The Federal Highway Program Challenges:

• The Federal-aid highway program is authorized and funded through May 31, 2015.

• Highway Trust Fund: . “…highway trust fund expenditures will exceed revenues by an estimated $167 billion over the 2015–2024 period …” [Congressional Budget Office]

Funding:• $478 billion over 6 years, a 45% increase of over the last

transportation reauthorization law.

Funding Source:• Business tax reform (not adding to deficit) • Encourage firms to create U.S. jobs instead of shifting jobs and

profits overseas• A one-time 14% transition tax on the up to $2 trillion of untaxed

foreign earnings that U.S. companies have accumulated overseas
