old six-cylinder. The downside is not one of power, but of soundtrack: the turbo four's direct-injected mechanical clatter does not produce the music that this company's sixes are known for. As four-cylinders go, this one actually sounds okay. The exhaust note is nicely tuned, and the motor spins smoothly toward its 7,000-rpm redline. But unless you're quite heavy on the throttle, you won't hear that much of the motor: in easy acceleration, the smooth-shifting eight-speed auto rarely lets the engine exceed 2,000 rpm before it upshifts. A six-speed manual is a no-cost option. Handling, road-holding, steering and braking are more or less preserved from previous generations of this car. The electric steering assist is nicely weighted, the car turns in eagerly and, when the roads aren't snowy, hangs on hard in aggressive corners. Ride comfort is terrific, especially in contrast with the car's handling abilities. Agility improves if you specify the M Sport package, but it brings firmer springs that ruin the ride. All 3 Series get Eco-Pro, which allows driver control of throttle sensitivity and some chassis settings. Eco mode softens throttle response and prompts the car to tell you how much extra driving range you've gained by driving more economically. Sport mode increases engine and transmission responsiveness, holds lower gears longer and introduces a quicker steering ratio. In between is the Normal default. An idle stop/start function aims to save fuel by shutting the engine off at stoplights. It's inelegant in its operation, sending vibrations through the car every time it fires up. It can be

toggled off; in any event, it only works when the engine reaches an optimal operating temp, which it apparently rarely did in a week of cold weather. Fuel consumption estimates for the 328i xDrive automatic are 9.1 L/100 km in the city, and 6.2 L/100 km on the highway. My test car averaged 11.1 L/100 km in wintry city driving. BMW's xDrive all-wheel drive system works well in everyday driving, particularly when traction is compromised. Normally, 60 per cent of the engine's power goes to the rear wheels but all of it can be routed to the axle with the most grip. Ergonomics/Comfort/Quality The 3 Series' basic front seats are nicely shaped and supportive, even without a lumbar adjustment. They are narrow, however, and are one of several things that conspire to make this car feel as compact as it is. Up front, the standard sunroof eats into headroom, and the windshield header cuts down close to your line of sight. Further down, the wide centre console creates narrow tunnels for legs, especially on the driver's side. The back seat actually feels roomier, at least for legs; the cushions are firm, but there's adequate toe room under the front seats. That's all par for the course in a 3 Series; this has never been a big car. More disappointing is the apparently so-so interior assembly quality. Most of the materials are soft to the touch, and feel rich, but my test car had a persistent squeak in the dash that piped up over rough roads. Also, I dislike the new location of the iDrive/navigation display, perched atop the dash, instead of integrated into it. It looks like an afterthought, and in my opinion cheapens the feel of the car. Functionality/Usability From a practical point of view, the 480-litre trunk is the jewel in the 3 Series sedan's crown. It's a thing of beauty, to be honest, in its fully-lined, square-cornered glory. There are no weird intrusions to make room for suspension—or rather, there are, but they're tucked away behind those square corners. The rear seat folds, nearly flat in a 60/40 split to reveal a large opening to the cabin. Automatic climate control is standard in the 328i, and it works well, but there's no way to control the temperature for both sides of the car with the driver's side adjustment. I did, however, appreciate that BMW's idea of automatic climate allows manual control of fan speed, without overriding the automatic temperature function. Performance The new engine is a great performer, its generous torque making this car feel faster off the line than it did with the old six-cylinder. But unless you're quite heavy on the throttle, you won't hear that much of the motor: in easy acceleration, the smooth-shifting eight-speed auto rarely lets the engine exceed 2,000 rpm before it upshifts. A six-speed manual is a no-cost option. Handling, road-holding, steering and braking are more or less preserved from previous generations of this car. The electric steering assist is nicely weighted, the car turns in eagerly and, when the roads aren't snowy, hangs on hard in aggressive corners. Ride comfort is terrific, especially in contrast with the car's handling abilities. Agility improves if you specify the M Sport package, but it brings firmer springs that ruin the ride. All 3 Series get Eco-Pro, which allows driver control of throttle sensitivity and some chassis settings. Eco mode softens throttle response and prompts the car to tell you how much extra driving range you've gained by driving more economically. Sport mode increases engine and transmission responsiveness, holds lower gears longer and introduces a quicker steering ratio. In between is the Normal default. An idle stop/start function aims to save fuel by shutting the engine off at stoplights. It's inelegant in its operation, sending vibrations through the car every time it fires up. It can be toggled off; in any event, it only works when the engine reaches an optimal operating temp, which it apparently rarely did in a week of cold weather. Fuel consumption estimates for the 328i xDrive automatic are 9.1 L/100 km in the city, and 6.2 L/100 km on the highway. My test car averaged 11.1 L/100 km in wintry city driving. BMW's xDrive all-wheel drive system works well in everyday driving, particularly when traction is compromised. Normally, 60 per cent of the engine's power goes to the rear

wheels but all of it can be routed to the axle with the most grip. Ergonomics/Comfort/Quality The 3 Series' basic front seats are nicely shaped and supportive, even without a lumbar adjustment. They are narrow, however, and are one of several things that conspire to make this car feel as compact as it is. Up front, the standard sunroof eats into headroom, and the windshield header cuts down close to your line of sight. Further down, the wide centre console creates narrow tunnels for legs, especially on the driver's side. The back seat actually feels roomier, at least for legs; the cushions are firm, but there's adequate toe room under the front seats. That's all par for the course in a 3 Series; this has never been a big car. More disappointing is the apparently so-so interior assembly quality. Most of the materials are soft to the touch, and feel rich, but my test car had a persistent squeak in the dash that piped up over rough roads. Also, I dislike the new location of the iDrive/navigation display, perched atop the dash, instead of integrated into it. It looks like an afterthought, and in my opinion cheapens the feel of the car. Functionality/Usability From a practical point of view, the 480-litre trunk is the jewel in the 3 Series sedan's crown. It's a thing of beauty, to be honest, in its fully-lined, square-cornered glory. There are no weird intrusions to make room for suspension—or rather, there are, but they're tucked away behind those square corners. The rear seat folds, nearly flat in a 60/40 split to reveal a large opening to the cabin. Automatic climate control is standard in the 328i, and it works well, but there's no way to control the temperature for both sides of the car with the driver's side adjustment. I did, however, appreciate that BMW's idea of automatic climate allows manual control of fan speed, without overriding the automatic temperature function.

Aloo Parantha RecipeIngredients: For parantha:2 cups whole wheat flour/atta1/4 tsp saltwater to knead the doughFor stuffing:2 potatoes, boiled, peeled and mashed1 1/2 tsps green chili paste1 1/2 tbsp chopped coriander leavesbig pinch turmeric pwd1/4 tsp cumin pwd1 tsp coriander pwd (coarsely crushed works good)salt to tasteghee or oil to roast the parathas1. Add salt to the atta, combine, slowly add water to form a soft yet slightly firm dough. Cover with damp cloth and let it rest for 10 mts. Get the stuffing ready in the mean time.2. Prepare stuffing by combining mashed

potato, green chili paste, coriander leaves, coriander pwd, turmeric pwd, cumin pwd, and pinch of salt and combine.3. Pinch a large lemon sized ball of dough and roll to form a 3″ diameter circle. Place some stuffing and take the edges of the dough and cover the stuffing. Prepare with rest of dough.4. Dust the working surface with some atta and roll out the stuffed dough to form 6″-7″ diameter circles.5. Heat a iron tawa and once its hot, place a paratha and let it cook for 15 secs. Flip the paratha and let it cook for a few more secs. Once light brown spots appear, drizzle some oil or ghee and roast to a golden shade on both sides. Use a spatula to press the puffed areas as the paratha gets roasted.6. Serve hot with any curry of your choice or yogurt or raita.

Five Teams That Could Use Canucks Goaltender Roberto Luongo Right NowThis is the way it was supposed to go: The NHL and the NHL Players’ Association sign a new collective bargaining agreement, and the moment Gary Bettman and Don Fehr shake hands and sheath their swords, Roberto Luongo zips his suitcase and hops in a taxi bound for the airport. His destination was the only unknown. Florida? Toronto? Anywhere but Vancouver. And yet, here we are, almost a quarter of the way into the lockout-shortened season, and Luongo remains on the West Coast, even though several teams could use the 33-year-old in their nets. Here is a breakdown of five potential destinations. (Note: As we have learned over the last month, this list can change, and quickly.)Washington CapitalsStarter: Michal Neuvirth/Braden HoltbyDegree of need: Four Luongos (out of five)The skinny: Canucks general manager Mike Gillis sprayed gasoline into a bonfire of rumours on Sunday afternoon by watching a Capitals game from the press box in Washington. He said he later called Capitals general manager George McPhee to apologize. Why? “Well, because people went crazy when we were in the press box there,” Gillis told the Team 1040 in Vancouver on Tuesday. “You know, George’s team is having a slow start, and I just wanted to make sure he knew that we

were only there to catch a game.” Gillis told the radio station he was in Washington as part of a swing through eastern markets to scout university players, while also watching teams from the NHL’s Eastern Conference. Washington, by the way, is allowing 3.60 goals a game, which is 27th in the NHL. (Holtby and Neuvirth sit 40th and 30th in the league, respectively, in save-percentage.)Florida PanthersStarter: Jose Theodore/ Scott ClemmensenDegree of need: Three-and-a-half Luongos (out of five)The skinny: Only one team is allowing more goals, on average, than the Panthers. The pairing of Theodore and Clemmensen conceded an average of 3.67 goals a game through the first nine games of the season. Theodore has allowed at least three goals in four straight starts. In fairness, three of those teams — Tampa Bay, Winnipeg and Buffalo — are among the league’s top-10 scoring teams. But Theodore’s largest bomb was against Philadelphia, in which he allowed three goals on nine shots before being pulled. It has been widely reported that Luongo lives in Florida during the off-season, and that his wife is from the state. Luongo also has some control over where he moves, with a no-trade clause in his contract. The question in Florida has been related to money, of which there is plenty remaining

on Luongo’s contract, which runs for another nine seasons after this one.Toronto Maple LeafsStarter: James Reimer/Ben ScrivensDegree of need: Two Luongos (out of five)The skinny: Before the first puck dropped, Toronto’s need might well have been a full five Luongos out of five, but several factors seem to have cooled the speculation. First, new Leafs general manager Dave Nonis began training camp with what reads like a very clear bit of messaging to Gillis. “There’s only going to be a change in goal if we can upgrade at that position without severely hampering the ability to play in front of that goaltender, and without taking away very good young players from our reserve list,” he said after the lockout ended last month. The second factor is that despite venturing into the new season without an experienced goaltender, the Leafs have actually reduced their goals-against — to 2.90 a game, down from 3.16 last season. Reimer allowed four goals in his last start (a loss to Carolina), but his save-percentage (.917) probably merits a longer look.Philadelphia FlyersStarter: Ilya BryzgalovDegree of need: One-and-a-half Luongos (out of five)The skinny: Last month, several reports suggested the Flyers had become surprise entrants to the sweepstakes. “That made

me chuckle,” Flyers general manager Paul Holmgren told the Philadelphia Daily News. “It’s safe to say those rumors aren’t true. They have no basis or merit.” Philadelphia opened the season with three straight losses — and has won in only four of its first 10 — but Bryzgalov (.923 save-percentage) has not been the core of that slow start.Vancouver CanucksStarter: Roberto Luongo/Cory SchneiderDegree of need: Two Luongos (out of five)The skinny: How is this for a curve ball? Not only does Luongo appear to have wrested the starting job back from his understudy, he was on Monday named the NHL’s third star of the week for going 2-0-1, with a save-percentage of .963. So what of it, Mr. Gillis? “Cory is a bright young guy,” Gillis told the Team 1040. “These are very unique circumstances: A long lockout, a shortened season … and [Schneider] knows our level of commitment to him, he knows how much we believe in him. And I know when he gets in the net next, he’s not going to want to give it up, just like Roberto.” And Mr. Schneider? “As a pro, you accept that,” Schneider said, in The Province. “If you’re being outplayed, somebody’s going to take your job and it’s as simple as that. Nothing is given and nothing is guaranteed in this world.”

NZ Smashed In Sevens FinalNew Zealand had been thrashed 40-21 by South Africa in the final of the Las Vegas sevens, but they will retain a handy buffer atop the series standings.After overcoming familiar sparring partner Fiji in the semifinal, South Africa proved far too strong in the showpiece as the unpredictable nature of the circuit continued.New Zealand had won only one tournament this season - round three in South Africa - but three runner-up finishes and last week's third place in Wellington has left them well clear of the chasing pack.South Africa came charging out of the blocks in the final, racing to a 28-0 lead to take firm control of the contest. It was 35-0 and virtually over before New Zealand got off the mark, through Ben Lam with seven minutes remaining.South Africa then scored their sixth try to render late efforts from Tim Mikkelson and Gillies Kaka nothing more than consolation.

Earlier, New Zealand scored two tries to lead their semifinal 14-0 at the break, before Fiji came storming back in the second half. Soccer development in Nadi is about to take a giant leap – thanks to the newly elected officials of the Nadi FA who are keen to develop players from grass-roots level in the district.The newly formed development arm of Nadi Football Association known as the Nadi FA Youth Academy is organizing a Soccer Clinic for both boys and girls from the age of 6to 14 years every Saturday with the initial clinic planned for February 16 at Nadi Muslim Primary School grounds from 9am to 11am.Nadi FA’s newly elected vice-president Javed Ahmed who is the brains behind the whole initiative says the idea is to develop youngster at a very early age so that the district has abundance of

Fiji Needs Serevi Expertise - Singh

Global Babaas manager Rajesh Singh has called on the Fiji Rugby Union to include Waisale Serevi in the Digicel Fiji 7s team’s preparation for the Sevens World Cup in Moscow, Russia from June 28-30.Speaking from Auckland, New Zealand, Singh said that current coach Alifereti Dere and his assistant Timoci Wainiqolo should be retained but Serevi should come in as a sort of technical advisor.“The reality is that if we are to win at the World Cup then we’ve to include Serevi in our preparation,” he said.Singh said the 7s maestro knows what is needed if we are to win in Moscow.

“He (Serevi) has captained Fiji twice to win the World Cup - 1997 and 2005 and this is a record that will take some time for anyone to equal it.“He knows what’s to be done and when. Serevi’s presence alone is going to boost the players and for Dere and Wainiqolo, it is going to make their work much-easier.”Singh also said that former World Cup 7s players who have hoisted the Melrose Cup like Jope Tuikabe, Marika Vunibaka, Viliame Satala, Vilimoni Delasau, Lemeki Koroi, Manasa Bari and so on should also be brought in and form a think tank where they work together with Dere and Wainiqolo.
