i) Water Supply

Since, no construction activity is possible without the availability of services likewater, electricity etc, the Housing Foundation has been pursuing the concernedagencies for the provision of these services. The up to date position regardingavailability of these services inthe area is given as under:-

THE STATUS OF SERVICE CONNECTIONS FOR PHASE-III(SECTOR G-13 & G-14/4 ISLAMABAD)

WORKING PAPER

The water supply for these sectors is to be provided by CDA. The water supplynetwork of these sectors was required to be connected with the main water supply linecoming from Khan Pur Dam for which Housing Foundation agreed to pay proportionatecost. The Housing Foundation has been pursuing CDA right from the start ofdevelopment activities in these Sectors to make arrangements for the supply of waterbut without any response. In a meeting held between Secretary H & Wand ChairmanCDA on 20-04-06, the Member (EngineerinrJ) CIJA informed thilt the m,lin W,ller ~;llpplyline coming from Shah Allah Ditta reservoir to G-13 is incomplete due to land dIsputewith the local affectees at five places. However, he promised to resolve this issueshortly.

The infrastructure development of civil components i.e. roads, drainagesystem, sewerage system and water supply system in Sector G-13 & G-14/4 iscomplete and in compliance to decisions taken in a meeting held under thechairmanship of PSPM on 10-11-2006, the FGEHF has started handing overpossession of plots to allottees w.e.f 151 March, 2007 so that they could startconstruction of their houses.

Subject:

The Director Sector Development CDA through his letter No. CDA/Dir(SO)f1-(7)/2006/306 dated 25-08-2006 informed that the water supply to Sector G-13 could notbe made because contractor responsible for laying water supply main from Shah AllahDitta reservoir has obtained a stay order from court .The connection of G-13 watersupply system with COA main will only be possible when the case is decided by thecourt. Almost a year has passed but no head 'vvay has been made by COA in thisregard.

The COA was repeatedly asked to make some alternate short term arrangementof water supply through installation of tube wells. Finally, the Member (Engineering)CDA instructed the concerned Sector Development Division for the installation of Twotube wells in Sector G-13 which are reportedly still at tendering stage. Further no actionhas been taken by COA to install of tube well in Sub-Sector G-14/4 despite instructionsby the Chairman COA, given during a meeting with Vice Chancellor of QAU on 10-08-06. .

ii) Sewerage System

CDA has no sewerage system beyond Sector G-11 which could be used tDconnect internal S8\Verage networks of Sectors G-13 and G-14/4. Since construction orhouses is in progress in Sectors G-13 & G-14/4, these houses would not be mcldchabitable in absence of proper Sewerage disposal in COA Sewer main.

As per approved scheme sewerage of these sectors W()S to be disposer! of ill

the centralized Sewage Treatment Plant to be constructed by COA in Sector 1-12 or 1-16 for which the Housing Foundation also agreed to pay the proportionate cost. In spiteof clear directions given to CDA by PSPM to complete the trunk sewer lines from theseSectors to 1-12 by the end of December 2007, no action h;]s so far been taken by Uw

CDA.iii) Electrification

The civil component of infrastructure development work in the sector G-13 & G-14/4 is complete and Housing Foundation has already started giving possession ofdeveloped plots to its allottees for construction of their houses but the IESCO has notyet taken any steps to energize these Sectors.

The payment for demand notices for electricity in G-13 & G-14/4 in installmentswas agreed in a meeting held between Secretaries M/o Water & Power and Housing &Works with the understanding that IESCO will start physical work on the electrification ofthese Sectors immediately after receipt of first installment of demand notices.

The FGE, Housing Foundation has so far deposited the two installmentsagainst the demand notices issued for establishment of area electric net work in SectorG-13 and G-14/4, as given below but no activity on this account has been started by

. The payment of demand notices to SNGPL for provision of gas network::;Ir, these sectors was made more than an year aeJ0 but the SNGPL is reluctant to icc.:!their pipelines before completion of electrification work due to risk of possible damage~otheir lines by IESCO contractors. The IESCO has also not yet issued demand notice forthe construction of 132 KV Grid Station in sector G-13 Islamabad, despite severalreminders and personal contacts by COA as well as Housing Foundation.

The Street Light works for these sectors are to be carried out by CDA. TheDeputy Director, Sector Development Division G-13, CDA on the basis of designprepared by Mis NESPAK, asked Housing Foundation to deposit RS.200 million for

beenrequested to review their estimates to bring it in lim; with PC-1 provision. Furthpractionfrom CDA is still awaited.

iv) Sui Gas Supply

After hectic persuasion by the Housing Foundation and its Chief Executive i.c.Secretary H & W, the SNGPL issued dC;ll1;lIlcJ 1J()licc l(Jr ~;(:cl()f C 'U (JII () I (J:', :'()()(j

which was raid on 17-04-2006. Similarly the demand notice for Sector G-14/4 wCJSissued on 13-01-2007 which was paid on 13-02-2007. However the SNGPL has nulstarted any physical activity at site so far even after the lapse of more than an yeardespite issuance of several reminders in addition to personal contacts.

The matter is placed before the Executive Committee for information andissuance of directions to service providing agencies for immediate action please.

3. In case of E-Type flats we have received 35 applications against the

proposal of 120 flats. HOlf{ever, it has come to the notice of Housing Foundation that

some Federal Government Employees in BPS 17-19 'are interested in Cat-C flats, but

could not apply due to Terms & Conditions of the Scheme. In case employees of BPS

1. Apartment scheme at Karachi for low paid Federal Govt. Employees was

announced on 1st May. 2007 and last date for submission of form was affixed as 30th

April, 2007, however due to poor response the date was extended up to 15thMay, 2007.

Upon closing total 257 applications have been received against 308 Nos. of flats of

these different categories details as:-

2. The Housing Foundation have received 85 applications less than

proposed flats in case of CatoE and 49 applfcations in excess than those proposed for

Cat-D. It is suggested that one block of CatoE (60 Flats) may be converted into a block

of Cat-D type flats (40 Flats). In this way we will be accommodating 128 applications of

Cat-D against 137 applications received. Similarly against 35 applications of CatoE flats

wewill be constructing 60 flats.

LAUNCHING OF SCHEME FOR CONSTRUCTION OF APARTMENTS FOR FGEs,- PHASE-VI

In pursuance of the directions of Prime Minster's Secretariat, it has been decided

to construct 37000 flats for Federal Govt. Employees from BPS (1-16) in the following

cities of Pakistan: -

I. Islamabadii. Lahoreiii. Karachiiv. Peshawarv. Quetta

2. In order to properly plan the scheme for construction of apartments in different\ -

cities, it has been decided to obtain option frorn Federal Govt. Employees of Federal

Ministries / Divisions/ Attached departments (included in the rules of business) and their

subordinate offices (declared as such by the respective ministries) to assess the

number of flats to be constructed in a particular city. In this regard, it seems appropriClte

to seek response through advertisement in the newspapers (one leading English & Urdu

each) for seeking interest of the applicant is enclosed for information please.

3. Keeping in view, the said scheme when announced would be a mega scheme.

As the scheme being launched to seek the keenness of the FGEs and to determine

their preference in different cities, it is, therefore, proposed that Bank Alfalah be

assigned the following task: -

I. Distribution of application formsii. Collection of form fees. ~~,,-iii. Preparation of data, category wise (as per the consent of the applicants).iv. City of preference (indicated by the FGE).

By assigning the above mentioned task to bank of Alfalah will not only streamline

the collection of preference from FGE but also keep the HF away from the hassle and

creation of unnecessary posts to handle the scheme at this initial stage.

to have an apartment to be allotted to him by the Housing Foundation.

3. The application form can be obtained from the branches of Bank Alfalah of Rs-

500/- each (non-refundable.).

2. The applicants are required to indicate the preference of city and category of

apartment as given below: -

On the directions of the Prime Minister, Federal Govt. Employees Housing

Foundation is launching a scheme for the construction of 37000 apartments for t=ederal

Govt. Employees (BPS-1-16). In Federal Ministries / Divisions/ Attached departments (

included in the rules of business) and their subordinate offices (declared assuch by the

respective ministries). The said scheme shall initially be launched in the federal &

provincial capitals (Islamabad, Lahore, Karachi, Peshawar, Quetta).

shifted to Hardship quota and was placed hefore the Suh-Committee of Ilardship l[uuta ill

its first meeting and was accordingly not recoillmellded. I lis case was again placed before

The District Administration Islamabad has started registration of

REGISTRATION OF PROPERTY DEALERS.

property dealers. Similarly, DHAI also have registered property dealers/Estate agents

for transaction in the authority. Similarly FGEHF is also dealing with a number of

property dealers since 2002, who deal in sale/transfer of plots and are needed to be

registered so that they can come on its pool. Their registration must be started

immediately. This will enSure further transparency in the deals, will facilitate the

members, make the people and property dealers accountable. It will also restrict\

freelance property dealers and only reputed property dealers will come forward. The

property dealers/agents will be personally held responsible in case of any proven

fraudulent transaction and case will be registered- against them in addition to

cancellation of registration alongwith forfeiture of security deposit. However,

independent transfer of plots between the individuals can be carried out even without

property dealers/estate agents.

Introduction: -

FGE Housing Foundation is involved in providing developed plots. constructed

houses for government employees. Some of the employees sell their properties to

private persons/parties. The HF, thus, deals in sale/purchase and transfer of plots in Its

different phases. It has become a practice that every major and minor person with no

standing reputation has become a property dealer due to which many cases have been

processed in most non-official manner. which has not only harmed the federal

government servants but has also brought bad name to HF. The foundation has started

with one window operation and verification of CNIC through NADRA online system to

make the sale/transfer of plots more transparent. The transfer of plots still requires

improvement and in order to inject more transparency. the biggest impediment that

should be harnessed properly is the property dealers. This process will introduce

reputable and authenticated property dealers.

Various fee/charges are as follows: -

Card holder shall display the card while visiting FGEHF.Property case shall not be entertained without registration card .Only registered authorized dealers/agents and their nominees will be entertainedby the HF in transfer of property cases bearing signatures of propertydealers/Estate agents at the time of admitting.In case of loss of entry card by holder shall be taken as per instructions given atthe backside of the card, which are as follows: -

i. The card is valid for one year (please gets it renewed in time).ii. Entrance in the office of FGEHF is not permitted without this card.iii. In case of loss of this card contact Director Estate immediately.iv. Unauthorized person will not use this card ..v. In case of misuse registration will be cancelled.

a. APplications from Real Estate deaiers of repute will be invited through public

notice I newspapers.b. APplications forms Rs-2001- each (specimen attached as Annex-A) shall be

provid~d o~ly to those property deale:s/agents who are registered with leTAdminIstration and are holders of National Income Tax number (copy to be

attached)c. APplications received along with the license I registration issued by the DistrictAdministration Islamabad shall be scrutinized before formal approval/registration,

d. The firm will be registered after due verification with HF within 30 days of this

application.e. The registration card shall be issued to the registration property dealer/agent andto this authorized nominee to deal with HF exclusively.

f. Registration card bearing the photo of the cardholder will be issued under thesignatures of Director Estate, HF, after obtaining signatures of the applicants onthe register (specimen of the entry card and register entry is attached as Annex-

B & C).g. FGEHF shall have the right not to register and Estate agenVproperty dealer afterhaving unsatisfactory report or without assigning an reason.

;ancellation of registration: - Registration of property dealers shall hold good in

:GEHF until and unless there are no complaints. However to clear the rules of the

lamethe conditions are given as under which shall render the registration cancelled: -

a. Non-payment of renewal fee for a period of two months.b. If found involved in any fraudulent activities.c. If the overall conduct is objectionable.d. If found unsuitable in his dealing/ working in processing the cases.

Registration has been documented for the purpose of facilitation, however, it can be

amended to make it more beneficial with the approval of the Director General.

subject:- REGULARIZATION OF STAFF.

The Federal Government Employees Housing Foundation wasestablished as a Public Company Ltd by Guarantee on 26-03-1990. The strength of theemployees of Housing Foundation increased gradually over the passage of time.Presently. the sanctioned strength of Housing Foundation consists of 105 posts, whichwere created with the approval of Executive Committee in different meetings. Out of105-sanctioned strength, 61 employees are working either on regular or on deputationbasis(Annex-A).2. Presently 19 persons have been appointed against sanctioned posts oncontractltemporarily/contingency/work chargel \ fixed pay I daily wages basis andcompleted at least two years service in the organization. (Annex-B). However, the'prescribed procedure i.e. advertisement, test I interview by respective DSC wasfollowed in only 02 cases. Detail is as under:-

3. The prescribed procedure i.e. advertisement, test I interview by respectiveDSC was not followed in the other 17 cases. Out of these 17 appointments, 02 wereover aged at the time of their appointments (Annex-C). As per para ii & iii of theschedule of service rules of HF the maximum age limit for officers I staff of HF is 30yearsand for candidates with experience the age limit shall be relaxed upto 35 years.

4. It is important to note that these appointments were made in highlycontingent conditions to face the heavy load of work prevailing at that time due tolaunching of new housing schemes, transferability of plots and development of new

~ sectors etc. All the above stated appointments were made in the interest of HousingFoundation to cope with the increased workload.5. Keeping in view the aforementioned facts the following proposalsaresubmitted for consideration and approval of Executive Committee.

a) That the services of two persons mentioned at para 2 above whowere appointed in HF after advertisement & test I interview byrespective D.S.C. may be regularized with immediate effect.

b) That the services of 15 employees who have completed at leasttwo years service as on 31-05-2007 and working againstsanctioned posts may be regularized with immediate effect(Annex-D). The condition of advertisement may also be waived off.The two persons who were over aged at the time of theirappointment may not be regularized but will continue service inHousing Foundation on contract basis.

Phase-IV of the Housing Foundation was launched in 2004. Subsequently,plots were allotted to the employees of the HF as per their entitlement in light of thedecision of Executive Committee.2. Three Directors of BPS-19 were posted in the Housing Foundation on

deputation. The detail is as follows: --

are in G-14 against which the officers who have become entitled are to be

accommodated and let the new DG have a look and then present the case to the

Executive Committee, if some additional plots are to be allocated."

5. Mr. Shafique, PA to Sec: etary (H&W) has also submitted an application

that he is working in HFon deputation basis and is entitled for allotment under

Professional quota. The Secretary (H&W) has directed that his case may be processed

along with other deputationists.

6. Availability of plots in Phase-IV housing scheme has been reviewed and it

has transpired that 3 additional plots of Cat-II and one plot of Cat-IV, as per the

entitlement of the three Directors and Mr. Shafique, are available and they can be

aCcommodated accordingly.

ALLOCATION OF QUOTA OF PLOTS TO THE NATIONAL ASSEMBLYSECRETARIAT, ISLAMABAD IN SECTOR G-14-PHASE-IV

,

ISLAMABAD.

Mr. Mohammad Hussain former employee of National Assembly had

representation for allotment of plot in Phase-IV. Brief facts of the case are that

II of the Housing Scheme was launched in July, 1996. As per terms and

os of the said scheme 77% quota was reserved for the members of Superior

'I and civil servants declared as such under Civil Servants Act, 1973. In the said

employees of constitutional bodies including the employees of Supreme Court,

Court, Federal Shariat Court, National Assembly, Senate and Election

ission had also applied under the said quota by claiming that they me also civil\

ItS.Factually the employees of those organizations are not civil servants and they

ifferent writ petitions in the Lahore High Court, Rawalpindi Bench. Rawalpindi for

'9 declaration that they are civil servants and they should be considered under

:juotaof Phase-III of the Housing Scheme.

After launching Phase-III of the Housing Scheme the affectees of Sector

filed a writ petition whereby they challenged the acquisition of land in the said

)r. Their main version in the said writ was that Housing Foundation is a company

it is acquiring the land for a specified group of Federal Government employees.

~foreJpublic purpose which is prerequisite for. the acquisition of land is not:pleting.The High Court to justify the public purpose decided to expand the scope of

scheme by including different categories of employees including the employees of

stitutional bodies and othe~s in the said scheme. However, the said decision was

difiedto reserve special quota for the aforesaid categories for disposal through their

pective institutions in future phase in the scheme. In the light of this decision the writ

titions filed by the employees of constitutional bodies including the employees of

!IpremeCourt, High Court, Federal Shariat Court, National Assembly, Senate and

Accordingly, Phase-IV of the Housing Scheme was launched in January,

In the said phase 5% quota was reserved for the employees of Constitutional

es/Professionals. As per decision of the High Court i.e. "the quota was to be

:ated for disposal through those organizations." The plots were allocated CIne!list~;

1e names of applicants who applied in Phase-IV of the Housing Scheme were

'arded to the concerned organizations for recommendations by those organizations

whom allotments were to be made. On receipt of recommendations of those

mizations the allotments to the different organizations have been completed. But the

:>Ioyees of some organizations including the employees of National Assembly,

ction Commission and Senate Secretariat, created dispute that they were writ

itioners in those writ petitions earlier filed in Phase-III of the Housing Scheme and

y should be given priority over the fresh applicants for allotment of plots. The version

the Housing Foundation is that the applications of those writ petitioners were also

warded to the concerned organizations but the concerned organizations had not

:ommended their names for allotment of plots. With regard to the employees of

Itional Assembly Secretariat there were three writ petitioners (including present

titioner named Mr. Mohammad Hussain) who applied in Phase-III of the Housing

:heme but their names were not recommended by the National Assembly Secretariat,

erefore, they were not allotted plots as yet. They filed fresh writ petition -in the High

)urt and three plots are still reserved in the light of stay order passed by the Hi~lh

Durt. It will also be relevant to mention here that other employees of Nationc:ll

ssembly whose cases were recommended by the National Assembly also filed a writ

etitionfor allotment of those plots. Both the writs are pending in the High Court and

latter is subjudice.
